ATTACHMENT 13 – Deployment Package Descriptions

Type III and II Deployment Packages Background Information and

Specific Deployment Packages Requirements

Background:

USACE has the capability to provide local and state officials broad support for their unmet temporary emergency power needs. This support ranges from technical expertise/assistance through complete management of an emergency power mission including the procurement, installation and operation of generators. USACE assets include elements of the U.S. Army 249th Engineer Battalion “Prime Power”, Emergency Power Planning & Response Teams (PRTs) from across USACE, USACE-contracted forces, and USACE Deployable Tactical Operations System (DTOS) for communications. USACE also coordinates with other federal partners such as the Federal Emergency Management Agency (FEMA) and the Department of Energy (DOE). These assets can provide Technical Assistance before, during or after an event which includes, but is not limited to:

• Assessing emergency power requirements needed at a facility.

• Assessing conditions & capabilities of existing emergency generation equipment

• Troubleshooting, repair, & operation of emergency generation/distribution equipment

• Installation, operations, fueling and maintaining emergency power generation equipment

• Safety inspections of electrical distribution systems and equipment

• Assessing damaged electrical distribution systems and equipment

• All hazards emergency power planning

The execution of a power mission in an emergency involves the combined efforts of the 249th, the Power PRT, DTOS, the Advance Contracting Initiative (ACI) contractor, and our state and federal partners. During these missions, the Technical Assistance items discussed above are brought to bear along with the following:

• Provide assistance to state and local officials in determining priorities for assessing and installing generators at critical public facilities.

• Assessing facilities to determine suitability for a generator, location for its placement and matching with the correct generator configuration

• Preparation, hauling, and installation of generators.

• Operation, fueling, service, and maintenance of installed generators.

• De-installation and return of generators. This can also include remediation of the generator installation site to its pre-installation site condition.

• Service, maintenance, and repair of generators prior to their return to long-term storage to ensure they are Fully Mission Capable (FMC). This may also include load testing.

• Replenishing any Bill of Materials (BOM) used during execution of the mission

Operational maintenance of FEMA generators is performed by a combination of 249th, PRT, and contractual support. Generator procurement and/or leasing can be performed by USACE through a contracting team which has pre-established contracting tools.

During Emergency Power response activities, facilities requiring generators are typically prioritized in the following order:

1. Life Saving Facilities (911 centers, police, fire stations, and medical facilities)

2. Life Sustaining Facilities (water and wastewater treatment and pumping facilities)

3. Other municipal facilities to reinstitute local command and control and post-event recovery

To streamline USACE’s response and in accordance with FEMA’s National Response Framework, USACE developed Deployment Package Types for ALL USACE assets required to support and execute an emergency power mission.

USACE Deployment Types

The four (4) USACE Deployment Packages are (in order from smallest to largest) :

1. Type IV Deployment Package

2. Type III Deployment Package

3. Type II Deployment Package

4. Type I Deployment Package

Type IV Deployment Package The Type IV Deployment Package is a “Technical Assistance “only package that consists solely of 1 USACE Subject Matter Expert and 6 soldiers from the 249th Engineers. There are NO ACI contractor assets on this package. This is solely for information only for the offerors to understand the overall emergency power mission program.

Type III Deployment Package The Type III Deployment Package is the smallest standard deployment package deployed by USACE to support and execute FEMA Emergency Power Missions. Typical events that initiate a deployment of a Type III Package include, but are not limited to, Category II or I Hurricanes, forecasted Ice Storms, Floods, Tornadoes or impacts by terroristic event, This package includes 13 members from our Emergency Power Planning and Response Team (PRT); 10 soldiers from the 249th Engineer Battalion; 1 Rapid Response Vehicle (RRV); 2 RRV support members AND the corresponding ACI for that particular contract region.

For a Type III Deployment Package, the ACI contractor shall anticipate having to manage one standard FEMA/USACE generator power pack (Attachment 3) at the 5 acre staging yard and initially, one FEMA BOM kit (Attachment 2); capable to haul and install 10-15 generators per day at a distance of up to 200 miles to support 24/7 operations (ie, must plan for a small contingency night shift for installs and emergency repairs or fueling per their SOP) with the majority of installs occurring during the daylight hours; providing an initial quantity of fuel to http://www.youtube.com/watch?v=cOGaPwlxu0w sufficiently support generator preparations and operations at the staging yard and 2 days of installations and generator operations. The contractor may use a government furnished (FEMA) generator for power supply at the Staging yard via coordination with the PRT.

Type II Deployment Package The Type II Deployment Package is the standard mid-range deployment package deployed by USACE to support and execute FEMA Emergency Power Missions. Typical events that initiate a deployment of a Type II Package include but are not limited to Category III or larger Hurricanes, severe Ice Storms, large earthquakes, Tornadoes which create damage across large areas of a state or significant impact by terroristic event. This package includes 20 members from our Emergency Power Planning and Response Team (PRT); 16 soldiers from the 249th Engineer Battalion; 1 Rapid Response Vehicle (RRV); 4 RRV support members AND the corresponding ACI for that particular contract region.

For a Type II Deployment Package, the ACI contractor shall anticipate having to manage two standard FEMA/USACE generator power pack (Attachment 3) in addition to a number of larger generators up to 2 MW (assume these additional larger generators are all trailer mounted) at the staging yard and initially, two FEMA BOM kits (Attachment 2) and spools of larger cable to support the larger generator installs; capable to haul and install 20-25 generators per day at a distance of up to 200 miles to support 24/7 operations with 70% of installs occurring during the day and 30% occurring at night; providing an initial quantity of fuel to sufficiently support generator preparations and operations at the staging yard and 2 days of installations and generator operations. The contractor may use a government furnished (FEMA) generator for power supply at the Staging yard via coordination with the PRT.

Type I Deployment Package The Type I Deployment Package is the largest deployment package deployed by USACE to support and execute FEMA Emergency Power Missions. The typical event that initiates a deployment of a Type I Package is catastrophic in nature and may include significant earthquakes or a Category V hurricane. The specific sizes of the USACE assets will vary and be added to the Type II baseline numbers as required. This package includes members from our Emergency Power Planning and Response Team (PRT); soldiers from the 249th Engineer Battalion; 1 Rapid Response Vehicle (RRV); RRV support members AND the corresponding ACI for that particular contract region.

As there is no set expectation and developed scope of effort for a Type I deployment package (being catastrophic in nature), the offeror is not required to submit a “Deployment Package” for this Type of effort. This is solely for information only for the offerors to understand the overall emergency power mission program.

As the need for a Type I package develops, the Government will start with the contractor’s Type II package and include additional types and quantities of assets to best meet that specific disaster response needs.
