1 INTRODUCTION
1.1 PROJECT BACKGROUND
As a part of the American River Common Features project (Project), the United States Army
Corps of Engineers (USACE) Sacramento District is in the process of finalizing the design of proposed jet grout cutoff walls along the Sacramento River East Levee (SREL). The proposed
Project area is located along the eastern boundary of the Sacramento River and the western boundary of the City of Sacramento, approximately 2 miles south of the Sacramento River’s confluence with the American River. Figure 1 shows the Project site vicinity. Approximately
1,445 combined linear feet of jet grout cutoff walls are proposed between Project Stations
1093+50 and 1116+15. USACE needs subsurface information along the proposed cutoff wall alignments to evaluate the depth to fine-grained key-in material and to characterize the properties of levee degrade materials and jet grout cuttings for disposal at various locations.
The Project will involve the removal of approximately the upper 3.5 to 4 feet of soil along the jet grout alignment.
1.2 PURPOSE AND SCOPE OF SERVICES
The objective of the exploration program is as follows:
Geotechnically characterize and locate the cutoff walls key-in material layers (contained in companion geotechnical report)
Initial characterization of soils within the proposed levee degrade (removal) portion of the cutoff wall alignments for off-site disposal
Initial characterization of deeper soils within the proposed cutoff walls depths for off-site disposal of jet grout returns
To accomplish these objectives, Kleinfelder, Inc. (Kleinfelder), under contract to Sacramento
Area Flood Control Agency (SAFCA), advanced twelve soil borings between Stations 1105+00 and 1116+15. Seventeen hand auger borings were drilled between Stations 1093+50 and
1116+15. In addition, information obtained by GEI Consultants and HDR, Inc. (GEI/HDR) from 2
20201711.010A/SAC20R115887 Page 2 of 13 October 2, 2020 borings drilled at 1093+33 and 1095+77 were reviewed and are included in this report. It is understood the subsurface information collected from explorations used to meet the above objectives will be used in the design and construction of the jet grout cutoff walls.
Findings from these explorations and laboratory testing programs will be included in two companion reports – a geotechnical data report and an environmental characterization report.
This document presents the environmental characterization report.

2 SOIL BORING INVESTIGATION
This section summarizes the subsurface investigations completed by Kleinfelder, GEI
Consultants, and HDR, Inc. This includes a summary of the field operations and borings completed during all phases of the overall investigation. Kleinfelder boring logs are included as
Appendix A.
2.1 SAMPLES COLLECTED BY GEI CONSULTANTS AND HDR, INC.
GEI/HDR completed two geotechnical soil borings between April 27, 2020 and April 29, 2020 at levee stations 1093+33 and 1095+77. Soil samples were also collected from these borings for environmental chemical analysis to initially characterize jet grout returns. Composite samples were collected from each five-foot run, from each boring down to 90 feet below ground surface
(bgs). Samples were transported under chain-of-custody (COC) procedures to Eurofins
TestAmerica for further compositing and analysis. GEI/HDR’s soil boring logs, PID notes, and sample collection methods are included as Appendix B.
2.2 EXPLORATION LOCATIONS
Kleinfelder’s explorations were located visually using aerial photographs and utility location maps. After the explorations were completed, they were surveyed. Coordinates are provided on the exploration borings as northing and easting using North American Datum 1983. Elevations are in North American Vertical Datum 1988 (NAVD88). Boring locations are shown of Figure 2.
2.3 PERMITS
Soil boring permits were obtained by Kleinfelder from the Sacramento County Environmental
Health Division (SCEHD). An encroachment permit from the City of Sacramento Public Works
Department was acquired to temporarily close the City of Sacramento’s bike trail during the investigations. The City bike trail runs along the top of the levee.
20201711.010A/SAC20R115887 Page 4 of 13 October 2, 2020
2.4 UTILITY CLEARANCE
Underground Service Alert (USA) North 811 was contacted a minimum of two business days in advance by Kleinfelder and our drilling subcontractor (Gregg Drilling, Inc.) to provide underground utility clearance for all explorations. Exploration locations were marked by
Kleinfelder in white paint prior to contacting USA. In addition, each location was scanned with ground penetrating radar (GPR) by GPRS, Inc., to further check for potential underground utilities. Each boring location was cleared by GPRS.
2.5 BORINGS
Geotechnical soil samples were collected from borings at 12 locations and shallow soil samples from the levee degrade activities were collected from 17 locations at the site between June 3 and June 16, 2020. Soil boring drilling services were provided by Gregg Drilling, Inc. of
Martinez, California. A truck-mounted sonic drill rig and a track mounted sonic drill rig were used for the duration of the Project. Borings for this investigation were located on top of the levee along the City of Sacramento bike trail. Soil logging for this Project was performed by a
Kleinfelder licensed professional geologist. Of the 12 locations drilled for geotechnical purposes, only 11 of those borings (KS-SR20-001S through KS-SR20-011S) were used for the environmental investigation. Boring logs for the 11 borings are included as Appendix A.
Six boring locations were drilled to a maximum depth of 60 feet bgs. Five boring locations were drilled to a maximum depth of 130 feet bgs. One boring location was drilled to a maximum depth of 140 feet bgs. The soil boring location map is included as Figure 2. Soil boring locations are shown on Figure 2 and sample depths are listed in Tables 1 through 4.
2.6 SOIL BORING SAMPLING PROCEDURE
Samples from the proposed jet grout wall areas were collected during the geotechnical drilling activities. At each 5-foot interval (5-10 feet, 10-15 feet, 15-20 feet, 20-25 feet, 25-30 feet), soil was field composited in a stainless-steel bowl. After the sample was field composited, it was collected in glass jar(s) provided by the laboratory. There were up to four (4) 5-foot interval field composited samples at each boring location. The field-composited samples were later composited by the laboratory into one total composite sample per boring location for all samples
(except the degrade samples). Degrade samples were only field composited.
20201711.010A/SAC20R115887 Page 5 of 13 October 2, 2020
As part of the geotechnical drilling program, one environmental sample was collected from each boring, and analyzed for volatile organic compounds (VOCs). The VOC samples were collected in accordance with United States Environmental Protection Agency (USEPA) Method 5035 using TerraCore sampling kits. The soil column (to the water table) was field screened using a photoionization detector (PID) to screen for potential impacts. If no impacts were identified using the PID, a default sample was collected directly above the water table where potential VOC impacts, if any, were expected to be present based on water table fluctuations. The VOC samples were not collected from a composited sample.
Soil samples were placed into a thermally-insulated chest, on ice, in the field, and hand delivered to Eurofins TestAmerica laboratory in West Sacramento, California under COC protocols.
During all sampling activities, in addition to providing a qualitative screening of the soil samples, a PID was also used to monitor the breathing zone due to the proximity of three hazardous waste release sites (Chevron Sacramento Terminal, TOSCO- 76 Broadway, and Former Tosco
Refining Company 66 Broadway) to the area of exploration.
2.7 ENVIRONMENTAL HAND AUGER SOIL SAMPLING PROCEDURE
Soil samples from the levee degrade activities were collected using a hand auger. The hand auger was used to advance a borehole to the top of the planned sampling depth (4 feet bgs).
Soil was field screened using a PID to assess potential impacts. All soil cuttings from 0 to 4 feet bgs in each boring were placed into a stainless-steel bowl and composited. Each composited sample was collected in glass jar(s) provided by the laboratory. Samples selected for VOC analysis were collected in accordance with USEPA Method 5035 using TerraCore sampling kits.
VOC samples were collected using a TerraCore sampler from the area in the soil column with the highest PID field screen. If no impacts were identified using the PID, a default sample was collected at the bottom of the hand auger depth (4 feet bgs). VOC samples were not collected from a composited sample.
2.8 SOIL CLASSIFICATION
Soil boring logging was performed by a Kleinfelder licensed professional geologist. Soil was visually identifying in the field. Field classification of soils was conducted in general accordance with ASTM International (ASTM) D2488 and the Unified Soil Classification System (USCS).
20201711.010A/SAC20R115887 Page 6 of 13 October 2, 2020
Soil classifications were reviewed in general accordance with ASTM D2487 and the California
Department of Water Resources (DWR) Logging Manual dated September 2009. Soil classifications are presented on the boring logs included as Appendix A.
2.9 BACKFILLING AND CUTTINGS DISPOSAL
After completion of drilling, the borings were backfilled with neat cement grout in accordance with SCEHD permit requirements. Due to COVID-19 shelter in place orders, Sacramento
County was not present for the grouting, and releases were granted over the phone. Backfilling of all borings consisted of grouting the borehole with neat cement grout via tremie pipe from the termination depth to approximately 5 feet bgs. Clean fill was then used in the upper five feet of the boreholes to match the previous and surrounding conditions. Locations that were advanced in the bike path were patched with hot patch asphalt to match the surrounding the surface.
Excess soil cuttings and fluids were contained in thirteen 55-gallon steel drums. One sample was collected from each of four randomly selected drums and submitted to the laboratory for compositing to one sample and analyzed for constituents described in Section 2.10. Drums were temporarily stored at the City of Sacramento lot located at 1920 Front Street. Drums were removed from the site by Instrat, Inc. and disposed of as non-hazardous waste at Hay Road
Landfill in Dixon, California.
2.10 SAMPLE ANALYSIS
Environmental soil samples were transported under COC documentation to Eurofins
TestAmerica West Sacramento Laboratory. The West Sacramento Laboratory is an accredited
United States Department of Defense (DOD) Quality Systems Manual (QSM) version 5.3 laboratory and fulfills the requirements of International Organization for
Standardization/International Electrotechnical Commission (IOS/IEC) 17025:2017.
Environmental soil samples were analyzed for the following constituents:
California Code of Regulation (CCR) Title 22 (CAM 17) Metals by USEPA Methods
6010B and 7471A (for mercury);
Total petroleum hydrocarbon (TPH) as gasoline by USEPA Method 8260B;
20201711.010A/SAC20R115887 Page 7 of 13 October 2, 2020
TPH as diesel and oil by USEPA Method 8015B;
VOCs by USEPA Method 8260B; and
Semi-volatile organic compounds (SVOCs) by USEPA Method 8270C.
Additionally, 10 samples were selected for analysis by the California Waste-Extraction Test (CA-
WET) for CCR Title 22 soluble threshold limit concentration (STLC) evaluation, based on the total concentration of a particular analyte exceeding ten times its STLC value. Based on a discussion with USACE, not all samples exceeding ten times STLC values were analyzed, although, at a minimum, the highest concentration exceeding ten times its STLC value for each constituent were analyzed.

3.6 LANDFILL DISPOSAL REVIEW
It is understood that disposal of degrade material and jet grout cuttings may be at local landfills.
Sample KS-SR20-018HA, collected at Station 1093+50 within the planned degrade depth, contained 18 milligram per liter (mg/L) of soluble lead. Since the concentration in this sample is in excess of the CCR Title 22 STLC of 5 mg/L, soil in this sample would be classified as hazardous waste. This point is bound to the north by SREL20-063S at Station 1093+00, and to the south by KS-SR20-017. Kleinfelder estimates that the levee degrade for the jet-grout wall will require an excavation that is approximately 12-feet wide, four-feet deep, and 150-feet long between the points bounding this sample. This volume of this excavation is approximately 267 cubic yards of in-place soil. Field sampling planned during a separate Phase 2 Environmental
Site Assessment of this portion of levee may reduce the anticipated volume of hazardous waste.
Disposal of California-regulated hazardous soil can be completed at Class I landfills such as
Chemical Waste Management, Inc.’s Kettleman Hills Landfill in Kettleman City, California or
Clean Harbors’ facility in Buttonwillow, California.
Review of laboratory data for other soils in the levee did not identify significant obstacles to non-hazardous disposal for this degrade material. Class 3 landfills near the Site include Kiefer
Landfill and L&D Landfill, both in Sacramento, and Yolo County Landfill in Davis, California.
Jet grout return waste, which will be a mixture of levee soil and cement jet grout, may be impacted the high pH levels common in cement. If pH in this material is greater than 10.5, the material may have to transported to a Class 2 Landfill, like Republic Service Forward Landfill in
Stockton, California or Recology-Hay Road Landfill in Dixon, California. If pH of this material is greater than 12.5, it may have to be transported to Chemical Waste Management, Inc.’s
Kettleman Hills Landfill in Kettleman City, California for disposal as a federal Resource
Conservation and Recovery Act (RCRA) hazardous waste. Hardened cement waste (no soil) may be accepted at Class 3 landfills discussed above.
All disposal considerations are the discretion of landfills based on their acceptance criteria.
