Solicitation, Evaluation Criteria, Factor 2 - Price
Supplemental Price Breakdown
Would the government please clarify what type of information they are requesting in the supplemental price breakdown of the FFP to be provided with the proposal. Are there any specific formatting requirements? Could the government provide a categorized table for the contractor to complete in order to meet the submission requirements.
The supplemental price breakdown is the Basis of Estimate (BOE) required in Factor 2 (page 51 of the RFP). The BOE is a narrative describing how the offeror determined the elements of the proposed FFP. The offeror shall describe any adjustments made to the pricing workbook in the BOE.
Examples of elements include, but are not limited to, base labor rates and cost factors used to determine the corporate labor markup (H&W, pension, tax burden, etc.), specific equipment, material, and trades with labor hours used to determine PM costs (CLIN X002), specific equipment included in CLIN X001, any assumptions made, etc.
13 PWS 4.9.1.1 Pre-Treatment Are there any restrictions on the type of pre-treatment that can be applied (i.e. salt brine)? Offerors should plan on CaCl or similar for ice melt.
14 PWS 4.9.3 Other Sites Is the contractor required to provide snow removal service on a service order basis at all sites in TE-1 (to include those sites mentioned in A.2) or just those facilities within 50 miles of DIAC?
Only those sites within 50 miles of DIAC. The majority, if not all, snow/ice removal services will be at NCMI on Fort Detrick.
All other sites would be for an emergency only.
15 PWS 4.9.3 Other Sites Would the government please provide square footage for all other sites that may require snow removal. Would the cost for these service orders be part of our existing FFP snow pricing, or would a separate task order be issued each time a request is made?
All snow removal is performed on an as needed basis with a SO issued for each occurrence. Snow/ice removal services at
NCMI are pre-priced. The offeror is not guaranteed the full amount of the snow/ice removal CLIN. The cost of snow removal at any site other than NCMI would be an independently priced SO charged to CLIN X003 (CM), not
X004 (Snow & Ice Removal) based on the SOW provided by DIA at the time of the snow removal event.
16 PWS 4.9.3 Other Sites In addition to DIAC, do any of the other sites have an existing snow and ice removal contract in place? If so, would the government please provide a list of those sites with existing contracts in place?
All other sites are covered by the installation or the municipality.

There are no current PM Plans available.

Per PWS 4.9.1 the contractor is not permitted to perform any services or work without written authorization from the government. In section 4.9.1.1 Pre-Treatment, it states the contractor shall pre-treat all identified paved areas at least one hour prior to expected snow. Is the contractor required to obtain written authorization from the government before initiating pre-treatment?
Yes, the designated DIA representative(s) will be monitoring weather and will provide the required authorization to the offeror. The intent is for the offeror and the DIA representative to be in communication to discuss the anticipated level of snowfall to approve the cost of the SO. In the event of an unanticipated snow event, verbal authorization followed up by written authorization is acceptable. It is important for the
Government to verify funds are available prior to incurring a cost.
21 PWS 4.9.1 Snow Removal What happens in the event of 0.01 - 1.11-inch snowfall or ice event?
Snowfall less than 2" does not required snow removal. If icy conditions are anticipated, the designated DIA representative and the offeror should discuss pre-treatment with ice-melt compounds and issue the SO for that level of service.
Is the contractor only responsible for testing and inspecting the elevators? Is there a requirement to perform preventative and corrective maintenance?
The offeror is expected to perform PM and CM (as needed) for all equipment listed in TE-2 as specified in the CM and PM columns (two rightmost columns on each tab, "X" indicates that type of service is performed)
