QUESTIONS AND ANSWERS (4)

Amendment 0006 Questions and Answers

51. Question: Refer to sheet S-02. Confirm the extent of the mud mat at the RCC berm-please use station numbers.

Revision to Answer: The mud mat extends from station 0+55 to 10+15, within the footprint of the RCC berm. A mud mat is not required within the apron footprint.

97. Question: Section 00100 1.5: Offeror is anticipating bidding as a joint venture entity. This entity may take the form of a partnership or a special purpose company (LLC). Section 1.5 states that a proposal submitted by a joint venture must include a copy of the legal joint venture agreement in the proposal submission. In order to protect certain commercially sensitive and/or proprietary business information, we would like to submit a copy of the joint venture agreement with certain portions redacted to protect such information. Is this acceptable?

Answer: A proposal submitted by a joint venture must include a copy of the legal joint venture agreement in the proposal submission. Any information submitted will be available only to members of the Source Selection Evaluation Board (SSEB) for evaluation. All SSEB members have signed a "non-disclosure" agreement stating that they will not share any submitted information with outside parties. Information submitted will not be publicly disseminated.

98. Question: Section 00100, paragraph 2.5, Volume 2; since the Charts, Tables and illustration may be on an 11 x 17 sheet and the schedule may be printed on a larger (max 36’ x 48”) , how do these sheets count towards the 50 page maximum of 8 ½” x 11” sheets?

Answer: 11 X 17 sheets will be counted as one page. Schedule prints up to 36" x 48" will be counted as one page even if contained in a plain three ring sleeved holder.

99. Question: Referencing the Continuing Contract Clause: Will the Corps restrict the use of current funds to only specific CLINs?

Answer: No. The Corps will update UAI 52.232-5001 Deviation each Fiscal Year or to reflect if any funds are added to or subtracted from the contract during a current Fiscal Year.

This will not be specific to certain CLINs.

100. Question: Referencing the Continuing Contract Clause: Will the Contract be written for the full contract award amount? Recently we were awarded a USACE contract for the full proposal amount and CLINS; however, the contact value was limited to the appropriated amount and specifically funded CLINS.

Answer: Yes, the contract will be written for the full contract award amount. The amount appropriated for the current Fiscal Year will be stated in UAI 52.232-5001 Deviation. If this changes during the year or in a future Fiscal Year, a modification will be done to reflect the current amount available.

101. Question: Referencing the Continuing Contract Clause: Will the required Payment and Performance bonds be required for the appropriated amount or the full proposal amount?

Answer: The Payment and Performance bonds are required for the full proposal amount.

102. Question: Ref plan sheet G-08, Note 2: “Contractor shall maintain access to storage building and Microwave Tower for the duration of the Project”. Plan sheet S-01 shows the structure cutting off access to both of these facilities (Station 0+55 to 0+200) and plan sheet C- 01 shows the permanent elimination of access. How long and for what type of vehicles is the Contractor required to maintain access?

Answer: See answer to question 79 issued in Amendment 0005. The government does not have a specific requirement for the location of the access road. The access road location can be determined by the contractor, with approval from the COR, so as not to not impact the laydown area, batch plants, material stockpiles, etc.

103. Question: Sheet G-08, note 7 states that wetlands can be filled, however note 8 requires All State Park property to be restored to pre-existing conditions, which is correct?

Answer: All State Park property is to be restored to pre-existing conditions; however, the Corps has mitigated for the loss of the wetland noted on Sheet G-08 so it can be filled with no restoration required.

104. Question: Reference plan sheet B-10 “RCC Excavation Plan”, it appears that existing Reinforced Concrete walls and Slabs need to be demolished as part of the excavation?

Answer: See Drawing C-02. Also, Drawing S-01, as revised, in Amendment 0006, Paragraph

II.A.

105. Question: Reference plan sheet B-10 “RCC Excavation Plan", what are the limits of the demolition?

Answer: See Drawing S-01, as revised, in Amendment 0006, Paragraph II.A.

106. Question: Reference plan sheet B-10 “RCC Excavation Plan", where does the demolition of the existing structure pay?

Answer: See answer to question 49 issued in Amendment 0005.

107. Question: Reference plan sheet B-10 “RCC Excavation Plan", are there as builts for these structures so we can estimate the thickness, reinforcing, anchorage and materials?

Answer: See answer to question 50 issued in Amendment 0005.

108. Question: Reference plan sheet B-10 “RCC Excavation Plan", are there specific requirements or restrictions regarding demotion, ie. Blasting or sawcutting?

Answer: The concrete slabs at the saddle dam, that are to be removed, shall not be excavated by blasting. Only mechanical means shall be employed, such as sawcutting or hoe-ramming.

Blasting, with presplitting or line drilling, shall be permitted for excavation of the saddle dam key. See section 31 23 05, para. 3.10, as revised, in Amendment 0006, Paragraph I.F.

109. Question: Reference plan sheet B-10 “RCC Excavation Plan", can the broken contract be wasted on site?

Answer: Assuming concrete, not contract. See answer to question 40 issued in Amendment 0005.

110. Question: During the second site visit the light rain created significant run off from the downstream face of the saddle dam, can this water be captured and diverted into the creek and wetlands on State Park property (current runoff location) just to the West side of the access from the downstream access from Edgar Evan State Park Road? If not, what treatment and disposal requirements does the Government have for water coming from the face of the existing dam or the new RCC Berm?

Answer: Care and diversion of water is a contractor responsibility; a Stormwater Pollution Prevention Plan for the entire site is required. Uncontaminated runoff may be diverted into existing waterways if the velocity does not erode the streambed. The wetland noted on Sheet G- 08 may be filled with no restoration requirements.

111. Question: Ref plan sheet V-02, can the Corps provide drawing that show the location of instrumentation conduits and wiring? Nothing is shown on the existing instrumentation sheets and some above ground conduit is apparent.

Answer: Instrumentation conduit locations will be added. See Specification section 01 57 20, Paragraph 3.2.1.1 and Drawing V-02, as revised, in Amendment 0006, Paragraph I.B. and II.A.

112. Question: Three PZ (Sd-5, SD 4 and SD6?) are shown to be protected or replaced. These three are very close to the RCC berm foundation exaction and are likely to be damaged due to blasting, do these three need to be protected and/or replaced?

Answer: No, they do not need to be protected or replaced. See Specification section 01 57 20, Paragraph 3.2.1.1 and Drawing V-02, as revised, in Amendment 0006, Paragraph I.B. and II.A.

113. Question: Is the conduit that runs to these three PZ and up the right edge of the existing spillway to remain? A question and answer in the addendum 2 asked if it had to be removed and the answer was that it MAY remain.

Answer: The conduit will remain in place, but is not required to be protected. See Specification section 01 57 20, Paragraph 3.2.1.1 and Drawing V-02, as revised, in Amendment 0006, Paragraph I.B. and II.A.

114. Question: Must the conduit remain operational and be protected? What are the permanent protection requirements when under 80’ permanent rock fill? Does it need to be relocated?

Answer: The contractor will not be required to protect or replace the conduit that runs to piezometers SD-4, SD-5, and SD-6. See Specification section 01 57 20, Paragraph 3.2.1.1 and Drawing V-02, as revised, in Amendment 0006, Paragraph I.B. and II.A.

115. Question: Reference Plan sheet C-14, typical upstream and downstream access road sections, what are the minimum longitudinal limits required for these access roads?

Answer: See answer to question 102 issued in Amendment 0006. The upstream access road should connect highway 96 with the adit entrance of the RCC Reinforcing Berm on the left abutment and the downstream access should connect the state park road to the apron of the RCC Reinforcing Berm. See Drawing C-14, as revised, in Amendment 0006, Paragraph II.A.

116. Question: Regarding Clause 252.204-7012 Safeguarding of Unclassified Technical Information – Please review and confirm that this clause should be included for this procurement.

Answer: Yes, this clause should be in this procurement as prescribed in DFARS 204.7304(c).

117. Question: Reference CLIN 0004, Excavation for Main Dam’s Left Rim, estimated quantity 250,000 CY. Reference Plan sheet B-15, Left Rim pre-excavation plan. The left rim excavation has very limited geotechnical data. In fact, there are NO borings on the Northside of the cut. The material is expect to be some overburden and some material that will require blasting. In order that the Contractors are not forced to add significant money to the price to account for the risk that it is mostly rock, nor expose the Corps to a REA for excessive difference in overburden vs rock if the Contractor’s estimate is too optimistic, Will the Corps split the CLIN to two items, one for Overburden and one for Rock? This way excavation of the Reinforcing Berm is handled through CLINs 0009 Overburden and CLIN 0011 Rock Excavation.

Answer: The available geotechnical data for the left rim was included in Amendment 0002.

The bid schedule will not be changed.

118. Question: Section 01 22 00, Item 1.1.5, Concrete Materials (Conventional and RCC). All items of this section are listed as being paid by the appropriate weight or unit measure. Items 25 & 26 in the Proposal Price Breakout Schedule, are paid by the Cubic Yard. Are these duplicate pay items or will we be compensated according to Section 01 22 00?

Answer: Items 25 and 26 shall be paid by the cubic yard. No additional payment will be made for the weight of the individual constituents for these items. See specification section 01 22 00, as revised, in Amendment 0006, Paragraph I.A.

119. Question: Section 00010, Solicitation Contract Form, Concrete Materials (Conventional and RCC). In comparing our quantity take offs for required Conventional Concrete and RCC Concrete with the material quantities designated in Section 03 37 23, Page 12 Table 1-3, we cannot tie-in the loose quantities in Items 027 thru 033 to the manufactured quantities.

Correlation of these is very critical as the sum of the individual quantities are the basis of our compensation. Could you please confirm that the individual quantities will yield the required manufactured quantities to complete all work?

Answer: Bidding schedule quantities and specification 01 22 00 and 03 37 23, as revised, are in Amendment 0006, Paragraphs I.A., I.C., and III.

120. Question: Section 31 00 00, Item 2.2, Engineered Rock Fill. Are there any time restriction with regard to placement of the rock fill behind the RCC concrete?

Answer: No.

121. Question: Section 03 37 23, Item 1.2, System Description. Item 1.2.1, Page 10, 3rd Sentence: "There shall be a bedding mortar placed between RCC lifts as part of a cold joint treatment and between the mud mat and the RCC." Item 1.2.1, Page 11, Table 1-1: "Bedding mortar shall be placed between RCC lift surfaces and Mud Mat and RCC." Sheet S-08, Note 7:

"Bedding mortar shall be used on all lift surfaces between gallery and upstream face." Sheet S- 12, Construction Note: "Shows bedding mortar across entire lift." Which one of these is correct?

Answer: Bedding mortar shall be placed as part of cold-joint treatment, on all lift surfaces between gallery and upstream face adjacent to the gallery, and between the mud mat and the first RCC lift. See specification section 03 37 23, paragraph 1.2.1 and Table 1-1, as revised, in Amendment 0006, Paragraph I.C.

122. Question: Section 01 22 00 page 22 (RCC): 1.1.7.1 Payment: Why are materials used in bedding mortar, grout used in enriched RCC (GERCC), grout, conventional concrete facing included in RCC neat line payment and not paid in other line items? It appears the bid schedule for items 0027-0033 would include the quantities for these items.

Answer: These items are considered incidental to RCC. See answer to question 118 in Amendment 0006.

123. Question: CHD Questions: Section 1.2.2.2: Considering the volatility of fly ash availability, will the use of slag be considered/permitted?

Answer: No.

124. Question: CHD Questions: Section 2.1: Please provide further explanation of this section (Materials).

Answer: Paragraph was rewritten. All materials shall be subject to approval by the COR based on the requirements for the individual concrete constituents. All concrete materials shall be compatible with each other at all times. Compatibility of cementitious materials and admixtures shall be tested in accordance with ASTM C451 for early stiffening. Once materials have been selected and approved, the type, source, and supplier shall not be changed without Government required testing and approval. If the Contractor proposes to change any materials, the cost of testing and acquiring the new material shall be at the Contractor's expense. See Specification section 03 37 23, Paragraph 2.1, as revised in Amendment 0006 Paragraph I.C.

125. Question: CHD Questions: Section 2.1.1.4: The current local source of class f fly ash does not meet the calcium oxide requirements per the specification. Can this tolerance be reconsidered?

Answer: There are local flyash sources who do meet this criteria, they were tested by the Government. The calcium oxide limit is required as per the specifications.

126. Question: CHD Questions: Section 2.1.2: Why is the use of accelerating admixtures prohibited?

Answer: Accelerators can increase the potential for cold joints.

127. Question: CHD Questions: Section 2.1.4.4: For conventional concrete, both approved aggregate sources do not currently nor historically meet the gradation requirements of ASTM C

33. However, the sources do meet the specifications of TDOT. Will an exception be made?

Answer: Yes, for the conventional concrete, fine aggregate shall meet the TDOT gradation provided in the 2015 TDOT specifications 903.01, Table 903.01.2; and the coarse aggregate gradation shall meet 2015 TDOT specification Table 903.22-1 for Size 4 (1-1/2"-3/4") and Size 67 (3/4"-No.4). Quality requirements remain per the USACE specification.

128. Question: CHD Questions: Section 2.1.4.5: Define “dripping wet.”

Answer: Wet aggregate as defined by the National Ready-Mix Concrete Association is acceptable for aggregate stockpiles. Aggregates with excessive free surface moisture such that water drips from a sample removed from the stockpile is unacceptable.

129. Question: CHD Questions: Section 2.1.4.7: Are there concerns the excessive tonnage required to be maintained for 6000 yards of continual RCC placement will cause quality issues?

(i.e. gradation and moisture)

Answer: The contractor is required to ensure the aggregates meet the gradations and moisture requirements when the aggregates arrive at the mixer to produce the concrete.

130. Question: CHD Questions: Section 2.1.4.7: Storage of the amount of material required for 6000 yards may lead to contamination. Will there be a designated area to store this amount of material?

Answer: The contractor is required to store the aggregate in such a manner as to prevent contamination. It is up to the contractor's discretion where he chooses to place the designated area for the aggregate.

131. Question: CHD Questions: Section 3.2.3.1: Concrete temperatures are required to be maintained between 40 to 70 degrees Fahrenheit. Will a variance be allowed when mitigation options are impractical?

Answer: No.

132. Question: CHD Questions: Section 3.11.2.6 b. and d.: Would a minimum yardage per day be acceptable in addition to the 8 hour requirement?

Answer: No.

133. Question: CHD Questions: Section 2.2.2: Will there be an opportunity for offsite plant(s)?

Answer: No.

134. Question: CHD Questions: Section 2.2.5.3: The plant shall include provisions to facilitate the inspection of all operations at all times. Define all.

Answer: The government will not be restricted from batch plant inspections at any time. The contractor shall enable the government to inspect all batch plant facilities and operations including bins, silos, batchers, mixers, moisture control devices, scales, interlocks, recorder, counter, rescreening and washing plant.

135. Question: CHD Questions: Section 2.2.1 and 2.2.8 a.: Please clarify verbiage in this section.

Answer: The plant is required to have a capacity of 350 cubic yards per hour. The RCC delivery system is required to have a capacity of 250 cubic yards per hour.

136. Question: Are additional site visits allowable? In particular, this is needed by our electrical subs to assess primary connections within dam itself?

Answer: No additional site visit will be organized by the Government. The Government will not provide power from the dam. The contractor is responsible to make any arrangements with the local power company regarding power needed to accomplish the requirement.

137. Question: Sheet V-02. There are 4 piezometers at elevation 570 (approx.) and 3 at elevation 640’ that appear to be in conflict with the new RCC berm. Are they to be abandoned in place?

Answer: Piezometers SD-4, SD-5, and SD-6 will be abandoned in place. Piezometers C-39, C-40, C-41, and DC-X21 shall be protected from damage. See Specification section 01 57 20, Paragraph 3.2.1.1 and Drawing V-02, as revised, in Amendment 0006, Paragraph I.B and II.A.

138. Question: Sheet C-07 calls for riprap and #57 rock for drainage at apron. No pay item/measurement is called out in specifications. Will this be an incidental cost? And, if so, where? Please provide clarification.

Answer: This drainage ditch is included in Miscellaneous Site Work as part of the apron cover as described in Specification section 01 22 00 Paragraph 1.1.1.2.1.

139. Question: Drawing S-03 makes it look like there is rebar in the conventional concrete facing. Furthermore Detail C on S-08 appears to show rebar in the conventional concrete facing;

however no rebar is called out. Is there rebar in the facing concrete? And if so, please clarify size and spacing.

Answer: Reinforcing steel is shown in Detail A on Drawing S-03 and Detail A on Drawing S-

08. Reinforcing steel is not required on the downstream stepped portion of the RCC reinforcing berm. See civil legend on drawing G-05 for conventional concrete, hatching used for conventional concrete has various sized shapes that may have been mistaken for rebar.

140. Question: The same for Drawing S-04 as above.

Answer: See answer to question 139 issued in Amendment 0006.

141. Question: The same for Drawing S-06 as above.

Answer: See answer to question 139 issued in Amendment 0006.

142. Question: The same for Drawing S-06, Detail D for the conventional concrete floor in the Gallery.

Answer: See answer to question 139 issued in Amendment 0006.

143. Question: Sheet S-07 calls out 36” personnel doors. Is there any specification available for type, hardware and finish?

Answer: Personnel doors shall be 14 ga galvanized Type F with continuously welded seams meeting SDI requirements for Level 3 and Performance Level A. See drawing S-07, as revised in Amendment 0006, Paragraph II.A.

144. Question: There does not appear to be any reinforcing in the stair sets in the gallery per Detail B on Drawing S-09. Is this correct?

Answer: Yes.

145. Question: Sheet E-01 Layout for site electrical/duct bank. There appears to be a vertical rock face/cliff on north side of road. Clarify crossing of TN Hwy 141 at vertical rock face/cliff.

Maybe reroute duct bank to avoid rock face.

Answer: That is correct. There will be a vertical portion of the conduit to get it up to top of the hill.

146. Question: Sheet S-09-Detail B. Please provide more detail or a product callout for “Galvanized Safety Nosing”?

Answer: Safety Nosing shall be Wooster Products Type 116. See drawing S-09, as revised in Amendment 0006, Paragraph II.A.

147. Question: Sheet M-02 Pipe Supports for water and air supply. Please provide an “on center” measurement for supports?

Answer: See Specification section 22 00 00, Paragraph 3.1.3.1.a.

148. Question: RCC specification mentions an “average rate of 2 lifts/day”. Is there any restriction on the maximum number of lifts/day?

Answer: The Government may consider rates faster than two lifts per day if the Contractor can prove through a period of time during construction that acceptable concrete can be placed successfully at a faster rate and it will not have negative impacts due to thermal considerations.

149. Question: Is the Contractor required to provide Builder’s Risk insurance?

Answer: The Government does not require Builder's Risk insurance.

150. Question: Section 00115-2.9 - In section 00115-2.1, 2.2, and 2.3, the Government specifically and narrowly defines ‘relevant past performance’ by timeframe, work scope and magnitude. Section 00115-2.9 states “The Government may review any other sources of information for past performance…” including PPIRS, CPARS, FAPIIS, eSRS. Please clarify whether the Government will consider any past performance information obtained from these and other sources, or only past performance information on projects that also meet the timeframe, scope and magnitude as defined in the above-mentioned sections 00115- 2.1, 2.2, and 2.3?

Answer: Please reference the statement in Section 00115, paragraph 2.9 which states "While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror."

151. Question: Section 00115-2.10 - Please clarify the intent of the language included in Section 0115-2.10. Specifically, the seventh sentence of this section states: “Projects performed by contractors other than the Offeror, such as teaming partners or subcontractors, will not be evaluated for past performance, unless those other contractors are part of a JV offeror as demonstrated by a signed JV agreement. ”More specifically, several relevant projects that have been constructed in the allowed timeframe (as defined in sections 00115 – 2.1, 2.2 and 2.3) were performed by joint ventures of two or more contractors. Typically, the Government recognizes the relevant experience and past performance on prior joint venture projects where the Offeror performed at least 50% of the work in its role in the joint venture. Stated differently, if a prior relevant project (‘Project X’ ) was completed by a joint venture of ‘Contractor A’ and ‘Contractor B’ in a 50%/50% joint venture, and ‘Contractor A’ submitted an offer for this solicitation, would the Government consider the past performance and relevant experience of ‘Project X’ in evaluating ‘Contractor A’s’ proposal?

Answer: Paragraph 2.10 of Section 00115 is for contractors wishing to submit a proposal as a Joint Venture. Please reference paragraph 2.4 of Section 00115 if a Prime is wishing to submit past projects in which they were in a Joint Venture. If a contractor submits past projects for a subcontractor they are wishing to use on this requirement, the subcontractor's past projects information would not be evaluated.

152. Question: Section 00115-3.1- Based on information that is within the public domain, it is understood that the potential for alkali-silica reactivity, or alkali-carbonate reactivity are significant design concerns on the part of the Government for this project; yet the requirements listed under ‘Auxiliary dam reinforcing berm’ are silent on aggregate source(s) for the project.

Please consider addition of the sourcing of aggregates for conventional concrete and RCC as minimum requirements under this section.

Answer: The activities listed in Section 00115, Paragraph 3.1 are minimum requirements for the plan. If the contractor feels that this adds value to the proposal they can include it.

153. Question: Section 00115-4.4.1 - This section states that “The SB Participation Proposal must meet the minimum Total Small Business Participation goal of 23% of the total contract value (through collective small business participation from any type of small business or subcategory small business).” This magnitude of required small business participation appears to directly conflict with the Government’s experience and past performance evaluation requirements stated elsewhere in the solicitation. If the Prime Contractor self-performs the various scopes of work considered by the Government to be most relevant, it is unlikely that there is 23% of the overall contract value available for small business participation. It is requested that the Government allow the Offeror to submit, without prejudice of a lesser evaluation in the SB category, SB participation goals that are realistic and consistent with the contractors ‘implementation plan and construction schedule’ to avoid conflicting proposal evaluation requirements.

Answer: Paragraph 4.4.1 is found in Section 00130. While Section 00130 states the Proposal must meet the minimum Total Small Business Participation goal of 23% of the total contract value, the section additionally states “Offerors unable to meet the minimum overall small business goal of 23% shall provide an explanation of why this target cannot be met with their proposal.” Also, Section 00130-4.1.1 states “Project demonstrating experience in Production and Control of RCC or Placement of RCC and Lift Joint Treatment will be rated at least Relevant. Projects demonstrating experience with multiple scope features (i.e., Dam Foundation Preparation and Treatment; Production and Control of RCC; Placement of RCC and Lift Joint Treatment; Drilling and Blasting near sensitive structures; Rock Excavation and Rock Slope Stabilization) will be rated more favorably than projects demonstrating one scope feature.” For Factor II Implementation Plan and Construction Schedule, the Offeror is not required to self-perform all the activities listed in Section 00115 Part 3; however, these activities, including subcontracted work, should be discussed in the Offeror’s plan.

154. Question: Amendment #2 – The ‘Pre-bid questions and answers’ section appears to omit several questions that were discussed at the October 15, 2015 site visit: Will the existing unimproved road between the right abutment of the gated spillway and the fuse plug require upgrades to meet current EM-385 requirements or can this road be used in its current condition?

Also, will the excavated rock face above the road require scaling or rock-fall mitigation if this road is used as an access road by the Contractor? It is requested that these be directly answered (versus referencing EM-385 requirements), as the EM-385 requirements are potentially subjective in that they are not necessarily applicable to an existing USACE-owned road/facility.

Answer: Yes, the existing unimproved road between the right abutment of the gated spillway and the fuse plug will require upgrades to meet current EM-385 requirements. The existing rock face above the road will likely require some scaling or rock-fall mitigation if this road is used as an access road by the Contractor.

155. Question: Amendment #2 – Prebid question #33 - The answer to this question appears to conflict with specification 03 37 23 and may be misleading to potential offerors. The required reactivity testing and subsequent USBR aggregate and mix design program require approximately 2-1/2 years to be completed per the specifications; in addition, it is understood from information that is within the public domain that USACE’s prior alkali and carbonate reactivity testing results have been deemed inconclusive. If USACE has not been able to definitively ascertain for several years whether the on-site aggregates will, or will not, satisfy these reactivity testing requirements, it appear unduly risky for an Offeror to assume that subsequent testing of the same materials will provide a different result; the required testing protocols make a definitive conclusion on whether the aggregates are not potentially reactive difficult. Please provide a summary of prior USACE reactivity testing. In addition, please address in the technical specification whether USACE will accept on-site aggregates if the awarded contractors testing results in inconclusive results.

Answer: No, concrete aggregate quality testing was performed for on-site rock. The USACE alkali and carbonate reactivity testing is not inconclusive for the portions of the sources listed in paragraph 2.1.4.2.a. The conclusion for that material, is it's reactivity can be controlled with the required mix designs, concrete material types and contents, and limitations of the mining. All tests in paragraphs 2.1.4.3, 2.1.4.3.1, and 2.1.4.3.2 have been performed on the pre-qualified sources both aggregate and cores, and the limitations in the mix design and in the mining depth allowed have been deemed necessary to control the reactivity. Any alternative source proposed must also undergo the same testing in order to determine requirements needed in the mix design or in the mining process to reduce the amount of reactive material to controllable limits. Any alternative site will not be accepted if the testing results are inconclusive; if the alternative sources meet the requirements of 2.1.4.3 and 2.1.4.3.2, the results will not be inconclusive.

156. Question: Please provide clarification on surface requirements for the Gallery Walls.

Specification section 03 37 23, 3.4.3 lists the gallery walls as plain RCC surface without the use of grout. However, Specification section 03 37 23, 3.8 Gallery – part b, says the contractor may propose to place conventional concrete or GERCC against wall forms.

Answer: The gallery walls may be constructed of formed RCC and shall be used as the basis for bidding. GERCC or Conventional Concrete Facing may be used if the Contractor elects to do so at no additional cost to the Government.

157. Question: Please provide clarification on surface requirements for the Upstream form work.

Specification section 03 37 23, 3.4.3 lists the upstream face as plain RCC surface without the use of grout. However, drawings S-11 and S-12 show GERCC required along the upstream face from Elevation 573.65 to the start of the conventional concrete at Elevation 646.00.

Answer: Section 3.4.3 is correct: the upsteam face is formed RCC without grout. Drawing S- 11 is also correct: The test section has an area of formed grout enriched RCC. Sheet S-12 only identifies that gang mounted vibrators shall be used to consolidate GERCC, not that the upstream face is comprised of GERCC.

158. Question: Please provide the limits of the bedding mortar to be used on lift surfaces between the gallery and the upstream face, per note #7 on drawing S-08. Is bedding mortar required along the walls of the gallery in a lift or is bedding mortar required the entire length of the gallery at the respective lift elevation.

Answer: Bedding mortar shall be placed between the gallery and upstream face on all lift surfaces adjacent to the gallery for the entire length of the gallery. See answer to question 121 on Amendment 0006.

159. Question: Are there any DBE set asides?

Answer: Please refer to the answer to question 68 issued in Amendment 0005.

160. Question: Sheet S-09 shows the profile of the Gallery. Does the box culvert gallery have to be “watertight”? Precast box culverts have tongue and groove joints similar to pipe… so making watertight will require injecting joints with an epoxy material (several types to choose from).

Also, the gallery (box culvert) looks like portions are over 100’ deep which is achievable utilizing precast box culverts but will require special design. In addition to the questions above, the real question is whether the Corp would consider a precast box alternate for the gallery?

Answer: See Specification section 03 37 23, Paragraph 3.8 a. Precast gallery segments may only be used for the ceiling. Gallery floor, stairs, or walls may not be precast.

161. Question: We request that the Government consider answering, at their discretion, questions submitted after November 6, 2015. Many of the specialty Subcontractors and Suppliers have not yet delved into the plans and specs in detail and may have questions or need clarification past the date for submitting questions to be answered by addendum.

Answer: The due date for questions remains November 6, 2015.

162. Question: We would like to request a 2 week extension to the bid date.

Answer: The due date for proposals has been extended in Amendment 0006. The due date for proposals is now December 10, 2015 at 2:00 PM Central Time.

163. Question: After looking at addendum no. 4 , BI 11 Rock excavation for the reinforcing berm, the original quantity was 45,000 cy, in addenda 3 it moved to 78,000 cy, in addenda 4 it moved to 103,000 cy. The drawings have never changed. Our original takeoff was less than the original quantity of 45,000 cy. What are we missing?

Answer: The original bid item 11 rock excavation 45,000 CY quantity was in error. The 78,000 CY in Addendum 3 included the complete rock excavation of the berm structure and apron, with the 4:1 v:h slopes. The additional Addendum 4 volume totaling the final quantity of 103,000 CY includes additional excavation between the saddle dam and RCC berm. See drawings C-01 through C-04.

164. Question: Why did the concrete material quantities change in bid schedule Amendment 6?

Answer: The original bid schedule quantities accounted for items that are not to be paid by constituent. In addition, the ranges used for the quantities were not the current mixture proportions. The current mixture proportions have been updated in Specification Section 03 37 23, as revised in Amendment 0006, Paragraph I.C.

165. Question: We would like to know if a Supplemental Cementitious Material (SCM), either Class F fly ash or GGBFS slag cement, may be used to achieve the low heat of hydration requirements that are spelled out in the specifications?

Answer: No, 50% Class F flyash and low heat cement was required by the thermal study to reduce the thermal gradient and prevent cracking.
