About this file
This solicitation seeks maintenance dredging services for portions of the New York and New Jersey Harbor, Arthur Kill 50' Reach, Federal Navigation Project. The U.S. Army Corps of Engineers, New York District proposes to remove approximately 125,000 cubic yards of selected shoals from the channel to a depth of -50 feet MLLW plus 1 foot overdepth. Dredged material will consist primarily of silt and clay and must be transported to and placed at a contractor-furnished, state-permitted upland placement site. Bidders must use a mechanical dredge with an environmental clamshell bucket and multiple barges and tugboats. The apparent low bidder must provide all required permits for dredged material placement within 35 days of notification. Work is estimated to cost between $10-25 million and will be awarded in June/July 2023, with performance required from August to October 2023. Liquidated damages of $2,540 per calendar day will be assessed for delays. This is an unrestricted procurement by the Department of the Army Corps of Engineers, New York District.

AMENDMENT 0006
QUESTIONS AND GOVERNMENT REPLY:
(Questions that may be of general interest to all bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)
Question 1:
Due to the change in the scope of work related to all dredge areas, can the Corps please extend the bid due date one week? All the dredge areas and volumes have changed so it requires doing all new take-offs to calculate the volumes as mentioned below. It’s critical to know what the pay quantities will be because of the upland disposal fees.
Government Response:
No bid extension is issued. Bid due date remains June 6, 2023, at 2:00pm ET.
Question 2:
Can the Corps please provide the quantity breakout for each dredge area which includes the channel to grade, channel overdepth, slope to grade, and the slope overdepth quantities?
Government Response:
Please refer to the following file provided with this amendment: AK50_23-B-0004_Contract Volume Breakdown.
Question 3:
I’m looking for a plan holder list for this project. I didn’t see one in the list of attachments. Would it be possible to have a plan holder list emailed to me?
Government Response:
The Government does not provide a plan holder list. However, an "Interested Vendors List" can be viewed by logging into SAM.gov under the solicitation.
