Each offeror’s proposal will be evaluated utilizing the Best Value Trade-off process. The Government may award to a higher priced offeror if the higher priced proposal offers a better value to the Government than a lower-priced proposal. If a higher rated proposal is lower priced than any other proposals, or if proposals are equal regarding non-price factors but one offers a lower price, then a tradeoff analysis will not be conducted. As part of the best value determination, the relative strengths, weaknesses, and deficiencies of each proposal shall be considered in selecting the offer that is most advantageous and represents the best overall value to the Government.
The following factors shall be used to evaluate offers:
EVALUATION FACTORS
The three (3) evaluation factors listed are listed in descending order of importance. Specialized Experience Technical Approach Factor (1) is the most important factor and is more important than Price and Price Related Factor. The Price and Price Related Factor (2) is more important than Past Performance Factor. The Past Performance Factor (3) is the least important factor. When combined all non-price factors are more important than Price.
FACTOR 1 TECHNICAL APPROACH (elements will not be individually weighted or rated) The technical approach narrative will be evaluated for technical feasibility and thoroughness and adherence to the requirements of the Performance Work Statement and to assess the Contractor’s understanding of the work.
Sufficient details shall be provided to allow the government to assess the nature and quality of services being proposed. Elements of the technical approach will include organizational chart, management plan, and performance
FACTOR DESCRIPTION
Factor 1 Technical Approach
Factor 2 Price
Factor 3 Past Performance plan. Description of the Offeror’s proposed plan for managing personnel, team members, and subcontractors including:
Element 1: Organizational Chart
a. Identify persons assigned to all key personnel
b. Cleary identify lines of communication.
c. Signify the dividing line between corporate level and contract level.
Element 2: Management Plan. The Offeror shall provide in narrative form the management techniques and controls that will be implemented to manage and control the work. The Offeror shall include the following information:
a. Work management system.
b. Document control.
c. Financial reporting.
d. Field and home office reporting.
e. Approach for managing subcontractors.
f. Allocating responsibility between joint venture members if applicable.
g. Staffing Chart.
Element 3: Performance Plan. The Offeror shall provide in narrative form its technical approach to meet the requirements identified in Appendix C of the PWS. The offeror shall describe how they will perform multiple maintenance activities at multiple sites simultaneously. The offeror shall provide an overview of their quality control program. The offeror shall provide an overview of their corporate safety program including a demonstration of successful work using the requirements in EM 385-1-1.
Element 4: Key Personnel. The key personell for this effort are identified as the PM, Site Lead, and a Level I Safety and Health Officer. The Contractor shall submit resumes of all proposed key personnel with their proposal.
Based on the technical evaluation, the Government will assign a technical rating in accordance with the Table below. The adjectival rating scale will be applied for Factor 1 which shall use a combined technical/risk rating of Outstanding, Good, Acceptable, Marginal or Unacceptable in conjunction with the significant strengths, strengths, weaknesses, significant weaknesses, uncertainties and deficiencies in determining technical ratings.
Element 5: Facility Security. The Contractor shall possess a Finailzed adjudicated Top Secret (TS) facility security clearance at the time of proposal submission. Contractor shall self certify this requiment is met in order to meet the standards for this elemnt. Failure to self certify shall deemed this element Unacceptable.
NOTE: Proposals must receive a technical rating of ACCEPTABLE or better to be eligible for award.
Combined Technical/Risk Rating Adjectival Rating Description Outstanding Proposal demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths and/or at least one significant strength, and risk of unsuccessful performance is low.
Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength or significant strength, and risk of unsuccessful performance is low to moderate.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable Offer does not meet the requirements of the solicitation, and thus contains one or more deficiencies and is unawardable, and/or risk of performance is unacceptably high. .
FACTOR 2 - PRICE (Slightly less than Factor 1)
The Government will evaluate the price proposal in accordance with FAR 15.404-1. Price will not be an adjectivally rated criterion but will be evaluated as to the reasonableness for providing the best value to the Government. The Government will only award the required contract if a fair and reasonable price can be obtained. Offerors found to be unreasonably high may be considered unacceptable and be rejected on that basis. The Offeror shall provide a firm-fixed-price (FFP) proposal. The Offeror must complete the Price Template provided. The offeror shall include a narrative Basis of Estimate (BOE) describing how they determined the elements of the proposed FFP. The offeror shall describe any adjustments made to the pricing workbook in the BOE. If the BOE contains a copy of the pricing workbook with no explanation of the formulas or assumptions used, the Government will consider this a deficiency.
Offerors are responsible for verifying the accuracy of the formulas in the workbook.
The Offeror may modify the worksheets to fit its technical approach and accounting practices. The Government will evaluate the price proposal for fairness, reasonableness, completeness, balance, and value. Certified cost and pricing data are not required. The Government may determine that a proposal is unacceptable if the prices proposed are materially unbalanced between line items. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more-line items is significantly overstated or understated as indicated by the application of cost and/or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government. A realism analysis will not be performed.
NOTE: It is requested that a supplemental price breakdown of the FFP price be provided with the proposal. CLINs shall be priced separately and ROUNDED TO THE NEAREST DOLLAR.
FACTOR 3 - PAST PERFORMANCE (Slightly less than Factor 2) The offeror is NOT REQUIRED to submit any past performance information. The Government reserves the right to consider any past performance in its possession including but not limited to the Contractor Performance Assessment Reporting System (CPARS). The adjectival rating scale will be applied for Factor 3 Past Performance, which shall use a Past Performance Relevancy rating of Very Relevant, Relevant, Somewhat Relevant, and Not Relevant: and then a Past Performance Confidence Rating of Substantial Confidence, Satisfactory Confidence, Neutral Confidence, Limited Confidence, and No Confidence. The Government will evaluate this factor based on the quality of recent and relevant past performance.
a. To be recent, the previous contracts must be ongoing, or must have been performed during the last three (3) years from the date of issuance of the solicitation.
b. To be relevant, the previous contracts must be similar in size, scope, and complexity. If the
Government cannot establish a relevant past performance record for the offeror through CPARs, or other sources, or if the offeror has no recent/relevant past performance record(s), the offeror will be given a “Neutral” confidence rating.
c. The Relevancy Rating assigned shall be Neutral or higher to be considered for award.
d. The Confidence Rating assigned shall be Neutral Confidence or higher to be considered for award.
The offeror is cautioned that in conducting the performance risk assessment, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror. In the event that adverse past performance information is obtained from other sources, and the agency conducts either discussions or communications with the particular offeror as defined in FAR 15.306, the offeror, if otherwise competitive for award, will have the opportunity to respond to any adverse information received ONLY if offeror had not been given a previous opportunity to comment.
In performing the past performance factor evaluation, evaluators will apply the following relevance levels to assess the relevance of the prior contract effort(s) of offerors.
Past Performance Relevancy Rating Adjectival Rating Description Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
In conducting a performance confidence assessment, each offeror shall be assigned one of the ratings in the table below. (Reference FAR 15.305(2) for information on assigning an unknown/neutral confidence rating.)
Past Performance Confidence Rating
Adjectival Rating Description Substantial Confidence Based on the Contractor’s recent/relevant performance record, the Government has a high expectation that the Contractor will successfully perform the required effort.
Satisfactory Confidence Based on the Contractor’s recent/relevant performance record, the Government has a reasonable expectation that the Contractor will successfully perform the required effort.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
