This is a Contractor Questions and Government Answers document for an Elevator Maintenance ReCompete solicitation at Fort Sill, Oklahoma, issued by the Department of the Army's Mission and Installation Contracting Command on August 7, 2026.

The contract requires comprehensive elevator maintenance services across multiple Fort Sill buildings, including 12 traction elevators and 32 hydraulic elevators serving business and barracks facilities. Services are priced on a firm-fixed-price (FFP) basis with a base year plus six one-year option periods, for a total contract duration not to exceed seven years and six months. Vendors must submit pricing for all four service levels (Black, Red, Amber, and Green) in the pricing workbook, though only the Black level will be evaluated for award. The contractor is responsible for all routine maintenance, corrective maintenance related to normal wear and tear, and all parts and equipment—no separate reimbursable line items exist for parts. Maintenance must occur bi-weekly per the Performance Work Statement, with standard work set at 80 hours biweekly; overtime applies only to emergency service calls for elevators #4 and #5 in Building 4301 on weekends and after 5:00 PM on weekdays. The incumbent contractor is American Elevator Solutions, LLC, under contract W9124L-21-C-0008 valued at $1,218,289.08. Historical expenditures averaged over $200,000 annually for maintenance, with approximately $120,000 in major repairs outside normal wear and tear over the past two years. Proposals were due on August 18, 2026, at 12:00 PM CST, and site visits were encouraged but not mandatory for proposal eligibility.

FORT SILL, OK 73503

August 07, 2026

SUBJECT: Contractor Questions and Government Answers – Elevator Maintenance Re- Compete, Fort Sill, Oklahoma

1. Question: Contract term. The schedule and pricing workbook contain a base year plus six one-year option periods. FAR 52.217-9, however, states that total duration shall not exceed five years and six months. Please identify the option periods the government intends offerors to price and evaluate or issue a corrected schedule.

Government Answer: FAR 52.217-9 has been updated to reflect, “total duration shall not exceed seven years and six months.

2. Question: Major repair and replacement boundary. The Black service level includes broad repair and replacement duties, including driving and housing machinery, controls, electrical wiring, suspension means, speed governors, hydraulic jacks, plungers, cylinders, tanks, valves, and piping. Sections addressing service calls also state that work considered beyond basic service maintenance is to be referred to the COR for a decision. Please confirm which major parts and repairs are included in the monthly firm-fixed price and which, if any, would be separately authorized and compensated.

Government Answer: It will be the responsibility of the contractor for ALL repairs associated with routine maintenance, as well as corrective maintenance that falls under NORMAL WEAR AND TEAR of a building elevator system and all components associated with normal elevator operation. Things outside of routine repair would require approval from the COR and/or Contracting Officer.

3. Question: Service-level pricing. The solicitation instructions state that Attachment 3 is required for each level of service, while the pricing workbook states that only the Black level will be evaluated. Please confirm whether offerors must price Black, Red, Amber, and Green, or Black only.

Government Answer: Vendors must price and submit all four service levels, but only the Black level will be evaluated for award. Vendors must establish pricing for all levels of service in the event the Government needs to change the level of service during the performance period. Leaving the other levels of service blank may result in an incomplete and non-compliant submission.

4. Question: Site visit. The solicitation states that offerors are urged and expected to inspect the site. Please confirm that failure to attend the July 30 organized site visit does not make an otherwise compliant quotation ineligible.

Government Answer: Solicitation states, “Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.” The solicitation does not state attendance at the site visit is an evaluation factor or that submissions will be disqualified for not attending.

5. Question: Pricing workbook. The Total Price worksheet appears to omit certain option-period and overtime cells from the “Total Proposed” formula, and at least one service-level cell formula appears inconsistent with the surrounding formulas. Please provide a corrected workbook or written controlling instructions identifying the cells the Government will evaluate.

Government Answer: Pricing worksheet has been updated.

6. Question: Can you provide the number of landings/stops served by each elevator unit included in the solicitation?

Government Answer: Bldg. 4700 has four elevators and has five floors including the basement. Bldg. 4301/4300 has ten elevators, and the building has five floors, but not all elevators touch all five floors. The remaining buildings have one elevator with the exception of 6143 which has one elevator and two dumbwaiters, and the buildings are two or three floors max.

7. Question: Can the Government confirm whether a bi-weekly preventive maintenance service schedule is required for all units?

Government Answer: Yes, there is a bi-weekly service requirement.

8. Question: Are you able to provide photographs of the existing elevator controllers, machine rooms, pits and associated equipment, for units not seen during site visit?

Government Answer: The Government is not able to provide photos of the existing elevator controllers, machine rooms, pits and associated equipment.

Please review Technical Exhibit C for additional information regarding elevators.

9. Question: Can you please confirm proposals are due on August 18 at 12:00 PM

CST?

Government Answer: The Government can confirm the quotes are due on August 18th, 2026, at 12:00 PM CST.

10. Question: The solicitation references 20 overtime hours. Are offerors permitted to bill for overtime hours exceeding the specified 20 hours or is overtime limited to the stated quantity?

Government Answer: See PWS Section 5.3.3.4.2. Overtime hours will only be required for elevators #4 and #5 in Building 4301 on weekends and after 5:00 PM. Corresponding CLINs have been updated to reflect Not to Exceed.

11. Question: Are there any elevator modernization, repair, or upgrade projects currently anticipated during the contract period?

Government Answer: The Government does not have modernization, repair, or upgrade projects anticipated.

12. Question: What is the current annual expenditure for elevator maintenance services? And past two-year expenditure?

Government Answer: The last two years expenditures for elevator maintenance services were over $200K for each year.

13. Question: What is the annual expenditure for elevator upgrades, modernization projects, or major repairs for each of the last two fiscal years?

Government Answer: For the last two fiscal years, there were no elevator upgrades or modernization projects completed. Major repairs outside of Normal Wear and Tear within the last two years were about $120K.

14. Question: What is the current preventive maintenance visit schedule per unit under the existing contract?

Government Answer: The current preventative maintenance visit schedule per unit under the existing contract is bi-weekly.

15. Question: How many elevator units are expected to require bi-weekly maintenance visits?

Government Answer: Please see Technical Exhibit D, Task and Frequency for frequency of routine tasks/services for Black level of service.

16. Question: The pricing schedule appears to request pricing for Red, Yellow, and Green service levels; however, the asked price is on the Black level requirements. Please clarify whether pricing for all service levels is required.

Government Answer: The pricing worksheet includes all levels of service the Government may need in the event the level of service is changed. For evaluation purposes, the Black level of service will be evaluated.

17. Question: Will the Government consider alternate preventive maintenance visit frequencies if equivalent system reliability can be maintained?

Government Answer: The Government requires the frequency of service dictated by the level of service required. Please see Technical Exhibit D for frequency of each service.

18. Question: Can you identify which units are considered “Business Elevators” and which are considered “barracks elevators”?

Government Answer: Business and barracks are listed in Technical Exhibit C.

Government Answer: There are 12 traction elevators as part of the contract, and all CAT 5 inspections were performed in August of 2024. All were satisfactory reports with the exception of building 4700 and those deficiencies have been corrected.

20. Question: How can we supply clarification letter for alternate options? What would be the preferred method?

Government Answer: Please see Addendum to 52.212-1 Instructions to Offerors --- Commercial Products and Commercial Services Sections A. Quote Submittal and B Quote Preparation Instructions. Alternative options are not required and will not be evaluated.

21. Question: Is there currently an incumbent doing the work? Or is this a new need/ask? If so, do you have an award number/amount number?

Government Answer: There is an incumbent for this requirement. This contract (W9124L-21-C-0008) is with American Elevator Solutions, LLC and the contract value is $1,218,289.08.

23. Question: Is the Government mandating bi-weekly maintenance requirement?

Or is the Government open to monthly maintenance performance? Industry standard for performing maintenance is typically monthly. However, PWS para

5.3.3.1.1 – bullet #1 requires bi-weekly maintenance.

Government Answer: Industry standard for performing maintenance is typically monthly. However, PWS para 5.3.3.1.1 – bullet #1 requires bi-weekly maintenance.

24. Question: Will the resulting contract (or will the Government) grant the

Contractor discretion to perform monthly maintenance? PWS para 5.3.1 states, in part, “The Contractor shall determine the best and most cost-effective method for … maintenance for the elevators.” However, PWS para 5.3.3.1.1 – bullet #1 requires bi-weekly maintenance. Industry standard for performing maintenance is typically monthly.

Government Answer: No, the government is requiring bi-weekly maintenance for reasons stated above.

25. Question: Is the Government open to a consolidated monthly activities report

(containing maintenance, repairs, routine/emergency calls) and inspections/test reports as necessary, instead of the weekly reporting requirements prescribed in PWS para 5.3.6?

Government Answer: Yes, the government is open to a consolidated monthly activities report as long as it contains the weekly services performed, as well as any other required correspondence, i.e. inspections/test reports, service calls, etc. See PWS Section 5.3.6.1 and TE B Item #19 for update.

26. Question: I see 4 different trainings; how long does each take to complete? [This will help with pricing]

Government Answer: Each training can take between 30 minutes to an hour to complete.

27. Question: Does everyone, including contract manager, need to take the training or only the technicians?

Government Answer: All key personnel providing services on the contract would need to take the training listed in the PWS.

28. Question: Should we assume a standard 80hrs biweekly, & anything over that is overtime?

Government Answer: PWS 5.3.3.4.2. Yes, standard biweekly work is 80 hours.

Overtime will only be utilized in the event emergency service calls are made for elevators #4 and #5 in Building 4301.

29. Question: Also, how should we price emergency calls? Or will this be paid overtime price?

Government Answer: Per the PWS Section 5.3.3.4.2 Emergency Service Calls, “The Government will pay for emergency service required on weekends and after 5:00 PM on weekdays at the overtime rate listed on the Bid Schedule.” Overtime will only be utilized for emergency service calls for elevators #4 and #5 in Building 4301.

30. Question: For parts that will be used, will we be required to request for reimbursement? [Hard to include in pricing because we can't tell what parts will be needed]

Government Answer: Offerors are advised that this is a Firm-Fixed-Price (FFP) contract. Accordingly, no separate reimbursable Contract Line-Item Number (CLIN) will be established for parts.

The contractor's proposed price must be fully loaded and encompass all tasks required in the PWS. Specifically, your proposal must account for the following structural requirements:

• Contractor-Furnished Parts and Equipment: In accordance with Part 4, page

22, the contractor is solely responsible for furnishing all parts, supplies, equipment, facilities, transportation, tools, and services required to perform the work under this contract (excluding any items explicitly listed as Government-Furnished under Section 3).

• Comprehensive Task Performance: All proposed pricing and work must fully encompass the specialized requirements detailed in Section 5 (Specific Tasks for Elevator Maintenance Service).
