QUESTIONS AND ANSWERS (3)
Questions and Answers – Amendment 0005
49. Question: Left Rim Location: We request for a bid item to be provided for the removal of the concrete slabs?
Answer: No, the slabs in the Left Rim area are not required to be removed. Concrete panels at the Saddle Dam will only be required to be removed to facilitate construction. The removal cost for the concrete panels required to facilitate construction at the Saddle Dam shall be included in rock excavation quantity, as revised, in amendment 0005, Paragraph I.A.
50. Question: Left Rim Location: How thick are the concrete slabs that need to be demolished and is there any reinforcing steel within the concrete slabs?
Answer: The slabs in the Left Rim are not intended to be demolished. The as‐built drawing of the left rim platform is included for information. Concrete panels at the Saddle Dam will only be required to be removed to facilitate construction. The as‐built drawings pertaining to the concrete panels have been included for information only.
51. Question: Refer to sheet S‐02. Confirm the extent of the mud mat at the RCC berm‐please use station numbers.
Answer: The mud mat extends from station 0+55 to 10+15, within the footprint of the RCC berm. A mud mat is required within the apron footprint.
52. Question: What are the shotcrete requirements for the left rim?
Answer: Shotcrete will be used on an "as needed" basis, the requirements are covered in the plans and specifications
53. Question: Is all the rock excavated from the left rim suitable for fill between the RCC Berm and Saddle Dam?
Answer: No, the shale in the upper portions of the left rim excavation will be considered unsuitable for the engineered fill between the RCC Berm and Saddle Dam.
54. Question: What are the traffic control requirements for the left rim cut?
Answer: Traffic control requirements are included in the specifications section 01 55 26. Also, see answer to question 63 in Amendment 0005.
55. Question: Will the 2:1 and 1.5:1 slopes require presplitting?
Answer: No, the 2:1 and 1.5:1 H:V slopes in the left rim excavation do not require presplitting.
56. Question: What is the total acreage in the contractor work limits?
Answer: The acreage in the RCC Berm work area is approximately 50 acres. The Left Rim and settling pond work area has a total of approximately 46 acres.
57. Question: What are the total concrete quantities?
Answer: Total concrete quantity will not be provided; roller compacted concrete will be measured for payment on the basis 'job' for the structure as indicated on the drawings.
58. Question: What is the purpose of the project?
Answer: The primary purpose of this contract is dam safety. The RCC berm reduces the risk of an internal erosion failure of the saddle dam and mitigates damages in the event of a fuse plug overtopping flood event. The fill between the saddle dam and RCC berm further reduces the probability of underseepage failure of the saddle dam. The left rim work is to stabilize the previously cut slopes and to provide source material for the fill behind the RCC berm.
59. Question: Is there any work to be done on the fuse plug?
Answer: No, the fuse plug is excluded from the contractor work limit. See drawing G‐08, Amendment 0002 and specification section 31 00 00, paragraph 1.3.1, Amendment 0002.
60. Question: What is the scope of electrical removals at left rim cut?
Answer: See answers to questions 29 and 30 issued in Amendment 0002.
61. Question: Does anything (electrical items) need to remain operational in the left Rim?
Answer: See answers to questions 29 and 30 issued in Amendment 0002.
62. Question: Is there limitation to improving haul road between main dam and saddle dam in order to meet EM 385‐1‐1 requirements for haul roads?
Answer: See answers to question 32 issued in Amendment 0002.
63. Question: What rock stabilization or rock fall protection will need to be performed before contractor is allowed to access left rim cut?
Answer: Contractor is responsible for rockfall hazards mitigation plan, described in specification section 01 55 26, paragraph 1.3.
64. Question: What restrictions do we have and what are we allowed to do?
Answer: See Plans and Specifications.
65. Question: What condition is the floor of the left rim cut to be upon completion?
Answer: See answer to question 39 issued in Amendment 0003.
66. Question: Will drilling inspectors be needed for both grouting at the Saddle Dam area and drill holes for the rock cut?
Answer: Drilling inspectors are not required for drilling of blast holes. However, the driller is required to keep an accurate drill log of each hole, see specification section 31 23 06, paragraph 3.10.1.
67. Question: What is the QC requirement for verifying that rock material from left rim meet specs for size (for engineered rock fill)? What is the rock (engineered rock fill) compaction requirement?
Answer: See specification section 31 00 00, paragraph 3.9.
68. Question: What is DBE and WBE in the requirement?
Answer: All offerors are required to submit a Small Business Participation Proposal in accordance with Defense Federal Acquisition Supplement (DFARS) 215.304. The Small Business Participation Plan shall be based on the Offeror's best effort; however, it must meet the minimum total Small Business Participation goal of 23% of the total contract value. Please review the Content and Evaluation of the Small Business Participation Plan in Sections 00115 and 00130 of the solicitation for additional information.
69. Question: Can the date for questions be extended? Consider another week?
Answer: The due date for questions was extended to 6 November 2015 at 9:00 AM Central Time in Amendment 0002. No additional questions will be accepted after this time.
70. Question: Safe file for proposal submittal rather than hardcopies?
Answer: No, proposals shall be submitted as specified in the solicitation.
71. Question: In Section 00115 Proposal Content, Part 2 Content of Volume 1, Subsection 2.8, the following is stated: “Offerors shall not reference a PPQ from a previous RFP. Resubmit the PPQ”. Based upon this language, it appears that the USACE would allow an Offeror to provide a previously completed
PPQ to satisfy the requirement defined in Subsection 2.7 of RFP W912P5‐14‐R‐0003. Is this interpretation correct?
Answer: Yes. A previously completed PPQ may be provided in an Offeror's proposal.
72. Question: Could you please release the list of people that attended the pre bid meeting.
Answer: The list of attendees for each set of site visits were released in Amendment 0002 and Amendment 0003.
73. Question: In concern of the road that runs from the Main Dam/Spillway House to the Proposed RCC Berm; if this road is torn up or destroyed during the construction process could you inform us of what material(s) and the thicknesses of them that should go back down in the existing roads place?
Answer: See drawing C‐14 and specification Section 32 12 16.
74. Question: Section 00700 52.211‐12 Liquidated Damages – Construction, provides for the assessment of liquidated damages for failure to meet schedule and such liquidated damages are in addition to excess costs of repurchase. Will USACE consider providing a cap on liquidated damages such as ten percent (10%) of the contract value? Alternatively, will USACE consider including language stating that in the event the Government is not harmed by the delay in performance that liquidated damages will not be accessed?
Answer: No.
75. Question: Section 00800 Special Requirements Schedule of Insurance – This section outlines the type of insurance coverage which Contractor must carry as well as establishing minimum amounts of coverage and insurances. In order to establish appropriate and set limits of coverage appropriate for the project and price accordingly, Offeror requests that USACE delete the phrase “at least the kinds and minimum” and establish set coverage for the required insurances.
Answer: No. The listed amounts are the minimum amounts required for this contract. Higher amounts are up to the individual firms.
76. Question: Section 31 00 00 1.3 Sheet G‐08 / Note 8. Please clarify “all state park property shall be restored to pre‐existing conditions”. Do pay items #55 and #56 compensate for this effort? Are there older/mature trees or other types of non‐restorable items that the contractor would be liable for?
Answer: Yes, pay items #55 and #56 compensate for this effort. Pre‐existing conditions for this effort shall mean stabilized with warm season grasses and sapling trees. The contractor is not required to restore mature trees.
77. Question: Section 31 00 00 3.2 Are there any haul / weight restrictions over the Main Dam Spillway?.
Can off road trucks be utilized to travel over the dam? Can the highway over the dam be completely closed to haul for safety reasons except for emergency vehicles?
Answer: See answers to question 28 issued in Amendment 0002. Any State Highway 96 road closure must be short‐term, for example to occasionally transport large equipment, and requires coordination with TDOT.
78. Question: Section 31 00 00 3.2 Is the upstream access road from the Main Dam Spillway to Existing Saddle Dam safe to use for off road trucks and heavy equipment? Can trucks get by each other coming and going or will improvements be required?
Answer: See answers to question 32 issued in Amendment 0002.
79. Question: Section 31 00 00 1.3 Sheet G‐08 / Note 2. Please clarify “contractor shall maintain access to storage building and microwave tower for the duration of the project”. How often are these facilities used? Can the existing storage building be moved to an easier accessible location for the corps?
Answer: Access to the storage building and microwave tower could be limited for a short period of time with sufficient notice and approval by the COR. The government accesses the microwave tower on a monthly basis for routine maintenance, and as needed for repairs. The storage building is accessed frequently. The storage building and contents could be moved to a location in the vicinity acceptable to the COR at full Contractor's expense. However, it is utilitarian in nature and is preferred to be less visible to the recreating public.
80. Question: Can the blasting contractor drill a 3 1/8 diameter hole as long as they use cartridge powder that would normally be loaded in a 3” diameter hole?
Answer: Cartridge explosives should be appropriately sized for the blasthole. See also answer to question 10 issued in Amendment 0002.
81. Question: Can the blasting contractor use any explosive or blasting agent as long as it is contained in a manner that keeps the product from free flowing in blast hole?
Answer: The contractor may use any explosive or blasting agent that is not prohibited by the specifications and is appropriate for the use and conditions.
82. Question: 1.1.3.3.2 Measurement states that payment will be made by presplit that is actually developed, the existing geology onsite shows areas that presplit walls will not develop unless geology improves on proposed cut, will USACE reimburse contractor for drilling or does contractor need to plan in their bid attempting to establish a wall with a percentage of wall failure?
Answer: The contractor will be paid for presplitting when, in the opinion of the Contracting Officer, that the wall failure is a result of the geology and not negligence due to the contractor.
83. Question: Would the USACE accept a former state blasting inspector with 6 years regulating blasters, enforcement of blasting and seismic state regulations, fly rock accidents, and public relations as the blasting specialist?
Answer: No, the Blasting Specialist must have 10 years’ experience performing design and execution of large excavation projects.
84. Question: Can the presplit walls be drilled full depth or do they also need to be left 10 foot or less on final cut?
Answer: Yes, presplit holes may be drilled full depth, providing that the blaster has successfully demonstrated the ability to maintain tolerances during the test blasting and through production blasting.
85. Question: 3.3.1 Blasting states that the longest dimension for the blast is 75 feet so a 75 x 75 is the biggest shot that can be fired, correct?
Answer: Yes.
86. Question: What are the payment terms? 30 days?
Answer: No. Standard payment terms for construction contracts are 14 days from the date we receive an acceptable payment request.
87. Question: The magazine keeper can be the truck driver for Orica/Austin Powder? There is no overnight storage.
Answer: Yes, if the contractor does not maintain their own offsite magazine.
88. Question: The blasting consultant does not have to be on site at all times, correct?
Answer: Yes, the Blasting Consultant will be available on an "as needed" basis. See Section 31 23 06, para. 3.4.2.2.
89. Question: How deep can we presplit?
Answer: See answer to question 84 issued in Amendment 0005.
90. Question: Is it mandatory for the seismic specialist to have a 2 year degree in science or engineering?
Answer: Yes, the Seismic Specialist must have at least a 2 year degree in science or engineering.
91. Question: Is there a point system for minority participation used? How much is this going to be factored into who is awarded the job?
Answer: Please refer to the answer to question 68 issued in Amendment 0005.
92. Question: If a blasting company has only been in existence 3 years but is a sisterhood company to another company that blasts and the same personnel works for the new company, will they be eligible to do the blasting?
Answer: Yes, as long as the individuals have the required experience defined in Section 31 23 06.
93. Question: Regarding Section 00100 Instructions to Offerors, Part 2; is it possible to use the USACE’s SAFE File Exchange System in lieu of the paper submittals?
Answer: No, proposals shall be submitted as required in the solicitation.
94. Question: Request clarification on Section 00115 Part 2, paragraph 2.8; “Offerors shall not reference a PPQ from a previous RFP.” Our interpretation of this statement is that PPQ obtained previous can be used however the PPQ must be submitted with the proposal, not simply by referencing a previous RFP. Is this correct?
Answer: Yes, this is correct.
95. Question: Section 00100, Part 2, para 2.4 volume 1: This sections identifies a 50 page count limit, excluding PPQs. Under Section 00115 the Content of Volume 1 is to include between 1 and 5 reference project identified on a table and data provided on the included Project Detail Sheet. This will result in between 5 and 20 pages, excluding the PPQs. What is the 50 page count limit for?
Answer: This is the maximum amount of pages that may be submitted for this Volume. It is acceptable to submit less pages.
96. Question: Please consider a 48 hour extension of the due date for proposals. The current due date is a challenge given the Thanksgiving holiday. With the Government requirement that proposals be valid for 120 days, this brief postponement should not be material.
Answer: The due date for proposals has been extended in Amendment 0005. The due date for proposals is now December 4, 2015 at 2:00 PM Central Time.
