SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

ADDENDUM 0005

3. For Informational Purposes, another revised bid sheet will be issued prior to bid opening and will include the Optional Bid Items and others as suggested.

4. The last RFI accepted will be September 3, 2009 at 9:00 a.m. MST. No exceptions will be made.

The following RFI’s are answered below:

Addendum 0005

Ammunitions Supply Point (ASP) Facility

Camp Williams, Utah

RFIs to include answers are included in this document:

1. In regards to the ECM structures can we utilize a more current preapproved DDESB Earth Covered Magazine design in accordance with EP110-345-102 in lieu of the 22 July 1980 design? This current 1993 design would allow for faster production and turnover of ECM’s to the government. This 1993 design is and has been installed at Hill AFB and Creech AFB within the last six years.

Answer: This requires a response from DDESB or the USACE to allow for a variance from their standard design.

2. Drawing 01E201 / Administration Bldg / Key Note 1 / This note refers to detail A / 01E501, however there are no details in fact this drawing is blank. Please provide this detail.

Answer: Please refer to addendum 1 for this detail sheet.

3. Will Mc Cable to acceptable for branch lighting (within drop ceilings) and branch power (in drywall) applications. This is not addressed in the specifications?

Answer: MC cable is not allowed. All cabling shall be routed in conduit.

4. Standing seam metal roof sections seem to be missing.

Answer: The standing seam metal roof portion of work is included in specification section 13121.

5. Specification section 13121; 1.4 System Description; A; 2. Structural Components; a, b, c, d, and e – item 1: Indicated a “flush wall, clear span frame, with straight columns to 10’ minimum”. Normally a “flush wall” condition pertaining to frames indicates a “simple-span” wall girt (secondary structural) connection/condition, verses a “bypass” or a “continuous” wall girt connection/condition. However, all of the foundation and floor plan layout drawings for all four (4) metal buildings, along with the corresponding wall section details clearly show a “bypass” or “continuous” wall girt condition. Please clarify that this is the design intent.

Answer: Bypass girts are the design intent.

6. Specification section 13121; 2.3 Accessories; A. Wall Liner Panel, 1. Profile: “Flat”. Is it really the design intent to have these 7’-4” high interior wall liner panels be truly flat in profile? Normally you would see a 3’-0” wide, contour/corrugated type panel (“R”-type or ?) specified for this application. Otherwise you would experience a significant “oil-canning” effect, and the wall girt support spans would be greatly insufficient. Please clarify that this is the design intent regarding this condition.

Answer: The intent is to have a contoured panel that is similar to the exterior wall panels.

7. Specification section 13121; 2.4 Building Design Criteria; E. Snow Loads; 1.a.1.) Basic ground snow: 15 psf. This load specification/requirement is greatly insufficient for the northern Utah region, even in the lower valley elevations. The lowest ground snow load I have seen specified in the northern Utah region is 43 psf, which would convert to approximately a 27 psf roof snow load. Typically the roof snow load is at 30 psf in the lower elevation valley locations. Please clarify that it is actually the design intent regarding this condition.

Answer: After reviewing UFC 3-310-01, we concur that the snow loading shown there is too low for this area. Based on our evaluation, the new ground snow load shall be 70 psf. Additional details regarding footings and other structural elements will be included in another addendum.

8. Specification section 13121; Part 2 – Products; 2.1 Acceptable Manufacturers; A. 1. Ascent Construction is seeking approval to use “Varco Pruden” (VP) Buildings as an added manufacturer or the pre-engineered metal building systems. As you investigate this, you will find that VP Buildings has a long and significant history of providing high quality pre-engineered metal building systems for the US Corp of Engineers. They are certainly one of the top premier pre-engineered metal building manufacturers worldwide, with the highest level of AISC and MBMA certified manufacturing and other quality standards. Please indicate your intent to approve VP Buildings in this specification section.

Answer: VP Buildings shall be allowed as an acceptable manufacturer as long as they can meet the specifications.

9. Specification section 13121; 2.5 Fabrication; B. Standing-Seam Roof Panels, 6. Panel width: 16 inches, 8. Panel depth: 2 inches. Typically, this specified roof panel is more of an architectural roof panel for more significant and visual roof pitches. It is also more expensive to purchase, ship and install. The standing seam-roof panel that is most common is the structural standing seam panel. This panel is typically 24-inches wide (in either 24 or 22 gauge), with a 3” high high-rib profile, which is mechanically seamed with concealed fasteners. This roof system also carries the manufacturer’s 20-year color and weather-tightness warranties as required. Again, it is more a more economical panel that should meet the design intent. Please consider this panel and confirm the design intent of the specified standing-seam metal roof system.

Answer: a 24” wide 3” structural standing seam shall be used in lieu of the 16” wide panel.

10. Drawing 00E602 / Telecommunications Circuit Schedule / Designation “C16” is not listed on this schedule and there are several conduit runs with this designations noted on the site drawings, please provide the conduit schedule for this designation.

Answer: Please refer to Addendum 1 for information on C16

11. The project documents specify COE std. 33-15-74 for construction of the concrete oval arch earth covered magazines. Historically the COE and NGB have allowed contractors to substitute precast concrete arches and wing walls for case in place concrete, provided that the substitution is pre-approved by the DoD and is cost effective, providing best value for the government. The COE Standard Design that is equal to that which is currently depicted in the bid documents (Std. 33-15-74) is designated as COE Std. 421-80-05, Magazine, Precast Concrete Earth Covered. We respectfully request that the contract documents be amended with language that allows evaluation and potential employment of the precast alternative as an option for the contract bidders.

Answer: In Technical Paper 15, there is a list of several “standard” earth covered magazines (ECM) approved by the Department of Defense Explosives Safety Board (DDESB) for new construction that meet a structural designation of “7-bar”. The 33-15-74 series is one of those standards and so is the 421-80-05 series. Another commonly built magazine is the 421-80-06 (modified) Munitions Storage Magazine. The drawings for all of these and others can be found on the following website: http://www.wbdg.org/design/am_ecmtypes.php. The key is to make sure the magazine chosen has a “7-bar” structural designation. NOTE: Contractors shall be responsible for any changes to the site or utilities to install a system other than the one specified at the contractor’s expense.

12. Butler Building Systems has requested approval as an acceptable manufacturer.

Answer: As long as the manufacturer meets the specification requirements, there are no suppliers specifically limited to supply this product.

13. Most if not all steel manufacturers are now certified by ISC and not AISC and the MBMA Certification is considered common to most these manufacturers. Will you allow this new certification? See section (B. Qualifications – 1.b).

Answer: Manufacturer shall be Certified Fabricator to one of the following:

1). AISC in the category of Metal Building Systems (MB) for the previous 5 years and have submitted application for IAS certification.

2). IAS Certified as AC472.

Manufacturer can submit qualifications for review if they do not meet either criteria noted above.

14. Interior Liner Panel requires a smooth panel 26 GA Galvalume as stated in (2.3 Accessories A. 1,2 & 3) Butler and most other manufacturers cold roll a pattern similar to a tight low profile B Deck style. Would this be acceptable?

Answer: This is acceptable

15. Insulation as stated in Addendum 1 – Item 3 (Admin and SIRE) has increased the volume in the cavity in both the ceilings and the walls to require a “Simple Saver System.” Is this allowable to retain the required (R Factor) in both locations?

Answer: Federal Mandate had required the increase in R-Values in inhabitable buildings. R-Values are to be R-26 (walls) and R-42 (roof) in the Administration Building and the SIRE building (This will require additional layers as needed). All others shall be” Batt” insulation in walls and roof.

16. Butler’s Standing Seam Roof is 24” in width as well as most all manufacturers. The spec notes a 16” panel which would require the use of a VSR Type Architectural Roof Panel which is also an SSR Panel, but would be cost prohibited. Will you allow the Standard MR-24 SSR Panel at 24”?

Answer: MR-24 SSR at 24” is acceptable.

17. What is generating the 50 lb. Uniform Live Load when the spec. specified 15 lb. Ground Snow?

Answer: Ground snow load has been changed to 70 psf.

Roof panels shall be designed for the following:

Administration Building = 50 psf

All other Buildings = 60 psf

18. Is there any unknown or unlisted (Roof Top Units) or (Cable Trays) of any consequence on the roof or suspended from the ceiling to require 200 lb Concentrated (Point) Live Loads?

Answer: Contractor is responsible for coordinating with equipment supplied to verify loads and attachment locations. Drawings reflect design conditions.

19. Note: 2.4 Building Design Criteria (H. Auxiliary Loads) – please define what constitutes “Location of Auxiliary Loads?” Are there other loads not specified?

Answer: Auxiliary loads would be as defined in 2.4.H.1 as other superimposed loads. These loads would need to be coordinated by the contractor.

20. Specifications 16670 say to provide lightning protection for the structures as indicated on the drawings. The drawings show protection for the parking area, SIRE building, Breakdown building, Loading Dock and the ECM facility. Please confirm that the Administration building and the Inert Storage building do not require lightning protection?

Answer: This is correct

21. ECM Bunkers sect A/05S102 – The floor dowels from the bunker walls to the slab on grade #4 @ 5-0 o/c are called to be Clipped, Brazed, or Welded. Does the work “Clipped” mean the use of a mechanical coupler of some type? Or tie wired? Or other?

Answer: Clipped would mean to support and tie rebar with wire ties.

22. The specifications for the fence do not appear to meet the design intent on the drawings. The details appear to resemble the Army Corps of Engineers "FE6" Security Fence Specifications. Is this fence type acceptable for this project?

The contractor shall submit a fencing package and it will be evaluated after award.

NOTE: This list is only partially complete. Another Addendum will be submitted before bid opening.
