Section L, Page 109 of 124, L.6.2.1 - Volume I, Tab A: Experience in Facilities Reduction/Demolition states that "The Offeror shall submit not less than sixty percent (60%) of the projects as those substantially performed by the Prime and NOT key subcontractors."
This implies that the proposed FRP Prime contractor should submit 60% of the Attachment 3 projects regardless if the FRP Prime's role was as a prime or a subcontractor on the Attachment 3 project; and, that our proposed "key subcontractors" shall not provide 60% of the Attachment 3 projects.
Section M, Page 119 of 124, Factor 1, Element 1: Experience in Facilities Reduction/Demolition states that "The Offeror shall submit not less than sixty percent (60%) of the projects as those substantially performed by the Prime and NOT as a subcontractor."
This implies that the proposed FRP Prime contractor should submit 60% of the Attachment 3 projects only if their role was AS a Prime and not AS a subcontractor on the Attachment 3 project; and, no criteria as to how many Attachment 3 projects our "key subcontractors" can provide.
"Key subcontractors" is defined as a subcontractor who will perform at least 20% of the total contract value.
Section L and Section M appear to conflict. Could the government please clarify?

The Offeror shall submit not less than sixty percent (60%) of the projects as those substantially performed by the Prime and NOT as a subcontractor."

Can the government please clarify of names of facilities are required in the Sample Task Order proposal?

Page 4, Section A.9, includes an additional 6-month option; however, Section 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) on page 91 states that the contract shall not exceed 60 months. Can the government please clarify and indicate which durations we should use in the Small Business Subcontracting Plan?
Government Response. . Reference Section A, A.3, "This contract has four ordering periods consisting of one 24-month base period and three (3) 12-month optional ordering periods."
The MATOC includes FAR clause 52.217-8, allowing an additional six (6) month extension, as well.

Section 1.10.6 directs Contractors to provide an EMR letter from its insurance agent/carrier.
Section L.5.6 is similarly clear in requiring Contractors to place information within the appropriate volume. However, Section L.6 does not state in what Volume the EMR letter should be submitted. Under what Volume (0 through IV) should Contractors submit the EMR letter? Similarly, if Contractors must submit the information in Section 1.10.6, do Contractors have to submit as part of this proposal the other information contained in Section 1.10 that are submittals generally required upon award of a TO (Corporate Heath and Safety Plan, SVAAPP, APP, AHA, etc.) and, if so, in what Volume (0 through IV) should Contractors submit this information?

Which section requires this discussion? Because of page count limitations duplication limits other information being provided. additionally, it appears only experience forms are allowable in Tab A via interpretation from page counts (2 ea max 10) indicating that this factor is evaluated through the dates of relevant projects submitted.
