2. Low bidder for the purpose of award will be the conforming bidder offering the lowest amount for the total base bid and optional bid items.
3. Any bid which is materially unbalanced may be rejected. An unbalanced bid is one, which is based on the prices significantly less than cost for some work and prices, which are significantly overstated for other work.
4. Bidders are required to bid on all items or their bids will be rejected.
5. Bidders are reminded that they must bid on the issued plans and specifications as amended. Any deviations, conditions, or attachments made by the bidder himself thereto may render the bid non‐responsive and may be caused for its rejection.
6. Optional Items CLINS 0016 - 0031 will be awarded as needed during the duration of the contract. These items at the discretion of the Contracting Officer are reserve for a pile damaged during proper installation by buried obstructions and at the direction and approval of the Contracting Officer needs to be replaced in accordance with the specifications. Price includes removal and proper disposal of damaged pile, treatment of new pile as per specification, and installation of new pile in place with steel shoe as per specification. No additional time will be added to the duration of the contract.

c. Specifications, SECTION 35 31 29.00 18, Part 3.2.4, Pg. 10. Revise "(Option 18)" to "(Bid Item 0004)".
d. Plans: Sheet C-106 has been included for the T- Groin Excavation and Disposal
e. Plans: Sheet C-107 has been included for the splash pad
Questions and Answers Questions 1. Can the USACE please clarify where bidders should list cost associated with the work for the optional T-Groin Excavation and Disposal?
Answer 1. The T-Groin Excavation and Disposal is now Item 0004. It is not an Optional Item.
The Bid Schedule has been revised to reflect this revision.
Question 2. Is the bidder to include any cost in Item No. 0003, if so what is the quantity and unit of measure?
Answer 2. NO CLIN 0003 is for informational purposes only Question 3. Specifications provide information on 4 borings taken for the two borrow sites H1 and J3 and one of the four borings being outside of the respective borrow limits. Would the Corps have any additional geotechnical data for the specified borrow sites?
Answer 3. The Corps' expanded H1 borrow limit H1-1, H1-2, and H1-3 coordinates are revised as follows in NAD NJ State Plane ft. in Point ID, Northing, Easting format:
H1-1, 573667.7, 648400.0 H1-2, 576150.0, 648400.0 H1-3, 576150.0, 651808.8
Remaining coordinates H1-4, H1-5, and H1-6 remain unchanged.
Question 4. Request a revised bid schedule be provided with the missing 0032 T-Groin Excavation and Disposal item to be included.
Answer 4. Specifications, SECTION 35 31 29.00 18, Pg. 1. Remove "Item No. 0032 - T-Groin Excavation and Disposal"
Question 5. There also appears to be a skip in the sequence of numbers for the bid items i.e., no bid item 0031? Please clarify whether it is missing or there is no item.
Answer 5. The T-Groin Excavation and Disposal is now Item 0004. It is not an Optional Item.
The Bid Schedule has been revised to reflect this revision.
Question 6. Page 34 and 35 of the plans for contract W912DS-15-B-0012 shows a hydrographic survey of the Offshore Borrow Areas.
Can the USACE please provide the XYZ data for that survey?
Answer 6. XYZ data provided per this amendment.
Question 7. Section 31 62 19.13 Paragraph 1.4.3 references certification of Best Management Practices as published by the Western Wood Preservers Institute.
This is not the standard on the eastern half of the United States. Is it the intention of the COE to only receive materials from the west coast?
Answer 7. The stated reference does not exclude material from any geographical source; it only requires BMPs from WWPI to be followed.
Question 8. Is there a specified class of RCP required for the outfall pipes?
Answer 8. For RCP elliptical (Outfalls #19 & #34), there is no specified class, only a minimum specified thickness that is industry standard across manufacturer’s catalog cuts. This minimum thickness is specified in ASTM C507.
For RCP circular (Outfall #36B), if the requirements for paragraph 2.1.4 Precast Reinforced Concrete Pipe, subpart ‘e’ are followed, the Contractor would arrive at Wall Type C.
Question 9. What is a 16" class A pile (see table 3-7 http://www.timberpilingcouncil.org/manual/timber_manual/timber03.pdf )?
Answer 9. The 16” refers to the pile butt diameter (this is a standard callout). Class A is an industry standard referring to the general integrity/quality of the timber and physical dimensions of the pile.
Note: Class A designation is defined as having a specified required minimum circumference of 50 in. at 3 feet from the butt or greater as the case may be. The 50-inch circumference corresponds to a diameter of 16 inches achieved at 3 feet from the butt. The natural taper of Southern Yellow Pine is approximately 0.1 in/ft throughout the length so the butt diameter works out to 16 + 3 x 0.1 = 16.3 inches for a pile of exact size.
Question 10. How is pile length defined?
Answer 10. Pile length is specified in the first paragraph of Specification 31 62 19.13 paragraph
2.1.1 and Table 1 per Outfall.
Question 11. Is there a maximum allowance for cutoff length?
Answer 11. We did not specify a max allowance for cutoff length because as per Specification 31 62 19.13 paragraph 3.1.2.4 Lengths of Job Piles, the Contractor is responsible to determine the actual lengths of piles required to be driven below the cutoff elevation. Because of this requirement, our best professional judgement was that it would have been too prescriptive for us to specify a max allowance for the cutoff length. If we were to specify this quantity, we would recommend a 5-foot max. If the District would like us to add this to Specification 31 62 19.13, we can do so.
Question 12. What is the procedure for piles which achieve minimum pile length before reaching bearing capacity? What is the procedure for piles which achieve bearing capacity before reaching minimum pile length?
Answer 12. The pile must be driven to a minimum length as well as achieve the minimum bearing capacity. If refusal is reached prior to the specified embedment being obtained, the pile will not be accepted. It will be presumed that an obstruction has been encountered and suitable measures shall be taken to ensure that both criteria are met.
Question 13. Why are the outlet invert of the outfall pipes so deep? They are below low tide elevations. How will the pipes drain or be maintained?
Answer 13. "Hydraulic flow analyses were performed to determine appropriate size pipes and inverts to allow drainage from the specific drainage areas for each new outfall extension."
