Contractor Questions and Answers:

1. Reference Page 104, Section L, Proposal Preparation, Introduction Request the Government clarify how many volumes are required.

Answer: Three Volumes are required. Please see the referenced section for the changes.

2. Reference Page 105, Section L, Proposal Preparation, Proposal Files Request the Government specify separate page limits for each of the two factors within Volume I.

Answer: The page limit for Volume I has been revised. Please see the referenced section for changes.

3. Reference Page 106, Section L, (ii) Volume I – Factor I – Technical Approach Request the Government exclude referenced Standard Operating Procedures/Plans from the 100-page count restriction for Volume I - Factor I - Technical Approach.

Answer: The Standard Operating Procedures/Plans will be included in the revised page restrictions identified in section L, Proposal Preparation, Proposal Files.

4. Reference Page 106, Section L, (ii) Volume I – Factor II – Past Performance Request the Government allow additional space within Volume I - Factor II - Past Performance for the inclusion of narrative to accompany contracts referenced in the PPQs and/or any performance recognition documents.

Answer: The narrative can be included in Item 4 on page 1 of the PPQ and if there is not enough space, additional pages can be added as an addendum.

5. Reference Page 105, Section L, 2. Proposal Files, b. Content Requirements.

Define file as in, "All information shall be confined to the appropriate file."

Answer: “File” means “Volume”. Please see the referenced section for the changes.

6. Reference Attachment 14, Past Performance Questionnaire (PPQ-O)

How Many PPQs must we supply?

Answer: Up to five PPQs will be required, five contracts within the last five years. The solicitation has been updated to reflect this requirement.

7. Reference Page 37, Line Items E01 to Exx EQUIPMENT RATES.

Is it the intent of the Government to only pay the Contractor Standby Rates for "eligible" equipment that is being mobilized or demobilized to and from a Staging Area even though there is wear and tear on the equipment?

Answer: The intent of the Government is to pay the contractor the “standby rate” for any equipment that is eligible for mobilization as described in section B.

8. Reference Page 37, Line Items E01 to Exx EQUIPMENT RATES.

"Regular Rates" are defined as being any labor or equipment on duty for 12 hours. What is the definition of "Standby Rates"? Are we to assume anything less than working 12 hours is considered "Standby Rates"?

Answer: Please see the definition of “Standby Rates” and “Regular Rates” in the revised Performance Work Statement.

9. Reference Page 37, Line Items E01 to Exx EQUIPMENT RATES.

How many hours constitute a Regular Rate? 6-12 hours a day?

Answer: Please see the answer to question 8.

10. Reference Page 37, Line Items E01 to Exx EQUIPMENT RATES.

How many hours constitute a Standby Rate? 0-6 hours a day?

Answer: Please see the answer to question 8.

11. Reference Page 37, Line Items E01 to Exx EQUIPMENT RATES.

Is it the intent of the Government to only pay for one single 12 hour shift for equipment during a 24 hour period even if the equipment is utilized for both day and night shifts in a single 24 hour period? Example: If a Semi Tractor is utilized on the 0700-1930 shift with one driver and then is utilized by another driver on the 1930-0700 shift, it will only be reimbursed for a single 12 hour shift? If so, is it the intent of the Government for the Contractor to price out the equipment for 24 hour use?

Answer: The pricing of equipment shall be as revised in section B.

12. Reference Page 38, R1 Diesel Fuel – Generators.

Is it the intent of the Government for the Contractor to include any fuel utilized on the Forklifts, Light Towers, and any generator transport vehicles such as Semi Tractors in the “Daily Rate” for that piece of equipment?

Answer: All fuel needs to be included in the daily rate for equipment. Fuel tickets are for generator fuel only as identified in section B.

13. Reference Page 38, R1 Diesel Fuel – Generators.

Once the contractor is placed in mission phase (generator set activities) will all equipment on the DEM be authorized fuel reimbursement (by fuel tickets) or should this be priced in the equipment daily rate?

Answer: Please see the answer to question 12.

14. Reference Page 40, C.1.0 General Please clarify if the generator installation rate for Type II is 20-25 generators per shift regardless of distance contractor has to travel to install generators at the facilities. Type III is 10-15 generators per shift regardless of distance the Contractor has to travel to install generators at the facility.

Answer: The generator installation rate for a Type II is 20-25 generators per day and for a Type III is 10-15 generators per day. The contractor should use 200 miles as the distance to installation site. Please see Attachment 13.

15. Reference Page 56, C.3.7.4 If the facility owner is not on site is it the intent of the Government for the Contractor to start the generator once connected to the facility or shall the Contractor install the unit and wait to start the generator once the POC is available?

Answer: In accordance with C.3.7.1, coordination with all parties is to be done prior to installation.

16. Reference Page 56, C.3.8 Previously Installed Generators The Contractor is to do no work to include fueling until the PRT QA and the Contractor inspect the facility?

Answer: The requirement has been removed; please see the revised Performance Work Statement.

17. Reference Page 45, C.1.6.3 Hours of Operation Understanding that emergency installations happen often on this contract and often they come at hours close to ending the shift. Are there any provisions to be reimbursed for labor and equipment that work past 12 hours because of the emergency installations received that will carry personnel and equipment past their 12 hour shift?

Answer: In no instances should a crew work more than a 12 hour shift.

18. Reference Page 56, C.3.7 Installation Will the contractor be paid for BOM cable cut for an Installation work Order that is later cancelled by the PRT?

Answer: As identified in the Performance Work Statement all BOM is government furnished property.

19. Reference Page 56, C.3.7 Installation Does the Contractor have the authority to STOP WORK based on unsafe conditions such as lightning, strong winds, and flooding that may put it workers in danger without being penalized or incurring liquidated damages?

Answer: Yes, in concert with the PRT Mission Manager. Safety is our number one priority.

20. Reference Page 56, C.3.7.3 If the 249th PII states the BOM sizes and lengths of cable and they are wrong, will the Contractor be paid for the BOM cut for the wrong 249th PII since additional BOM will have to be cut and utilized?

Answer: Please see the answer to question 18.

21. Reference Page 57, C.3.10.1 Routine Servicing Usually fuel filters are changed at 500 hours according to most manufacturer’s recommendations and specifications

Please Clarify. Should the contractor change all fuel filters at 240 hours?

Answer: The contractor shall change all fuel filters at 240 hours in accordance with the Performance Work Statement.

22. Reference Page 57, C.3.10.3 Repairs What is the Government procedure for repairs to Contractor Furnished Equipment other than the ACI Contractor's generators?

Example is if CAT supplies the Government a lease generator. Is it the responsibility of the Contractor to repair and or communicate the repair with CAT?

Answer: Assume generators are government furnished property unless otherwise stated.

23. Reference Page 57, C.3.10.3 Repairs Is it the Government intent for the ACI Mission Manager and Contract Specialist on site to approve any and all repairs less than $3,000?

Answer: All authorizations for repair will be done by a work order. Please see the revised Performance Work Statement for additional guidance.

24. Reference Page 45, C.1.5 Mobilization Phase Please clarify if the response time is 24 or 21 hours? It is stated as both within the RFP.

Answer: Mobilization shall be completed as written in the Performance Work Statement.

25. Reference Page 45, C.1.5 Mobilization Phase

Please clarify. With the Mobilization cut-off time being 2100 hours, if the Contractor personnel or equipment arrives two hours later at 2300 hours the same day, will the Contractor be reimbursed for the personnel and or equipment for that day and is the mobilization mileage reimbursed?

Answer: Personnel, Equipment, and Mobilization will not be paid for this day per the Performance Work Statement standards.

26. Reference Page 45, C.1.5 Mobilization Phase

Is it the intent of the government for the Contractor to begin daily operation immediately after mobilization meaning a night shift will be organized or will the first shift begin at 0700 the following day?

Answer: The contractor will be required to begin operations if upon arrival there is more time in their shift. In the event that upon their arrival the shift is over, the contractor shall report to their shift the following day. Please see the Revised Performance Work Statement.

27. Reference Page 45, C.1.5 Mobilization Phase

How will the personnel and assets be confirmed 100% complete by the USACE PRT?

Are there any provisions to get credit for the mobilization when the PRT is not on site within 24 hours?

Answer: Upon completion of mobilization, the Contractor Site Manager shall submit notification to the MM, Contract Specialist and Contracting Officer that all assets have completed mobilization in accordance with the Performance Work Statement.

28. Reference Page 46, C.1.6.5 Performance Requirements

Offloading Generators. Is there a specific time allotted for this work order to be given to the Contractor during single shift operations that does not require the Contractor to work past the standard 12 hour shift?

Example: If the work order is given to the Contractor between the hours of 4:00-7:30 PM, there is no way for the contractor to complete this task within the shift. Would like to suggest this requirement be completed within a 12 hour regular work day period. Example: If the work order is given to the Contractor at 6:00PM on day 2 then the Contractor has until 6:00PM on day 3 to complete.

Question- If not, how is the Contractor to account for the additional hours personnel and equipment worked past their 12 hour shift?

Answer: The standard rate is a rate per shift.

29. Reference Page 46, C.1.6.5 Performance Requirements

Prepping Generators. Depending on the time given the work order, there will be difficulties in completing 30 Preps within that shift. Suggest giving 12 regular working hours to complete 30 preps regardless of shift.

Answer: Please see the answer to question 28.

30. Reference Page 46, C.1.6.5 Performance Requirements

Installing Generators. The result of not hauling the generator out of the staging area does not take into account: if all other approved hauling equipment is out delivering generators; does not take into account the number of miles the facility is away from the staging area; time the work order is given to the contractor or the remaining hours for that shift. Again these requirements put personnel and equipment at risk of accidents caused by working over 12 hour shifts.

Question- Is it possible to remove requirement completely based on ever changing operations during an event that are out of the control of the contractor and Government. A contractor would have to have a limitless supply of transport trucks, and electricians to meet these requirements.

Answer: No change. Follow the standards written in the Performance Work Statement.

31. Reference Page 46, C.1.6.5 Performance Requirements

Installing Generators. If the installation of the generator is past normal operating work hours, how is the Contractor going to get the Installation Report to the PRT Team if they are not on site upon return?

Also, due to traffic conditions, it may take several hours for the team to get back within the 6 hours. Also, to lower the cost to the government many times the same electrical team is use to install several generators within the same area. This too will prohibit the return of the completed work order within 6 hours.

Question - What happens if the installations are more than 6 hours away? Suggest removing this requirement completely.

Answer: Please see the answer to question 30.

32. Reference Page 46, C.1.6.5 Performance Requirements

Fueling generators. Many times during a single day, the Contractor can install a few dozen generators in a single shift. This does not allow for the contractor to get additional fueling assets approved and mobilized to handle the fueling requirements for that day. Once approved, the Contractor is allowed 21-24 hours mobilization time of additional fueling assets.

Question - Shouldn’t this be reviewed on a case by case basis and adjustments be made based on when the assets were approved?

Answer: Please see the answer to question 30.

33. Reference Page 46, C.1.6.5 Performance Requirements

Repairing Generators. The Government does not account for how many mechanics are on site and fully employed at time of submission of a new work order. What if all teams are out either servicing, installing or doing PMs?

Question- Is the contractor to assume it is the government’s intent to have an emergency repair team on site 24 hours a day for such emergencies?

Answer: It is the Government’s intent that the contractor will provide a technical approach that will satisfy this contract requirement.

34. Reference Page 46, C.1.6.5 Performance Requirements

Preventative Maintenance.

Question- Is the Contractor allowed 24 hours after installation to perform the first PM?

Question- If this 24 hour period falls after the 1000 hour deadline then that PM should be submitted the following day?

Answer: In accordance with the Performance Work Statement the contractor shall perform the first PM 24 hours after the installation.

35. Reference Page 46, C.1.6.5 Performance Requirements

Question- De-installing Generators. Does the 48 hour time period get reset if the facility does not wish us to remove that generator? This happens often during an event. If so, how is this accounted for and tracked?

Answer: The contractor site manager shall discuss with the Mission Manager and Contract Specialist in accordance with the revised Performance Work Statement.

36. Reference Page 46, C.1.6.5 Performance Requirements

RTS. The Contract must be allowed time to get any additionally required personnel such as load bank technicians, mechanics, supervisors and equipment such as load banks, and then the service parts. This does not take into account how many mechanics, electricians that will be allowed to perform the RTS. Does not take into account the actual start time of the shift when the Work Order is given. Does not account for weather

Question - Is it the intent of the government for the contractor to bring additional personnel, load banks of varying sizes and services parts, additional forklifts, oil, etc. to every mission with the risk of never using them?

Answer: Please see the answer to question 33.

37. Reference Page 50, C.1.9 Inventory Control

Is it the responsibility for the Install Team to get the facility owner or POC to sign for the generator? If so, this has proven to taken several hours and at times no POC is available to sign.

This also adds to the result above where the completed installation work order must be returned within 6 hours of installing.

Answer: Please see the answer to question 15.

38. Reference Page 53, C.2.2 Required Plans and Procedures, B. Deployment Package (Type)

What are the sample sizes of generators to be installed and what are the distances they are installed from the staging area. Example: if all generators are located within a 10 mile radius, it will only take 2-3 teams to complete the Government requirement. If the units are installed within a 300-400 mile radius then the install teams, fuel trucks, transport vehicles, mechanics, vehicles, etc… increases dramatically. This information is required to accurately develop a type II and type III package.

Answer: The distance from the staging area is up to 200 miles. In addition, as identified in Attachment 13, the contractor shall anticipate managing two USACE/FEMA Generator Power Packages for a Type II Deployment Package and one USACE/FEMA Generator Power Package for a Type III Deployment Package in accordance with the configuration identified in Attachment 3.

39. Reference Page 55, C.3.5 Prepping Generators

Contractor Furnished Generators. Please further define Contractor Furnish Generator. There are two types of these generators. The first is if the ACI Contractor has provided and all repairs should be at no cost to the government. The other type is Contractor Furnished Generators from other contractor such as Cummins, CAT, Aggreko that USACE or FEMA rented. The repairs on these should not be at the expense of the ACI Contractor. Please Clarify.

Answer: Please see the answer to question 22.

40. Reference Page 56, C.3.7.2

Most times installation teams do not have access to the facility to inspect wiring. To megger wiring to the facility may damage any equipment plugged up such as computers, fire alarms, servers, etc. if not disconnected. The facility should be inspected for faulty wiring prior to installing the generator, however understand this will increase installation time especially if these facilities are not opened or require escorts for installation teams. Should this not be the responsibility of the PIIT to expedite the installation process?

Answer: Please see the revised Performance Work Statement.

41. Reference Page 52, C.1.13.2

If the Contractor does not have Contractor provided BOM on site at all times, there will be delays for ordering, purchasing, and obtaining BOM to meet the installation time period. Cable sizes lengths, types of cable insulation, ground rods etc. If you wait until the storm it is too late.

FEMA BOM is not efficient to install all generators for 20-25 installs a day.

Question - Would it be possible to provide a Contractor list of required BOM?

Answer: Please see the answer to question 18.

42. Reference Page 56, C.3.7.5

Is the matting reimbursable? If so, where is it charged?

Is there a max generator size where this matting is not required?

Answer: Matting or a containment mechanism is required for all generators. This is not a reimbursable; this is just the cost of doing business.

43. Reference Page 58, C.3.12.2

Please clarify. We are not to transport generators with fuel during initial installation but under the Mission Manager guidance we can transport back to the staging area?

This may go against the transporting of fuel over roads without approved hazmat or fuel certifications approved by DOT.

Answer: Generators will not be transported with fuel.

44. Reference Page 58, C.3.12.2

What is the maximum reimbursable mileage distance for mob/demob? 200 miles?

Answer: The maximum reimbursable mileage is not to exceed 500 miles. Please see section B.

45. Reference Page 44, C.1.4.1

What is the max time allotted for equipment and personnel during Response Team Training Exercises so the Contractor can properly price "Standby Rates"? Are these Training Events 8 hour days?

Answer: It is anticipated that a team training exercise will not exceed an eight hour work day.

46. Reference Page 59, C.3.13.1.3

Please Clarify if the air filters should be replaced regardless of the amount of hours on the hour meter since last service or if the air filter indicator shows no restriction.

Answer: Yes, per the Performance Work Statement, air filters shall be replaced.

47. Reference Page 59, C.3.13.1.5 Generator Fuel System

Please Clarify if the fuel filters are to be changed regardless of the amount of hours on the hour meter since last service.

Answer: Please see the response to question 46.

48. Reference Page 60, C.3.13.1.10 Generator Cooling System

What is the acceptable tolerance for the coolant? Is it -25 degrees F or -30 degrees F?

Answer: The acceptable tolerance for the coolant is -25 degrees F see the revised Performance Work Statement.

49. Reference Page 60, C.3.13.1.11 Generator Battery, Battery Box and Charging System

Please clarify if the lead acid battery is to be marked or replaced.

Answer: The Acid Battery is to be replaced. Please see the revised Performance Work Statement.

50. Reference Page 45, C.1.5 Mobilization Phase

The following sections of the solicitation seem to contradict one another. Is the mobilization period 21 hours or 24 hours?

Answer: Please see the answer to question 24.

51. Reference Attachment 15, Small Business Participation Plan

Is a subcontracting plan meeting the requirements of 52.219-9 required? If so, will this be part of Volume II and will the government provide a page limit?

Answer: As stated in Attachment 15, all offerors both large and small are required to complete this Attachment 15 in addition, all offerors other than small business concerns must submit a subcontracting plan meeting the requirements of FAR Clause 52.219-9 and DFARS Clause 252.219-7003.

52. Reference Attachment 15, Small Business Participation Plan and Attachment 16 Past Utilization of Small Business Participation Information Collection Sheet

Will the government allow for more than three pages, or will the government exclude the ISR reports from the page count?

Answer: The numbers of pages identified in section J are the total number of pages included in each attachment. These are not page limitations.

53. Reference Page 37, Line Items ME01 to MExx MOBILIZATION/DEMOBILIZATION

EQUIPMENT COSTS

Where is the Contractor to add Mobilization and Demobilization Mileage Rates for Vehicles?

Answer: As identified in section B, vehicles are not eligible for MOB/DEMOB mileage.

54. Reference Page 37, Line Items ME01 to MExx MOBILIZATION/DEMOBILIZATION

EQUIPMENT COSTS

Is it the intent of the Government not to allow for Mobilization Rates for Vehicles?

Answer: Please see the answer to question 53.

EQUIPMENT COSTS

Should the Contractor add the cost of fuel and or mileage for mobilizing and demobilizing to the daily rate of the vehicle?

56. Reference Page 37, Line Items ME01 to MExx MOBILIZATION/DEMOBILIZATION

EQUIPMENT COSTS

The Rate Schedule provided only accounts for equipment that cannot mobilize under its own accord or drive itself. Is mob/demob mileage paid for equipment that requires trailering to ISB location?

Answer: Mobilization and demobilization are paid in accordance with section B.

57. Reference Attachment 1, Rate Schedule

Please define E05 Highway Truck.

Answer: This was just used as an example; the contractor is free to provide their own descriptors.

58. Reference Page 37, Line Items ME01 to MExx MOBILIZATION/DEMOBILIZATION

EQUIPMENT COSTS

Will airfare and taxi be paid by the government under mobilization?

Answer: See section B, R4 Travel Costs. Maximum reimbursement will be in accordance with the Federal Joint Travel Regulation limits within the geographic areas of the mission assignment.

59. Reference Page 37, Line Items ME01 to MExx MOBILIZATION/DEMOBILIZATION

EQUIPMENT COSTS

Individual drives a POV from Miami to Lakehurst, NJ and parks it at the hotel. The POV is not used for the mission, only mobilization to the site.

Q: Will mobilization mileage be paid, at a maximum of 200 miles, for mob and demob?

Answer: See section B. Mobilization will be paid in accordance with the Joint Travel Regulations.

60. ALTERNATE PROPOSAL: Can we submit an alternate proposal for a region that is outside some of the requirements in the SOW?

Answer: This information must be properly noted and included in the contractor’s technical approach and price schedule.

61. Reference Page 106, Section L, (ii) Volume I – Factor II – Past Performance

Are the performance recognition documents excluded from the page count for Volume I, Factor II Past Performance?

Answer: Please see the answer to question 2.

62. Reference Page 105, File Packaging The RFP mentions that 8.5x11 foldouts can be submitted with our proposal. Can we also submit 11x17 foldouts to count as one page?

Answer: Please see Proposal Preparation, 2. Proposal Files, File Packaging: Yes, 11x17 foldouts will be acceptable; however, each 8.5x11 portion will be counted as a page.

63. Reference Page 115, Sub-factor E

Quality Control, Environmental, and Safety Compliance Plan include evaluation criteria for the Quality Control Plan and Environmental Plan, but do not include evaluation criteria for the Safety Compliance Plan. Please provide an explanation of how this part of the SubFactor will be evaluated.

Answer: The Safety Compliance Plan is required. Please see the revised Evaluation Criteria.

64. Reference Page 105 Are PPQ-Os excluded from the 100 page count in Volume I?

Answer: Please see the answer to question 2.

65. Reference Page 106 The RFP requests that the offeror submit their Standard Operating Procedures (SOPs) for the following area(s): (1) Operations and Execution Plan; 2) Readiness, Activation and Mobilization Plan; 3) Command, Control and Communications Plan; and 4) Quality Control, Environmental, and Safety Compliance Plan. It also appears that the SOPs are included in the 100 page limit for Volume I. Given that detailed SOPs would easily encompass hundreds of pages, is the USACE expecting that a representative portion of the SOPs (i.e., Tables of Contents) be included in Volume I and the 100 page limit?

Answer: Please see the answer to question 3.

66. Reference Page 115 What would USACE like to be submitted as part of Factor II: Past Performance, SubFactor A?

Should this section include resumes of key personnel? Is there a specific format required for resumes?

Answer: Please review the standards in the Performance Work Statement. The contractor shall provide any information that will meet the standards in this subfactor. The contractor is responsible for the content of their proposal.

67.

Factor II: Past Performance requests information on relevant project experience broken down into four SubFactors, which must be tabbed. If offerors have project experience that falls under multiple SubFactor categories, would you prefer the project sheet included in the proposal multiple times? Or would USACE prefer proposals to combine multiple SubFactor tabbed sections to avoid duplication?

Answer: The sheet must be clearly marked and referenced under each tab.

If an offeror has a solution through additional hardware and/or software that would provide a benefit to USACE in regards to equipment and labor situational awareness and ultimately, a cost savings, how would USACE like to see that broken out in the pricing and/or deployment package response submittal?

69. Reference Page 1 The SF33 form states that proposals should be submitted in original and 6 copies; however, page 104 of the RFP lists the quantities required per volume. Please clarify which page we should follow for proposal volume quantities.

Answer: Information in section L prevails to the information presented in Block 9 on the SF33.

70. Reference Page 104, 1. INTRODUCTION

The last sentence of 1. Introduction, subsection a, states that “the offeror’s proposal shall consist of four separate volumes,” however, the next sentence states “the Technical Proposal shall be submitted in three separate volumes.” Please clarify the number of volumes offerors should submit.

The RFP requests that “each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file.” Please clarify if the Summary Section is counted within the 100 page limit of Volume I.

Page 106 of the RFP requests that offerors identify key personnel and their qualifications and page 114 of the RFP states that Sub-Factor D Command, Control and Communications Plan will be evaluated on key leadership and management personnel identification and evidence of their qualifications. With regards to this Sub-Factor, we request clarification on the following items:

* In order to present the qualifications of key personnel; is USACE expecting offerors to include resumes as part of Sub-Factor D?

* If so, would the resumes count towards the 100-page limit of this volume? It will be very difficult to address all factors in Volume I within the 100 page limit if resumes are included in this limitation. Would it be acceptable for offerors to include a summary of the qualifications of key personnel and/or include resumes in an Appendix and reference them within this Sub- Factor?

Answer: Please review the evaluation criteria identified in the solicitation. The contractor shall provide any information that will meet the criteria identified. The contractor is responsible for the content of their proposal. Please see the answer to question 2.

Does the government intend to award multiple contracts per Contract Region?

Answer: No, the government will award the contracts based on the Region grouping identified in section M, Evaluation Criteria, of the solicitation.

75.

Would USACE like offerors to respond to the RFP in actual sequence of events (i.e., readiness, activation, mobilization, operations, etc.) or respond in accordance to the sequence of Sub- Factors in the RFP?

Answer: Offerors are required to respond in accordance with the instructions provided in section L of the solicitation. All information identified in the Proposal Preparation section, shall be included.

*The Government indicated at the pre-proposal conference on April 25, 2013 that Volume I (Technical Approach and Past Performance) could be submitted for multiple Regions, which was based upon the understanding there would little or no changes to the content. However, after further consideration, a complete proposal consisting of all Volumes will be required for each Region.*
