About this file
This document provides details on a proposed federal contract opportunity for maintenance dredging services. The U.S. Army Corps of Engineers, New York District, is soliciting bids to remove approximately 125,000 cubic yards of sediment from the Arthur Kill 50-foot navigation channel to a depth of 50 feet below mean lower low water plus one foot of allowable overdepth. The dredged material, consisting primarily of silt and clay, must be transported from the dredging site to a contractor-provided upland placement site permitted by the state. Bidders must be able to commence work within five calendar days of notice to proceed and maintain a production rate of at least 2,500 cubic yards per day for dredging, transporting, dewatering, and disposing of material. The contract, valued between $10-25 million, will be awarded in June/July 2023 with work expected to occur from August through October 2023. Liquidated damages of $2,540 per day will be assessed for delays in completion.

SUMMARY OF CHANGES
QUESTIONS AND GOVERNMENT REPLY:
(Questions that may be of general interest to all bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)
Question 1:
Thank you for uploading the data for the project. Is there by chance an Excel file which summarizes these data sets as is usually provided?
The files you provided contain instrument backup, etc. All of these sets will be needed for an approval. I have attached an example from the Arthur Kill South project performed in 2021. This format summarizes all the information in the 9,000 plus pages in a readily readable report. Upland projects need both the files you have provided and the summary for the placement sites to review. The one attached is in a PDF, however, these summaries are frequently provided in an Excel format with all the columns as the example indicates.
Have you had any success locating the summary report?
The summary report is produced by the laboratory for every USACE project. This document should be in the set of reports Batelle provided. If you contact Carrie Gamber, she can direct you to it or resend it via email. This will not be a large file.
Government Response:
Please see attached report in multiple formats.
Question 2:
Can you please confirm if you require the CD-ROM containing the full Bid Documents as stated in the specifications?
Government Response:
It is not required, but preferred.
