OFFEROR’S QUESTIONS AND GOVERNMENT REPLY

The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation. This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents. Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted in the FBO.

1. Q. "Per Specification 08 01 52 Part 3 3.1 ""Perform a complete evaluation survey of the existing conditions of each wood window being preserved to determine the extent of repairs necessary. The evaluation survey may be in the form of a survey data must be incorporated into the window schedule submitted with the Window Repair Plan"". With any restoration that is shown above and beyond in the plans, please include an additional allowance of any items that may become incorporated into the project contract for the Wood Window repair after an evaluation survey has been completed."

A. It is not our intention to include a bidding allowance (line item) for any needed repair materials for the wood windows; any such cost to be covered in the bid. Majority of the wood windows were repaired in 2006.

2. Q. Drawing: P-10B2 vent piping is not shown at S/1, S/2 risers or SP-2 ejector pump on the plan drawing.

Will vent piping be required at these locations?

A. A 2" vent shall be run from Sewage Ejector pump and pit at Level B3 and shall tie into the building vent system. This vent pipe will be added to plan and diagram and reissued.

3. Q. Pump discharge is shown on Basement (B3) level on riser P-701. Pump discharge from SP-2 ejector pump is shown on Basement (B2) level (plan drawing). Please clarify.

A. There is only 1 Sewage Ejector to be installed in facility and it will be installed in the floor of Level B3.

Drainage is collected from level B3. Waste is pumped up the main sanitary line located at ceiling of Level B2. At ceiling of Level B2 drainage will flow via pitched gravity line and tie into main sanitary drain. SP-2 shown on Level B-2 is BIM model visibility issue that will be corrected. Only the pumped discharge piping comes up in this space which turns into a 4" gravity line at ceiling of Level B2. References to SP-2 and SP-2 control panel will be removed from Level B2 drawings.

4. Q. For bidding purposes how much Flat Arch Repair should be included? Since this is an unknown could an allowance be provided for this work?

A. This repair shall apply to 2300 sqft of clay tile arch floor construction repair in base bid. Also provide a unit cost predicated on detail C7/S-504 - for up to 4' wide and 4' in length.

5. Q. During Bradley Barracks renovation it was identified that the Rack Mount Access Control controllers have been discontinued. please confirm that the Wall Mount solution will be acceptable for this project there will be a wall space required of 96" wide by 48" high. along with additional power requirements relocated from the rack to the wall.

A. A wall-mount solution is acceptable. There is sufficient space on the west wall (upper wall on enlarged plans, sheet T-401) of telecom room CH-B116 to accommodate relocated ACS headend equipment and power supplies.

6. Q. Is the gutter demolition price to be included in both base bid and Option #1? Please clarify, it's indicted in both on 2/AD-140 and 2/AD-140.A to be removed.

A. Pricing for Option #1 is in addition to base bid. Pricing for gutter demolition should not be included in pricing for Option #1 as it is already included in the base bid.

A. American Water will excavate and backfill the utilities that are not associated with any other contractor site excavation.

13. Q. Please confirm if fees for utility installed by American Water are part of this contract.

A. Do not understand what fees you are referring to. The Govt will contract direct with AW.

14. Q. Please provide an allowance for damaged brick pavers that are to be salvaged and reused. Considering the age of the materials and scope of work it is likely some replacement will be required.

A. Pavers should not be damaged during salvage because they are set loose and can simply be lifted out.

Pavers were new in 2006. We are actually covering a slightly smaller area than existing with pavers due to the introduction of the perimeter trench drains. Existing supply of pavers is adequate.

15. Q. The Geotechnical report suggests no underpinning of existing structure will be required. If required, please confirm this will be paid additional work.

A. Based on the geotechnical investigation the contract documents describe a foundation system bearing on bedrock. In the event the contractor determines through field investigations and construction activities that the actual conditions differ from the contract documents they must bring their findings to the attention of USACE's contracting officer and representative for guidance and direction.

16. Q. Please confirm American Water will provide any ashpalt patching required for their work.

A. The new pipes will be installed within an area that is to be repaved by the site contractor. American Water will backfill up to the existing pavement elevation. The contractor will provide final pavement over the pipe.

17. Q. Please confirm the contractor is expected to restore the parking lot offered for laydown at the soccer field.

A. If there is damage to the pavement, curbing, or adjacent facilities, the contractor must restore the damage to the original existing conditions and the restoration must be approved by the COR. It is recommended that the contractor take photos or video of the area prior to mobilization of trailers, fencing, and equipment to the area.

18. Q. Please provide inverts and profile drawings of all proposed utilities, including telecom and electrical.

The Intumescent Legend indicates which columns are scheduled to receive intumescent fireproofing, however, the Intumescent Paint Exposed Structural Steel Legend references "STRUCTURAL FRAME, INCLUDING COLUMNS". What structural framing is scheduled to receive intumescent fireproofing other than the columns indicated on the Intumescent Paint Floor Plans?

A. The only intumescent painted steel are the columns identified on A004.

26. Q. Please provide a sketch for the "Class of 1964 Plaque" per note 14. Font type, size, etc.

A. CD101 - The existing plaque is to be removed, protected, and salvaged for the Government. The plaque is then to be re-installed in the same location by the contractor at the end of construction.

27. Q. 1. Can PVC in lieu of copper piping be used for storm system piping? 2. Can CPVC in lieu of copper piping be used for domestic water piping?

A. 1. Facility requires installation of copper piping for domestic water, hot cold and hot return services. 2.

Copper is to be installed for storm water drainage piping..

28. Q. Please clarify the extent of masonry cleaning in base bid vs. Add Alternate No. 2 under masonry cleaning notes. It's our interpretation that the base bid is only to include cleaning shown by the shaded "Geneiss Masonry Cleaning" areas. Then Add Alternate No. 2 is to clean the entire building. Please verify.

A. Masonry cleaning and repairs are indicated in the drawings and specifications for each of the two types of stone on the building, the Milford Granite located mostly (but not entirely) on the upper two levels, and the Gneiss, located on the lower levels. 100% of the Milford Granite is to be cleaned as part of base bid. Areas of the Gneiss as indicated on the elevations are also to be cleaned as part of the base bid. Add Alternate No. 2 is to clean all of the additional area (100%) of the Gneiss.

29. Q. Masonry repointing & repair note 1 indicated to repoint 100% of masonry then note 2 indicates to repoint in areas indicated. Please clarify.

A. Masonry cleaning and repairs are indicated in the drawings and specifications for each of the two types of stone on the building, the Milford Granite located mostly (but not entirely) on the upper two levels, and the Gneiss, located on the lower levels. Areas of Milford Granite to be repaired and repointed are as indicated on the elevations. 100% repointing of the Gneiss is included in the base bid.

30. Q. Elevation note indicates to replace damaged lead caps in parapet. Please provide requirements for new lead caps.

A. Lead T caps are to be replaced in-kind; the material and profile is indicated in the masonry specifications.

31. Q. Various notes throughout the drawings indicate to clean and wax existing bronze items. Please provide method and product requirements of cleaning and waxing these items. Due to a lot of these items being aged, proper cleaning and waxing need to be confirmed.

A. Only drawing A-415 of the Vestibule indicates cleaning and waxing of the existing bronze items. The other drawings of the interior spaces call for the bronze items to be protected during work. Cleaning and waxing products are included in specification 05 72 00 Decorative Metal Specialties--2.1.5 Cleaning Materials for Bronze and 2.1.7 Bronze Protective Coating and Patination Products. Cleaning procedures can be found in section 3.4.2 Cleaning and Coating..

32. Q. On sheet M004 - under "HVAC LOGISTICS NOTES AND REQUIREMENTS", it says in Point 4:

" 4. TEMPORARY CHILLED WATER SERVICE (BY OTHERS) MUST BE SUPPLIED TO CULLUM HALL

WHEN NEW CHILLED WATER SYSTEM WITHIN THE BUILDING IS READY TO BE FILLED AND

TESTED. THE

TEMPORARY CHILLED WATER SERVICE MUST BE MAINTAINED UNTIL THE CENTRAL CHILLER

PLANT (B604) SITE DISTRIBUTION IS EXTENDED TO CULLUM HALL UNDER A SEPARATE PROJECT.

TEMPORARY CHILLED WATER SERVICE MUST INCLUDE (FOR INFORMATION ONLY)."

As per the above statement, we understand that the contractor is not responsible for supplying the temporary chilled water system but he/she is responsible for maintaining it. If out understanding is incorrect, please correct it. Please also provide information if contractor is responsible for fill and test of the new chilled water system. Thanks for your time and advice.

A. The operation and maintenance of the temporary chiller is not the responsibility of the Cullum Hall Construction Contractor. It is the responsibility of the organization that is providing the temporary chiller equipment, outside of the scope of the Cullum Hall construction contractor, to operate and maintain the temporary chiller equipment and system.

33. Q. Please confirm that all work shown on ES-102 is to be performed by City Light and Power (CLP). If this is not the case, please provide a specific scope that we will be responsible for.

A. With the exception of the items specifically called out as by contractor, work on sheet ES-102 is to be performed by CLP and was provided for reference.

34. Q. D-120 indicates to "DEMO STAGE FRAMING AND FLOORING. SEE STRUCTURAL AND

MECHANICAL DRAWINGS FOR EXTENTS. SALVAGE FLOORING AND SUBFLOORING FOR

REINSTALLATION". This directive appears to encompass the decorative proscenium arch around the front of the stage. However, the same proscenium profile can be viewed on A-120. Please indicated if the arch is intended to be demolished. And if not, indicate if/how the damage to the arch's decorative plaster and paint is meant to be repaired.

A. No, the "DEMO STAGE FRAMING AND FLOORING" note does not include the decorative proscenium arch around the front of the stage. The full extent of the flooring demolition should be limited to the area identified on AD120.

35. Q. Insulated Floors in the Environmental Rooms: The specification calls for insulated floor panels in the chamber. Drawing A-550 also depicts flooring in the chamber. But it shows a 2" floor in the vestibule into a 4" floor near the low wall shown. Drawing I-502 shows some detail for the recessed concrete for the high density shelving.

Questions:

A. Is only part of the chamber to get an insulated floor? If so, where does the insulated floor end? Please show some details if that is the intent. The Rails for the high density shelving cannot be imbedded in the insulated floor.

B. Would a 2" insulated floor be acceptable for the chamber? A 2" floor would work in a 35F and 35% environment.

C. Can the whole environmental room floor be insulated just as its shown near the high density shelving?

Please clarify and provide additional details of how this should be accomplished.

Answers:

A. The entire floor is insulated. The rails for the high density shelving can be imbedded in the 4" insulated floor. See detail E1/I-502.

B - The temperature and humidity criteria listed in the specification must be maintained. The specifics of the panel thickness, equipment, etc is the responsibility of the environmental room manufacturer.

C- The documents show 4" insulated floor at the main environment room, and 2" insulated floor at the entrance to the vestibule. There is a ramp in the vestibule from the 2" floor thickness to the 4" floor thickness. These thicknesses must be confirmed by the environment room manufacturer.

The environment room configuration (panel thickness, equipment, etc.) are based on discussions with multiple manufacturers and represent a generic approach to room design. At the vestibule the floor is only 2" at the entrance ramp because of space limitations, however since this area is not used for long term material storage this approach was an acceptable solution in this small room. The contractor must confirm the panel thicknesses, design assumptions and necessary equipment to achieve the temperature and humidity criteria listed in the specification for the main environmental room.

36. Q. Due to the lack of overhead space above the environmental room chamber, all of the refrigeration and wiring conduit would have to be mounted to the ceiling of the chamber. Is this going to be acceptable? Please advise.

A. Yes, it is understood that all refrigeration, wiring, devices and lighting will be surface mounted within environmental room. All surface mounted elements should be coordinated with the furniture shown in the interiors drawings.

37. Q. Spec Section 13 21 00 Part 2.3.C says to use fluorescent lighting. Is LED lighting acceptable?

A. Yes, LED lighting is acceptable.

38. Q. Spec for environmental room calls for electrical outlets but none are shown on the drawings. Please confirm no outlets are needed.

A. Electrical convenience outlets should be provided. They should meet the electrical code for number, spacing and installed mounting height. Coordinate the final locations with the environmental room construction and the furniture plans.

39. Q. Spec calls for two different types of humidification and the drawing depict it also. However, at 35F and 35% no additive humidity is required. Please advise why humidifiers are specified..

A. The humidifiers listed in specification section 13 21 00 (by the manufacturer) can be omitted. The HVAC system delivering ventilation air to cold storage is equipped with both a humidifier and de-humidifier.

40. Q. In Spec Section 13 21 00 Part 2.3.F, 3 options of floor covering are listed. Also, drawing I-100.B1 & I- 502 shows epoxy flooring being installed. Please clarify what flooring finish is required? Is the environmental room manufacturer required to install this flooring?

A. Finish flooring contractor should install the epoxy flooring in the environmental room per the specified flooring noted on the Finish Schedule or equivalent. Contractor to coordinate work with installation of motorized High Density Storage with recessed rails.

41. Q. Ballroom elevations on sheet A-418 reference keynote 5: "repaint element to match the original faux-scagliola finish." Please provide an image of what the original faux scagliola finish is to be matched. Alternatively, allow submittal of samples of best practice scagliola consistent with the original intent.

A. The intent for the painted faux-scagliola is to match the real scagliola on the caryatid bases at the south entrance to the ballroom. Finish Schedule under Finish Code (XW6) identifies the locations of that finish work on the Interior Finish Location plan Sheet I-102.

42. Q. Ballroom elevation A1 on sheet A-417 indicates "patch scagliola." However, in the same areas, keynote 6 denotes "replace incompatible patches in marble with new material to match surrounding." Please confirm if this material is marble or scagliola.

A. The material of the caryatid bases at the south end of the Ballroom is scagliola, not marble.

43. Q. Please confirm all metal plaques and cannons are to be protected in place; no bronze cleaning or refinishing of anything outside of the vestibule.

A. Confirmed. With the exception of the bronze in the vestibule, no cleaning or refinishing of the bronze plaques or cannon throughout the building is in scope. However, any dust or construction debris that may accumulate on these materials during the course of the work must be removed.

44. Q. Can the East side Restoration work (Granite Cornice /Chimneys) be access from the road below with a manlift? If so does that road have to remain open to traffic? Can the Terrace/Brick Paver walkway support a manlift/scaffolding to access cornice work around the perimeter of the building.

A. It is the contractor's responsibility to determine the means and methods to perform the work and its impact on the existing structure. However, it is possible to access the east cornice & chimneys with a lift from the road. The contractor must confirm/coordinate with the USACE contracting officer any isolated temporary road closures on the East side of Cullum.

45. Q. Plans indicate an off-sized catch basin of 32"x46". Please clarify if 30"x48" standard size pre-cast catch basins can be utilized.

A. A 30" x 48" standard size pre-cast catch basin is acceptable provided the structure can accommodate the required curb piece.

46. Q. Drawing P-10B3 Top right corner between columns EW1 – EW2 indicates 5" RWC above floor is dead ended by the 5" tee picking up 5" copper Riser to above floor. Does this pipe tie into the 6" RWC that is runs along the hallway ceiling? Please advise

A. A 2" vent shall be run from Sewage Ejector pump and pit at Level B3 and shall tie into the building vent system. This vent pipe will be added to plan and diagram.

47. Q. I-100.B1 shows flooring EF1 in room CH-B108. EF1 is not defined on the flooring page of the finish schedule (I-001). Please provide a definition for EF-1. Additionally, this is the only finish provided for room CH-B108. Please provide completed finish schedule for this room.

A. Epoxy Flooring has been changed to EF4. (Epoxy floor finish EF1 is defined on the Finish Schedule I-001 for Bid - Add Alternate #4 below the General Notes).
