- Section 00 72 00.00 18 – Special Contract Requirements – Revise paragraph 1.28 in its entirety as follows:

“a. All structures and facilities shall be new and designed and maintained for year round operation from Notice to Proceed through the contract completion date. The field office shall be located in or adjacent to the site within view of the project area.

- All parking areas shall be provided with adequate outdoor lighting with a minimum of 5-foot candles throughout. Provide minimum of 15 vehicle parking spaces adjacent to the office with chain link fence enclosure and 2 gates for 12' electro/mechanical opening by electronic card reader at the gate (15 cards).

- The Contractor shall erect a weather station at the field office to electronically record wind speed, direction and rainfall quantities on a daily basis. This data shall be the basis for any weather delays for this contract. In addition to the weather station, the Contractor shall furnish an automatic tide gage recorder immediately adjacent to the borrow area currently in use. The original daily record from the recorder shall be provided with the Contractor's daily quality control report.

b. No separate payment will be made for providing the above accommodations and all costs in connection therewith will be considered the obligations of the Contractor. All facilities shall be removed from the project site at the contract completion date or when and as directed by the Contracting Officer.

c. No payment shall be made for Mobilization until all facilities are complete and accepted by the Contracting Officer.”

- Section 00 72 00.00 18 – Special Contract Requirements – Delete reference to “Occupied Family Housing” from Experience Matrix of paragraph 3.4.3 along with the corresponding Qualifications.

- Section 01 50 00 – Temporary Construction Facilities and Controls – replace paragraph 3.6 in its entirety with the following: “Not Used”

- Section 01 57 19 Temporary Environmental Controls – replace parahraph 1.12 in its entirety with the following: “Joint Base McGuire-Dix-Lakehurst (JB MDL, NJ) is designated as a Large Quantity Generator. Meet the regulatory requirements of this generator designation for any work conducted within the boundaries of this Installation. Comply with provisions of federal, state, and local regulatory requirements applicable to this generator status regarding training and storage, handling, and disposal of construction derived wastes.”

BIDDER’S QUESTIONS AND GOVERNMENT REPLY

(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only ”and do not revise the solicitation, plans or specifications.)

1. The SF1442 form item no 10 item no.1 states that " This solicitation is set aside for Full and

Open Competition", but then the item no 2. States " NAICS code: 236220, Size Standard :

$36,500,000.00 . Please clarify if this project is a Small business set aside or set aside for full & open competition. Response: The Solicitation is Full and Open Competition

2. Block 12A State that's that a Performance and Payment Bond is required, but FAR 52.228- 15 if only referenced and not included to show the required percentage. Please provide the percent requirement for the Performance and Payment Bond. Response: Clauses 52.228- 15 has been added by full text with amounts

3. Does the Government anticipate conducting a Site Visit prior to submitting proposals?

Response: A site visit is schedule for 12-December-2018 see clause 52.236-27 for details

4. 3.1.1. Factor 1 - Relevant Past Experience: The Prime Contractor shall demonstrate not less than three (3) but no more than five (5) examples of projects similar in size, scope, magnitude, and complexity that are not less the 80% complete as of the date of this RFP, or physically completed within the last seven (7) years. Please extend the project completion date within the last seven (7) years to ten (10) years to allow offerors greater opportunity to demonstrate relevant experience. Response: The factors will remain as is, the Government is looking for relatively recent experience.

5. Please provide an proposal extension to the week of January 21st, 2019 in order for the Offerors to evaluate the documents and get the necessary subcontractor engagement.

Response: No, an extension of that magnitude cannot be granted at this time. Please refer to revised proposal due date as noted in this amendment.

6. 00 22 16 3.1.2 Factor 2 - Past Performance states, "Offeror shall submit Past Performance Questionnaires for each project submitted under Factor 1." If a Federal project is submitted in Factor 1, such as a DoD project managed by USACE or NAVFAC, and has a completed CPARS available please confirm this should be used in lieu of providing a PPQ. Response:

CPARS rating will be sufficient.

7. 08 45 10 blast resist S-003 states "Window, Door, Sips Panel and Cold Formed Metal Trusses Shall Be Designed to Withstand Blast Pressures". (See Below) What are Translucent Panels considered, and do they need to meet ATFP protection? (Spec Section 08 60 45) If translucent panels do need to meet ATFP protection, what level of protection is required per Page 24 of UFC-4-010-01 shown below? Response: The referenced UFC in section B-3.1 does not require translucent fiberglass panels to comply with Standard

10. The translucent panels need to be considered part of the wall system. The project specifications and drawings provide Contractor requirements for design load criteria, performance requirements, and compliance with UFC 4-010-01.

8. Detail D6/CS501 section for the Asphalt Pavement has a note to refer to the specifications.

Please provide a specification for the asphalt pavement. Response: The referenced asphalt pavement specifications are NJDOT and are publicly available and therefore not reproduced in this set.

9. Do to the holiday and complexity of this project, we respectfully request an extension to/or around December 21st. Response: Please refer to revised proposal due date as noted in this amendment.

10. 00 22 16 Sub-paragraph 3.2.1, identifies a requirement for an electronic version of Volume 2

- Price Proposal on a CD of only Tabs B, C, D, & E. Please confirm no electronic version or CD of Volume 1 - Technical Proposal is required. Only 1-Original and 6-Copies as stated in

2.6 - Format Requirements. Response: Correct, please arrange and submit the proposal as outlined in the solicitation.

11. 00 22 16 Sub-paragraph 3.2.1 - states, "Provide one (1) original and six (6) copies of the bound written materials (folded and bound in Volume II). Submit TAB B, C, D and E of the Pro Forma information in a separate envelope labeled Volume II - Pro forma Requirements (TAB B, C, D, and E)." SF1442, Block 13A states to provide 1 original and 1 copy. We assume this means Volume 2 should be submitted in 2 packages with 2 copies (1 original and 1 copy) of TAB - A Price (Standard Form 1442 & Proposal Bid Schedules) and 7 copies (1 original and 6 copies of) TAB - B, C, D, & E. Please confirm. Response: Correct.

12. 00 22 16 Sub-paragraph 3.2.4 states that one copy of the information required under sub-paragraph 3.2.4.2 shall be provided. Please confirm that the information under sub-paragraph 3.2.4.2 shall only be provided for the 1 Original of the Price Volume and excluded from the 6 copies of the Price Volume. Response: Correct.

13. Specification 33 16 15 WATER STORAGE STEEL TANKS calls for a welded tank. Will a bolted steel tank be accepted? Response: No, bolted tanks will not be acceptable, please follow specification(s) as provided.

14. On CU102, it calls for a Fire Protection Water Tank 150,000 Gal., 32' Ø, 25' HT. There are no foundation requirements shown. The specification 33 16 15, 3.1 says that the foundation "shall be constructed of concrete, reinforced where necessary". Please provide a foundation detail and/or a section showing the tank connection to the foundation including any anchor bolts and reinforcement. Response: Dimensions shown for the water storage tank are notional and based on providing an overall capacity of 150,000 gallons. Actual tank sizes may vary in height and diameter pending the tank manufacturer and supplier.

The specifications and requirements for the tank are performance-based, allowing the contractor to coordinate with a tank supplier to best meet the requirements.

15. AE102: Please clarify if the west wall of room 101 Vestibule is to be tagged as B1 or A2, since both are tagged. Response: West wall of room 101 Vestibule is to be tagged as B1. See revised Drawing AE102.

16. AE102: The west wall of room 106 Mechanical is tagged as A2, which has no sound insulation per A-002. Please confirm that the wall tag is correct, and no sound insulation is required for the Mechanical Room's west wall. Response: West wall of room 106 Mechanical is to be tagged B1. See revised drawing AE102.

17. Drawing S-002, note 7 under Foundations, notes "Footing excavations should be probed to a depth of 3-5 feet to ensure there are no soft zones below the footings". Please clarify quantity of probes needed. Response: One probe for every two to three feet, see revised note on drawing S-002.

18. No details are referenced on S-103 through S-107 for the foundations and walls. Please provide. Response: References added to drawings, as well as Sections on S-503 are typical foundation sections at the hangar substructure. Drawing S-503 has been reissued.

19. Drawing S-104 references a 2'x2'x2' sump pit, please provide this detail. Response:

Drawings S-104, S-108 and S-505 have been reissued to include the sup pit section details.

20. Drawing S-105 references a 5'x6'x6" concrete stoop (Sheet keynote 3) but no details are referenced. Is a turndown slab/footing needed? Please provide a section detail. Response:

Design per keynote 3, S-105. A turndown is not needed.

21. Area C on S-104 shows the CMU wall extending north of CL E at CL 19 but it is cut-off so the extent is not shown. This is also the same at area G. This is not shown on S-102. Please show the extent of the CMU and the footing at those locations on drawing S-104 and S-108.

Response: The view extents have been adjusted on drawings S-104 & S-108 and reissued to show the masonry bumpouts.

22. Drawing AE-109 shoes a CMU shaft wall on the interior side of the room in room 126, but drawing S-108 does not show this CMU shaft wall. Please revise drawing S-108 to show this wall. Response: Drawing S-108 has been revised and reissued to show the CMU shaft.

23. 08 34 16.20 In the UFGS 08 34 16.20 on page 15 in Section "2.3.7 Limit Switches" in paragraph 2 it states the following: "Provide each retractable mullion pin with a limit switch or proximity switch interlock that proves that the mullion pin (whether electric or manual) is fully extended and locked before the door can be moved." On page 17 of the UFGS 08 34 16.2, Section "2.7.2 Retractable Mullion Pin and Floor Strike when Utilized" references Retractable Mullion Pins, "when Utilized." On sheet AE512 / Detail D6 it shows the mullion pit design which is based on a "Fixed Pin" mullion design and not a retractable mullion design. Please confirm that any references in the UFGS 08 34 16.20 to retractable mullion pins is not applicable on this project. Response: The specifications is hereby revised to remove reference to retractable mullion pins.

24. Detail A1 on Sheet S-207 and S-208 show HSS12x6x3/8 vertical members as noted on the attached PDF. Please verify if these members are representative of the Vertical Lift Fabric Door mullions or are structural members. Response: The HSS12x6x3/8 vertical members shown on S-207 and S-208 have been removed. See revised drawings S-207 and S- 208.

25. Detail A1 on S-515 shows the upper door support framing elevation for the Vertical Lift Fabric Door with an elevation to top of steel at 75'-8". There does not appear to be a section showing the support framing for the lower (side) doors. Please confirm the lower door support framing elevation for the Vertical Lift Fabric Doors. Response: Please refer to Catwalk plans on S-150.

26. The Vertical Lift Fabric Door Motors and Sheave assemblies require steel mounting plates, designed and provided by structural, however there is no detail showing the location and size of the plates on the drawings. Please confirm the quantity and size of plates required for the Vertical Lift Fabric Door motors and sheave assemblies. Response: Refer to spec section 08 34 16.20 for the answer to your inquiry. In particular Sections 1.3 Design Requirements, 2.3 Electric Operators, and 3.2 Erection address and describe these requirements. In particular section 1.3.1.1 states that "All supporting, bracing and framing steel members must be designed by the door manufacturer's registered professional engineer for the specified loads according to the requirements of AISC 325 and AISC 360."

27. On Sheet AE-501, Details F1, F4, D1, and D4 show the Vertical Lift Fabric Door jamb steel required for the VLF Doors. The Structural Foundation Drawings (S-105, S-106, and S-107) do not show any jamb steel framing required for the Vertical Lift Fabric Doors. Please provide clarification on the structural drawings the Vertical Lift Fabric Door jamb steel requirements as well as the dimensions from Face of Jamb Steel to Face of Jamb Steel required. Response: Drawings S-105, S-106, S-107, S-207 and S-208 have been revised to include HSS jambs.

28. Please provide base plate and anchor bolt information for column marks C3, C4, C5 and C6 on S-602. Response: The schedule and drawings have been updated and reissued in drawings S-506 and S-602.

29. Please confirm the following are acceptable alternates: for height adjustable desks Symmetry or Kimball, for workstations Kimball or HON, for guest chairs HON. Response:

Please provide bid per specifications, any substitutions may be addressed during shop drawings stage.

30. Please clarify if the Fire Protection Specialist can be a second tier subcontractor.

Response: Fire Protection Specialist can be a second tier contractor as long as they meet all drawing and specification project requirements.

31. "The Fire Protection Specilist credentials in the project specifications are well above the construction industry standards for supervision during the installation of the fire prinkler system. Having a Fire Protection Specilist 'who is an individual registered professional engineer who has passed the fire protection engineering written examination administered by the National Council of Examiners for Engineering and Surveys (NCEES)' supervising the fire sprinkler system installation will add significant cost to the project. Please clarify if the Fire Protection Specilist is required to be physically on site beyond the submittals, testing and inspections phases." Response: The fire protection specialist is not required to be onsite at all times. The fire protection specialist is required to provide periodic site inspections (per specifications) as needed to ensure the system installations are in accordance with the contract documents.

32. Please provide the specification for the following items:

12.47kV K Rated Transformer 400A Pin and Sleeve Roll Up Generator Response: Spec Sections 26 12 19.10, section 26 13 00, and section 26 36 23.00 20 have been added to include the necessary details.

33. Please see below and confirm if our interpretation of scope is accurate:

1) All painting in non-hanger bay area is per 09 90 00 specification

2) For # 1 above, we assume all structural steel, piping, etc. to be shop primed at a minimum

3) Specification 09 90 00, paragraph 1.11.1.2.a, refers to specification 09 97 13.27 for painting of all steel and decking in the Hanger Area. Additionally, steel specification 05 12 00 specifies steel to be delivered with a prime coat per 09 97 13.27. With that said

a) We interpret that for all steel and decking in the Hanger Area, field painting is intermediate and finish coat per 09 97 13.27

b) Complying with 09 97 13.27 will require full containment in the Hanger Area with environmental controls and continuous monitoring - please confirm

c) All requirements of 09 97 13.27 will be required, like CIH, QP-5 Inspection Co., etc.-please confirm

d) Metal decking will be shop primed in the Hanger Area -please confirm Response: 1) Concur,

52.228-15 PERFORMANCE AND PAYMENT BONDS--CONSTRUCTION (OCT 2010)

(a) Definitions. As used in this clause--

Original contract price means the award price of the contract; or, for requirements contracts, the price payable for the estimated total quantity; or, for indefinite-quantity contracts, the price payable for the specified minimum quantity. Original contract price does not include the price of any options, except those options exercised at the time of contract award.

(b) Amount of required bonds. Unless the resulting contract price is $150,000 or less, the successful offeror shall furnish performance and payment bonds to the Contracting Officer as follows:

(1) Performance bonds (Standard Form 25). The penal amount of performance bonds at the time of contract award shall be 100 percent of the original contract price.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey.

Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
