1. Intent: This Construction Security Plan (CSP) sets forth security requirements and procedures for the deterrence, prevention and detection of security breaches at the secure facility construction site. The project site is comprised of three facilities. They are titled “Main Building 300, Middle Wing and East Wing”. The Middle and East Wing space will be secure operational spaces, directly reporting to the HQ USARPAC G2/SSO/SIO. The Middle Wing and East Wing while occupying the same secure site boundary, will have two separate CSPs. This is due to the physical separation of the two buildings. The Middle Wing and East Wing secure projects will be built simultaneously by the same general contractor and utilize the same ACF/SSA/Sally Port. Additionally the facility from a design contract and construction contract perspective, will be considered one secure project. From a construction security standpoint, both secure facilities will be treated as two projects that are sharing security mitigation techniques from a cost savings and construction schedule standpoint. Guidance in this document provides clear procedures for securing the construction site and for the progressive increase in the level of security supervision during the course of the secure facility construction project, as the facility goes from site preparation to construction, through phased lockdown and occupancy, to final 1ockdown and mission operation. This CSP is in accordance with policies, guidelines, requirements and regulations set forth by the Office of the Director of National Intelligence (ODNI), and The Director of the National Counterintelligence and Security Center (NCSC).

4. CSP Applicability and Purpose:
a. The purpose of this Construction Security Plan (CSP) establishes and sets forth security requirements and procedures for implementation during all construction/renovation activities supporting the secure project. This CSP provides guidelines for securing the construction site until the GC construction completion date (CCD) and USAG-HI acceptance.
b. Scope: This CSP applies a risk-based rationale accepted by the Senior Intelligence Officer (SIO) for HQ, USARPAC G2. This CSP remains applicable until final acceptance of the Sensitive Compartmented Information Facility (SCIF) by the AO/SSO and end-user, HQ, USARPAC G2 SSO.
c. The CSP will be adhered to by the U.S. Army Corps of Engineers, Honolulu District (USACE-POH) and incorporated into the general construction contract solicitation. The CSP will also be incorporated into the CSM contract solicitation scope of services. USACE- POH will the designated construction and services contracting agent and this acquisition will utilize two separate and stand-alone contracts for the secure construction project.
d. Responsible parties: The success of the secure facility project is contingent on a mutual partnership between the Site Construction Manager/GC, the Construction Security Monitoring Staff, USG AO/SSO, the USG end-user, and the Contracting Officer/COR. The AO/SSO working together with the Contracting Officer/COR will incorporate the security requirements into all Statements of Work (SOW), Request for Proposals (RFP) and contract solicitations for the project. This CSP will be an integral part of the construction contract, and the CSM contract.
e. CSP supplemental material: This CSP may be supplemented with site specific policies/standard operating policies (SOP) and procedures issued by the AO/SSO for HQ USARPAC G2, and implemented by the Site Security Manager (SSM). Additionally, the SSM may publish notices, bulletins, and other information for the purpose of correcting a security hazard and/or to inform the workforce as needed.
f. CSP Updates/Changes: Updates/changes to this CSP can only be implemented/approved by the AO/SSO. Changes, if applicable, will be administered after AO/SSO approval through an official construction/services contract modification by USACE-POH.

user group. The buildings are labeled, Middle Wing (MW), East Wing (EW) and the larger three story collateral area. The Middle Wing (MW) is a single story approximate 5,170 SqF space. The facility is physically separated by an approximate 4 meter concrete walkway.
The span of the walkway is covered by standard roof design/construction and connected via standard construction anchors/anchoring points consistent with military construction standards. There will be no utility tie-in between the MW and the larger 2-story main facility.
The EW is a 2-story facility. The facility is also physically separated by an approximate 4 meter concrete walkway. The span of the walkway is covered by standard roof design/construction and connected via standard construction anchors. The EW will be connected to the larger collateral building via a concrete and standard framed walkway that will connect on the north side of EW and allow for personnel and equipment movement from the 2nd story of the collateral facility to the EW 2nd floor main entrance. The EW and MW are being treated as two separate facilities due to not sharing a perimeter wall or having adjacencies within close proximity. Please refer to site plan for reference.
The site map and drawings have been included under separate cover. The acquisition method is a design-bid-build project. The MW and EW spaces will provide secure capabilities to the warfighter. The facility will incorporate a Tactical Vehicle Secure Area (TVSA) between the MW and EW. Please see site plan and drawings for reference. The TVSA will serve the Warfighter and the U.S. Army Pacific. TVSA parking is a necessary operational requirement for this facility.
b. Facility Location and Characteristics:
1. The EW will be converted from a two story barracks (2nd floor) conference room and latrines (1st floor) into approximately 6,200 square foot SCIF with two primary entrances controlled by an automated access control system (ACS)/IDS each having secure vestibules; a large MI office area separated by a hallway spanning the majority of the length of the 1st floor facility. Operational areas will include the CEMA office, MI and CEMA spaces; male and female restrooms, secure vestibule on both floors; stairwell;
HHD office on the 1st floor to include mechanical and electrical spaces on the 1st floor and a secure communications room. The facility will also incorporate men and women’s restroom facilities, a wellness room and break room. There will be a UPS room, and a medium VTC capable conference room. Mechanical, electrical and emergency power UPS room will be located on the 1st floor and have exterior access doors. This will allow un-cleared maintenance personnel to access these areas without disrupting operations.
These rooms will service the EW through pre-engineered/designed penetrations only.
2. The secure facility has one large adjacent parking area directly to the south; this area will primarily serve personally owned vehicles (POVs) for the facility occupants that is accessible from Andrade Road. The POV parking area is physically separated from the complex by a single lane access road which borders the future intended TVSA fence line. Please refer to the site plan for reference.
CSP for East Wing (EW), Schofield Barracks, HI
UNCLASSIFIED
3. A secure fence will connect the EW to the MW and to the Main collateral facility.
The security fence shall be 8’ in height, without outriggers due to local endangered species (Hawaiian Hoary Bats). The fence will have two pedestrian exits. Each exit will be located closest to the respective facility. One closer to the MW and one closer to the EW (actual location TBD) to accommodate an emergency egress scenario that affords personnel the opportunity to quickly vacate the project site.
The fence will connect the ACF and sally port to the project site.
6. Risk Assessment and Risk Management: Removed for OPSEC
a. Operational Security (OPSEC) / Information Security (INFOSEC):
1. For OPSEC purposes, contract documents, building drawings, facility references, etc., will refer to projects under the purview of the ICD 705 as “Secure Areas” (SA) in lieu of Sensitive Compartmented Information Facilities (SCIF), but the terms shall be interchangeable.

7. Security-In-Depth (SID):
a. The Security-In-Depth associated with this project includes the following information:
1. The facility location resides on a CONUS U.S. Army installation, the installation, has a dedicated response force comprised of Military Police (MPs) and U.S. DoD Police (uniformed civilian police officers).
2. There is a memorandum of understanding (MOU) between HQ, USARPAC G2 and Provost Marshal (PMO) to provide monitoring and response force for all “secure facilities” located within the installation. MPs and DoD Police conduct routine patrols of secure facilities. In the event of any anomaly or incident during their patrols/checks, a contact roster with SSM, AO/SSO/SSR information will be provided to PMO.
3. The secure construction site and secure storage area shall be enclosed with a temporary fence line to prevent unauthorized access. The fence will have a mesh type screen affixed to the side walls to obscure observation attempts from outside the site boundary.
The temporary fence line will have pedestrian and vehicle gate access. The temporary fence and ACF must remain in place until a time when final site preparation needs to occur, ideally when final paving and civil milestones are scheduled. The ACF may be moved into the MW once substantial construction completion within the MW space has occurred and to support the final site preparation activities. The movement of the ACF from the trailer location to an interior room of the MW must be approved by the
SSM/SSO/AO.
4. Access to the Secure Constructions Site (SCS) and secure storage area (SSA) will be controlled by SECRET cleared CAGs during all hours of operation. Hours of operation are 0700 – 1630 HST, Monday through Friday. During off hours the area will be locked in accordance with this CSP and monitored by CCTV. In the event an incident
CSP for East Wing (EW), Schofield Barracks, HI

occurs during off-hours, the SSM must notify the SSO immediately. An after action incident report will be conducted appropriately and all forensic evidence will be turned over to the appropriate entities.
5. All personnel and equipment entering/exiting the secure construction site are subject to inspection by members of the SSM staff. Rank, position, security clearance, or organization affiliation does not exclude anyone being subjected to inspections when entering/exiting the SCS and SSA.
6. U.S. Top-Secret cleared CSTs specifically trained and certified in construction surveillance techniques, will provide surveillance coverage of all personnel within the facility. CSTs will also complete tool and material inspections as directed by the SSM and this CSP prior to tools/materials being used on this project.
8. Adjacencies to Consider: Removed for OPSEC
9. Procurement, Shipping, and Storage of Materials:
a. Construction Material Acquisition:
1. Applicability: Materials referenced in this section are materials that will be used in the construction of the secure facility project, to include perimeter doors and walls of this facility.
2. The general contractor will be responsible for the procurement of all construction materials for the construction of the secure facility, secure construction site (SCS) perimeter fence, SSA, ACF and sally port. All construction material acquired for the construction of the secure facility will be subject to security controls within this CSP.
3. Material Procurement: All materials used on this secure facility project shall only be purchased through U.S. owned suppliers/vendors only. The AO/SSO can deny use from vendors/suppliers whom are not U.S. owned companies as necessary.
a. All materials procured from U.S. suppliers/vendors located in the Continental United States (CONUS) may be shipped directly to the secure construction site and stored in the secure storage area.
b. All materials shipped, transported, or procured locally on island shall not be labeled with project name, facility, or end-user. All material with a final destination of this project must never be disclosed. A simple naming convention must be applied to the BOM/Shipping laden.
c. The secure storage area (SSA) is the primary location on the secure construction site for receiving, storing, and issuing of materials once they have been received at the secure construction site. All material must be delivered to the SSA. The
CSP for East Wing (EW), Schofield Barracks, HI

GC staff must coordinate with the SSM staff via material delivery requests
(MDR).
d. All materials delivered to the SSA may be stored up to 72 hours before being issued to the construction contractor. The SSM holds discretion for material issuance to the GC.
e. The GC is responsible for unloading/loading and maintenance of all materials.
The SSM staff shall not be responsible for unloading/loading and maintenance of materials.
f. Delivery of materials to the SSA will be done Monday - Friday, 0700-1630 HST. MDRs must be provided to the SSM staff 72 hours prior to expected delivery. SSM staff have the ability to not accept material that was not shipped or procured according to this CSP. If the SSM staff have reason to believe the material (BOM) is inconsistent with the CSP, the USACE-POH Project Engineer (PE)/Construction Representative (CONREP) must be notified immediately. SSO will make final determination if the material can be accepted in the event of risk/loss or compromise. The responsibility for following the material procurement standards falls solely on the GC.
g. Issuance of materials: Issuance of material from the SSA shall be directly coordinated with the SSM staff, and discussed during weekly construction meetings.
h. The general contractor will provide a list of material delivery information to the SSM no less than 72-hours (three days) prior to the day of actual delivery, including cargo manifest, and driver’s license of personnel delivering materials.
This also includes any other vendor personnel accompanying the material, and requiring access to the installation. Access to the installation delays due to a lack of planning by the GC, or their sub-contractors falls solely on the GC.
i. Materials procured from U.S. owned suppliers/vendors do not have to be vetted.
A U.S. supplier/vendor is a U.S. owned company that is physically located within the United States. Material inspections, however, will be at the discretion of the SSM with AO/SSO approval.
4. Upon arrival at the secure construction site, delivery vehicles, vendor personnel and drivers will be screened by ACF/SSM Staff. All personnel electronic devices (PEDs), to include cell phones, radios, and GPS devices are strictly prohibited and will be surrendered and stored in a storage space inside the ACF. Drivers and vendor personnel will be screened by SSM Staff located at the ACF.
5. The construction contractor is responsible for briefing supplier/vendor of construction material(s) on access control procedures to the secure construction site and ensures they are abided by as well as the prohibited personal electronic devices (PED) policy.
Construction contractors are also responsible for ensuring all suppliers/vendors drivers
CSP for East Wing (EW), Schofield Barracks, HI

have been briefed on the SCS PED policy. Failure to comply with these requirements will result in the removal of the vehicle and driver from the secure construction site.
Schedule and cost impacts due to unauthorized supplier/vendor driver use of PEDs on the secure construction site are the responsibility of the construction contractor and not the USG.
6. Once vehicle(s), supplier/vendor personnel and driver have been screened by SSM Staff and inspected at the entry point prior to entrance to the secure construction site, they will not require additional screening as long as the materials and personnel remain on the
SCS.
b. Shipping and Transportation:
1. Modified Secure shipping is a requirement for this project, and no off-site storage of materials without prior SSM and/or AO/SSO approval will be permitted.
Note: On a case-by-case basis, materials, shipment activities may be permitted with prior approval of the SSM in conjunction with the AO/SSO. The request for exception must be supported by all pertinent shipping data and must be submitted 14 days prior to proposed transit.
2. All materials shipped, transported, or procured locally on island shall not be “labeled” with project name, facility, or end-user. Nondescript naming convention must be utilized.
c. Material Storage / Secure Storage Area (SSA):
1. All materials delivered to the secure construction site may be stored in the SSA for up to 72 hours until required for use and approved by the SSM to be stored elsewhere within the SCS. The SSA is rectangular storage area located within the secure construction site perimeter. The SSA will be constructed out of a temporary fence line with screen mesh, and with a lockable pedestrian access gate and vehicle-gate that the GC is responsible for maintaining throughout this project. The shipping containers can be left in place inside the SSA and stacked. Access to the container(s) must remain viable and conducted safely and is the responsibility of the GC. Temporary walkways and stairwells are permissible and can be constructed if the GC deems this method most advantageous.
2. SSA Material Delivery: All materials delivered to the secure construction site must be explicitly from U.S. owned vendors / suppliers. The GC must provide a written notification of delivery to the SSM no less than 72 business hours prior to the delivery.
No sub-contractor will communicate material or construction related tasks to the SSM.
The line of communications is from sub-contractor to the prime GC, GC to the SSM and U.S. Government staff. On a case-by-case basis, the SSM can reduce this notification timeframe, at his or her discretion. Unannounced deliveries may be denied access and require materials to be returned to vendor. A denied delivery is not authorized to be stored in any “off-site” storage. All deliveries must have a Bill of Landing or Manifest that matches the previously provided 72 business hour SSM notification. Any deliveries
CSP for East Wing (EW), Schofield Barracks, HI

with excess or unidentifiable materials may be denied access and is at the discretion of the SSM. When submitting material delivery requests, the GC shall include in the request the following information:
a. Material(s) Description
b. Quantity of Material(s)
c. Bill of Material(s) (BOM)
d. Material(s) delivery time. A reasonable expectation of when the material is expected to arrive on site on any given day. This will provide the SSM staff the opportunity to staff their CAG personnel accordingly. Reminder there are no Saturday, Sunday and federal holidays deliveries authorized without prior written approval by the KO/COR. Approval must be obtained 72hr in advance of requested Sunday delivery.
e. Any special storage of handling requirements (e.g. heated storage, no stacking, fragile, etc.). If the GC does not identify special storage and/or handling requirements, the SSM staff and the USG are not responsible for any damage to the materials because of improper storage.
f. Any additional information as required by the SSM, AO/SSO or related to the delivery requests.
g. Material Inspections: All materials used for the construction of the secure facility will be subject to inspection at the discretion of the SSM and/or AO/SSO.
3. The SSA will not be climate controlled and the GC will be responsible for any additions to the facility to ensure proper storage of all materials (e.g., covered, elevated on pallets, etc.). The SSA will be determined “open for use” once all temporary security features are in place and once the SSO has determined the space meets the CSP and construction specifications. Changes to the SSA shall not be made without prior approval by the SSM and AO/SSO.
4. The GC shall provide, install, maintain, and remove all portions of the SSA at the end of the project as discussed in Appendix B of this CSP for SSA protection and daily operations. The SSM staff shall install a CCTV cameras to monitor the SSA from within the ACF.
5. Secure Storage Containers: The GC may request to use storage containers (e.g., CONEX boxes, sea cans, etc.) on this project at any time if additional storage space to the SSA is needed. The request to use containers for storage shall be made directly to the SSM no less three business days prior to the request. If approved by the SSM, containers shall be stored within the SSA or SCS perimeter. The containers must be completely enclosed (e.g. no openings when doors are closed) and must be lockable with padlocks (keys controlled by SSM staff) and further secured with one-time seals when not in use.
6. SSA Material Tracking: The SSM staff shall develop a tracking system to be used by the SSM staff for all materials that enter and exit the SSA. The SSM staff SSA material
