About this file
This document outlines a federal solicitation for maintenance dredging services. The U.S. Army Corps of Engineers is seeking a contractor to dredge approximately 125,000 cubic yards of material from the Arthur Kill 50' Reach of the New York and New Jersey Harbor. The dredged material consists primarily of silt and clay and must be mechanically dredged, transported via barge, dewatered, processed, and placed at a contractor-provided upland site permitted by the state. Bidders must be able to commence work within five days of notice to proceed and maintain a production rate of at least 2,500 cubic yards per day to minimize channel closure time for ship traffic. The solicitation is anticipated to be awarded in June/July 2023 with work occurring between August and October 2023 at an estimated cost between $10,000,000 to $25,000,000. Liquidated damages of $2,540 per day will be assessed for delays in completion.

With the exceptions noted as flags or footnotes, standard analytical protocols were followed in the analysis of the samples and no problems were encountered or anomalies observed. In addition all laboratory quality control samples were within established control limits, with any exceptions noted below. Each sample was analyzed to achieve the lowest possible reporting limit within the constraints of the method. In some cases, due to interference or analytes present at high concentrations, samples were diluted. For diluted samples, the reporting limits are adjusted relative to the dilution required.
Calculations are performed before rounding to avoid round-off errors in calculated results.
All holding times were met and proper preservation noted for the methods performed on these samples, unless otherwise detailed in the individual sections below.
RECEIPT
The samples were received on 08/20/2021; the samples arrived in good condition, properly preserved and on ice. The temperatures of the 4 coolers at receipt time were 2.2º C, 2.9º C, 3.0º C and 4.1º C.
VOLATILES
Surrogate recovery for the following samples were outside control limits: #20210951 AMENDED COMPOSITE S/DISCRETE S-1 (180-126039-9), #20210952 AMENDED COMPOSITE T (180-126039-10), #20210953 AMENDED COMPOSITE U (180-126039-11), #20210954 AMENDED COMPOSITE V (180-126039-12), #20210955 AMENDED COMPOSITE W (180-126039-13), #20210956 AMENDED COMPOSITE X (180-126039-14), #20210957 AMENDED COMPOSITE Y (180-126039-15) and #20210958 AMENDED COMPOSITE Z (180-126039-16). Evidence of matrix interference is present; therefore, re-extraction and/or re-analysis was not performed. The pH of the samples was 12. High pH often results in low recovery of Dibromofluoromethane surrogate.
The laboratory control sample (LCS) for analytical batch 180-370374 recovered outside control limits for the following analytes:
1,2,4-Trichlorobenzene and Acrolein. These analytes were biased high in the LCS and were not detected in the associated samples;
therefore, the data have been reported.
The continuing calibration verification (CCV) analyzed in batch 180-370374 was outside the method criteria for the following analyte(s):
1,4-Dioxane RF, Vinyl chloride, 1,2,4-Trichlorobenzene and Chloromethane (LOW). A CCV standard at or below the reporting limit (RL) was analyzed with the affected samples and found to be acceptable. As indicated in the reference method, sample analysis may proceed; however, any detection for the affected analyte(s) is considered estimated.
The continuing calibration verification (CCV) analyzed in 180-370374 was outside the method criteria for the following analyte(s): Acrolein and 2-Butanone (HIGH). As indicated in the reference method, sample analysis may proceed; however, any detection for the affected analyte(s) is considered estimated.
The continuing calibration verification (CCV) analyzed in batch 180-368943 was outside the method criteria for the following analyte(s):
1,4-Dioxane RF, ,Bromoform, Trichloroethene, Trichlorofluoromethane, and 2-Hexanone. A CCV standard at or below the reporting limit (RL) was analyzed with the affected samples and found to be acceptable. As indicated in the reference method, sample analysis may proceed; however, any detection for the affected analyte(s) is considered estimated.

Evidence of matrix interference is present and the sample was analyzed at a dilution; therefore, re-extraction and/or re-analysis was not performed.
Naphthalene was detected in method blank LB 180-369295/1-F at a level exceeding the reporting limit. If the associated sample reported a result above the MDL and/or RL, the result has been flagged.
Caprolactam and Phenanthrene were detected in method blank LB 180-369612/1-F at levels that were above the method detection limit but below the reporting limit. The values should be considered estimates, and have been flagged. If the associated sample reported a result above the MDL and/or RL, the result has been flagged.
The RPD of the laboratory control sample (LCS) and laboratory control sample duplicate (LCSD) for preparation batch 180-370105 and analytical batch 180-370777 recovered outside control limits for the following analyte: 2,4-Dinitrophenol.
