Projects will include planning or design documents for an array of purposes, either singly or combined, including flood damage reduction, river /stream bank stabilization, river and stream hydraulics, environmental ecosystem restoration, wetland design and restoration, water supply and distribution planning and design, environmental compliance, cultural resources, employment of geographic information systems (GIS), water resources planning, public involvement, dam safety analyses and design, socioeconomic analyses, value engineering, and engineering and design disciplines required for the various project purposes. Projects may also require military facilities design or hazardous, toxic, and radioactive waste (HTRW) evaluation work.

3. SELECTION CRITERIA. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria A-E are primary and will be evaluated for all offerors. Criteria F-G are secondary and will only be used as tie-breakers among technically equal firms.

A. Specialized experience and technical competence in:

(1) Flood Damage Reduction to include levee, floodwall, channel modification, and stream-bank stabilization projects a.) Planning experience to include preparation of planning level documents including reconnaissance, feasibility, or reevaluation reports.

b.) Design experience including preparation of design level documents and plans and specifications.

c.) Geotechnical, structural, civil, and application of other pertinent engineering disciplines.

d.) Socioeconomic analysis and incremental economic analysis including HEC-FDA and/or other professionally accepted computational economic analysis tools.

e.) Application of risk and uncertainty methods and statistical analyses for evaluating feasibility, reliability, and performance of projects.

f.) Preparation of NEPA documents including Section 404 and Section 401 permit documents, environmental and cultural resource surveys and evaluation reports.

(2) Ecosystem restoration to include wetland restoration, stream and river riparian restoration, and stream and river aquatic restoration a.) Planning experience to include preparation of planning level documents including reconnaissance, feasibility, or reevaluation reports.

b.) Design experience including preparation of design level documents and plans and specifications.

c.) Hydraulic, geotechnical, civil, and application of other pertinent engineering disciplines.

d.) Cost effective and incremental cost analysis using the Corps of Engineers IWR Plan and/or other professionally accepted analysis tools.

e.) Biological experience and capabilities in the formulation of planning documents and development of design documents for ecosystem restoration projects.

f.) Preparation of NEPA documents including Section 404 and Section 401 permit documents, environmental and cultural resource surveys and evaluation reports.

(3) Water and water related computational analyses, studies or projects a.) River, channel, and stream hydraulics & hydraulic analysis of open channel flow, including steady and unsteady state conditions, using HEC and other industry accepted software.

b.) Hydrologic studies including rainfall runoff analysis using HEC and other industry standard software.

c.) Water supply, water treatment and distribution, or reservoir yield analyses for water supply planning or design documentation.

The basis of the evaluation will be the information in Section F of the SF 330. Projects completed before January 2005 will not be considered. Projects with substantial work completed since January 2007 will receive higher ratings. Projects performed by the offeror (the prime or a Joint Venture partner) will receive additional consideration over those performed by other members of the proposed team. Section F of the SF 330 is limited to 10 project descriptions and only the first 10 project descriptions in each SF 330 will be evaluated.

In Section F of the SF 330 cite whether the experience is that of the prime (or Joint Venture partner), a consultant or an individual. Also indicate the estimated percentage involvement of each firm on the proposed team.

(4) Quality management procedures. Describe the firm’s quality management procedures (address in Part I, Section H, Block 30 of the SF 330). The evaluation will consider quality control process, including coordination between disciplines and subcontractors, type and timing of reviews, reviewers, etc. A detailed quality control plan is not required with this submission but will be required subsequent to award of a task order.

(5) HTRW and military design services. Describe the firm’s capability in Part I, Section H, Block 30 of the SF330. Provide an overall description of the firm’s approach to support design services for HTRW and military construction projects. If specific projects are included in the narrative, details should be substantially less than the example projects submitted in Section F. The firm’s specialized experience and technical competence for selection criteria A(1) through A(4) are significantly more important than A(5).

B. Professional qualifications:

In the following key disciplines: project manager, hydraulic engineering, hydrologic engineering, geotechnical engineering, civil engineering, structural engineering, geology, planning, biology, economic analyses, archeology, cultural resources, landscape architect, mechanical engineering, electrical engineering, cost estimation, GIS, drafting, and surveying. The evaluation will consider education, registration (if applicable), and recent and relevant experience. The basis of the evaluation will be from the information provided in Section E of the SF 330.

C. Past Performance:

Past Performance on government contracts as determined from references, other sources or ACASS.

D. Capacity to initiate work and complete within the time parameters of the project:

The evaluation will consider the availability of an adequate number of personnel in the following key disciplines: hydraulic engineer, hydrologic engineer, geotechnical engineer, civil engineer, structural engineer and biologist. The number of personnel in the key disciplines listed in Part II of the SF 330 will be use to evaluate the overall capacity of the team.

E. Knowledge of local conditions within Kansas and Missouri, specifically regarding:

(1) River, stream, soil and climatic conditions (key disciplines are hydrologic engineer, hydraulic engineer, geotechnical engineer, structural engineer, and biologist);

(2) Local construction methods (key disciplines are geotechnical engineer, structural engineer, and civil engineer); and

(3) Local construction climate impact on cost estimating (key discipline is cost estimator).

The basis of the evaluation will be from the personal experience of the proposed personnel in the listed key disciplines located in Section E of the SF 330.

F. Extent of participation of SB:

Extent of participation of SB (including WOSB), SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. The factors you will be evaluated on, and the Kansas City District goals, are the following: (1) at least 50% of a contractors intended subcontract amount be placed with small businesses (SB), including small disadvantaged businesses (SDB) and women-owned small businesses (WOSB); (2) at least 17% of a contractors intended subcontract amount be placed with SDB; (3) at least 18% of a contractors intended sub contract amount be placed with WOSB; (4) 10% placed with HUBZone small businesses; (5) 4% placed with Veteran Owned small businesses; and (6) 4% placed with Service Disabled Veteran Owned Small Businesses.

G. Volume of DOD contracts:

Volume of DOD contracts awarded in the last 12 months to the prime A-E firm.

4. SUBMITTAL REQUIREMENTS. Interested firms having the capabilities to perform this work must submit one original and 5 hard copies and 1 CD in pdf. format of their SF 330 to the address listed below no later than 2:00 PM Central Standard Time 7 November 2012.
