Unacceptable Based on the Offeror’s performance record, the Government does not have a reasonable expectation that the Offeror will be able to successfully perform the required effort.

Note: In the case of an Offeror without a record of past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (See FAR 15.305(a)(2)(iv)). Therefore, the Offeror shall be determined to have an Unknown past performance. In the context of acceptability / unacceptability, “Unknown” shall be considered “Acceptable”.

RFI # Reference Question Government Response

10 08 51 13 The calculated worst case wind load is 53.2 psf for this project using the RFP information. This aligns closely with the note under paragraph 1.5.2 Tests of spec Section 08 51 13 (Aluminum Windows), which calls for test reports reflecting 50 psf. The question comes from paragraph 1.5.1 calls for 80 psf. This appears to be either an overdesign (a question of increased cost) or a misstatement of the overload testing where they increase the uniform load by 50%. Please confirm the required wind load.

See revised Section 08 51 13, Paragraph 1.5.1, per Am-0002.

11 S131/S509 Please verify that the ¾” Plywood with 10ga sheet metal is used at the ceiling only for the Arms Vault rooms and checkered plate is for the floor.

Sheet S131 indicates sheet metal above slab per detail K14/S509

Confirmed, the ¾” plywood with 10ga is for ceiling only inside Arms Vault.

The checkered plate is for floor above slab only inside Arms Vault.

12 A214 Please verify that the new windows are not required to mimic any historic architecture requirements.

Confirmed.

13 A-602 Drawing A-114 has door callout 120A for exterior door in Lobby 120.

Drawing schedule on A-602 lists this door as ALUM door and ALUM frame panel type A2. Drawing A-604 shows a type A2 door as Flush Panel w/ Transom. Detail L6 on drawing A-503 shows metal frame and Detail K2 on drawing AI207 shows ordinary door w/out transom. Please confirm whether this door is Aluminum and type A2.

See revised Sheet A-604, per Am-0005.

14 Site Visit Is it possible to reschedule a site visit? If not is it possible to include pictures of the access to the crawlspace as well as the crawlspace itself?

See new Section 00 60 00, Attachment C, per Am-0004.

15 Per the RFP Documents section 4.1.2 Relevant Contracts (C) it states the following “1. This contract involved renovation or new construction of administrative/office facilities. The final contract amount (after any modifications) was $25,000,000 or greater.”

Would the Government consider renovation or new construction projects of Bachelor Enlisted Quarters (BEQ) in lieu of administrative/office facilities projects?

No.

16 Since this project is in a BEQ Building, please confirm that BEQ projects would be considered relevant experience.

No.

17 For plumbing demo identified in Middle Wing, Survey does not indicate testing for asbestos of the tank insulation or pipe insulation in the crawl space. Does the Government have testing available for these areas?

See Section 01 57 19, Attachment B, per the original solicitation, for Hazmat Survey Report. The Contractor shall verify exact potential hazmat locations and volumes.

18 Drawing PD101 indicates removal of slabs to access underground piping, SD112 does not indicated slab demo in this area. Can this concrete removal scope be clarified?

See revised Sheets SD112 and S-112, per Am-0005.

19 There is an outside structure on the West Side of the middle wing, it was indicated on the walk thru that the structure is to be removed. AD111 does not indicate demolition in this area. Can this scope be clarified?

See revised Sheet AD111, per Am-0005.

Section 00 60 00, Attachment A

20 Please see photo below which shows metal baffles (?) on the overhangs.

Work is not identified or shown on the drawings for this item. Is there work associated with these? Are they structural?

See revised Sheets AD213 and AD214, per Am-0005. Existing metal baffles are to be removed.

21 We would like to kindly request for an extension to the bid deadline to allow more time for a more thorough review of a project of this magnitude to allow for more accurate and competitive pricing and also as there are multiple USACE projects currently bidding on the same day.

See revised SF1442, per Am-0004.

22 MP115 The phasing of this job is to complete Phase 1 construction to renovate the Middle and East wings with the Main building still occupied. Drawing MP115 shows chilled water piping running thru the Main building in order to serve the East Wing. How does this get accomplished while the Main Building is still occupied? Is temporary chilled water piping the runs above grade outside the Main Building to be provided to serve the East Wing until construction can start on the Main Building? Is this to be considered a Means and Methods by the Contractor? Please advise.

See Section 01 57 19, Attachment B, per the original solicitation, for Hazmat Survey Report. The Contractor shall verify exact potential hazmat locations and volumes.

23 Bid Date Helemano Building 300’s bid date of August 11th is the exact same bid dates as Aliamanu CDC and Schofield Barracks CDC, all USACE projects.

We recommend not having 3 projects bidding the same day! Please consider spacing them out. Even a day difference helps.

See revised SF1442, per Am-0004.

24 Arch Throughout architectural drawings, there are FEC and FEC1 type fire extinguisher cabinets called out, but specs only specify a semi recessed FEC. What is the difference between FEC and FEC1

See revised Section 10 44 16, per Am-0005.

25 A/602 Doors 154-156 are called out as door type G in door schedule, but no door type G detail provided on A604

See revised Sheet A-602, per Am-0005.

26 Arch Please provide Mirror sizes. Additionally, specs specify Mirr 1 (mirror w/ 5” Shelf) and Mirr 2. Architectural drawings did not show any mirrors w/ Shelves (MIRR1) please confirm if MIRR 1 type is used and if so specify locations.

See revised Sheet AF506, per Am-0005.

27 S122 Key note 10 is “Not Used”, but key note 10 points to CW8A wall between GL 15D-16 and GL D.7-E

See revised Sheet S-122, per Am-0005.

28 S402 Please provide Ramp Footing detail from GL 14 to GL 10 See Sheet S-402, Details H1, A9, and A15, per the original solicitation;

and revised Sheet S-121, Detail H1, per Am-0005.

29 S121 On GL F between GL 2/3, lines are darkened. Is this to depict a new wall to be installed? Or a new grade beam? Please confirm what is being depicted here and provide details to follow.

See revised Sheet S-121, per Am-0005.

30 E1/S503 See Detail E1/S503. Please provide top mat rebar sizes for D>1’6” condition.

See revised Sheet S-503, per Am-0005.

31 S114 Note 8 on S114 provides top and bottom rebar sizes and references detail E14/S504. Detail E14/S504 has 3 mats of rebar depicted. Please provide middle rebar mat sizing.

See revised Sheet S-504, per Am-0005.

32 A10/S203 Please provide sizing and dimensions for corner and top and bottom bar around RO on 2nd floor.

See revised Sheets S-202, Detail A1 and S-203, Detail A10, per Am-0005.

33 A9/S401 Please provide size and count for elevator pit slab and pit rebar. See revised Sheet S401, per Am-0002.

34 M-503 Details F7 & F14 on drawing M-503 indicate duct silencers should be provided at duct penetrations of sound attenuated and/or secure walls.

Many of the ductwork drawings M-111 to M-132 include a general note that states “duct penetrations of…..walls shall be per detail F7 (or F14), sheet M-503. There is no schedule or specifications for these duct silencers as well as any locations shown on the mechanical drawings. The locations of duct silencers along with sizes and specifications/schedule are usually provided. Please advise.

See revised Section 23 30 00 and revised Sheets M-111, M-112, M-113, M-115, M-121, M-122, M-132, and M-401, per Am-0005.

35 There are corner guards shown in the General Notes/Legend on Sheets A- 111 to A-119. Looking at the Floor Plan, it seems like there are no corner guards called out. Please advise if corner guards are required.

See Sheet AF601, per the original solicitation for CG-1 reference. See Sheets A-510, A-511, and A-512, per the original solicitation, for corner guard (CG-1) locations.

36 Section 08 33 13 for Coiling Counter Doors are included with the Specifications; however, it seems like no coiling counter doors are called out on the Door Schedule. Please confirm there are no coiling counter doors required.

Section 08 33 13 has been deleted in its entirety, per Am-0002.
