The amendment reduces the Phase-In period from three months to one month and realigns the overall Period of Performance (PoP). CLIN 0001 (Phase-In) is revised to 1 month with PoP of September 4, 2026 to October 3, 2026; CLIN 0002 (Base Period Support) is revised to 10 months with PoP of October 4, 2026 to August 3, 2027; CLIN 1001 (Option Year 1) has PoP of August 4, 2027 to August 3, 2028; and CLIN 2001 (Option Year 2) has PoP of August 4, 2028 to August 3, 2029. The estimated quantity for CLIN 0001 decreases from 3 to 1 month, reducing the contract amount by $106,000,000 from $159,000,000 to $53,000,000. CLIN 0002 quantity increases from 9 to 10 months. The amendment modifies FAR clauses 52.216-18 (Ordering) to specify orders may be issued from September 4, 2026 through August 3, 2029, and FAR 52.216-22 (Indefinite Quantity) to state the contractor shall not be required to make deliveries after August 3, 2029.
The solicitation is for Tactical Army Personnel (TAP) services, an indefinite delivery/indefinite quantity contract for large-scale, geographically dispersed case management and counseling services supporting military personnel. Proposals must be submitted digitally via email to the Contracting Officer and Contract Specialist by specified deadlines, organized into four volumes: General Volume (no page limit, searchable PDF), Technical Volume (50 pages, searchable PDF or Word), Past Performance Volume (25 pages, searchable PDF or Word), and Price Volume (no page limit, searchable PDF or Excel). The Government intends to award a single firm-fixed-price award without negotiations but reserves the right to hold them if necessary. Technical evaluation addresses Management Approach (including Phase-In Plan, Workforce Utilization matrix, Communication Plan, and personnel security processes), Corporate Experience (up to three relevant projects from the past five years), Data Analysis Capability (sanitized sample report demonstrating diagnostic, descriptive, predictive, and prescriptive analytics), and Integrated Service Delivery (experience managing large-scale caseloads consistent with 90,000-client estimate and Virtual Center operations). The Performance Work Statement updated May 26, 2026 supersedes the prior version dated May 8, 2026, with revised wage determination as of March 17, 2026 included as an attachment.

The proposal shall not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Subfactor 1: Management Approach. The offeror shall provide:

A detailed Phase-In Plan demonstrating the offeror's ability to assume full performance within the one-month period mandated by PWS 1.14.
Subfactor 2: Corporate Experience. The offeror shall provide no more than three (3) project examples performed within the last five (5) years that it considers relevant to the PWS. For each project, provide:

A narrative describing experience managing compliance with at least two of the following: a Status of Forces Agreement (SOFA), foreign labor laws, or data sovereignty regulations.
Subfactor 3: Data Analysis Capability. The offeror shall provide one (1) sanitized sample of a final report or briefing that demonstrates the ability to meet the analytical requirements of PWS 5.13.4.
The sample must demonstrate:
The use of diagnostic, descriptive, predictive, and prescriptive analytics.
The identification of trends, correlations, or patterns.
An actionable recommendation that is a direct and logical consequence of the analysis presented.
Subfactor 4: Integrated Service Delivery. The offeror shall provide:
A narrative describing a relevant project that demonstrates the ability to manage group instruction ratios in accordance with (IAW) PWS 5.7.
A narrative detailing experience managing an annual client caseload consistent with the 90,000-client estimate in PWS 1.4, and documentation practices compliant with PWS 5.1.8.
An Operations Plan for the Virtual Center that details how the offeror will meet the 24/5 operational hours, telephone wait time, and email response time requirements of PWS 5.10.
Volume III: Past Performance
Relevance Definition: Recent past performance is defined as performance on a contract active within the last five (5) years from the date of this solicitation's issuance. Relevant past performance is defined as experience performing services of a similar size, scope, and complexity to this requirement. Examples of relevant experience include, but are not limited to, managing large-scale case management, providing geographically dispersed counseling or training services, and/or performing services under a federal government contract. Experience performing for the Department of War is considered very relevant.
Submission Requirements: Offerors shall submit past performance information for up to three (3) of the contracts they consider most relevant. The information provided must include:
Contract number, ordering agency, and current point of contact (POC) (both contracting and technical) including name, title, email, and phone number.
A narrative describing the work performed and explaining in detail why it is relevant to the requirements of the TAP PWS.
A specific narrative addressing any instances where the offeror did not meet contractual schedule or performance requirements, including the reason for the deficiency and the corrective actions taken.
If an offeror has no record of relevant past performance, it shall affirmatively state so. An offeror's lack of past performance will not be evaluated favorably or unfavorably.
Volume IV: Price
Offerors shall complete the pricing schedule provided as an attachment to the solicitation. Prices must be proposed for the phase-in period, the base period, and all option periods.
Offerors shall propose an all-inclusive Firm-Fixed-Price (FFP) for the Biennial TAP Symposium under CLINs 2003 and 4003 in the attached pricing schedule. The proposed price for each CLIN must cover all labor, management, materials, and any other costs required to plan, coordinate, and execute one (1) symposium event during the corresponding option period, as described in PWS Section 5.17.
Offerors shall not provide pricing for Special Mission TAP Services. These efforts will be separately negotiated via individual task orders if and when required.
