OFFEROR’S QUESTIONS AND GOVERNMENT REPLY

The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation. This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents. Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted in the FBO.

1. Q. Under notice to bidders, it indicates questions shall be submitted via Bidder Inquiry in ProjNet at least 10 calendar days prior to the RFP for receipt of bids. However, under General Instructions and Proposal Submission Requirements it indicates to submit inquiries only be email to Nicole.Fauntleroy@usace.army.mil within 7 calendars days prior to the date set for receipt of offers. Please clarify.

A. All inquiries should be submitted via ProjNet. This requirement has been removed in amendment 3.

2. Q. Drawing TS101-102 state that only key notes 1,6,9 & 10 pertain to add alternate #10 (item #0015). Are we to assume that the remaining key notes apply to add alternate #11 (item #0016)? Please clarify.

A. Remaining notes apply to base bid with the exception of key note #4, which applies to Add Alternate #11.

3. Q. Drawing T-503 shows all racks associated with low voltage systems. Are racks supposed to be separated by "Options"? Example, option #5 derives from CCTV/ACS rack. Option #6 which is the intrusion system is derived from the same rack CCTV/ACS, unless all racks will fall under the communications option or the base bid?

A. All racks/cabinets fall under base bid.

4. Q. ITEM 0010, Option #5 includes the intrusion detection system. ITEM 0011, Option #6 includes the access control system. What CLIN, Option Number does the CCTV system fall under? There is no option or separate ITEM No. for this system.

A. CCTV is rough-in only, covered under base bid.

5. Q. There are three museum cabinets located in level B2. These cabinets are single-piece, dimensioned 96"x50"x79", and weigh approximately 2000 lbs each. These cannot be walked downstairs and there is no elevator in the building, please advise the route by which these should be brought into level B2.

A. As Keynote 19 on Sheet I-120B2 states, this item does require coordination with other construction work for large components going into the building and it is required of the Contractor to coordinate this scope.

For the Viking Museum Cabinets (XH-6) we discussed the building constraints with the BOD Vender - Spacesaver and they had confirmed that these can be provided in parts and assembled on site as a modified standard to meet the Users mission requirements. The method for install discussed was to bring in the base platform portion as a single piece and then the other components separately and follow up fabrication/welding as needed on site within space identified. The lead time for this item at time of issuance, was approx. 16-18 weeks.

The route plan discussed with the Vender was for the larger pieces to be brought into the North/East B2 Level doorway, Railings of that stair will need to be removed to allow for sufficient clearance into door (refinishing of that stair rail to take place congruently if possible). Items will need to be lifted to height of stair landing. The other entry on Level B2 at the Southeast side of bldg. also has a run of stairs and railing thus will be a similar strategy with need to lift item and have railings removed. Contractor must work with awarded vender to coordinate the best routing plan. While this is a suggestion it is the contractor's responsibility to coordinate the best method.

There will be a new Elevator on the Northwest corner of the building, off the first-floor level terrace and on grade with Cullum Road for transport of regular sized and smaller items.

6. Q. Please advise as to the size of the entrance mat for vestibule CH-104A as no size can be found.

A. On Finish Schedule sheet I-001 Finish WM3 Loose Lay Walk-Off Mats are to be 8'-0" x 4'-0" UNO.

7. Q. Drawing T-603 depicts Option 5 (intrusion) & Option 6 (access). Please clarify as to what is access control versus intrusion system on this drawing as it all looks like an access system. Do these two systems share a data rack, if so how should pricing be separated?

A. IDS/ACS will share a rack. The rack falls under base bid. IDS will consist only of door position sensors (balanced magnets switch type). One double pole double throw BMS can tie in to both ACS and IDS. Two conductors are required per system. All pathways will be shared, hence the single riser diagram. Device cost can be spilt or allocated to first option taken. Cabling can be shared if coordinated between ACS/IDS vendors or separate cables can be pulled for each system.

8. Q. Confirm that all CCTV cameras shown on "T" drawings are fixed cameras. There is no designation on camera types, please confirm there are not PTZ cameras to be required.

A. CCTV is rough-in only.

9. Q. Please confirm which Items or Options should demolition and removal of existing systems indicated in Option #5, Option #6 and Option #7.

A. Demolition of existing systems falls under base bid.

10. Q. Section 2.2.4.1 Raised Characters and Braille - Integral tactile characters, graphics and fully domed braille achieved by UV-Cured, 3D Direct-Print Photopolymerization process on acrylic, shall be raised 1/32" from the first surface processes. ADA compliant graphics must be of the type that has a minimum durometer reading of 90.

Do these signs need to Photopolymer or 3D direct print? Or can we provide our own alternative which will be the most cost effective?

A. Signage is to be provided as Direct Print UV Cured (photopolymerization) for raised characters and braille at dimensions noted. Only equivalent products to the basis of design as specified are acceptable.

11. Q. The quantity of environmental room panels required for this project necessitates the need for a delivery on a full tractor trailer, 53'. Please confirm full tractor trailer deliveries are permitted at this facility.

A. Coordination with the COR and west point to close one lane will be required well in advance and you should not assume approval will granted on a certain day.

12. Q. Specification section 099000 1.4.2 requires the painting subcontractors to have SSPC QP1 certification.

This is an industrial painting certification for industrial painters. Please confirm since there is not industrial painting on this project, this requirement will be waived.

A. SSPC QP1 Certification is not required.

13. Q. Detail A6 shows the designated the elevations for the men's restroom to be E7 and E3 for the East and West walls, respectively. These details do not exist. Please confirm the elevations to reference for the East and West walls are F3 and F7, respectively.

A. See amendment 3 for a revised drawing.

14. Q. Detail D7 only shows TA-01 (Surface mounted toilet dispenser) on the right stall. Please confirm an additional TA-01 is needed in the left toilet compartment (than what is shown).

A. See amendment 3 for a revised drawing A-403,404,405.

A. The roof does not have a warranty.

18. Q. Would USACE please consider allowing 10 years back for relevant project experience in lieu of 7? Our firm has several relevant projects at West Point completed just outside of the 7 year window.

A. No, the relevant experience must meet the criteria stated in the solicitation documents.

19. Q. Please clarify the design build and mounting for sign type ES - 1. Can you direct me to some specs and artwork in the bid packet?

A. Per general note #15 on Sheet I-140.1 and on the Legend of the Signage Location Plans, Sign type (ES) is provided by the Government not the Contractor (GFGI). Sign type (ES) is a freestanding Electronic Display Monitor oriented vertically. on Stand that sits on the floor. The Elec power / Data pathways are provided for connectivity as part of Construction scope.

20. Q. It is indicated in various locations that it is assumed that existing foundations bear on bedrock.

Contractor must field verify this presumption. Please confirm for bidding purposes that we are to assume that foundations do bear on bedrock and any rock is not encountered then reinforcement by underpinning would be a change order.

A. Based on the geotechnical investigation the contract documents describe a foundation system bearing on bedrock. In the event the contractor determines through field investigations and construction activities that the actual conditions differ from the contract documents they must bring their findings to the attention of USACE's contracting officer and representative for guidance and direction.

21. Q. Please provide sign details for Sign Type ES-1 as listed on the Signage Schedule.

22. Q. Factor 3 part i asks the Offeror to describe "schedule management, material/equipment delivery and management, labor management, cost management, site security and personnel assurance. Then Factor 3 part iv.

asks the Offeror to describe "schedule management, material/equipment delivery and management, labor management, cost management, site security and personnel assurance system management". These questions are asked in two different response sections within Factor 3. Please confirm whether Offeror is supposed to address these elements in Factor 3 i or Factor 3 iv.

A: These sections are asking for different information.

Factor 3, Part i asks for a description of the technical construction/installation approach the offeror will use as it relates to schedule management, material/equipment delivery and management, methods of restoring historic craftmanship, structural retrofit and related phasing, labor management, cost management, site security and personnel assurance.

Factor 3, part iv asks for a description of the specific role and interactions of the Offeror’s team during construction, and specifically during the activities of schedule management, material/equipment delivery and management, methods of restoring historic craftmanship, structural retrofit and related phasing, labor management, cost management, site security and personnel assurance. It also asks how the Offeror’s team will interact with the Corp of Engineers during these same activities.

A. The windows do not have a warranty.

25. Q. Telecommunications conduit, backboxes, cable tray and all infrastructure is in he base bid and not the telecommunications Option, will the conduit, backboxes, cable try and other infrastructure be included in the security options. Note D on drawing T-603 (a security drawing) states that all infrastructure for telecommunications is in base bid, should we presume the intent to have the security infrastructure in base bid as well, or all in the Option? Please clarify.

A. All conduits, fittings, pull boxes, back boxes, cable tray, and other infrastructure fall under base bid.

Cabling and devices fall under bid option.

26. Q. Does the base bid for ball room CH-200 globe fixtures get new wire and conduit or just wire only?

A. Base-bid scope shall include new conduit and wire.

27. Q. Follow up on question to #9198956-govt response is that the cold storage system requirements include meeting the specs of the "controls to motorize the system". I would like to ask again why is it necessary for a weight load of 3,500 lbs per wheel -as mentioned in the spec-when that is not the requirement for the other 6 mobile systems in the spec.-and there are not items specified in the cold room storage room that require that weight load?

A. Reduction of capacities or change to specified system for the Cold Storage High-Density system must be approved by the Government/USACE.

28. Q. Are groove joints and grooved cast iron couplings/fittings acceptable for Heating HW and Chilled water sizes 2-8". Specifications indicate groove end pipe accessories are acceptable however do not call out groove pipe joints. Please clarify.
