Question Number Question Govt Response
When submitting change pages with the EN, can we provide an amended section, or does the Government require it to be a page out of the revised proposal?
An Offeror may choose either approach (including the change pages in place of pages in the original proposal, or as an amendment to the original proposal). If an "amended section" is used, the Offeror must still submit a complete, stand‐alone final proposal. The Government does not anticipate revisiting or crossreferencing to original proposals. Of note, and as stated in the amended solicitation, an Offeror's answers to questions asked by the Government during discussions will not count against the page limits and Offerors are solely responsible for ensuring any new/changed material in final proposals is readily identifiable by the
Government.
Will every question provided by offerors be published publicly? Or only those common questions that would collectively benefit all offeror’s during this competitive range phase? Will questions relating to company proprietary and/or specific inquiries be managed directly between the KO and the offeror in question?
The "Questions regarding this solicitation" addressed in Section L.1.2. are just that: questions about the solicitation, not an offeror's individual proposal or approach. The Government anticipates any such question about the solicitation (such as regarding a potential ambiguity in the solicitation or unclear instructions) will apply to all Offerors. For that reason, the Government anticipates providing both the question and answer to all Offerors. That said, if an Offeror asks a question that is not of general applicability or that contains propriety information, the
Government may elect to answer that question individually or not at all, as appropriate.
IAW FAR 15.306(d), Discussions‐ Will the JPEO have a meeting (teleconference) with offerors for the purposes of clarification to the EN questions and other content provided through the Competitive range notification letter and
Amendment to aid the offerors in our responses during these negotiations?
The Government does not anticipate holding meetings (telephonic or otherwise) during discussions. The Government expects that only
ASSIST2Industry will be used for discussions.
Will the JPEO provide offerors additional information regarding any strengths assessed for offeror’s proposal during this discussion period?
No, the Government does not anticipate providing any information regarding assessed strengths during discussions.
When generating a file name, should the offeror indicate the volume is a proposal revision, or shall we simply update the date of submission?
An Offeror may update the date of the file names, include the word "final proposal" somewhere in the file names, and/or state Final Proposal on coverpages. As along as the Government can readily identify an Offeror's final proposal, this is a non‐issue.
6 QUESTION NOT RELEASED
Can the government please clarify how change pages should be marked. Do the individual changes need to be marked (i.e. use of a different font color) or just the page as a whole? Please highlight individual changes on the change page(s).
Can the government please clarify what they mean by the "change page" should be uploaded in the Attachments tab? The letter seems to imply the following items are required for every EN and we want to verify our understanding of this is correct as this is a significant amount of individual files/responses to track and upload. a. Summary response to the EN in the Questions Response Tab; b.
Individual Change Pages per EN uploaded to the Attachments Tab; c. Compiled
Change Pages into volumes uploaded as revised proposal volumes
Summarized responses are required for all ENs. If the response to the EN does not lead to a change in the proposal, no additional items are required. As stated in the letter, if the response to the EN also results in changing part of the proposal, the associated change page to that EN should be uploaded in the attachments tab. Finally, any and all updates/revisions (e.g. change pages) to any proposal volumes should be clearly marked and included in the Final Proposal Revision.
Given the significant changes in the cost volume and impacts to the small business volume and uncosted volume due to global impacts in costing as a result of the change in start date (24 Apr 2018 to 16 Aug 2018), warranties, quantities, and other feedback on cost reductions, can we get relief from uploading individual change pages per EN for those volumes as uploading specific change pages may not be possible or may be excessive? Would the government consider allowing the cost volume, uncosted, and small business be submitted in their entirety as a changed volume with responses to the ENs pointing to how specific issues were addressed?
The ASSIST system cannot support attaching full proposal volumes to the
ENs. If attaching change pages for the cost, uncosted and small business volumes is not possible or excessive, please ensure changes are summarized in detail in the EN response and refer as appropriate to the final proposal submission.

EN Response Deadline ‐ While we appreciate the government's need to quickly move the program forward, there is a large amount of changes to address.
[REDACTED] therefore would like to request an extension until 25 May to allow for 20 business days to respond to the ENs and updated RFP documents.
The Government will consider this request and notify of an extension NLT
10 May.
16 QUESTION NOT RELEASED
Regarding Submission of Final Proposal Revision (FPR) files through the
ASSIST2Industry website, the discussion letter received by the Government on 27
April 2018 states: The "Proposal Files" feature is to be used to submit the Final
Proposal Revision (included all revised Volumes) as a result of the ENs and
Solicitation Amendment discussed below. Question: Should offerors only submit
"revised" proposal volumes and documents (response documents with changes since originally submittal in November 2017) or should offerors resubmit ALL volumes and ALL response documents regardless if changes were made to an existing document?
An Offeror should submit a complete, stand‐alone, final proposal. The
Government does not anticipate revisiting or cross‐referencing to original proposals. For example, even if a volume remains unchanged between original and final proposals, that volume should be resubmitted and labeled as part of the final proposal. Otherwise, version‐control and ensuring the Government is evaluating what an Offeror considers its final proposal becomes challenging. Of note, Offerors are responsible for ensuring any new/changed material in final proposals is readily identifiable by the Government. If there is no change in a volume or document between original and final proposals, it would be helpful for an
Offeror to identify that fact.
The Assist to Industry site seems to be unavailable frequently and often longer than hours/dates posted on the web portal ; can the JPEO confirm it will be accessible to vendors at a minimum of 15th‐17th of May to support submission of EN responses on time?
No the Government cannot confirm for certain that ASSIST2Industry will be accessible to vendors "at a minimum of 15th‐17th of May." Offerors are encouraged to anticipate and allow for system outages, and to notify the Government prior to the due date/time for final proposals if an extension is requested for this reason.
Within the Assist to Industry site, in the proposal file section, there are options for only 6 of the 9 proposal volumes‐ Admin Volume, Test Volume, and Uncosted volume sections are not included. Should the offeror just include the proposal volumes for Admin, Test, and Uncosted within another volume section?
Please submit the Administrative and Uncosted Information Volumes under the Cost/Price Factor. Please submit the Test Reports Volume under the Technical Approach Factor.
Within the Assist to Industry site, can multiple files be uploaded within each section of the proposal files, or should files be combined? Yes, multiple files can be uploaded within each section
L.4.5.2.2.2 instructs "[f]or Technical Support CLINs, Offerors shall assume .25
FTEs per production year;" however, Sections C.11.6, C.12.5, C.13.5, C.14.5, C.15.5, & C.16.5 all require the continuation of Program Management, Systems
Engineering, PHS&T, and IUID activities during Full Rate Production. What CLIN, if not the Technical Support CLINs, should these Section C activities be charged to during each FRP Option?
Refer to PWS Section C.10.6 which states requirements that would be allocable to Technical Support CLINs. Other activities identified in the question Program Management (C.3.1, excluding C.3.1.6, C.3.1.7 and
C.3.1.9), Systems Engineering (C.3.2, excluding C.3.2.6); PHS&T (C.7.4);
and IUID (C.5.4.4) should be charged to CLINs most reasonably allocable or proportioned out if those activities support the performance of multiple CLINs.
Can the government please clarify if the classified appendix submitted with the offerors original proposal needs to be resubmitted with the updated proposal as per Section L.1.3?
If there are no changes to an Offeror's classified appendix, resending the
Classified appendix is not required. Please note, the Classified appendix is the sole exception to the final proposal submission requirements.
Offerors should submit a complete, unclassified, stand‐alone, final proposal, even if there have been no changes to certain volumes. The exception for classified materials is for the convenience of the offerors and to prevent and safeguard classified information from unnecessary transportation (and associated risks).
Amendment 0001 to Solicitation (L.1.3) states "Proposal, as the term is used here, means ALL volumes and parts of the proposal. Offerors shall clearly identify all aspects of their final proposal that have been revised since the submission of initial proposals." Is the Offeror to submit ALL nine Volumes and the 12 Attachments and 11 Appendixes, or ONLY the Volumes / Attachments /
Appendixes that have been revised since submission of the initial proposal?
An Offeror should submit a complete, stand‐alone, final proposal.
Offerors are responsible for ensuring any new/changed material in final proposals is readily identifiable by the Government. If there is no change in a volume or document between original and final proposals, the Offeror shall identify that fact.
