About this file
This is a technical exhibit presenting estimated workload and staffing requirements for the Army Transition Assistance Program (TAP) across multiple TAP Centers as of May 26, 2026. The document outlines career readiness standards with specific time allocations for synchronous training services including Self-Assessment (15 minutes), Individualized Initial Counseling (45 minutes), Pre-Separation Brief (120 minutes), Managing Your Transition (90 minutes), MOC Crosswalk (120 minutes), Financial Planning for Transition (240 minutes), Capstone (30 minutes), and CSP/SkillBridge (60 minutes). According to Performance Work Statement Section 5.7, the contractor must maintain a counselor-to-client ratio of 1:35 and schedule no more than 50 clients per class.
The exhibit includes background information on NDAA FY19 regulatory changes effective October 1, 2019, which restructured the Soldier transition process to require Individualized Initial Counseling as the first mandatory step prior to mobilization, with remaining requirements completable during pre-mobilization, in-theater, or demobilization phases. The document references FY25 Virtual Center call volume data and notes a recent restructure of CSP and Education counselors at the Virtual Center in March 2026 resulting in approximately 10-15% increase in call and email volume. Multiple images and charts are embedded but not visible in the text version.

Talking points:
NDAA FY19 regulations have changed the sequence of requirements for the Soldier for Life – Transition Assistance Program as of 1 October 2019. Now, according the new regulations, Soldiers must complete an Individualized Initial Counseling (IIC) as the first step in the transition process. The rest of the requirements can be completed within three different timeframes- pre- mobilization, in theater, and demobilization.
There are both Individual Soldier Requirements (Career Readiness Standards) and Unit Command responsibilities. One of these responsibilities is making sure Soldiers complete this IIC prior to mobilization. This is accomplished by requesting services in the form of a mission request sent to the HRC SFL-TAP HQ office.
FY 25 Virtual Center Call Volume
These numbers only reflect Team line/Group email mailbox and not individual phone lines/emails. Due to the recent restructure of all CSP and Education counselors at the Virtual Center (March 2026), there has been ~10-15% increase in call/email volume on top of these numbers.
