About this file

This is a Contractor Questions and Answers document issued by the Department of the Army, Mission and Installation Contracting Command at Fort Sill, Oklahoma, dated August 14, 2026, regarding an Elevator Maintenance Services contract.

The document addresses two contractor inquiries. The first question concerns Cybersecurity Maturity Model Certification (CMMC) requirements, to which the contracting officer clarified that no CMMC level is required for this contract. The second question seeks clarification on the scope of replacement work included within the fixed-price maintenance Contract Line Items Numbers (CLINs). Specifically, the contractor asked whether major hydraulic component replacements—including hydraulic jacks, cylinders, plungers, associated piping, and any required excavation or restoration work—are included in the firm-fixed-price maintenance contract or whether such work would be separately funded and require government approval. The contracting officer's answer establishes that replacement of listed components resulting from Normal Wear and Tear must be included within the firm-fixed-price contract, with the contractor providing all necessary materials and performing repairs. Conversely, replacements outside the scope of Normal Wear and Tear require approval from the Contracting Officer Representative (COR) and/or the Contracting Officer and are not included in the fixed-price contract. The answer references PWS Section 5.3.3.1 for additional details on Basic Maintenance Service requirements.

MICC-FORT SILL

SUBJECT: Contractor Questions and Answers. Elevator Maintenance Services, Fort Sill, Oklahoma

1. Question: What level of CMCC is required to bid?

Answer: For this contract, Cybersecurity Maturity Model Certification (CMMC) level is not listed as a requirement.

2. Question: We request clarification regarding the scope of replacement work included within the fixed-price maintenance CLINs.

PWS Section 5.3.3.1.3, "Replacement Requirements," states that the contractor shall:

"Replace door reopening devices, releasing carriers, hydraulic jacks, plungers, cylinders, tanks, anti-creep leveling devices, valves, and piping as specified in applicable code publications." Please clarify whether the replacement of major hydraulic components, including but not limited to hydraulic jacks, cylinders, plungers, associated piping, and any required excavation or restoration work, is intended to be included within the firm-fixed-price maintenance CLINs.

Alternatively, will replacement of these major components be considered separately funded repair, alteration, modernization, or government-approved corrective work outside the scope of the fixed-price maintenance contract?

Answer: Yes, if the repair of the listed components is required, and it is considered Normal Wear and Tear, the expectation is the contractor will provide materials necessary and repair within the firm-fixed price contract.

Replacement outside of Normal Wear and Tear will require COR and/or Contracting Officer approval.

See PWS 5.3.3.1, Basic Maintenance Service, for update.
