SECTION 01 30 00 Page 3 consideration in planning the work even though the contract may allow a performance period well into October.
(1) Average winter temperature is 20 to 30 degrees F below zero while average summer temperature is 40 to 50 degrees F above zero.
Thawing starts in early June and continues until September, when the thawed active layer of soil has its maximum thickness.
(2) The prevailing winds are westerly in the summer and easterly in the winter. Winds of 125 miles per hour, predominantly from the east, occur at infrequent intervals. Winds above 150 miles per hour have been experienced on occasions; precipitation is only four inches annually; however, winter "blow snow" from the glacier to the east causes some snowdrift formation.

When both ownership and operating costs cannot be determined from the contractor's accounting records, equipment costs must be based upon the applicable provisions of EP 1110-1-8 , "Construction Equipment Ownership and Operating Expense Schedule." Regional working conditions must be considered to be average for determining equipment rates using the schedule unless specified otherwise by the Contracting Officer. For equipment not included in the schedule, rates for comparable pieces of equipment may be used or a rate maybe developed using the formula provided in the schedule. For forward pricing, the schedule in effect at the time of negotiations must apply. For retrospective pricing, the schedule in effect at the time the work was performed must apply. (This manual can be ordered from the Government Printing office by calling telephone number (202) 783-3238. There is a charge for the manual.
