About this file

This document is an Amendment (Amendment 0005) to a federal solicitation for a manufacturing lab addition and renovation project at Lakehurst Naval Base, Joint Base-MDL, New Jersey. The amendment provides clarifications, responses to prospective bidders' questions, and minor specification updates for the project, which is divided into three phases covering new construction and renovations of Buildings 331 and 332.

The solicitation includes six contract line items (CLINs): three base bid items for constructing the additive lab facility, site work, and building renovations, and three optional line items for additional building renovations and equipment installations. The project involves a single contract with a 760 calendar day duration, with options that can be exercised between October 2025 and September 2026. Bidders are required to submit pricing for all base and optional items, with the government evaluating the lowest responsive, responsible bid. Key technical clarifications in the amendment include details about roof construction, electrical systems, mechanical equipment, flooring specifications, and hazardous material considerations.

Determination of the applicability of taxes is the offeror's responsibility, and offerors are responsible for including all applicable taxes in their proposal. After award, the Contracting Officer may be able to assist with obtaining tax exempt certificates, however, assistance with provision of a form is not an assurance that the contractor will be able to purchase materials that are tax exempt.

32. (Key Note #10 )M-101A. “Filter Grille for high particulate, box unit with filter and holding frame. Unit to mount In 24x24 Grid, Stainless steel frame with knurled thumbscrews and for use with 2” filters.” Please provide Manufacture and model for vendor pricing. RESPONSE:

Example: double wall spiral, single wall- lined, or single wall with duct wrap? RESPONSE:

Exposed duct made of G90 Galvanized Steel, Max pressure +6 (in wc), seal class A, double wall G90 inner/outer, 1” interstitial fiberglass, 0.75 PCF, insulation.

41. The system asked for is a full flake flooring system with a nominal thickness of 20-30 mil.

096723.13 3.2.2 talks about a troweled epoxy mortar at 3/16 inch which 187-mil. Please clarify that the referenced material on AF101B and AF101C are what is expected and not a troweled epoxy mortar. RESPONSE: Basis of design is full flake system (per finish schedule) which can be troweled. However, the thickness will be 20-30 mils. This specification will be revised to reflect that thickness in a future amendment.

42. STATIC CONTROL RESINOUS FLOORING – 09 67 13.05 – Lab Addition: (a) Is the government looking for fully conductive or just static dissipative? Spec calls for static dissipative - can we get confirmation on what “Ohm” thresholds the government is trying to achieve? (b) Desired finish texture for system, Can resinous ESD flooring systems be an alternate for VCT ESD flooring? If so, what spec should we follow? Please provide nominal floor thickness requirements for total floor thickness RESPONSE: a) Please reference specification paragraph 2.2.1.2 Cured Epoxy Body Coat for requested Conductivity requirements. b) Basis of design texture is smooth with ASTM D2047 (slip resistance).

Slip resistance reference will be added to the spec in a future amendment. VCT ESD flooring cannot be used.

43. Would slurries and/or high build broadcast systems be considered by the government as a trowel mortar system RESPONSE: Basis of design is full flake system (per finish schedule); thickness is (+/-) 30mil.

44. Is the mechanical metal platform getting painted? RESPONSE: No, the mechanical platforms are not painted. Intent is for mechanical platform to be galvanized.

45. Phase 3 - Building 332 Renovation “The specific ACM to be abated was not identified in the following report: Asbestos Containing Building Material & Lead Based Paint Survey, Buildings 331/332, Joint Base McGuire-Dix-Lakehurst, New Jersey, conducted by Merrick/Acer, April 28, 2023.” For bidding purposes, would you please provide the survey and amounts two (2) additive manufacturing rooms in B332. Are there any other hazards that have not been tested, i.e., PCB, fuels? RESPONSE: Please reference the Conclusion and Recommendations in the report. It lists the ACM found in Building

332. No other Hazards are expected.

46. AD101B Detail #3 - Storefront window systems on the building exterior masonry of B331 & B332 are to be replaced. Some of the existing windows face the new Lab but are not shown on the demolition plan for removal but have not been indicated as openings being filled in on new plans. Would you please advise of the requirements for the existing windows that face the interior of the new lab? Does UFC 4-010-01 DoD Min. Antiterrorism apply to all glazing? If the existing windows facing the lab remain what type of glazing should they include? RESPONSE: Correct, there are window openings that face the new lab. They are listed to be removed and infilled with CMU block as part of that work on sheet AD101A. Thus, the removal of storefront in those openings should have already been performed in Phase 1.

47. CD101A Keynote #12 - What happens to #12 Electrical Equip. & concrete pads that are that are removed in Ph 1 for B331 Phase 2? RESPONSE: please be sure to coordinate with electrical plans as well. One of these is an abandoned transformer to be removed.

The other transformer is being relocated to the SW corner of B331 and connections rerouted in Phase 1 (see Electrical Plan ED101A).

48. CD101A Keynote #13 - What happens to # 13 B332 gas line that is removed in Ph 1 when B332 is Ph 3? RESPONSE: Refer to mechanical sheet MD101A for B332 approach without natural gas prior to Phase 3.

49. CD101A & CS101A Keynote #14 - Ph 1 Water line tie #14 from 331 to the corner of 332 is cut. CS101A picks up a connection at the other side of the building. How does the internal connection in B332 take place as B332 is not till Ph 3? RESPONSE: Existing sanitary sewer and water services for the B3332 restroom are located off the northwest corner of B332 and will remain in service. The new water and sewer connections shown on CS101A will be for use during Phase 3 B332 restroom renovation.

50. CD101A & CS101A Keynote #15 B331 sanitary #15 on CD101A is relocated outside the building on CS101A. That requires work inside the building but that is phase 2.

RESPONSE: Refer to P-101A for B331 restroom and plumbing work in Phase 1.

51. CD101A Keynote #18 What happens to # 18 B332 compressed air, steam and condensate pipes that are removed in Ph 1 when B332 is Ph 3? RESPONSE: Pipes associated with keynote #18 were indicated to the design team as being legacy and abandoned. They do not serve any current functions in B331 or B332.

52. 26 05 73, Paragraph 1.4.1 The system analyzer must perform the power system studies.

The system analyzer must be a registered professional electrical engineer with a minimum, of 3 years of experience with power system studies. This requirement delays approving electrical submittals and/or overall project completion. Shouldn’t this fall under the DOR as it may require system changes to design? RESPONSE: No, this is required to be selected and analyzed from the final equipment selected and then the PE hired by contractor or supplied from the vendor will analyze the electrical selected equipment submitted and provided for Gov review/approval for construction.

53. CD101A Keynote #1 How are the existing roof drains at the Lab being handled when B331 is Ph2 and B332 is Phase 3? RESPONSE: Roof construction for all three buildings is completed in Phase 1. Please reference A4/AE301A for roof pitch and gutter/downspout information, as well as references to details for same.

54. S-102A, S-202A Detail 8A/S-202A: Roof downspouts and roof pitches 8A/S202A are presently draining roof areas of B331 and B332 to the new lab area. The light gauge metal roof buildup detail A8/S-202A F for both B331 & B332 resolve the drainage issue but not till Clin 3 or 4. We did not see any additional details for detail A8 or closure detail next to the

Lab. How is the drainage on B331 & B332 corrected for CLIN 1 Lab? RESPONSE: Roof construction for all three buildings is completed in Phase 1. Please reference A4/AE301A for roof pitch and gutter/downspout information, as well as references to details for same.

55. AD101B Notes #10 are located in the back half of the new Lab and B332. The description is, All Elements of the existing Lab Addition and B332 are to remain? Can you please clarify the intent? RESPONSE: There are three separate sets of construction drawings. Objects marked “to remain” are part of the other two Phases (and are outside of the scope of the drawing set in which the note appears).

56. AD110B Note #3 is located in the back half of the new Lab and B332.

57. Note #6 / AE101B; K4 / AE201B B331 Note #6 Existing ladder to remain does not appear to reach the new light gauge metal roof truss elevation shown on South Elevation K4 / AE201B. Should this be a new ladder and demo the old ladder? RESPONSE: This ladder is new as it is scheduled to be installed in Phase 1 (on sheet AE201A). Thus, the ladder is to remain in Phase 2 and Phase 3.

58. E4/ AE301B 8A/S-202A The Building Section E4 / AE/301B does not clearly show roof demolition and added masonry at both B331 and B332 for the Lab for the joist bearing elevation of the roof structure.
