About this file
This document is an amendment to a solicitation for repair work at Building 4016 at the BMEWS site in Pituffik, Greenland. The amendment provides revisions to drawings and specifications, with no drawings or specifications sections added, deleted, or reissued. It answers four questions from offerors, clarifying that subcontractor bonding is determined between prime and sub, all hazardous waste except asbestos and C&D must be shipped off-island for disposal, there are no fees for on-site storage or shipping but disposal fees apply, and temporary generators may be expected to run for around 250 hours per year on average. The related opportunity is for repair of power systems at Building 4016 to support BMEWS and HEMP shielding, solicited by the Army Corps of Engineers New York District, with no further pricing, award date, or incumbent information included.

PROPOSER’S QUESTIONS AND GOVERNMENT REPLY
Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.
1. With reference to Amendment no.3 (Q/A: 1): P&P bonds. Is it correct understood, that your response clarifying no flow down to subcontractor of these bonds, is only for the contract between US Government and Prime - Bonds required for the subcontract between Prime and Subcontractor, is a matter between Prime and Subcontractor?
RESPONSE: The payment bond is used to protect the subcontractor if there are any payment issues between the Prime and subcontractor. The performance bond is between the US Government and the Prime only. Any other bonding will be determined between the Prime and subcontractor and not with the US Government.
2. With reference to Amendment no.3 (Q/A: 19): Hazardous waste. Your response clarifying that all hazardous waste (except asbestos and C&D) is required to be shipped off island and turned into DLA. Please clarify which type of cost offeror shall include within the bid for on-site storage, sea transport to US, handling/disposal fee at DLA…?
RESPONSE: There will not be any fees for storage on site while awaiting shipment off island. When using the PACER GOOSE shipper there would not be any fees for delivery to Norfolk, VA, there would be fees for trucking and disposal of the materials from Norfolk VA to proper disposal site.
3. With reference to document: W912DS24R0004 “Solicitation, offer and Award” – Evaluation Factors Section III –
5.2.1 “Submission requirements” & 5.2.2 “Evaluation Criteria”. (a) 5.2.1: Shall the offeror within the schedule show considered USACE’s review period for submitted materials etc. for approval before procurement or just describe included period within the narrative? (b) 5.2.2: Strength of the schedule is evaluation criteria. Shall offeror include a specific period for USACE’s review period as 1x30 days alternative 2x30 days…or? Allowing sufficient time for reviewing & processing submitted materials etc.
RESPONSE: (a) Please include USACE review period in the schedule. (b) Please include a 30-day review period in the schedule.
4. There are costs associated with the number of hours temporary generators may run. To ensure an appropriate quote, please provide an estimate of hours per year an offeror should assume the J-Plant temporary generators will run as a backup source to M-Plant.
RESPONSE: The temporary generators at J-Plant are to be used as main power source for 12SWS whenever the main base powerplant experiences problems or other issues arise. It is not possible to predict the number of hours or times the temporary generators would need to run, aside from routine testing of the generators, they need to be ready at moment’s notice. Per plans and specifications, temporary generators need to be rated for continual operation. Based on the historical information we’ve seen temporary power runtime of about 250hr per year.
