The Notice of Intent for the discharge of stormwater runoff from Low Risk Construction Activity under Construction General Permit (CGP) 3-9020 (Amended 2008) has been authorized. Enclosed are four documents that you will need to maintain compliance with this authorization.

1. Authorized Notice of Intent (NOI) The authorized NOI for Low Risk Projects is valid for two years from the date of the authorization. If the project will proceed past the automatic termination date, you must reapply for coverage under this or another construction stormwater permit before that time.

2. Notice of Authorization for Posting The notice of Authorization, which details the authorization and conditions you selected in completion of Appendix A to the CGP, must be posted in a location visible to the public in accordance with Subpart 4.5.C of the CGP. In accordance with subpart 5.1 of the CGP, the project risk score must be re-evaluated prior to any major changes to the construction plan.

3. Low Risk Site Handbook for Erosion Prevention and Sediment Control Please provide the Principal Operator with the low risk site handbook. This handbook details the practices that must be implemented throughout the construction project to prevent erosion and the discharge of sediment from the construction site. Some practices must be in place before construction begins, so please review the entire handbook before starting the project.

4. Notice of Addition of Co-Permittee This form must be submitted for every new landowner or principal operator who joins the project, in accordance with Subpart 7.2 of the CGP.

The CGP, copies of pertinent forms, and an electronic version of the Low Risk Site Handbook for Erosion Prevention and Sediment Control are available on the stormwater website at:

http://www.vtwaterquality.org/stormwater/htm/sw_cgp.htm. If you have any questions related to your authorization, please contact the appropriate analyst in the Stormwater District where your project is located. Use our District Look-up Tool for details.

Sincerely, Stormwater Management Program

SEPTEMBER 2012

TABLE OF CONTENTS

1. INTRODUCTION

1.1. Existing Project Description

2. STONEHEDGE

3. LAUREL HILL

1. INTRODUCTION

1.1. Existing Project Description

A stormwater study was developed for the Greater Stonehedge Stormwater Committee and the City of South Burlington in 2007. According to that report, “The Stonehedge development, located off of Spear Street in South Burlington, had been experiencing stormwater drainage problems for a number of years. Changes in the watershed and aging infrastructure have resulted in damage to personal and city property, safety issues, and aesthetic concerns. Some of these problems include standing water, ice accumulation in the winter, wet soil, erosion, and sedimentation. The Stonehedge development was issued a temporary pollution (stormwater) permit from the State of Vermont Agency of Natural Resources (ANR) when it was constructed. However, this permit expired on July 1, 1985. In order for the City’s Stormwater Utility to consider taking ownership of the Stonehedge stormwater system, it will need to be brought into compliance under the ANR Engineering Feasibility Analysis (EFA), which attempts to comply with the State of Vermont ANR 2002 Stormwater Treatment Standards.”

In 2010, the City of South Burlington brought the Laurel Hill development, which was experiencing similar problems, into the study process, and commissioned a study to identify solutions to the stormwater problems in both neighborhoods. These neighborhoods are shown on the below project location map.

2. STONEHEDGE

The purpose of the borings within the Stonehedge development was to characterize soil materials, groundwater depths, and absence of shallow ledge at key locations where improvements were proposed. A total of 5 borings were performed: two in the location of the proposed stormwater pond and three along the proposed drainage pipe routes. Note that the drainage pipe proposed along SH4 and SH5 was abandoned during the design process due to its depth, disruption and serviceability.

The soils were characterized as sand with little silt overlaying clay at a depth of 16 feet.

3. LAUREL HILL

The purpose of the borings within the Laurel Hill Project was to characterize the soil type and depth of groundwater to support an in-ground stormwater infiltration system under Deborah Drive. Deborah Drive was chosen as it was free of other utilities and easily accessible form the existing stormwater piping network. The soils were found to be sand with suitable characteristics to support an infiltration system. However, the groundwater conditions were not. At the time (fall 2010) of the borings, groundwater was reported in the range of 2 to 5 feet below the surface. Several ground water monitoring wells were installed at that time. These wells were checked again in the summer (July 2011) and groundwater was found to be between 32 and 52 inches below the surface. It was therefore concluded that an inground stormwater infiltration system was not feasible.

Additional subsurface explorations were not necessary as the proposed pipeline will follow the alignment of the existing stormsewers at approximately the same depth. In addition the City Public Works Department reported that the soils within the project area are sands with no ledge encountered within the depth range proposed.
