1. The purpose of this Amendment is to incorporate the following revisions to the contract scope. These changes apply across the entire solicitation.
2. All attachments referenced in this amendment are hereby incorporate and/or replace drawings and specifications as specified.
3. Please see attached document “25May2016_Site Visit Roster”
4. The proposal due date has been extended; Proposal due date has changed from 12:00 PM
EST, 09June2016 to 12:00 PM EST 13June2016.
5. FAR clause 52.211-10 has been corrected, to read 720 Calendar days.
6. Section 00 22 10, paragraph 4.6.2 is hereby revised as follows:
4.6.2 Each volume shall be submitted in a separate three-ring binder. Submit one
(1) original plus four (4) copies of Volume 1, Technical proposal. Only one original copy of Volume 2, Price and Pro Forma Information is required. In addition to the hardcopy proposals, submit one (1) electronic, non-editable, searchable copy on CD ROM of the technical proposal (Volume 1). The original hardcopy proposal must be clearly marked “Original” and the original signatures must be in blue ink. Copies of the proposal must also be clearly marked as “COPY XX of XX”.

Q. Sheet A-002 of the 600 Man Barracks includes a detail for wall type S6A. This detail indicates batt insulation, but the notation does not state that it requires batt insulation as noted on other similar details. Please clarify whether or not this wall type requires batt insulation - thermal, acoustical, etc.
A. On sheet A-002, wall type S6A shall read as follows:
6" Metal studs 16" o.c. with acoustic batt insulation and one layer of 5/8" GWB each side.
The drawing will be updated as part of Amendment 4.

Q. Sheet A-002 of the 600 Man Barracks includes details for wall types S6B1/2 S6G1/2. These details indicate drywall applied to both sides, but the notation states "5/8" Type X GWB Room Side". Please clarify whether or not this wall type requires 5/8" Type X GWB on one side, two sides, or perhaps Type X GWB on the Room Side and regular 5/8" GWB on the other.
A. Wall type S6 shall have 5/8" GWB each side.
Wall type S6A shall have 5/8" GWB each side.
Wall type S6B1/2 shall have 5/8" Type GWB each side.
Wall type S6G1/2 shall have 5/8" Type GWB each side.
A drawing will be provided in Amendment 4 showing these changes.

Q. On S-105, please reference the Northern (First Floor Roof) portion of Area B. Although Details 7A/A-318 and 5A/A-315 depict a portion of the exterior walls for this area, the structural information is not clearly identified. Please provide or identify roof joist bearing details at the exterior load bearing walls of Area B First Floor Roof.
A. For joist bearing sections in the low roof area to the north of the multistory portions see sections 4, 4A/S305.

Q. In Detail 7A/A-318 there appears to be a horizontal tube steel member supporting a brick ledger angle. We have been unable to locate this tube steel in the structural framing plans. Please provide or identify the tube steel and brick ledger detail, as well as the tube steel bearing and connection details.
A. Brick ledger and box beam are not needed for single story. Amendment 4 will be issued to include these changes.

Q. Paragraph 1.3.2 of this Section entitled LEED says ..."The Contractor is required to provide documentation that meets the LEED Energy & Atmosphere (EA) Prerequisite 1, Fundamental Commissioning and EA Credit 3, Enhanced Commissioning. The Contractor's Commissioning Firm/Specialist shall prepare the documents required for EA credit 3."
Since this project is already designed, and since project was not design-build, Contractors' cannot provide Enhanced Commissioning. Contractors' can only provide Fundamental Commissioning at this point in project development. If Enhanced Commissioning is needed, is the Owner providing the Commissioning Agent directly? Please clarify what is required for Commissioning for this project.
A. The government performed the required Cx reviews during design for this credit and will continue to be part of the Cx efforts through construction. This credit is obtainable.

Q. Paragraph 1.1 of this section in both the Barracks and DEFAC specifications says ..."Compensation for removal of contaminated soil and pumpable liquids will be paid as a unit cost." We see no provision for unit prices on the Bid Form. Please clarify this requirement or issue a revised Bid Form incorporating an item for this work.
A. Amendment will be provided to address. Text will be changed similar to the following. Refer to Amendment 3 for actual language.

Q. The General Notes on the "F" series of drawings showing the FF&E package says ..."Furniture is not in Contract. Furniture is shown for information only. Furniture will be procured in the FF&E package under separate cover." Please confirm that "under separate cover" should be "under separate contract" and is not the responsibility of the Contractor. Also, please confirm that the Contractor is not to provide an alternate price for the Barracks FF&E similarly as for the DEFAC since no specifications or cut-sheet information was provided, and no item was included on the Bid Form.
A. Change "under separate cover" to "under separate contract". This work is not a part of this contract. It is confirmed that a separate price is not required for the Barracks FF&E package.
Amendment 5 will be provided to show this change.

Q. We understand the project is to attain LEED Silver per Section 01 11 00, Part 3 Execution, but we are unable to locate a LEED Checklist anywhere in the RFP documents. Please provide the LEED Checklist for this project.
A. This was provided as part of Amendment 3.

Q. Paragraph 1.4.3 (a) indicates a Third Party Certification (TPC) Checklist is to be included at the end of Section 01 33 29 as Attachment 2. We are unable to find Attachment 2 or a TPC Checklist. Is the TPC Checklist the same thing as the LEED Checklist requested in part A) above? Please clarify and provide the appropriate Checklists.

1. The shear wall components do not match:
300 barracks shear wall A studs are 600S200-97 on 1st floor 600 barracks shear wall A studs are 600S250-97 on 1st floor
2. Also the gusset plates are different as well 300 barracks 1st floor are .1017 thick 600 barracks all floors are .0713 thick.
3. Also the strapping 300 barracks is 10" x .1017 on floors 1 – 3 and changes to 8" x .0713 on floors 3 -5 600 barracks is 10" x .1017 on all floors
Please confirm the respective differences are correct and that we are to follow the current drawings for pricing.
A. Studs shall be revised as 600S250-97 (1st flr to underside of 3rd flr). This change will be reflected in Amendment 4

Q. Architectural – Ref: 600 Man Barracks drawing A-507: This sheet indicates an add-on to an existing cooling tower slab and screen wall. However, the site drawings seem to show this belongs with the 300 Man Barracks, especially since it includes a cage for ATFP and the existing cooling tower slab is within the 75 ft setback. Please clarify.
A. The site plan is correct, the add-on is intended for the 300 man barrack and not the 600 man barrack. Both the 600 and 300 man barrack construction documents will be altered to reflect the change. This will be reflected in Amendment 4.

Q. Architectural – Ref: 600 Man Barracks drawing A-112: There appears to be a concrete pad shown at the front entrance canopy, but no other information. Also, if you cross reference the site drawings, there appears to be other pads indicated at the back of Area "D" which are not shown or detailed anywhere.
A. The information regarding the concrete pad will be on the Overall Floor Plan on Sheet A-101 and provided in Amendment 4. The pad will offset 4'-9" away from the column lines of the canopy, so leading away from the building and to the left and right side of the columns.

Q: Structural – Ref: 600 Man Barracks drawing S-103: Is the intent of the mechanical support frame shown to be used on the Closed Circuit Cooler listed on the mechanical drawings? If so, then are we to assume it is typical for the 300 Man barracks and the DFAC?
A. Yes, and the detail is intended to be typical.

Q. On drawings CP-102 and CP-103 in Volume 1, the L.E.B pads are denoted as being concrete paving, but per drawings A-551 in Volumes 2 and 3, they are masonry buildings with concrete footing and slabs-on-grade. Please confirm concrete paving is not the correct support/foundation for these L.E.B.'s. Also, please note the reinforcing steel is not sized in the footings except for the vertical rebar dowels into the CMU. Please provide this information.
A. Concrete paving is not the correct support/foundation for these L.E.B.'s. Although the floor finish within the L.E.B.'s and the concrete pavement that is butted up against the building, are both made up of the same material, concrete. In Volume 1, we are showing only an outline of the supporting building, so it can be located on the site. The details on Sheet A-551 provided in Amendment 4 will provide the correct foundation for this supporting building. The horizontal rebar in the footing will be #5 Reinforcement @ 16" OC and the longitudinal bars should be "#5
CONT".
INQUIRY: 6529344
Q. Details in the upper left hand corner of drawing A-507, Volume 2, 600 PN Barracks, Cooling Tower Screen Wall Plan, refer to "existing screen wall." Where is this existing Cooling Tower Screen Wall that the Contractor is to tie into?
A. The existing Cooling Tower Screen Wall is not associated with the 600 man barrack. It is associated with the 300 man barrack. Both the 600 and 300 man barrack, set of construction documents will be updated with Amendment 4.

Q. Drawing A-504, Volume 2, 600 PN Barracks; Drawing A-502, Volume 3, 300 PN Barracks;
Drawing A-511, Volume 4, DEFAC; all these drawings show a Monument Sign. We are unable to find where these monument signs are located. Please clarify whether or not they are required at each building and where they are to be physically located on the site drawings.

Q. Drawings CU101, CU102 and CU103 show domestic cold water to Cooling Towers (Chillers).
Please confirm the Contractor is to install these domestic water lines to the chillers and not Virginia American Water with the rest of the site water system.

Q. Please confirm that the new parking lot on drawings CS101, CG101 and CU101 at the corner of Byrd Ave and 16th St. (south of DEFAC) is in the Base Bid and not the DEFAC Option.

Q. The keynotes on Drawings CS101 and CS102 refer to chiller pad as being on A-503. The reference to drawing A-503 is incorrect as we cannot find any such details on any A-503 drawings in any volume set. We are unable to find details of the chiller pads on any drawings.
Please provide details of the chiller pads
A. A-507 is the correct sheet location for the Cooling Tower, instead of A-503. Although the plan, sections and elevations that are currently shown on A-507 are intended for the 300 man barrack, Section 2/A-507 shows how each Cooling Tower Screen wall will look like. The plan be updated in Amendment 4.

Q. SECTION 01 35 26.00 50 para 1.5.1.1 state "Site Safety and Health Officer (SSHO) The Contractor Quality Control (QC) person cannot be the SSHO on this project, even though the QC has safety inspection responsibilities as part of the QC duties." This clause does not preclude the SSHO from having other duties – only precludes them serving as the QC. Please confirm if these individuals can perform the role of a SSHO in addition to other duties or if they are required to have no other duties assigned than site safety and health.
A. The designated SSHO (and Alternate SSHO) shall have no other duties assigned other than that of site safety and health.

Q. SECTION 01 35 26.00 50 1.5.2.2 requires that Certified Industrial Hygienist (CIH) "shall have no other duties other than occupational health management, inspections, and enforcement on this contract" but also states they will "b. Perform as the occupational health "competent person" as defined by USACE EM 385-1-1". It is understood that this individual is required full time during the demo phase when demo work is being performed- could this individual also then serve as the SSHO during the demo phase? Or are both individuals required during this phase?
A. A CIH could serve to fulfill both designated roles (safety and occupational health management) during the demolition phase of the project, however, to serve in the designated role of project SSHO, the individual would need to demonstrate that he meets all of the specific qualifications, training, and experience requirements established for a project SSHO as indicated in Section 01.A.17 (a-i).

Q. SECTION 01 50 02.00 50 para 1.4.1 Payment for Utility Services states "The Government will make all reasonably required utilities available to the Contractor from existing outlets and supplies, as specified in the contract." Please confirm who is to pay for the utility usage.
A. The Contractor is responsible for paying for utility usage during construction.

Q. Regarding Factor 2 – Past Performance. Would the Corps consider accepting a CCASS/CPARS evaluation in lieu of a PPQ? Many of our clients are not responsive to a request for a PPQ, if an evaluation has been made available.

Q. Regarding Factor 2 – Past Performance. Would the Corps consider accepting a recently completed PPQ for a prior solicitation in lieu of requesting the client to complete a new PPQ as provided in this RFP?

Q. Regarding Volume 2 Price & Pro Forma. Are Representations and Certifications required to be included in the price and pro forma volume?
A. Provision 52.204-7 applies to this solicitation. Accordingly, paragraph (d) of 52.204-8 applies which requires offerors to complete corresponding individual representations and certifications electronically through the System for Award Management (SAM). The Government will access the online representations and certifications of a prospective offeror through SAM. Other representations included in Section 00 45 00 shall be completed and be include with the price and pro forma volume.

Q. There are two (2) sets of drawings for each building posted on the Government website. For instance, for the 600 Person Barracks, there are files noted "Progress Submission", [ie:
H.01.04_LEE_VOLUME 2_600 MAN BARRACKS (Progress Submission)], and very similar drawing sets noted with "21April2016", [ie: H.01.04_Volume2600PersonBarracks_21April2016], both for the same building. The date in the title blocks for both sets is 30 March 2016. Some examples of the differences discovered are as follows:
1.) The "Progress Submission" set has civil drawings, the 21 April 2016 set does not have civil drawings.
2.) Drawing S-303 is not the same in each set of drawings, less details in the "Progress Submission" set.
3.) Drawings A-202 through A-209 are not the same.
4.) Drawings A-321 and A-322, sections and details are not the same.
5.) There is a drawing A-323 in the "Progress Submission" set that is not in the 21 April 2016 set.
6.) Drawing A-606 is not the same.
7.) Drawings F-102 through F-106 are not the same.
8.) Drawings I-100 and I-101 are not the same.
We did not go all the way through the MEP drawings in Volume 2 and there may be similar discrepancies. This also occurs in Volumes 1, 3 and 4 of the drawings which may have similar discrepancies since there are duplicate sets of drawings for each of these. Please clarify which set of drawings the bidding contractors are to use and remove the duplicate sets from the Government website to prevent confusion and error in bidding.
A. Please see Amendment 0003 document "Amendment Details 3_20May2016". This document details what changes have been made to drawings/plans/specs. Amendment 0004, FAR clause 252.236-7001 details what contract drawings and specifications are applicable to this Solicitation.

The submission instructions state that both the Price and Technical proposals are to be submitted on a CD-ROM; given that we will not be getting pricing from the subs and vendors until closer to the bid date and time please advise if it will be acceptable to submit the CD for the Price Proposal with a blank Price Schedule and blank Subcontracting Plan, and that we be allowed to e-mail you the completed Price Schedule and Subcontracting Plan prior to the bid closing time or provide the CD in its entirety the following business day.

Q. The submission instructions state that both the Price and Technical proposals are to be submitted in one (1) original and four (4) copies; please confirm that one (1) original and four (4) copies is required for the Price proposal as typically the requirement is just one (1) original and one (1) copy.
A. Only one copy of the Price and Pro Forma volume is required. See amendment 04 for clarification.

Q. Regarding the Proposal Submission Requirement – 4.6.2: In addition to the hardcopy proposals, submit one (1), non-editable, searchable copy on CD-ROM". Given the nature of the bidding process, the minutes leading up to the deadline for the price proposal can be very hectic.
The focus for the Offeror is on compiling a complete, accurate and competitive bid finalized and submitted. Submitting the Price CD at this point adds a level of complication that hinders the bid process. Would the Corps consider allowing the Price CD to be submitted within the next 24 hours, so that the CD contains complete and accurate information and doesn't detract from focus on the bid?

We also request that the pre-bid site visit be extended two weeks in anticipation of the building demolition drawings being issued on or about 20 May 2016 in order to allow time for review before the site visit, especially considering this is a tentative date which could slip. For example, the filename: H.01.04_LEE-VOLUME 1_SITE(Progress Submission) calls for light duty concrete pavement for the entire 600PN parking lot. However, filename: H.01.04_Volume1SITEPlans_21April2016 indicates a combination of concrete pavement and pervious pavement at the parking stalls. Please advise which set we are to bid from and provide the associated CAD files if available.
