ENVIRONMENTAL

A.

Scope of Work:

1.

Work is defined as the removal and proper disposal of asbestos containing building materials according to the requirements of the following work procedure sections to facilitate planned demolition of selective areas of the building located on the subject site.

2.

Work shall be conducted in accordance with all applicable Federal, State and Local regulations, including but not limited to OSHA (29 CFR 1926 and CFR 1910), EPA NESHAPS (40 CFR 61, Subparts A and M), plus all applicable State and local codes, regulations and laws.

3.

The work site shall consist of the affected area(s) within Building 27 of the Tucson Air National Guard in Tucson, Arizona.

4.

Each Work Site will be separated into Work Areas. Each area of asbestos containing building materials to be abated will be considered its own Work Area. The Areas will include the identified asbestos containing materials identified in the following table.

Material

Type

Location
Friable

Nature Will be impacted

Vinyl Floor

Tile and

Mastic

Building 27, Tucson Air National Guard
Non-friable
yes

B.

General Removal Requirements:

1.

Prepare Work Areas as specified.

2.

Negative air pressure system is to remain operational throughout removal process until final air clearance is achieved.

3.

Removal of asbestos-containing building materials shall be done in accordance with methods and procedures outlined in OSHA 29 CFR 1926.1101 or as more stringently specified.

4.

Spray material continuously with amended water during removal. Do not allow material to dry out. All removal activities shall minimize the potential fiber release into the air. Removal shall be completed in a manner as to not pulverize, break, or abrade the identified asbestos-containing materials.

5.

If solvents are used during the removal process, ensure that workers are adequately protected from solvents. Contractor is advised that only light staining of the substrate will be considered acceptable for final cleaning (i.e., hand scrapers should not be capable of producing any thickness of residual mastic or the like on acceptably cleaned surfaces). Ensure that surface is free of all solvent residues which might prevent the application of a finish material.

6.

Do not drop asbestos-containing building materials directly on the floor from an excessive height. As it is removed, simultaneously pack material while still wet, double-bag in 6-mil polyethylene disposal bags or two layers of 6-mil thick clear polyethylene sheeting for disposal as specified. Schedule bagging of material to minimize accumulation of removal materials in the Work Area 7.

Owners’ Consultant must visually perform a Gross Removal Inspection in the Work Area for completeness before the Contractor can begin Work Area Decontamination.

C.

Decontamination Units

1.

Provide a Decontamination Unit consisting of a serial arrangement of connected rooms or spaces, including Clean Room, Shower Room and Equipment Room. Require that in all cases, access between any two rooms within the decontamination enclosure system be through two curtained doorways. Require all persons related to the work, without exception to pass through this Decontamination Unit for entry into and exiting from the Work Area for any purpose. Do not allow parallel routes for entry or exit. Provide temporary lighting within Decontamination Units as necessary. Require that the decontamination enclosure system be constructed, affixed, and connected in such a manner as not to comprise the air tightness of the containment.

2.

Construct airtight walls and ceiling using polyethylene sheeting, 6-mil, opaque finish. Attach to existing building components or a temporary framework.

3.

Use two layers (minimum) of 6-mil polyethylene sheeting with a clear finish to cover the floors in all areas of the Decontamination Units.

4.

Clean debris and residue from inside of Decontamination Units twice daily. Wet wipe all surfaces after each shift change. Clean debris from shower pans on a daily basis.

5.

Filter shower water with a minimum five-micron filter; provide drainage to existing waste line.

D.

Removal of Asbestos-Containing Floor Tile and Mastic 1.

Remove material using wet methods and hand tools or other methods by gently prying up the tile or sheet flooring while minimizing the potential for breakage and/or tearing during removal.

2.

Remove the mastic using approved solvents or mechanical means. If mechanical means are used in areas not scheduled for demolition, ensure substrate is not damaged, and note that waste has been rendered friable and is considered regulated ACM (RACM).

E.

Dry Removal of Asbestos-Containing Building Materials

1.

Do not perform any dry removal work until authorized in writing by the EPA NESHAP coordinator and third party consultant.
