1.0 Introduction
Acer Associates, LLC (ACER) was retained by Merrick & Company to perform a pre-demolition hazardous materials survey of buildings 1801 and 1823 located on the grounds of Joint Base MDL in Trenton, New Jersey.
The intent of this survey was to assess the building conditions and identify potentially hazardous materials. For the purposes of this investigation, hazardous materials are defined as any material requiring special handling or disposal. This report summarizes the findings of ACER’s hazardous materials survey.
END OF SECTION
2.0 Survey
On February 8, 2018, Mr. Matthew DePalma and Mr. Vincent Krisak of ACER conducted an inspection to identify potential Lead Containing Paint, Hazardous Materials, PCB’s, Mercury equipment and miscellaneous toxic substances. Mr. DePalma is a licensed New Jersey Lead Inspectors/Risk Assessor. ACER is a certified New Jersey Lead Evaluation Contractor for residential, public buildings, and commercial/steel structure projects. Copies of the licenses and certifications have been provided as Appendix A.
2.1 Lead-Based Paint
ACER utilized a x-ray fluorescence (XRF) to identify the presence of lead-based paint (LBP) at the facility. The lead inspection was conducted in accordance with the requirements of Federal and New Jersey State regulations pertaining to lead paint, including N.J.A.C. 5:17 and the United States Department of Housing and Urban Development (HUD) Guidelines for the Evaluation of Lead-Based Paint Hazards in Housing. The findings in this report are consistent with accepted principles and practice established and prescribed by the EPA, State of New Jersey, and HUD. Mr. Matthew DePalma, a New Jersey licensed lead inspector/risk assessor (Permit #029968/ID #022364) conducted the sampling.
A Niton model XLP-703A X-ray fluorescence lead paint analyzer was used for determination of lead content in paint. The calibration of the Niton XLP-703A is done in accordance with Performance Characteristic Sheets (PCS). This XRF instrument is calibrated using a calibration block that is supplied by Niton to determine if the instrument is within calibration. Three (3) calibration readings are taken and averaged before and after the property was tested to assure the instrument was working within the manufacturer’s standards. If for any reason the instrument does not maintain a consistent reproducible calibration, manufacture’s recommendations are used to bring the instrument into calibration. If the instrument cannot be brought back into calibration it is immediately removed from active service and sent back to the manufacturer for examination, service and/or recalibration.
Tables 1 and 2 summarize the detectable levels of lead identified in various building components during the survey.

2.2 Hazardous/Potentially Hazardous Materials
ACER completed an inspection for hazardous and potentially hazardous materials at the site. ACER observed a variety of chemicals stored in an assortment of containers, which is summarized in the following tables.
Building 1801
Description Location Quantity
55 Gallon Drum - Non-Hazardous Waste 103 1
55 Gallon Drum - Petrol Soaked Rags 104/105 2

55 Gallon Drums - Fire Retardant Foam Hangar Approx 30
5 Gallon Buckets – Fire Retardant Foam Hangar 50+
Lead Acid Batteries – Exit Signs Throughout Unknown
2.3 Polychlorinated Biphenyls and Mercury Containing Equipment
An extensive amount of ballasts were obsrved throughout both buildings. Due to the number of ballasts present it wasn’t feasible to classify each one therefore, they will need to be inspected individually to determine if they contain PCB’s.
However, fluorescent bulbs are historically known to contain mercury. During the course of the inspection mercury containing thermostats were identified throughout Buildings 1801 and 1823.

2.6 Toxic Substances
Due to the historic use of building as a hangar, the potential for hazardous waste exists within the piping associated with the drain system. ACER’s scope of work did not include determining the discharge point of this system.

3.0 Conclusions and Recommendations
3.1 Lead-Containing Paint (LCP)
Lead Containing Paint (LCP) was indentified throughout the interior and on the exterior of both buildings. A detailed inventory of these materials painted with LCP has been included in Section 2.2 of this report. A table summarizing the locations, components, colors and XRF result of LCP identified has been provided in Appendix D.
Based on the results of the inspection, components with lead containing paint were determined to be present. At the time of the inspection, lead containing painted surfaces were observed to be intact and maintained in good integrity. Table 2 summarizes the areas of lead-containing paint identified during the survey.
Table 2
Location Materials
Bldg 1801 Doors, Walls, Steps, Hangar Doors, Beams, Columns, Pipes, Floor, Ceilings, Corrugated Sheeting, Door Frame, Window Sills and Gutters
Bldg 1823 Stairs, Walls, Overhead Doors and Door Frames, Beams, Floors, Electrial Panel, Air Tank, Hangar Doors, Tadiator, Ceiling and Corrugated Sheeting
ACER recommends all materials painted with lead based paint be handled in accordance with the OSHA Lead Exposure in Construction Standard (29 CFR 1926.62). In addition, all materials should be properly classified prior to demolition/disposal and/or recycling.
3.2 Equipment Containing Polychlorinated Biphenyls (PCBs) and Mercury
Fluorescent light fixtures were observed throughout Buildings 1801 and 1823. The light fixtures have ballasts, which unless labeled “No PCBS”, are assumed to be PCB containing. In addition, the fluorescent light bulbs have the potential to contain mercury. Fluorescent lighting fixtures are considered Universal Waste Lamps by the NJDEP/EPA Universal Waste Rule and require processing in accordance with the rule.
ACER recommends all lighting fixtures and bulbs be recycled or disposed in accordance with the Universal Rule.
Mercury thermostats were identified in both buildings. ACER recommends properly characterizing, removing, dismantling, and recycling or disposing of all the thermostats in accordance with all federal, state and local regulations prior to the demolition of the structure.
3.3 Explosives
Cabinets and cargo boxes that are labeled explosive were identified in the Hangar in Building 1801. All explosives must be moved to another location prior to demolition of the buildings.
3.4 Flammable Liquids and Solids
In Building 1801 flammable liquids and solids consisting of oxygen tanks, cargo boxes and fire cabinets were identified. All flammable liquids and solids must be moved to another location prior to demolition of the buildings.
3.5 Toxic Substances
Due to the historic use of buildings 1801 and 1823 as hangars, the potential for hazardous waste exists within the piping associated with the drain system. Following the demolotion of the buildings, ACER recommends soil sampling be conducted to confirm or deny whether release has occurred.
3.6 Miscellaneous
ACER recommends that bird feces be cleaned up by a contractor prior to demolition to prevent the fungal spore from becoming airborne and potentially causing repiratory and intestinal issues to the surroundings occupants. Propane tanks, hydro cans and transformers should be relocated and/or removed prior to demolition. Manhole covers, vent pipes and brass fitting should be further investigated to determine if there are environmental hazards underground.
