BIDDER INQUIRIES & ANSWERS SUBMITTED VIA ProjNet
6514791 Regarding Factor 2 – Past Performance. Would the Corps consider accepting a CCASS/CPARS evaluation in lieu of a PPQ? Many of our clients are not responsive to a request for a PPQ, if an evaluation has been made available.
Government Response. . Yes.
6514792 Regarding Factor 2 – Past Performance. Would the Corps consider accepting a recently completed PPQ for a prior solicitation in lieu of requesting the client to complete a new PPQ as provided in this RFP?
Government Response. . Yes.
6514793 Regarding Volume 2 Price & Pro Forma. Are Representations and Certifications required to be included in the price and pro forma volume?
Government Response. . Provision 52.204-7 applies to this solicitation. Accordingly, paragraph (d) of 52.204-8 applies which requires offerors to complete corresponding individual representations and certifications electronically through the System for Award Management (SAM). The Government will access the online representations and certifications of a prospective Offeror through SAM. Other representations included in Section 00 45 00 shall be completed and be include with the price and pro forma volume.
6520673 There are two (2) sets of drawings for each building posted on the Government website. For instance, for the 600 Person Barracks, there are files noted "Progress Submission", [ie: H.01.04_LEE_VOLUME 2_600 MAN BARRACKS (Progress Submission)], and very similar drawing sets noted with "21April2016", [ie:
H.01.04_Volume2600PersonBarracks_21April2016], both for the same building. The date in the title blocks for both sets is 30 March 2016. Some examples of the differences discovered are as follows:
1.) The "Progress Submission" set has civil drawings, the 21 April 2016 set does not have civil drawings.
2.) Drawing S-303 is not the same in each set of drawings, less details in the "Progress Submission" set. 3.)
Drawings A-202 through A-209 are not the same.
4.) Drawings A-321 and A-322, sections and details are not the same.
5.) There is a drawing A-323 in the "Progress Submission" set that is not in the 21 April 2016 set. 6.)
Drawing A-606 is not the same.
7.) Drawings F-102 through F-106 are not the same. 8.) Drawings I-100 and I-101 are not the same We did not go all the way through the MEP drawings in Volume 2 and there may be similar discrepancies.
This also occurs in Volumes 1, 3 and 4 of the drawings which may have similar discrepancies since there are duplicate sets of drawings for each of these. Please clarify which set of drawings the bidding contractors are to use and remove the duplicate sets from the Government website to prevent confusion and error in bidding.
Government Response. . Please see Amendment 0003 document "Amendment Details 3_20May2016". This document details what changes have been made to drawings/plans/specs. Amendment 0004, FAR clause 252.236-7001 details what contract drawings and specifications are applicable to this Solicitation.
6520679 The submission instructions state that both the Price and Technical proposals are to be submitted on a CD- ROM; given that we will not be getting pricing from the subs and vendors until closer to the bid date and time please advise if it will be acceptable to submit the CD for the Price Proposal with a blank Price Schedule and blank Subcontracting Plan, and that we be allowed to e-mail you the completed Price Schedule and Subcontracting Plan prior to the bid closing time or provide the CD in its entirety the following business day Government Response. . 6520680 The submission instructions state that both the Price and Technical proposals are to be submitted in one (1) original and four (4) copies; please confirm that one (1) original and four (4) copies is required for the Price proposal as typically the requirement is just one (1) original and one (1) copy.

Regarding the Proposal Submission Requirement – 4.6.2: In addition to the hardcopy proposals, submit one (1), non- editable, searchable copy on CD-ROM". Given the nature of the bidding process, the minutes leading up to the deadline for the price proposal can be very hectic. The focus for the Offeror is on compiling a complete, accurate and competitive bid finalized and submitted. Submitting the Price CD at this point adds a level of complication that hinders the bid process. Would the Corps consider allowing the Price CD to be submitted within the next 24 hours, so that the CD contains complete and accurate information and doesn't detract from focus on the bid?
Government Response. . See amendment 0004 for clarification.

6525063 Since the plans and specifications have been completely reissued and replaced in full, we respectfully request the proposal due date be extended as if this were the issued date of the RFP. We request a proposal due date not less than 16 May 2016.

6525326 Sheet A-002 of the 600 Man Barracks includes a detail for wall type S6A. This detail indicates batt insulation, but the notation does not state that it requires batt insulation as noted on other similar details.
Please clarify whether or not this wall type requires batt insulation - thermal, acoustical, etc.
Government Response. . On sheet A-002, wall type S6A shall read as follows:
6" Metal studs 16" o.c. with acoustic batt insulation and one layer of 5/8" GWB each side. The drawing will be updated as part of Amendment 4.
6525330 Sheet A-002 of the 600 Man Barracks includes details for wall types S6B1/2 S6G1/2. These details indicate drywall applied to both sides, but the notation states "5/8" Type X GWB Room Side". Please clarify whether or not this wall type requires 5/8" Type X GWB on one side, two sides, or perhaps Type X GWB on the Room Side and regular 5/8" GWB on the other.
Government Response. . Wall type S6 shall have 5/8" GWB each side. Wall type S6A shall have 5/8" GWB each side.
Wall type S6B1/2 shall have 5/8" Type GWB each side. Wall type S6G1/2 shall have 5/8" Type GWB each side.
A drawing will be provided in Amendment 4 showing these changes.
6525355 On S-105, please reference the Northern (First Floor Roof) portion of Area B. Although Details 7A/A-318 and 5A/A-315 depict a portion of the exterior walls for this area, the structural information is not clearly identified. Please provide or identify roof joist bearing details at the exterior load bearing walls of Area B First Floor Roof.
Government Response. . For joist bearing sections in the low roof area to the north of the multistory portions see sections 4, 4A/S305
6525372 In Detail 7A/A-318 there appears to be a horizontal tube steel member supporting a brick ledger angle. We have been unable to locate this tube steel in the structural framing plans. Please provide or identify the tube steel and brick ledger detail, as well as the tube steel bearing and connection details.
Government Response. . Brick ledger and box beam are not needed for single story.
Amendment 4 will be issued to include these changes.
6526633 Due to the misdirection and confusion with having two sets of drawings issued with the original solicitation, which have now been replaced by drawings issued in Amendment No. 1, and with the issuance of replacement specifications in Amendment No. 2, we respectfully request that the bid date be extended by at least two weeks since contractors and subcontractors are essentially starting all over from the beginning. We also request that the pre-bid site visit be extended two weeks in anticipation of the building demolition drawings being issued on or about 20 May 2016 in order to allow time for review before the site visit, especially considering this is a tentative date which could slip. Your favorable considerations will be greatly appreciated and will most assuredly aid in better pricing for this logistically challenging project.

6527274 Paragraph 1.3.2 of this Section entitled LEED says ..."The Contractor is required to provide documentation that meets the LEED Energy & Atmosphere (EA) Prerequisite 1, Fundamental Commissioning and EA Credit 3, Enhanced Commissioning. The Contractor's Commissioning Firm/Specialist shall prepare the documents required for EA credit 3."
Since this project is already designed, and since project was not design-build, Contractors' cannot provide Enhanced Commissioning. Contractors' can only provide Fundamental Commissioning at this point in project development. If Enhanced Commissioning is needed, is the Owner providing the Commissioning Agent directly? Please clarify what is required for Commissioning for this project.
Government Response. . The government performed the required Cx reviews during design for this credit and will continue to be part of the Cx efforts through construction. This credit is obtainable.
6527276 Paragraph 1.1 of this section in both the Barracks and DEFAC specifications says ..."Compensation for removal of contaminated soil and pumpable liquids will be paid as a unit cost." We see no provision for unit prices on the Bid Form. Please clarify this requirement or issue a revised Bid Form incorporating an item for this work.

6527283 The General Notes on the "F" series of drawings showing the FF&E package says ..."Furniture is not in Contract. Furniture is shown for information only. Furniture will be procured in the FF&E package under separate cover." Please confirm that "under separate cover" should be "under separate contract" and is not the responsibility of the Contractor. Also, please confirm that the Contractor is not to provide an alternate price for the Barracks FF&E similarly as for the DEFAC since no specifications or cut-sheet information was provided, and no item was included on the Bid Form.
Government Response. . Change "under separate cover" to "under separate contract". This work is not a part of this contract. It is confirmed that a separate price is not required for the Barracks FF&E package.
Amendment 5 will be provided to show this change.
6527287 We understand the project is to attain LEED Silver per Section 01 11 00, Part 3 Execution, but we are unable to locate a LEED Checklist anywhere in the RFP documents. Please provide the LEED Checklist for this project.
Government Response. . This was provided as part of Amendment 3.
6527289 Paragraph 1.4.3 (a) indicates a Third Party Certification (TPC) Checklist is to be included at the end of Section 01 33 29 as Attachment 2. We are unable to find Attachment 2 or a TPC Checklist. Is the TPC Checklist the same thing as the LEED Checklist requested in part A) above? Please clarify and provide the appropriate Checklists.

Section 2.7.6 includes a statement that "lighting fixtures and zones shall be done via the lighting control software."
Electrical drawings do not appear to provide design that matches this description from the specifications.
Specifically:
The lighting fixture schedule on EL501 and associated cut sheets on EL502 and EL503 do not indicate that the light fixtures should be provided with "digitally addressable ballasts" as would be required by the specifications.
The drawings do not include any information regarding the required computer station head end or class 2 wiring noted in the specifications.
This system would appear to be building-wide (not room specific) such that every device, sensor, or light fixture could be individually addressed and controlled via the program set in the software. Additionally, in the recent past we have installed a system as described in the specifications on a Federal facility (Marine Corps) and were unable to achieve approval for the software that the system operates on. That system was required to remain stand-alone -unconnected to the building (base) LAN.
Is the intent of this project to have a lighting control system with digital addressable ballasts and building-wide control for the barracks buildings as noted in the specifications?
Government Response. . For lighting control system, follow sheet EL701 Lighting Control Riser for both barracks. Lighting control system is stand alone; does not require building-wide control. The specs and the drawings do not indicate a computer station. A computer station is not required. Light fixtures shall utilize digital ballasts and drivers in order to be compatible with the lighting control system.

Answer: The quantity is zero. Please ignore the wireless plug in appliance module on sheet EL701. The wireless plug in appliance module is separate and unrelated to the automatic duplex receptacles

Also, please note the reinforcing steel is not sized in the footings except for the vertical rebar dowels into the CMU. Please provide this information.

Although the floor finish within the L.E.B.'s and the concrete pavement that is butted up against the building, are both made up of the same material, concrete. In Volume 1, we are showing only an outline of the supporting building, so it can be located on the site. The details on Sheet A-551 provided in Amendment 4 will provide the correct foundation for this supporting building. The horizontal rebar in the footing will be #5 Reinforcement @ 16" OC and the longitudinal bars should be "#5 CONT".

It is understood that this individual is required full time during the demo phase when demo work is being performed- could this individual also then serve as the SSHO during the demo phase? Or are both individuals required during this phase?

A CIH could serve to fulfill both designated roles (safety and occupational health management) during the demolition phase of the project, however, to serve in the designated role of project SSHO, the individual would need to demonstrate that he meets all of the specific qualifications, training, and experience requirements established for a project SSHO as indicated in Section 01.A.17 (a-i).

Having the exterior and interior lights both laminated adds more load to the frame and fasteners as well as cost to the project.
Is it acceptable to use a non-laminated exterior light and laminated interior light to make up the IGU for this project?
