AMENDMENT 0008
Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only ”and do not revise the solicitation, plans or specifications
The USACE intend to open bids on 11th August 2015; USACE attempted to answer all the questions submitted by the contractors. USACE and its consultant believe that the plans and specs with all the amendments are adequate for the contractors to submit their bids and complete the work. Any additional questions after this amendment will be reviewed for their content and importance before issuing any revisions or additional amendments.
NOTES:
6. Optional Items CLINS 0018 - 0033 may be exercised as needed on or before 01 March 2017. These items at the discretion of the Contracting Officer are reserved for a pile damaged during proper installation by buried obstructions and at the direction and approval of the Contracting Officer needs to be replaced in accordance with the specifications. Price includes removal and proper disposal of damaged pile, treatment of new pile as per specification, and installation of new pile in place with steel shoe as per specification. No additional time will be added to the duration of the contract.
QUESTIONS AND ANSWERS:
The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation.
Question 1): What is the intent of the static load test?
RSEPONSE: To field verify the uplift resistance of the installed piles.
Question 2): How will the results of the static load test be used?
W912DS-15-B-0012
RSEPONSE: To field verify the uplift resistance of the installed piles.
Question 3): Is there a design uplift capacity of the piles?
RSEPONSE: Yes, the design uplift resistance is based on the anticipated upward loading applied by the wave forces to the piles and the static load test is designed to verify the design resistance.
Question 4): Are all load tests to be performed to the same criteria regardless of pile depth and capacity?
RSEPONSE: Yes, the static load test is the same for all test piles and was designed to verify the minimum design uplift resistance required for the project.
Question 5): Are there issues on Contract 1 which has necessitated the addition of soil borings and test piles? If so, what are they?
RSEPONSE: Yes, changes in Contract 2 have been made as a result of our experiences in Contract 1.
The additional borings are to acquire more information than are provided in the bid package.
Question 6): Please allow for additional contract time of at least 365 calendar days for the added work which will add time to perform the work and will delay the procurement of materials until the test pile program has concluded.
RSEPONSE: As stated in amendment 0005: “complete Hydraulic Beach Fill work by 1 August 2016, complete all other work, including optional bid items (if awarded) and remove all of his equipment from the contract area by 1 March 2017.”
Question 7): Do the steel pile collars have a detail, dimension or approved manufacturer/model?
RSEPONSE: No, Shop Drawings are to be submitted by the Contractor.
Question 8): We have received Amendment 0007 and unfortunately it does not address the issue of coordinating the sand fill with the construction work. Instead it requires a completion date for the sand fill 6 months ahead of the required completion for the construction work. Please reconsider allowing at least 365 days from NTP for completion of the sand placement. This will mitigate construction issues that will certainly arise if the schedule remains unchanged.
RSEPONSE: It is expected that NTP will be 1-October-2015. The beach fill component of this contract is to be completed by 1-August-2016; i.e., 10 months (300 days) for beach fill (sand fill).
