About this file
This is a Standard Form 30 amendment to a federal solicitation and contract modification. Amendment 0004, effective June 9, 2026, modifies solicitation W9124D26RA041 issued by the U.S. Army MICC (Missile Command) at Fort Knox, Kentucky. The amendment updates the Performance Work Statement (PWS), Technical Exhibits A, C, and E, and the Wage Determination Consolidated list. It removes an erroneous $53,000,000 unit price value previously inserted in CLIN 0001 and clarifies that Biennial Transition Assistance Program Symposium services (Option Line Item 2003) will not be priced at award but will instead be ordered through separately negotiated, firm fixed-price task orders issued as needed. The amendment modifies FAR clause 52.219-14 regarding limitations on subcontracting for small business concerns, with specific percentages (50 percent for services and supplies, 75-85 percent for construction) and compliance timing by the end of the base contract term and each subsequent option period.
The amendment updates evaluation criteria under FAR 52.212-2, establishing a "lowest priced technically acceptable" award methodology with factors for Technical (Management Approach, Corporate Experience, Data Analysis Capability, Integrated Service Delivery), Past Performance, and Cost/Price. Proposals must be submitted in four volumes with specified page limits (50 pages for technical, 25 for past performance) in searchable PDF or Word format by email to the Contracting Officer and Contract Specialist. The amendment includes new instructions addressing artificial intelligence use in proposal evaluation, formatting requirements (minimum 10-point font, visible text only), and submission deadlines. Offerors must propose all-inclusive firm fixed prices for the phase-in period, base period, and all option periods. The contract vehicle is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with small business set-aside considerations, administered under RFO FAR Parts 12 and 15 for commercial services.

The following clauses were modified:
52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation) (Tailored) Feb 2026 hereby reads as follows:
Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation)
(a) Evaluation factors.
The Government will award a contract resulting from this solicitation to the responsible offeror that submits the lowest priced technically acceptable proposal which conforms to the requirements of the solicitation. For an offeror to be considered for award, the proposal must receive an "Acceptable" rating in every Factor. A proposal receiving a rating of "Unacceptable" in any Factor will not be eligible for award. An unacceptable rating in any subfactor will automatically carry forward to the overall factor rating. The following factors will be used to evaluate offers:
Technical
Subfactor 1: Management Approach
Subfactor 2: Corporate Experience
Subfactor 3: Data Analysis Capability
Subfactor 4: Integrated Service Delivery
Past Performance
Cost/Price
FACTOR 1 - TECHNICAL
Subfactor One: Management Approach
To be rated Acceptable, the proposal must contain a dedicated section that meets the following four requirements:
1. Organizational Structure: The proposal must include a Workforce Utilization and Qualification matrix that details an organizational structure that meets the global oversight requirement of Technical Exhibit C and PWS Technical Exhibit D. The details must include and describe all key personnel and labor categories along with special qualifications meeting the requirements IAW PWS 1.9, 5.5.7, and PWS Technical Exhibit E.
2. Communication Plan: The proposal must include a communication plan that details the process for meeting the requirements of PWS 5.13.2.
3. Authorization and Badging Management: The proposal must describe the process of managing personnel security IAW PWS 1.16, 1.6.4, and 1.6.5.
4. Phase-In Plan: The proposal must include a Phase-In Plan that details and meets the requirements of PWS 1.14.
A proposal will be rated Unacceptable if it fails to address all four requirements, provides a plan that does not comply with the specific PWS sections cited, or omits the required detail (e.g., failing to mention specific reporting metrics or security timelines).
Subfactor Two: Corporate Experience
To be rated Acceptable, the offeror must provide at least two (2) project examples from the last five (5) years that meet at least two (2) of the following applicable legal framework requirements for each independent example:
A Status of Forces Agreement (SOFA) (PWS 1.5.3.2)
Foreign labor laws (e.g., German Law as per PWS 1.16)
Data sovereignty regulations
The format in which the offeror shall submit these are as follows:
1. Identification: Provide the Contract Number/Description and a verifiable Government/Purchasing Entity Point of Contact.
2. Project Description: Describe the project, including the specific geographic locations of performance and how the project required management of, and compliance with the applicable legal frameworks relevant to the PWS.
A proposal will be rated Unacceptable if it provides fewer than two examples; any example that is older than five years, is missing contact information, or fails to provide a specific, descriptive account of managing at least two of the required legal frameworks.
Subfactor Three: Data Analysis Capability
To be rated Acceptable, the proposal must include one (1) sanitized sample of a final report or briefing that verifiably demonstrates all of the following:
Offerors will be allowed to attach the entire report but will be required to reference or copy in relevant parts that demonstrate the requirements of 52.212-2.
1. Required Analytics: The sample must meet and describe all four analytic types IAW PWS 5.13.4.1.
2. Trend Identification: The sample must meet and describe the identification requirements of PWS 5.13.4.3.
3. Actionable Recommendation: The sample must contain a corresponding recommendation for a program improvement that is a direct and logical consequence of the identified trend.
A proposal will be rated Unacceptable if it omits the sample report, or the provided sample fails to meet any of the three acceptability criteria above.
Subfactor Four: Integrated Service Delivery
To be rated Acceptable, the proposal must provide three items that meet the following specific, PWS-derived standards:
1. Project Narrative (Group Instruction): The narrative must describe a relevant project and a classroom management methodology (for both in-person and virtual settings) that demonstrates the ability to maintain the instructor-to-participant ratio of 1:35 with a maximum class size of 50, as mandated in PWS Section 5.7.
2. Narrative of Case Management Experience: The proposal must detail experience managing an annual client caseload IAW PWS 1.4 and documentation practices IAW PWS 5.1.8.
3. Operations Plan (Virtual Center): The plan must detail how the virtual platform(s) will meet the requirements of PWS 5.10., 5.10.5 and 5.10.6.
A proposal will be rated Unacceptable if it omits any of the three required items or if any provided item fails to demonstrate the ability to meet the specific, quantitative performance standards cited from the PWS.
TECHNICAL ACCEPTABLE/UNACCEPTABLE RATINGS
Adjectival Rating Description
Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
FACTOR 2 - PAST PERFORMANCE
a) The Government will evaluate the offeror's recent and relevant past performance to determine how well the contractor performed on the referenced contracts and to assess the offeror's probability of performing the solicitation's requirements. Past performance is assessed at the factor level after evaluating aspects of the offeror's recent past performance that is relevant to the services being procured under this solicitation.
b) Past performance may be obtained from other sources available to the Government, and interviews with Program Managers, Contracting Officers, Fee Determining Officials and/or State Department Watch Lists.
c) The team will use information determined to be recent and relevant to determine how well the contractor performed on the referenced contracts. Past performance areas of evaluation include:
Business Relations, Quality of Service, Schedule, Customer Satisfaction, and Compliance with Socio-Economic Goals.
d) Each offeror will receive a performance confidence assessment rating based on the offeror's recent past performance, focusing on performance that is relevant to the Contract requirements.
The Government will first conduct a recency and relevancy assessment of the submitted past performance efforts. Only submissions assessed as recent and relevant, per the definitions below, will be evaluated for a past performance confidence assessment:
- Recency: To be recent, the effort must be ongoing or must have been performed during the past five (5) years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.
- Relevance: To be relevant, the effort must be similar in nature of work, size, and complexity. The Government will conduct an in-depth evaluation of all recent performance information obtained to determine if it is the same or similar in nature, size, and complexity to the services/products being procured under this solicitation.
Past performance will be rated on an "acceptable" or "unacceptable" basis as detailed in the table below:
Performance Evaluation Ratings
Adjectival Rating Description
Acceptable Based on the offeror's performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort OR the Offeror's performance record is unknown. (*See Note below)
Unacceptable Based on the offeror's performance record, the Government has no reasonable expectation that the Offeror will be able to successfully perform the required effort.
*Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see RFO FAR 15.202 (c)(1)). Therefore, the offeror shall be determined to have unknown (or "neutral") past performance. In the context of acceptability/ unacceptability, a neutral rating shall be considered "acceptable".
FACTOR 3 - COST/PRICE
Price will be evaluated but the government will not assign adjectival ratings. Evaluation of price will be performed by using one or more of the price analysis techniques in RFO FAR 15.404-1(b).
Through these techniques the Government will determine whether prices are reasonable, complete, and balanced. The offeror's total proposed price and each CLIN will be evaluated for reasonableness and balance.
(a) Reasonableness - A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. The existence of adequate price competition is expected to support a determination of reasonableness.
Other price analysis techniques IAW RFO FAR 15.404-1(b) may be used to further validate price reasonableness. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government obtained information, additional information IAW RFO FAR 15.402(c) may be required from the offeror to support the proposed price. Unreasonably high proposed prices may be grounds for eliminating a proposal from competition.
(b) Balanced Pricing - Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items (including all five (5) years that make up the ordering periods) is significantly overstated or understated as indicated by the application of cost or price analysis techniques. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.
(c) Completeness/Accuracy. The offeror's proposal is in compliance with the Price Volume instructions in the solicitation.
(d) Applicable Waivers/Deviations. Not applicable.
End of section (a) Evaluation factors.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Volume I: General Volume
This volume shall contain the following:
A completed and signed SF 1449, Solicitation/Contract/Order for Commercial Products and Commercial Services by an official who is authorized to contractually bind the offeror.
Signed acknowledgements of all solicitation amendments by an official who is authorized to contractually bind the offeror.
A complete copy of the representations and certifications or a statement that the offeror's representations and certifications are current and complete in the System for Award Management
(SAM.gov). Offerors are responsible for verifying all representations and certifications included in this RFP are completed in SAM.gov if a completed copy of the required representations and certifications are not included in their proposal.
Failure to provide proposals in accordance with the instructions specified in the request for proposal (RFP) may render the offeror's proposal non-compliant, and the proposal will not be evaluated or considered for award.
Volume II: Technical
This volume is the offeror's opportunity to demonstrate its understanding of and capability to perform the requirements of the performance work statement (PWS). The proposal shall not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. The offeror shall assume that the Government has no prior knowledge of their experience. The Government will base its evaluation on the information presented in the offeror's proposal.
While offerors are given flexibility in how they structure their technical narrative, the proposal must be clear, concise, and provide sufficient detail for effective evaluation. The proposal must address, at a minimum, the following core capabilities:
Subfactor 1: Management Approach. The offeror shall provide:
A Workforce Utilization and Qualification matrix detailing the organizational structure, key personnel, and labor categories required to meet the global oversight and execution requirements of the PWS (e.g., PWS 1.9, 1.14, 5.5.7).
A Communication Plan detailing the methodology for generating and delivering all reports, including the Monthly Status Report (PWS 5.13.2).
A narrative describing the process for managing personnel security, including common access card (CAC) processing, background checks, and host-nation compliance (PWS 1.6, 1.16).
A detailed Phase-In Plan demonstrating the offeror's ability to assume full performance within the one-month period mandated by PWS 1.14.
Subfactor 2: Corporate Experience. The offeror shall provide no more than three (3) independent project examples performed within the last five (5) years that it considers relevant to the PWS. For each project, provide:
A verifiable Point of Contact (name, title, phone, email) and the contract number.
A detailed project description, including how it is relevant to the PWS requirements for large-scale, geographically dispersed case management and/or counseling services.
A narrative describing experience managing compliance with at least two of the following: a Status of Forces Agreement (SOFA), foreign labor laws, or data sovereignty regulations.
Subfactor 3: Data Analysis Capability. The offeror shall provide one (1) sanitized sample of a final report or briefing that demonstrates the ability to meet the analytical requirements of PWS 5.13.4.
Offerors may attach the entire report as an appendix to Volume II but must reference or copy the relevant parts into the main technical narrative. The sample must demonstrate:
The use of diagnostic, descriptive, predictive, and prescriptive analytics.
The identification of trends, correlations, or patterns.
An actionable recommendation that is a direct and logical consequence of the analysis presented.
Subfactor 4: Integrated Service Delivery. The offeror shall provide:
A narrative describing a relevant project that demonstrates the ability to manage group instruction ratios in accordance with (IAW) PWS 5.7.
A narrative detailing experience managing an annual client caseload consistent with the 90,000-client estimate in PWS 1.4, and documentation practices compliant with PWS 5.1.8.
An Operations Plan for the Virtual Center that details how the offeror will meet the 24/5 operational hours, telephone wait time, and email response time requirements of PWS 5.10.
Volume III: Past Performance
Relevance Definition: Recent past performance is defined as performance on a contract active within the last five (5) years from the date of this solicitation's issuance. Relevant past performance is defined as experience performing services of a similar size, scope, and complexity to this requirement. Examples of relevant experience include, but are not limited to, managing large-scale case management, providing geographically dispersed counseling or training services, and/or performing services under a federal government contract. Experience performing for the Department of War is considered very relevant.
Submission Requirements: Offerors shall submit past performance information for up to three (3) of the contracts they consider most relevant. The information provided must include:
Contract number, ordering agency, and current point of contact (POC) (both contracting and technical) including name, title, email, and phone number.
A narrative describing the work performed and explaining in detail why it is relevant to the requirements of the TAP PWS.
A specific narrative addressing any instances where the offeror did not meet contractual schedule or performance requirements, including the reason for the deficiency and the corrective actions taken.
If an offeror has no record of relevant past performance, it shall affirmatively state so. An offeror's lack of past performance will not be evaluated favorably or unfavorably.
Volume IV: Price
Offerors shall complete the pricing schedule provided as an attachment to the solicitation. Prices must be proposed for the phase-in period, the base period, and all option periods.
Offerors shall propose an all-inclusive Firm-Fixed-Price (FFP) for the Biennial TAP Symposium under CLINs 2003 and 4003 in the attached pricing schedule. The proposed price for each CLIN must cover all labor, management, materials, and any other costs required to plan, coordinate, and execute one (1) symposium event during the corresponding option period, as described in PWS Section 5.17.
Offerors shall not provide pricing for Special Mission TAP Services. These efforts will be separately negotiated via individual task orders if and when required.
Offerors may submit supporting documentation for their proposed prices as necessary for the Government to determine that prices are fair and reasonable.
