About this file

This document is an amendment to a solicitation for repair and renovation work at a power building in Greenland. The amendment increases the page limit for factor 3 of proposals from 20 to 25 pages to allow offerors to better identify subcontractors given the increased complexity of subcontractor teams. It confirms the fuel line serving the boilers is operational and clarifies the amount of construction power available is up to 500KVA. It also states the existing generators are to be scrapped and answers questions regarding the use of foreign flag vessels within guidelines. Offerors must acknowledge this amendment by the revised due date. The U.S. Army Corps of Engineers intends to award a firm fixed price contract for repair and renovation of Building 4016 at Pituffik Space Base in Greenland to meet timelines of a proposed 30 June notice to proceed.

PROPOSER’S QUESTIONS AND GOVERNMENT REPLY

Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.

1. Drawing M100, Please confirm that the fuel line is fully operational. If it is not operational, please specify what alternate fuel delivery systems are available.?

RESPONSE: Yes, the fuel line is operational, it currently services the boilers in B4012.

2. Estimated minimum electrical power requirements for this construction job is estimated at Qty 50 x 50Amp 3-phase circuits, to support 10 welding units, arctic enclosure heaters, facility and vehicle block heaters, lights, lift chargers, offices, and other items requiring M-Plant power.

W912DS24R0004

Please clarify the amount of power that will be available for the construction switchboard to support construction equipment and activities.

RESPONSE: Please refer to Dwg E-615, BLDG A4012 PARTIAL SINGLE LINE DIAGRAM, 5KV Swgr B4012A which provide a 5 KV Load Break switch for Contractor to utilize for up to 500 KVA for construction power.

3. Section 01 74 19, par 1.11.1. The cost and time involved for Generator demolition varies significantly depending on whether the components need to be salvaged or simply disassembled and disposed of. Please confirm whether the intended disposition of the existing generators is for scrap or if they need to be disassembled for reuse or sale.

RESPONSE: The existing generator sets are to be scrapped.

4. 00 22 10, par 3.2 The page limitation table sets maximum page limit for Factor 3: Organizational / Technical Approach at 20 pages. Due to the increased complexity of our subcontractor team, the identification of subcontractors is consuming extra page count and limiting our coverage of our technical and organizational approach. Would the Government please consider adding three pages to the page limit for Factor 3?

RESPONSE: Yes, the Page Limit is now increased from 20 Pages to 25 Pages

5. 01 00 00 34.c states that Contractors may furnish their own sealift. 34.f states that “U.S.

flagships shall be used. If not, Danish flag ships should be used.” In order to keep to a 1460-day schedule with a 30 June NTP, a charter vessel will be necessary. Due to price and availability of vessels that can only be formalized after NTP, contractor-furnished ships may need to be sourced from a non-U.S. or non-Danish entity. To meet required timelines, will the Government allow the use of supply vessels sailing under NATO member country flags or EU member country flags, departing US and/or Danish Ports and arriving at Pituffik Space Base port?

RESPONSE: The Cargo Preference Act of 1904 and solicitation provision DFARS 252.247-7023 require the contractor and subcontractors to use U.S.-flag vessels when transporting any supplies by sea under this contract unless certain conditions are met. There is a waiver process whereby the contractor and its subcontractors may request that the Contracting Officer authorize shipment in foreign-flag vessels Refer to DFARS 247.5 and solicitation provision DFARS 252.247-7023 for information.
