About this file
This document is an amendment to a solicitation for repair and HEMP shielding upgrades at a power building at the Pituffik Space Base in Greenland. The amendment provides revisions to drawings and specifications, answers questions from potential offerors, and deletes clauses regarding Buy American requirements that do not apply. Relevant changes include replacing roof and wall panels, removing and replacing water, sanitary and electrical utility lines totaling over 200 meters, demolishing control room equipment after temporary power is established, installing HEMP doors, insulating and adding heaters to a water storage tank, and conducting power studies and protective device coordination. Offerors must submit proposals by January 2024 and the government will not guarantee an award or notice to proceed in time for the 2024 shipping season. The amendment also provides site weather data, storm condition protocols, and clarifies asbestos and hazardous waste disposal requirements.

- Section 01 32 01.00 10 – Project Schedule – revise paragraph 3.8.5 (b) in its entirety as follows:
“1. This provision specifies the procedure for determination of time extension for usually severe weather in accordance with the contract clause entitled “Default: (Fixed Price Construction).” In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
a. The weather experienced at the project site during the contract period must be found to be unusually severe, that is, Base Command declares storm conditions as “Charlie”, or “Delta” weather conditions.
b. The unusually severe weather must cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
2. ADVERSE WEATHER FOR WORK: The annual estimated number of calendar days lost due to “Charlie”, or “Delta” storm conditions at the 12 SWS J-Plant project site, is 40 calendar days.
This estimate does not include the period during Holiday, where construction operations normally shutdown from December 15 to January 15 of each year. This will constitute the base line for annual weather time evaluations. The Contractor’s progress schedule must reflect these anticipated adverse weather delays in any weather dependent activities. Adverse weather days are to be applied as follows: Apply approximately 20 percent onto weekends, 80 percent onto work weekdays including work weekday holidays and special event days. This is based on a 6-day work week.
3. Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor must record on the daily CQC report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor’s scheduled workday. The number of actual adverse weather delay days must include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month and be recorded as full days. If the number of actual adverse weather delay days for a 12-month period not including the calendar days the construction operations are shut down for Holiday, exceeds the number of days anticipated in paragraph 2 above, the Contracting Officer will convert qualifying delays to calendar days, giving full consideration for equivalent fair-weather workdays, and issue a modification in accordance with the contract clause entitled “Default (Fixed Price Construction)”.
4. The Base Command declares storm conditions as they occur; either "Normal", "Alpha", "Bravo", Charlie, or a "Delta" condition is declared. For each of the latter four conditions the contractor and his personnel must adhere to precautions and restrictions prescribed in the following under "Storm Conditions". When called for all contractor personnel must check in and report their location to the "storm" coordinator (SOC). All Contractor personnel are considered to be engaged in non-essential work with regard to these storm conditions unless otherwise categorized by the Contracting officer.

STORM CONDITIONS
Arctic winter storms are divided into these classifications: Normal, Alpha, Bravo, Charlie, and Delta. Delta represents the most serious threat to life and property. Two factors (visibility and temperature) are assessed to determine the applicable storm conditions. When any one of these two factors are present, the appropriate storm condition is declared.
A. Storm Condition Normal - Business as usual.
Storm Condition Alpha - Initial warning of a potential Arctic winter storm. No danger exists at this point; however, all personnel should prepare for Storm Conditions.
Storm Condition Bravo - All pedestrian traffic will use the buddy system (two or more people traveling together). All personnel must stay on approved roads. If you are traveling alone in a vehicle, it must have a comm radio or use the buddy system.
Storm Condition Charlie - All non-essential base facilities close. Return To Quarters. Pedestrian traffic is prohibited. Call the base taxi or use the base shuttle bus service if dedicated vehicles are not available.
Storm Condition Delta - All personnel are restricted to the buildings in which they are located at the time a Storm Delta is declared. Absolutely No Pedestrian or Vehicular Travel Is Permitted.
Only emergency vehicles will operate during this condition and only at the direction of the Base Commander.
All year long, Pituffik weather is like weather in many northern states, unpredictable. It can rain, sleet, snow, and be very sunny and warm all in one 24-hour period. Always be prepared and expect the unexpected.
For your protection, storm shelters (phase shacks) are located at short intervals along the roads leading to off-base worksite locations. Each shelter is heated and stocked with emergency food, water, bedding, and a telephone. They are for use by anyone caught in a sudden storm condition. Remember, these shelters are for emergency use only.

PROPOSER’S QUESTIONS AND GOVERNMENT REPLY
Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.
1. This RFP requires the US Prime Contractor to issue a Performance Bond for the work in the amount of 100% of the contract value. As with other RFP requirements, the 100% Performance Bond requirement will be flowed down to the Dansih/Greenlandic Subcontractor. For Danish and Greenlandic contractors a bond of 100% of the contract value is over and beyond national industry standards. In all other USACE RFP's at Pituffik Space Base there is a requirement for a Bank Letter of Guarantee for the performance of the work in the amount of 15% of the contract value. To enable Danish and Greenlandic contractors to participate as Subcontractors to the US Prime we request the requirement be revised to the standard
15% Bank Letter of Guarantee. RESPONSE: The P&P bonds are submitted by the Prime. The 100 percent bond covers all the work to include that of the subcontractor(s). There is no flow down and as a result, the subcontractor does not provide a Bank Letter of Guarantee.
2. 01 00 00, 4. Insurance - Please confirm that Insurance requirements will be aligned with Danish Law for Danish and Greenlandic contractors. RESPONSE: US Prime contractor will adhere to US law for insurance regarding their portion of the project work (HEMP) and the Danish/Greenlandic firms will adhere to Danish law for their construction requirements.
3. The solicitation mentions C-141s which are no longer in use. The solicitation also states the maximum limit in lbs. for the C-5 is 50,000 lbs. The specification sheet for the C-5 states the maximum cargo weight limit is 281,000 lbs. The specification sheet for the C-17 states the maximum cargo weight limit is 170,900 lbs. Please confirm the types of aircraft that fly to Pituffik and the cargo weight limits for these aircraft.
RESPONSE: The primary aircraft servicing Pituffik are: C17, C130, and the 757 Combi are primary methods of receiving cargo. Pricing and capacity for the airlift vary depending on space availability, size, weight, and origin of the cargo. One option would be to buy out an entire aircraft.
Approximate costs can range from $330K to $450K depending on the load and aircraft type. POC 1st Lt Glenn Peters (glenn.peters.2@spaceforce.mil)
4. Will the Government please provide bidders with a copy of the Final Governing Standards applicable to the Thule Defense Area, which respect Greenland Home Rule environmental standards? (Per FedCenter.gov, "Final Governing Standards are developed in accordance with DOD Instruction 4715.5, Management of Environmental Compliance at Overseas Installations, dated 1 May 2007, to address the protection of human health and the environment in each foreign country where DOD maintains substantial installations," but these documents are only available on FedCenter.gov to U.S. military personnel with a membership account. RESPONSE: Environmental Final Governing Standards for Greenland can be found in Package 4, Appendix L as well as other governing updated Appendices issued under previous amendment.
5. Amendment 2 RFI 58 - The solicitation schedule is predicated upon making the 2024 PACER GOOSE for bulk material delivery and work start. A June 30, 2024 NTP precludes meeting the 2024 PACER GOOSE mission. Will the Government ensure the contract award date will be made in sufficient time to meet the 2024 PACER GOOSE timelines? RESPONSE: At this time the Government cannot guarantee the Award or NTP in time for 2024 shipping season. Note, there is a submittal review/approval process required before ANY material should be purchased and shipped.
6. FAR Clauses 52.225-10, 52.225-11 and 52.225-12 relating to the “Buy American Act” are all included in the solicitation. Please confirm BAA does not apply to this solicitation as the prescription is limited to CONUS sites. RESPONSE: The BAA does not apply to this solicitation therefore, FAR Clauses 52.225-10, 52.225-11, and 52.225-12 will be removed from the solicitation in this amendment.
7. Would the Government provide a conformed copy of the solicitation to ensure compliant and responsive proposals are submitted allowing for a straightforward and easy evaluation? RESPONSE: The Government will not provide a conformed copy. It is the responsibility of the Offeror to check all amendments to ensure compliant and responsive proposals are submitted.
8. With reference to Amendment no.2: Offer to be submitted latest 9. January 2024. Deadline for forwarding inquiries seems unchanged. Please confirm that deadline for inquiries remain 27th November 2023.
RESPONSE: Inquiries can be submitted till December 14th.
9. With reference to Amendment no.2 (Q/A: 1): “Applicable Pituffik regulation to follow”. Answer seems not responding our requirement for clarification: Is it correct understood, that all companies (US firms and Danish firms) under this contract must follow Inatsisartutlov nr. 11 of 1 December 2021 under Greenlandic law. Requiring that companies entering agreements with foreign defense authorities (with U.S Government) on Pituffik Space Base, must be registered – after award of the contract/works - as a limited company or private limited company domiciled in Greenland, and its management must have its seat in Greenland, allowing for Greenlandic taxation of the works under this contract? RESPONSE: (a) NO, The Inatsisartutlov nr. 11 of 1 Dec 2021 DOES NOT APPLY to US Prime Contractor/this solicitation.
10. With reference to document: Package 4 – Appendices. Appendices incl. “Asbestos Survey Report dated 2006”. Can we conclude that the quantities defined within this report, is the asbestos containing types/quantities to be removed/handled/disposed – if not please, specify types/quantities? RESPONSE:
Correct, quantities and locations as outlined in the report are what is expected to be found/removed. Should additional location be discovered, notify the COR immediately.
11. With reference to document: Drawing C102, C103 and C105. Scale 1:400. Drawings indicate scale 1:400 however exclude any “rulers” or information about original size of drawings – meaning it is not possible to measure works. Please provide scale information allowing offeror to measure the works to be priced. RESPONSE: Please refer to updated drawings with scale. 1 cm:400mm
12. With reference to document: Water utility lines Specification Sections 33 11 00 & Drawings C-103, C-504.
There are no scaled drawings showing the new water utility lines. Please provide quantities of piping and fittings used for water utility lines. On drawing C-504 detail 1 is shown a detail cutting in a new line on an existing line. We can’t find that on the plan drawings. Please confirm where that shall be executed.
RESPONSE: Please refer to C drawings for pipe routing and needed fittings, Detail 1 on C-504 is a generic detail to use when teeing off a water line.
13. On drawing C-504 detail 3 is shown a detail of culvert below grade. According to specifications there shall be a drain point at all low point. That means inside the culvert. Is that correct understood? RESPONSE:
Correct, the drain valve should be located in low spot so that it can be visible and accessed in case of an emergency.
14. With reference to document: Drawing C103. New 150mm sanitary. Pipe also to be installed downhill as we understand the topographic. Therefor length cannot be measured on the drawing. Which total length of “Existing sanitary to be replaced (150mm)” shall be considered within the pricing? Please clarify quantities for fittings etc. to be included, since not possible to extract this from the drawing. RESPONSE:
Please refer to updated drawings with scale. The terrain gradually slopes to the south (away from bldg 4016)
15. With reference to document: Drawing C102. Removal utility lines. For following utility lines additional is required to price the demolition works: (a) “Remove abandoned Utility as needed” (works cannot be defined by this drawing); (b) “Existing sanitary to be replaced” (works cannot be defined by this drawing and utility probably running downhill); (c) “Existing water line to be removed” (works cannot be defined by this drawing and utility probably running downhill). For a), b) & c): Please provide some information as type of pipes, diameter etc. + length + if any concrete pads/foundations incl. numbers to be removed/demolished – allowing us to price these works. RESPONSE: (a) the abandoned utility refers to abandoned cable lines, with the provided scale work can be estimated. (b) the length of the sanitary line can be determined from C103, the site has a gradual slope away from B4016. (c) refer to updated drawings, as well as Appendix R addendum, yes there is a slope to the site, about 20m of waterline is contributed to steeper slope. The utilities are on wooden sleepers or wooden supports on grade.
16. With reference to document: Drawing C-102 Hazardous Waste Hazardous waste from demolition works.
Tender package seems only include a survey report for asbestos. Drawing C-102 Demolition Note 5 states a list of possible hazardous materials as PCB, oil, mercury, lead. To price the correct removal/handling/disposal of such hazardous waste – location/type/product/quantities is needed. Pleas provide a survey report/environmental mapping of all hazardous waste materials to be considered within this project incl. the mentioned data/information. RESPONSE: PCB, mercury, and lead contaminated material are not quantified, any suspect materials must be carefully handled and is to be disposed of at the approved landfill with other construction debris or containerized as hazardous waste then stored in the HWSA (building 935 & 604), oil will also be determined to be deemed for recycling or hazardous waste then stored in building 580 or the HWSA respectively. Hazardous waste is not to be disposed of in the landfills at Pituffik, and will require sampling to determine disposal methods.
17. With reference to document: W912DS24R0004 “Solicitation, offer and Award” – Section 01 00 00 Special Requirements – Clause 22 – Time extension for unusually weather. Time extension after 10 days lost work each year. Our experience is, that this is a very low number of days. Only valid for working on main base, not J-Site, were returning to main base is required much earlier. Please consider increasing number of days allowing this to be included in the P6 schedule from the beginning/contract. Is it correct understood, that only time extension will be granted, if more time lost then contractual stated days, meaning Contractor have the risk and bear all standstill cost for all stop of work due weather, even for additional days accepted for time extension? RESPONSE: Please refer to section 01 32 01.00 10 paragraph 3.8.5 for revisions. It is correct that only time extensions are granted due to adverse weather.
18. With reference to document: Package 2 - Specification Section 01 50 00 Temporary Construction Facilities. Facilities and site area at J-Plant/J-Site. (a) Will there be any restrictions - winter or summer/winter - to establish contractor’s facilities as cabins for offices, sanitary and storage at J-Plant/J- Site? (b) Will there be any restrictions - winter or summer/winter - to outside storage areas for materials as new roof/wall panels etc. at J-Plant/J-Site? (c) Will there be any restrictions - winter or summer/winter
- to outside handling/temporary storage of demolished and sorted materials at J-Plant/J-Site, which following need to be transported to dedicated dump or similar location? RESPONSE: (a) Weather conditions, wind and snow drift will be the major restrictions for operations. The contractor will be able to setup their offices and facilities at the project site, coordination with COR and BCE will be needed, contractor must consider the environment and properly secure the structures. (b) Storage of materials will be allowed near the project site, laydown plan and coordination with COR and BCE will be needed. Contractor must consider the environment (wind and snow drift) before storing any material at project site, contractor will be responsible for properly securing and protecting the materials. (c) Snow drift and win will be an issue at the site. Only limited amount of demolished material may be stored at the site. Consideration must be given to the type of material stored and weather conditions, material that can be blown away should be secured and removed from site at end of the day and disposed of at appropriate dump site. Any material that is blown off site will be contractors responsibility to cleanup.
19. With reference to document: Contract documents – Demolition works. Disposal of demolished materials and waste. Please clarify if it is correctly understood – that all demolished / removed materials and waste (incl. all types of hazardous waste) can be disposed at Pituffik Space Base at designated areas/dumps, and without any fees to be paid by the Contractor? RESPONSE: Incorrect, no hazardous waste can be disposed of at Pituffik. Only asbestos and C&D materials can be disposed of in the asbestos landfill. All hazardous waste is required to be shipped off island and turned into DLA. Base Maintenance Contractor may be utilized to assist in disposal procedures, all hazardous material disposal must follow the requirements as outlined in IHMP, OHWMP, etc. as provided in appendices.
