QUESTIONS & ANSWERS

Questions and Answers – Amendment 0002

1. Question: What safety requirements are there for the left rim excavation?

Answer: Refer to Specifications and EM 385‐1‐1.

2. Question: Are the monuments and grout holes on the left rim platform to be protected during the stabilization work?

Answer: No.

3. Question: What is the purpose of the box conduit painted red at the left rim and can it be removed?

Answer: The red concrete conduit at the left rim contains abandoned electrical conduit and may contain abandoned wiring. The conduit and its contents may be removed.

4. Question: Do we have to mat every shot?

Answer: No, blasting mats are not required on every shot. From Section 31 23 06, para. 3.3.1, "When the Contractor finds it necessary, or the Contracting Officer's Representative so directs, the Contractor shall cover shots with blasting mats." The Contractor should expect to utilize blasting mats on the left rim excavations near Highway 96 and all public roadways, near any excavation site, should be protected from flyrock.

5. Question: Can the blasting specialist and the blaster in charge be the same person?

Answer: No; the Blasting Specialist and the Blaster in Charge shall not be the same person. See

Specification Section 31 23 06 Paragraph 3.4.1, as revised, in amendment 0002, Paragraph I.C.

6. Question: Regarding blasting, is ten feet the maximum thickness we can take in a lift?

Answer: No, only the final shot to grade is restricted to a maximum depth of 10 feet, see Section

31 23 06, para. 3.2.10.

7. Question: Is stick powder required for blasting or can we use bagged Anfo?

Answer: Bagged Anfo will be permitted for production blasting with the Contracting Officer's approval. However, only cartridge explosives may be used for presplitting.

8. Question: What is the time frame on blasting?

Answer: Sequence of blasting within the contract schedule is up to the contractor. There are limitations in the contract as to hours of the day the blasting can occur, see Section 31 23 06, para. 3.2.10.

9. Question: Does the blasting specialist have to be on site and remain on site?

Answer: Yes, the blasting specialist must remain on site during blasting operations.

10. Question: Will you allow a 3‐1/8 inch or a 3‐1/2 inch hole for blasting?

Answer: Production blast holes may have a maximum diameter of 3 ½ inches, see Section 31 23

06 Paragraph 3.10, as revised, in amendment 0002, Paragraph I.C.

11. Question: Can the rock backfill be dumped down the downstream side of the saddle dam?

Answer: No. Rock fill shall not be dumped in an uncontrolled manner.

12. Question: Can we use lake water for concrete batching?

Answer: Yes, if it meets the requirements in Section 03 37 23 Paragraph 2.1.3. A water withdraw registration is required with the State of Tennessee if more than 10,000 gals of water is used on any one day. More information on water withdrawal registration requirements may be found at: https://www.tn.gov/environment/article/wr‐wq‐water‐withdrawal‐registration‐ program.

13. Question: Must the conduits for the piezometers at the base of the saddle dam be removed?

Answer: No, they may remain in place.

14. Question: What are allowances for an access road for the fill between the saddle dam and RCC

Berm?

Answer: The contractor is to design access and must adhere to requirements in the specifications and in EM 385‐1‐1.

15. Question: What vehicles and weight limits are allowed on the saddle dam and/or fuse plug?

Answer: No vehicles or equipment will be allowed on the fuse plug; the fuse plug is outside of the contractor work limits. Only non‐tracked vehicles, 3/4‐ton or lighter, may access the horizontal concrete aprons upstream and downstream of the fuse plug.

16. Question: Is the seasonal creek part of the RCC Berm abutment?

Answer: No. The seasonal creek is downstream of the RCC Berm and apron.

17. Question: Are there voids beneath the saddle dam panels? If so, how should these affect the fill operation?

Answer: There may be voids under the concrete panels; however, they should not affect the fill operation. Any damage to the crest panels (that remain exposed after fill) should be repaired.

18. Question: Should we expect karst features during excavation?

Answer: Yes.

19. Question: What is the Probable Maximum Flood (PMF) background information for the fuse plug?

Answer: The fuse plug was constructed in 1994 for additional project spillway capacity to pass the design storm, the Probable Maximum Flood. The fuse plug is designed to erode when the lake reaches elevation 691.5 and the fuse plug overtops. See additional information in Appendix

A, Item 3‐ Climate and Hydrology/Hydraulics.

20. Question: Will the fill material be washed out if the fuse plug operates?

Answer: Some of the fill material between the saddle dam and RCC berm is expected to be carried downstream during a fuse plug overtopping flood event.

21. Question: Is a concrete pad to be placed on top of the fill material?

Answer: No.

22. Question: Are there drains to be placed through the fill and the RCC Berm?

Answer: There are no drains to be placed in the fill. The RCC Berm gallery has a gravity discharge shown in Drawings Q4‐RCC‐S‐03 and Q4‐RCC‐M‐02.

23. Question: Are the existing panels on the saddle dam to remain in place (i.e. is the fill to be placed on top of the panels)?

Answer: Yes. Fill is to be placed on the existing concrete panels.

24. Question: Were the saddle dam panels poured in place?

Answer: Yes.

25. Question: What requirements are there for paving the main dam concrete road and the asphalt road on the embankment dam after hauling rock?

Answer: Repair is required for any damage to the main dam concrete road caused by the contractor. The contractor is required to restore the asphalt road to the original conditions or better, per Section 32 12 16 Paragraph 3.2, as revised, in amendment 0002, Paragraph I.D.

26. Question: Is there a requirement for instrumentation at the saddle dam and left rim sites?

Answer: Yes, see plans and specifications.

27. Question: When is the project scheduled to start?

Answer: A projected award date is dependent on many variables. Per the solicitation, offers providing less than 120 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected.

28. Question: Are there weight restrictions for crossing the main dam road over the spillway bridge?

Answer: The Center Hill Dam spillway bridge passes HL‐93 screening only at the Operating level.

Therefore, the bridge will have adequate capacity for AASHTO legal loads. However, the contractor shall implement traffic control measures to only allow one loaded truck per bridge span. See Specification Section 32 12 16 Paragraph 3.1, as revised, in amendment 0002, Paragraph I.D.

29. Question: Is power service live through the left rim cut?

Answer: No. The power line through the left rim is scheduled to be removed by the local power company prior to contract award.

30. Question: Should the high voltage above‐ground power line through the left rim cut be protected?

Answer: The high voltage above‐ground power line through the left rim is scheduled to be removed by the local power company prior to contract award. There is an active overhead power line at the entrance to the left rim. The contractor is responsible to make any arrangements with the local power company regarding that power line.

31. Question: What are the closest water and power sources to the saddle dam location and the left rim?

Answer: Contactors should contact local utilities for water and power availability.

32. Question: What improvements need to happen to the existing access roads to use them as haul roads?

Answer: Haul road improvements are the responsibility of the contractor. Haul road requirements are included in the specifications and EM 385‐1‐1.

33. Question: Can shot rock from the left rim be used as aggregate for the RCC Berm?

Answer: Yes, however testing must be accomplished before this is allowed. See specifications section 03 37 23, Paragraph 2.1.4.

34. Question: Please review all allowed haul routes.

Answer: Haul routes are the contractor's responsibility, but must adhere to the contract requirements (plans and specifications) and the EM 385‐1‐1.

35. Question: Show office sites that are allowed.

Answer: Office sites are the contractor's responsibility, but must adhere to the contract requirements (plans and specifications) and the EM 385‐1‐1.

36. Question: Can you extend the date questions can be asked by a week to ten days, or at least to the following Monday?

Answer: In this amendment, the due date for questions has been extended to November 6, 2015 at 9:00 am Central Time. No additional questions will be accepted after this time.

37. Question: Please provide the drill logs as an amendment to the solicitation.

Answer: Drill logs and associated testing data will be released in Amendment 0002.

38. Question: Should submitted schedules (.xer files) for Factor II of the Technical Proposal have cost data included and assigned to construction activities?

Answer: For proposal evaluation purposes, schedules shall not be cost loaded at the WBS

(summary) level, or the activity level. Schedules will be reviewed solely on the basis of construction sequencing, sound logic, and forecasted activity dates and float values.
