Question and Answers

Question 1: In order to bid the project responsibly, the Contractor needs clarification for specifications section 35 31 29.00 paragraph 3.2.4. Can the Contractor assume that alternative land based location be used for the disposal of unused stone from the groin notch, providing that Contractor disposes of the stone / other materials in accordance with all local, state, federal requirements regarding disposal of these materials? This would lead to significant savings for the Government. Contract language in this specification section would need to change in order to make it Contractor’s decision, not the Contracting Officer or the cost savings to the Government will not be realized.

Response 1: Language in the specification will remain as-is. Disposal location shall be directed/approved by Contracting Officer.

Question 2: Section 35 31 29.00 Paragraph 3.2.4: Where is the on site designated area for disposing excess stone?

Response 2: The on site area will be directed by Contracting Officer after contract is awarded.

Questions 3. Can additional sand be placed and left in place at Phillips Ave to assist in the construction of the groin notch?

Response 3: Additional sand material from the borrow source may be placed in a graded stockpile, above the existing beach, to the south of the Phillips Avenue groin to assist in the construction of the Phillips Avenue groin notch. Stockpile location, dimensions and quantity will be approved by the COR. Stockpile material will be paid at the unit price of beachfill, bid item 0002. A maximum stockpile quantity of 4000 cy will be allowed. After completion of the groin notch, any remaining stockpiled material will be graded to elevations below the elevations of the groin notch as shown on Sheets C-105 and C-501.

Question 4: Under the Beach Fill spec Section 31 24 00.00 18 Beach fill Placement Part 2.2.4 and Part 3.1.9 screening of 0.75” is required on the beach discharge end of the pipeline. These specs also allow for relief widows on the opposite side of the inflow. Historically, these baskets have been configured with such windows and with open tops that allow some material to flow onto the beach without being screened. On the present project, due to the discovery of a new MEC, 100% of the discharge is being required to be screened with the baskets being completely enclosed with no relief ports or openings. Since this new type of MEC will likely be encountered on the instant project will the requirement for 100% screening, as on the present project, be required from the beginning or will the relief ports and open baskets be allowed regardless of MEC encountered. If the latter is true, then will the elimination of the relief ports and closure of baskets be considered a Differing Site Condition?

Response 4: Approved basket designs, including the designs that may or may not include relief windows, for this Contract will be determined based upon the Contractor’s required submittal as described in SECTION 31 24 00.00 18; BEACH FILL PLACEMENT; 1.7 SUBMITTALS and the Contractor’s ability to demonstrate that discharged and screening devices operate as designed and preclude the passage of any material greater than three-quarter inches in any dimension (i.e.

screen shall be 0.75'" x 0.75").

-References: 1. SECTION 31 24 00.00 18; BEACH FILL PLACEMENT 1.7 SUBMITTALS “ Discharge End Screening Device; G, RO. Prior to commencement of any beachfill work, provide working demonstration that discharge end screening device operates as designed, subject to approval by Contracting Officer.”

2. SECTION 31 24 00.00 18 BEACH FILL PLACEMENT 2.2.4 Ordnance; paragraph c.

Question 5: Are the 4x10 timber bracing shown on sheet S-309 alternating as shown on plan (9/C-104) or connected to both sides of all piles as shown in Section (A/S-309)?

Response 5: The Plan view (9/C-104) shows the braces correctly. The section should be considered to be revised to show braces on the outboard sides of the piles only, where outboard is defined as the side furthest from the axis. See attached marked-up drawing.

Question 6: Can the USACE consider having a pre-bid teleconference with potential bidders to clarify the response to our above question?

Response 6: There will not be a pre-bid conference.

Question 7: Can the USACE please postpone the bid receipt date by two weeks?

Response 7: The bid opening date has been rescheduled to 4 August 2015.

Question 8: Two borrow areas are permitted to be used on this contract. However only 3 geotechnical boring logs were provided within these two borrow sites. We do not feel that the geotechnical samples provided demonstrate enough clarity on what Contractors should expect to dredge within the borrow site to properly evaluate the cost to complete this project.

Response 8: Bidders are entitled to collect additional information that they feel may be required to properly evaluate the cost to complete the project.

Reference Specifications SECTION 31 24 00.00 18; 1.5 SITE CONDITIONS

“Bidders are expected to examine the site of the work, including the placement areas and decide for themselves the conditions affecting their operations prior to submitting their bids. See Contract Clause entitled: "SITE INVESTIGATION AND CONDITIONS AFFECTING THE

WORK" (FAR 52.236-3).”

Question 9: What are the dimensions of the neoprene pad as shown on detail H/S-504?

Response 9: The pad is 1/8 inch thick and unreinforced. The pad should be slightly larger (1/2 inch) than the dimensions of the smaller of the two surfaces that sandwich the pad. The size depends on the specific location of the pad (steel strap on steel, steel strap on timber, under the retaining straps) and should be determined by the contractor.

Question 10: Can the USACE collect more borings within the permitted borrow sites to provide bidders with a better understanding of the dredge ability of these sites?

Response 10: USACE will not collect more borings within the permitted borrow sites, however Bidders are entitled to collect additional information that they feel may be required to better understand the conditions that may affect operations.

Question 11: Of the three borings provided there is a wide range of materials within the samples demonstrating that the 3,000,000 CY to be dredged could be course gravel to fine sand. If a better analysis of the material to be dredged was performed it would allow contractors to refine their dredging cycles and lower costs.

No response requested.

Question 12: Section 00 73 00 Special Contract Requirements, Paragraph 1. Requires a contractor to commence placing sand on the beach within 60 days of NTP. Since the beach fill portion of this project is likely to take only about one half of the contractually allowed time, we ask that this artificial restriction to competition be removed and contractors be allowed to schedule their work to give the government the most competitive price as long as they complete within the noted contractual timeframe.

Response 12: Section 00 73 00 Special Contract Requirements, Paragraph 1 will remain as stated.

Question 13: Line Item No 0004 on the bid list is not being used. Can the government please remove Line Item No 0004 in order to avoid any confusion amongst potential bidders?

Response 13: Line Item No 0004 was modified in Amendment #2; this RFI is no longer applicable to the solicitation.

Question 14: In regards to the T-Groin excavation and disposal, is there any requirements how the stone shall be dumped/placed/set?

Response 14: There are no specific requirements for method of T-groin stone disposal; stone may be dumped over reef.

Question 15: In regards to the T-Groin excavation and disposal, How will quantity of tons excavated and disposed be measured for payment?

Response 15: This will be 1 Job as per amendment.

AMENDMENT REVISION: Revise the following for item no. 0004 T-Groin Excavation/Disposal: Estimated quantity is "1", Unit is "JOB, Remove "2700" and "ton".

Question 16: Are there any construction requirements for disposing stone at Axel Carlson Reef?

Response 16: There are no specific requirements for method of T-groin stone disposal; stone may be dumped over reef.

Question 17: How will CLIN 0004 T-Groin Excavation/Disposal be measured for payment?

Response 17: This will be 1 Job as per amendment.

AMENDMENT REVISION: (see above)

Question 18: Are there as-builts for T-Groin? What is the largest stone size?

Response 18: There aren't any as-builts for the T-Groin. The largest stone size is not known.

Question 19: Section 31 62 19.13 Paragraph 3.1.4 states "The Contractor is solely responsible for the costs associated with drilling-through or relocating a pile when an obstruction is encountered." Should these costs be included with the outfall items or in the unit prices for "Southern Yellow Pine Pile, Class A, 45'Long"?

Response 19: These costs should be included in the Unit Prices for Southern Yellow Pine Piles.
