Please consider this request again or ensure the links are accessible and provide enough detail for our review.

48" ball valve or any valve on this project with extensions.
your spec call for valve to have torque tubes and floorstand on some valve, they are not used together. your drawings show extension, less torque tubes with u-joints.see attached that is a very old procedure. the way this is to be done is to have the actuator on the valves and put the control portion on the floorstand, no extension required.

Does this project need to qualify for a Salmon Safe certification? If so, it is our understanding that galvanized steel would not be allowed and we would have to replace galvanizing with a water-resistant primer such as Tnemec 94H2O.

With the current proposal due date, Government review period before the NTP is issued, preconstruction submittal requirements taking 90 days minimum from past experience, and the allowed window for the 2023 Fish Facility Shutdown period, the contractor does not see any relevant construction activities beginning immediately after NTP and the interim FWS pipe will not be installed until February of 2024. This brings into question the urgency in ensuring the bid date holds as stated in Amendment 1.
Several subcontractors and suppliers are unable to dedicate resources to this bid at this time because of the holidays from our discussions with potential key companies that are well suited for this work. With the overall timeline of this contract not allowing critical work to occur in the spring of 2023, the contractor requests the Government continue to allow contractor questions to be submitted on ProjNet until 10JAN and push the bid date until 03FEB. These revised dates would provide complete coverage in our proposal for your review.

10034102 Construction Phasing N/A N/A 01 10 10.00 25 paragraph 1.7.1 Comment Classification: Procurement Sensitive
The contractor recognizes that 120 calendar days is required for Government acceptance when offering a proposal on this project, which would put the notice to proceed (NTP) date out as far as May 13, 2023. The contractor also recognizes the solicitation states current completion and commissioning dates listed are based off an NTP date of March 10, 2023.
A Government review period under 60 days for the offer's price and technical proposal would seem to be unrealistic on a project of this magnitude. In addition, if NTP was actually issued in that timeframe the available Fish Facility Shutdown (FFS) period in 2023 begins April 16 and ends May 15. The available duration between the stated NTP and the FFS in 2023 does not allow for the contractor to gain approval of standard USACE preconstruction submittals at the beginning of the project to mobilize to site before the FFS starts in 2023. It also does not allow for the contractor to design and submit the needed shoring system and pipe design to perform the Interim FWS before the 2023 FFS begins. Furthermore, the Government approval requirements, contractor's material procurement process, and required install schedule for this interim system cannot be completed before the FFS period in 2023 expires the middle of May. This will push the Interim FWS pipe install until the FFS window that is provided in 2024. Please advise the Government understands any realistic schedule will not be able to show the interim FWS being installed until 2024, which will compress the entire schedule tied to several definable features of work around the entire facility since excavation activities are not allowed on the project until the interim FWS pipe is constructed per requirements defined in section 01 10 10.00 25 paragraph 1.7.6.
On: Dec 16 2022.
Government Response. . Offerors should assume an NTP date of May 01, 2023 in the preparation of their proposals (both the technical and price proposals).

The Interim Facility Water Supply specification requires "control valves and flow meters at all three connections to confirm the required amount of water is being supplied."
The contractor notes that the MW contract sheets appear to show a connection at the facility header (35 cfs), the adult sort facility (2 cfs), the PVC header (5 cfs), and the asphalt diffuser supply (5 cfs). Please confirm if the specifications should actually state 4 connections instead of three as there appears to be two connections required at the AC pond opposed to just one. NOTE: MW 501 shows three 12 ¾" typical supply pipes in detail 3. Arrows to two of these pipes call out "supply to be verified". It is understood from other plans that only the one pipe highlighted on MW101 is to supply 2 cfs to the adult sort facility by the interim FWS. If both the pipes called out as "supply to be verified" require connections, then the contractor would see the total connection callout as needing to be 5 in the specifications. Please clarify in response.
On: Dec 16 2022.
Government Response. . Drawings MW101, MW501, and MW502 have been updated to clarify contradictions. MW101 shows the proposed interim water piping routing with elevation and connection details. MW501 shows "Existing Connection Conditions" in Detail 1,2, and 3 while showing proposed connection details in 4,5, and 6. MW502 is a section detail to show interim pipe connection and section view of unit intake. Updated Sheets provided in Amendment 0002 and added to SAM.gov as an Attachment to Amendment 0002. It is fully understood that the interim facility water supply pipe is to be contractor designed. However, a proposed route should be fully provided in the MW plans by the Government. The contractor notes the current plans don't provide any details past what is shown for the Iso Views on MW101. It is requested the Government at least provide an anticipated route in these plans for the entire system. Confusion already exists from previous questions asked related to the existing 18" AWS connection, the total quantity of connections made, and access concerns for the facility while this pipe is in service. A conceptual anticipated route would help alleviate a lot of this confusion and ensure the contractor bids this scope accordingly.
