3 GENERAL

3.1 Purpose

The purpose of the Hazardous Material Management Program (IHMP) is to provide the Space Force installation with a standardized way to handle HAZMAT from cradle to grave. Although the focus is on HAZMAT, the broader purpose is to protect the environment, safety and health of potentially all Pituffik Pituffik residents.

According to AFI32-7086 the Installation Hazardous material management process (IHMP) team functions to provide an oversight for three major areas which are the IHMP, the Weapon system HAZMAT Program (WSHP) and the ODS Program.

This program assigns specific functional area responsibilities for IHMP execution at all levels. The key to effective IHMP management is cross-functional cooperation to be achieved through the establishment of IHMP teams at all levels.

At Pituffik SB the IHMP is facilitated by BMC. The ODS Program is set out in A039 and the IHMP describes the HAZMAT Pharmacy requirements for authorizing, procuring, issuing, and monitoring HAZMAT which is described in this plan. The only identified HAZMART is part of the BMC.

The BMC does not manage the WSHP and shipping of explosives is not covered by this plan.

Questions regarding the WSHP should be directed to 821 SFS and 821 SPTS/CE.

3.2 IHMP Objectives

The IHMP supports accomplishment of the Space Force mission by minimizing and effectively managing dependence on HAZMAT within acceptable levels of mission and ESOH risk and reducing associated HAZMAT life cycle costs.

The specific objectives of the IHMP are to:

Collect and maintain HAZMAT data on the EESOH-MIS.

Protect the safety and health of personnel on Space Force installations.

Manage mission critical requirements for Class I ODS.

Provide the work area supervisor with information necessary to comply with applicable HAZMAT risk communication requirements, especially the Occupational Safety and Health Administration (OSHA) Hazard Communication (HAZCOM) Standard.

Comply with applicable hazardous material management laws, regulations and Executive Orders (EOs), especially EO 13148, Greening the Government Through Leadership in Environmental Management, 26 April 2000, which requires federal agencies to comply with Emergency Planning and Community Right-to-Know Act (EPCRA), the initial catalyst for the creation of the IHMP.

Minimize the generation of HW.

Support accomplishment of Space Force missions while minimizing HAZMAT usage.

Focus efforts to improve process efficiencies in order to reduce TOC.

Thule Air Base, Greenland 11 24 January 2023

5 HAZMAT CHARACTERISTICS

A material is considered a hazardous material if it exhibits either a health hazard and/or a physical hazard.

Typical hazardous materials characteristics as they are defined in the FGS Table C5.T1:

1. The item is a health or physical hazard. Health hazards include carcinogens, corrosive materials, irritants, sensitizers, toxic materials, and materials which damage the skin, eyes, or internal organs. Physical hazards include combustible liquids, compressed gasses, explosives, flammable materials, organic peroxides, oxidizers, pyrophoric materials, unstable (reactive) materials, and water-reactive materials.

2. The item/or its disposal is regulated by the host nation because of its hazardous nature.

3. The item contains asbestos, mercury, or PCB.

4. The Item has a flashpoint below 93˚C (200˚F) closed cup or is subject to spontaneous heating or is subject to polymerization with release of large amounts of energy when handled, stored, and shipped without adequate control.

5. The item is a flammable solid or is an oxidizer or is a strong oxidizing or reducing agent with a standard reduction potential of greater than 1.0 volt or less than -1.0 volt.

6. In the course of normal operations, accidents, leaks, or spills, the item may produce dusts, gases, fumes, vapors, mists, or smokes with one or more of the above characteristics.

7. The item has special characteristics, which in the opinion of the manufacturer or the DoD Components could cause harm to personnel if used or stored improperly.

5.1 Products not considered as HAZMAT

Commonly accepted criteria1 for products not considered being HAZMAT is as follows below.

These considerations are consistent with the FGS intent and will be considered valid for Pituffik

SB.

1. Any hazardous waste as such term is defined by HWMP.

2. Any hazardous substance as such term is defined by the Comprehensive Environmental Response.

3. Wood or wood products including lumber which will not be processed.

4. Food or alcoholic beverages which are sold, used or prepared in a retail establishment and foods intended for personal consumption by employees while in the workplace.

5. Any drug, as the term is defined in the Federal Food, Drug and Cosmetic (EU Cosmetic act)

6. Ionizing and non-ionizing radiation

7. Biological hazards

A List of typical products which are not hazardous according to the criteria above has been prepared as a guideline for users. Products on this list will not be tracked nor does their use require

Thule Air Base, Greenland 12 24 January 2023 authorization, this list is added as Appendix 1.2 HAZMAT Products Listed for Substitution if possible Substituting substances is not necessarily a simple replacement of one chemical with another.

You need to do your homework and there is no "one size fits all". Methods that work in one shop may not work for product or process in another. You may also need to try several alternative solutions before you find the best one.

In your assessment, you should not only consider the hazard but also the exposure to the chemical, different technical processes and product designs, technical performance and economic aspects. It is important to also look at wider effects such as energy and resource use, waste, recycling or social impact.

1. Know your substances and needs

2. Search for alternatives

3. Assess, compare and select

4. Test, implement and improve

5. Inform your supply chain

Furthermore, the FGS prohibits all procurement of products containing PCBs.

Thule Air Base, Greenland 13 24 January 2023

6 HAZMAT AUTHORIZATION PROCESS

Hazmat requests are handled IAW procedures described in this section.

1. User requests a product

a. It is the responsibility of the requester to provide a Safety Data Sheet (SDS) in English and/or Danish, prepared by the manufacturer that fulfils GHS/CLP requirements when a new product is requested.

b. Furthermore, the user is to obtain ensure correct completion of HAZMAT Supply Form x..

2. SDS and HAZMAT Supply Form x is sent to VS/ESH

3. VS/ESH review the documents and submit a request for the EESOH-MIS data stewards.

4. SDS is approved by EESOH-MIS data stewards.

5. VS/ESH register MSN-number of product to the user in EESOH-MIS.

6. The product is now approved for use on Pituffik SB.

NOTE: A product must be approved according to the above before it can enter Pituffik SB.

Any non-BMC HAZMAT requests are reviewed for informational purposes only. VS/ESH may provide guidelines and recommendations for substitutions and will track the material in EESOH-

MIS.

8 STORAGE AND HANDLING

Correct storage and handling of HAZMAT products is important to eliminate the risk of spills and/or human exposure to harmful substances.

8.1 HAZMAT Storage Locations

There are three main facilities for HAZMAT at Pituffik Space Base; building 555, building 570 and building 935. For these three locations the following applies.

In general:

1. Spills must be cleaned up promptly

2. Aisles must be maintained for unobstructed movement

Additional requirements for flammable liquid storage:

1. Combustible waste must be kept to a minimum and be stored in covered metal receptacles and be disposed of daily

2. At least one portable fire extinguisher must be located outside of, but not more than 10 feet from, the door opening into any room used for storage

3. Materials which will react with water must not be stored in the same room with flammable liquids.

4. Containers when piled must be separated by dunnage sufficient to provide stability and to prevent excessive stress on container walls. The height must be consistent with the stability and strength of the containers

5. Open flames and smoking are not permitted in flammable liquid storage areas.

8.2 Storage in shops

Most shops at Pituffik Space Base use HAZMAT products in their daily work.

Storage and handling of these products must meet the following requirements

In general:

1. All HAZMAT products must be stored in HAZMAT cabinets

2. For all HAZMAT products a corresponding SDS and APB must be available.

Additional requirements for flammable liquid storage

1. Flammable liquids that are not in use must be stored in flammable storage cabinet. The cabinets must have self-close doors.

2. Containers must be closed when not in use.

Thule Air Base, Greenland 17 24 January 2023

3. The maximum allowed quantity of liquid that may be located outside the flammable storage cabinets is 25 gallons for cat 1 flammable liquids in containers or 120 gallons for cat 2, 3 and 4 flammable liquids in containers.

4. Areas in which flammable liquids are transferred from one tank or container to another container must be separated from other operations in the building by adequate distance or by construction having adequate fire resistance. Drainage or other means shall be provided to control spills.

5. Dispensing areas must be grounded

6. At least one portable fire extinguisher must be located not less than 10 feet, nor more than

25 feet, from any Category 1, 2, or 3 flammable liquid storage area located outside of a storage room but inside a building.

Thule Air Base, Greenland 18 24 January 2023

9 OZONE DEPLETING SUBSTANCES (ODS)

9.1 Refrigerants

By international agreement (i.e. The Montreal Protocol on Substances that Deplete the Ozone Layer), all ODS production is to cease.

AFI 32-7086 lists ODS in two classes. Class I ODS represents CFCs and halons. Class II ODS represents HCFCs.

All Class I ODS production effectively ended on 31 December 1995. Because of this, continued reliance on Class I ODS usage presents potential risks to Space Force mission capability and costs.

All Class II ODS production levels, as of 01 January 1996, became the "base levels" from which incremental reductions will occur until all Class II production has ceased by the year 2030.

Dependence on Class II ODS usage beyond the year 2015 will create potentially increasing risks to Space Force mission capability and costs.

It is critical to mission capability and the reduction in costs that the Space Force effectively manages these risks.

Pituffik SB must eliminate the purchases of ODS’s. Recycled ODS’s and ODS’s for mission-critical applications may still be obtained under specified conditions. Because the ODS goal calls for mandatory elimination in purchases, a project's return on investments does not play a role in scheduling projects for implementation.

The following are actions that will be taken to help eliminate the Space Force’s dependence on and eliminate release of ozone depleting chemicals:

1. Prohibit the purchase of all class I and class II ozone-depleting chemicals

2. Prohibit the purchase of halon fire extinguishing equipment, and ozone depleting chemical air conditioning and refrigeration equipment for ground applications.

3. Modify operating, training, and testing practices; and implement conservation measures, such as recovery, recycling, and reuse measures to reduce atmospheric discharges.

Inventory of Facility Equipment

There are chiller units at Bldg. 4002, which use HCFC R-22 (see Appendix). R-22 is also used for air condition and compressors at Bldg. 4002. The VS/SSH has an unspecified number of refrigerators using R-12.

A PMP is already implemented which includes a comprehensive leak-testing program. The PMP includes equipment such as reach-in refrigerators, air conditioners, walk-in refrigerators and chillers.

Planned Phase Out of Facility Equipment

The Housing refrigerators are in progress of being replaced over time.

Thule Air Base, Greenland 19 24 January 2023

Adequacy of Internal Refrigerant Supplies

The amounts of refrigerants present at Pituffik AB are reported quarterly as A039 Refrigerants report. The A039 identifies type, quantity, location and use of ozone depleting substances at Pituffik Space Base.

The supply of refrigerants at Pituffik SB is considered adequate.

Handling of excess Refrigerant Supplies

There are no refrigerant supplies considered to be in excess at Pituffik SB.

9.2 Novec 1230

All fire extinguishers containing Halon 1211, were phased out during the summer of 2019 and 2020. There is no facility equipment using halon 1301 at Pituffik SB. The product that is now being used is Novec 1230.

This section identifies each piece of facility equipment at Pituffik SB requiring Novec 1230.

Adequacy of Internal Novec 1230 Supplies

The supply of Novec 1230 at Pituffik SB is considered to be adequate. The amounts of Novec 1230 present at Pituffik SB are reported semi-annually as A052 Novec 1230 Tracking Report.

The A052 identifies type, quantity, location and use of the substance at Pituffik Space Base.

9.3 Procedure for Inadvertent Installation Releases of Class I ODS

1. Advise SE (821 SBG Chief of Safety)

2. Investigate for possible reporting as a Class A or Class B mishap

3. Issue an environmental Notice to Airman (NOTAM) with 30 days

a. Date of occurrence

b. Location

c. Amounts of Class I ODS released

d. Identification of causes

e. Recommended corrective actions
