QUESTIONS AND RESPONSES

Amendment 0001 provided responses to questions 1 through 44, Amendment 0002 provided responses to questions 45 through 113 and Amendment 0003 provided responses to questions 114 through 116. Any questions submitted previously which were not answered with Amendments 0001, 0002 and 0003 or answered in this Amendment will be answered in a future Amendment. The responses to some questions provided through previous Amendments may have been superseded by responses to questions provided through follow-on Amendments. Offerors are cautioned to review all questions and responses to determine the most current and effective response.

117. The numbers refer to the numbers of the Technical Specifications Solicitation, 01 November

2012:

a. 511 Top soil treatment/ soil treatment

i. Please provide the soil investigation report dated 09/28/2010 for our consideration?

ii. Is there information available on soil contamination status

Response: A revised 100% design specification is provided with Amendment 0005. The specification changes are annotated in red letters throughout the document. A Geological Technical Report was included as an attachment to Amendment 0003.

118. In the area around buildings no. 3373 / 3374 / 3383 there are various antennas. Will these antennas be dismantled and disposed? Is the dismantling part of the solicitation?

Response: Dismantling and/or relocation of antennas are not a part of this project.

119. In the solicitation we cannot find the information whether the grubbing up work in the forest area in the north is part of our offer.

Response: Section 5 – Site Preparation work has been added to the revised 100% Design Specification provided with this Amendment. Site Preparation drawings are also included with this Amendment.

120. Which facilities (Bldg. No’s) are to be demolished within the SATCOM project scope of work?

Response: Refer to Drawing “Rhine Ordnance Barracks” provided as Attachment 2 with

Amendment 0002 for location of bunkers to be demolished at Rhine Ordnance Barracks.

Also refer to Specification Section 6 – Demolishing Work for the other Buildings/Facilities which require demolition.

121. Section 394 of the Technical Specification states that Building 3373 will be dismantled. Please clarify if the SATCOM SOW includes this dismantling?

Response: Yes. See response to Question 120.

122. Are all of the inventories of the Bldg.’s 3373 to be disposed or dismantled by the SATCOM contractor?

Response: YES. Contractor is required to coordinate the disposition of dismantled items with the Contracting Officer’s Representative prior to removal and/or dismantling.

123. Under section 4411 in the Technical Specification the following statement is made, “The

Heliport will be equipped with two feeders 20 kV from the Pfalzwerke. One feeder is provided by Hauptstuhl, the second feeder is provided by Landstuhl. Both feeders can only be operated parallel for a short time and are limited to 2500 kVA each”. It is our understanding that these feeder lines are existing or will be provided under a different contract, is this correct? It is also our understanding that the SATCOM contractor is to only expose these cables at a length of 235 meters and provide and connect a cable extension of suitable cable of 40 meters during the first phase, is this correct? Furthermore, in the 2nd phase the SATCOM, the contractor will need to reconnect this cable to the new SF6 switchgear, is this correct?

Response: The 20KV lines are existing cables. The relocation of the cables is a part of the contract. The contractor will need to connect to the 20KV line.

124. Please clarify following section from the Technical Specification: “Electricity billing is based on the measurement of Pfalzwerke in half hour cycles. Telecontrol and measurement and the respective current transformers are orders of Pfalzwerke and must be ordered and paid separately.”

Response: The contractor is required to provide all necessary equipment from the Pfalzwerke and it is a part of this contract. No additional reimbursement for cost incurred for this requirement will be provided.

125. Does the contractor have to purchase the services provided by the Pfalzwerke?

Response: Electricity for the project will be provided as a part of this contract.

126. Who provides the diesel generators?

Response: The requirements for diesel generators for the emergency power supply are a part of the specifications and are to be provided by the contractor.

127. Which AT/FP measures are planned as referenced in the Technical Specification “Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be included” Please provide detailed requirements for windows, doors, and façade for each facility?

Response: The AT/FP design is in accordance to USACE requirements and all necessary criteria have been incorporated with the revised 100% design documents provided with this Amendment.

128. Has the Government developed a phasing and coordination plan for the project?

Response: A phasing plan has been developed for the site work but not the vertical construction. This is provided in the Site Preparation Section 5 of the revised 100% Design Specifications provided with this Amendment.

129. Is the contractor required to make final connections of power and communications wiring to the satellites and antennas, or will the Government have these connections completed and commissioned under a separate contract? If by other contract, please define where the work scope will stop under this contract.

Response: The power connection, including the power cabling to the antenna is a part of this contract in accordance with the requirements contained in the revised 100% Design specifications. The details for the conduits for the data cable are also included in the revised specification. The data cables will be pulled and connected by the Government.

130. According to General Plan C1, Master Plan, it appears the entire area is defined by green shading at the south east inside the construction. Please clarify the following: Are switchovers or reconfigurations of electrical or other equipment required to feed buildings on campus that are not designated to be demolished?

Response: Please reference the revised 100% design which addresses the change to the General Plan.

131. With the reissuance of the RFP and Drawing package with Amendment 3 to the subject

Solicitation, are we to disregard all other previous documents?

Response: The only documents which were superseded by Amendment 0003 were the preliminary design specifications, preliminary design drawings and the Price Schedule provided with the Solicitation. For the purposes of clarification, refer to the list at the end of this Amendment which identifies all supporting documents which are applicable to this solicitation. All supporting documents previously provided through the solicitation or through amendments which are not listed are no longer applicable to this solicitation.

132. Do the previous Questions and Answers responded to by the Government still apply to this

Solicitation as revised by Amendment 0003?

Response: A response to a question or questions which were provided with Amendments 0001 and 0002 may have changed as a result of answers or new documents provided with Amendment 0003. If there is a specific question or need for additional clarification regarding any responses provided to questions through the Amendment process, please submit these questions as soon as possible.

133. Are receptacle circuits typically supposed to be protected by GFIs (as is typically mandated in Germany by VDE0100)?

Response: This is correct for public sockets.

134. Reference Specification 2.52.1300/1310: 2.52.1300: Does "NEMA receptacle" refer to single or duplex outlets?

Response: Single Outlet

135. 2.52.1310: Does "NEMA receptacle, double" refer to a duplex or a quad outlet?

Response: Double/Duplex Outlets

136. Amendment 3, Clause 52-211-10, provides for a 365 contract performance period, 305 days construction and 60 testing & balancing and close-out phase at the end.

Amendment 1, answer to question 16, provides for a contract performance period of 480 days. Additionally, the award of options, potentially up to 90 days after award, would have an impact on the overall schedule. Additional work that late becomes a problem on the critical path when you have such a short performance time and barely a float for these activities. A 360 construction performance period is unrealistic for a project of this magnitude and we request the performance period be changed back to 420 days construction and 60 days testing & balancing and closeout. What is the actual contract performance period?

Response: The contract period of performance has been reevaluated and changed as a result of contractor’s feedback as well as additional requirements added to the Specification. See block 14 of the SF 30 (Amendment 0004) and the revised Price Schedule for the new period of performance. The Specification has been revised to add Sections for Site Preparation Work (Section 5) and Demolition (Section 6).

137. When will a site visit be established to view the demolition work required for bunker demolition?

Response: An additional site visit is schedule for 21 February 2013 at 10:00. Point of Contact is Mr. Jason Cade, Jason.Cade@usace.army.mil and +49 (0)611-9744-2415.

138. In Amendment U0002 Question 64 was raised whether the demolition of several buildings is part of the Solicitation. The response to this question was supposed to be provided in the 100% design drawings. After studying the new documents we found no hint about the demolition of the buildings mentioned in the specifications. Is the demolition of buildings part of the solicitation?

If yes, please provide details (including drawings) for the buildings in questions.

Response: See response to Question 120.

139. In Amendment U0002 Question 67 was about access control. Are you referring to items

4.96.130 and 140? Is the provision of security guards an integral part of this solicitation (i.e. our calculation)?

Response: The specification references 4.96.130 and 4.96.140 pertain to the erection and provisions of government trailers. The contractor is required to monitor and control entry and exist for any construction site access point to include temporary gates.

140. Is it possible to get the export file of document

Amend_0003_Atch2_SATCOM_100percent_Specifcation_24Jan13.pdf? It appears this file was developed according to GAEB Interface (*.da81) using an interface program such as ARRIBA.

This would help us calculate our pricing more efficiently.

Response: A GAEB Interface file (.da81) has been included with this Amendment which supports the revised 100% Design Specification also provided with this Amendment.

141. Reference Specification Section 3.49.80, page 1395: “The choice of makes for the diesel generating unit is limited to the makes of Deutz, Mercedes, MTU and MAN since required by the Base.” As these are brand names, will other generators which are equal, meeting the salient physical, functional or performance characteristics as provided for in the specification, be approved by the Government?

Response: Yes. However, the Government requires that spare and wear parts be readily available. The Government recommends German diesel generators. Disregard the phrase “required by the Base” in the revised Specification.

142. From the documentation we received on January 24, 2013 we found the following drawings missing: A170 through A173, A225 through A226 and A228. Could you please send these drawings to us within the short notice?

Response: Drawings A-170 and A-171 have been deleted. Drawings A-172, A-173, A-225, A-226 and A-228 have been added to the revised 100% Design Drawing files provided with this Amendment. Drawing Lists provided with drawings G-100A, G-101A, G-102A and G- 103A in Amendment 0003 have been replaced by Drawing Lists G-100B, G-101B, G-102B and G-103B with this Amendment. Drawings listed which are surrounded by a red box have been deleted, added or revised.

143. Please confirm that all the preliminary specifications (Technical Specifications – 01.11.2012 – 64 pages) and preliminary drawings (63 drawings) issued on 26-Nov-2012 with the initial solicitation have been replaced by the attachments of Amendment 003 and are deleted from the contract documents?

Response: All preliminary specifications and drawings provided with the Solicitation issued 26 Nov 2012 were superseded by the 100% Design Specifications and 100% Design drawings provided with Amendment 0003. However, the 100% Design Specification provided with this Amendment (0005) supersedes the 100% Design Specification provided with Amendment 0003. The 100% Design Drawings provided with Amendment 0003 have also been superseded with this Amendment. See response to Question 142.

144. With reference to attachments and Q&A released with Amendment 002 please provide the following information

a. When will be the additional site visit for the demolition of the bunker be held?

Response: YES. (See response to Question 137)

b. Under which line item shall the cost for the demolition of the bunkers and related services be allocated.

Response: A separate Line Item has been included in the revised Price Schedule provided as an attachment to this Amendment.

Questions about HVAC

145. For the heating, cooling and sanitary systems there are no system description included in the specs. For the understanding of the interaction of the individual components and pricing aren’t those necessary?

Response: All required Heating (2.36), Cooling (3.42), and Sanitary (3.35) are located within the specifications. Please see these plus the other remaining specifications sections.
