ARMOR OSUT 2 RFIs

1. Are there supposed to be two bid line items (0001 and 0002) on the bid form? They have identical descriptions.

Answer: Provide your total pricing only on CLIN 0001.

2. 10.e on the Solicitation references a spreadsheet with a separate cost breakdown to be submitted. Do you have a template for this breakdown we should use? If not, please provide direction on the cost breakdown you are seeking.

Answer: Please see attached sheet labeled Cost Breakdown.

3. Can one QC handle multiple roles?

Answer: One person can fulfill the duties of the QC/Superintendent/SSHO for one range at a time.

4. Can we have only one SSO?

Answer: One person can fulfill the duties of the QC/Superintendent/SSHO for one range at a time.

5. The drawings for Oscar Range 5 show SIT’s, Emplacement Walls and Electrical Distribution to the

SIT’s but the SIT’s are not listed in the SOW or specifications. Please define where our scope of work in regards to the SIT’s shown on the drawings ie: are we to supply and install the SIT’s? Are we responsible for the Emplacement Walls? Are we responsible for bringing the power to the

SIT locations?

Answer: The contractor is only providing the emplacement walls and the power to the SIT locations. SITs are to meet the Huntsville standard design requirements. Contractor is not responsible to provide the target pop up or the equipment for the pop up.

6. Please allow an additional week for RFI’s.

Answer: This is a time sensitive requirement so an additional week will not be granted.

7. Please extend the bid due date to 8/13/2019.

Answer: This is a time sensitive requirement so no extensions are being considered.

8. No site drawings showing grading pans, soil erosion, limits of disturbance or construction details have been provided in the initial solicitation or the AMD1. Additionally, the SOW references contours that have not been provided. Will any of these items be provided to provide accurate pricing?

Answer: This is a design build contract. The contractor was provided a 35% site plan and electrical plans for bidding purposes.

9. Do the civil drawings need to cover erosion control for the electrical work?

Answer: All local and State laws must be followed. This will have to be determined by the design team. All land disturbance must be covered by the ESPCP as required. Fragmenting per site is not allowed.

10. Is the winning contractor required to provide the SIT concrete emplacements or are they existing? The SOW and drawings do not specifically state them as a requirement.

Answer: Yes, Yes, Contractor to provide emplacements.

11. Is the winning contractor responsible for providing the SIT Target mechanisms themselves or only the emplacements and the associated electrical SOW? The targeting components and lifting mechanisms are extremely specialized and very expensive and the SOW does not clarify what is required.

Answer: The contractor is only providing the emplacement walls and the power to the SIT locations. SITs are to meet the Huntsville standard design requirements. Contractor is not responsible to provide the target pop up or the equipment for the pop up.

12. It appears that sheets E6, E7, E8, and E9 were included in error as they duplicate sheets E2, E3, E4, and E5. Please confirm the total number of targets on this site is 120 as shown on sheet E1.

Answer: The design is to meet the Huntsville COE PQC‐C range design in the Huntsville range design guide. The Huntsville design shows 120 targets.

13. Is the emplacement an above grade emplacement or below grade emplacement?

Answer: The design is to meet the Huntsville COE PQC‐C range design in the Huntsville range design guide.

14. Page 3 of the solicitation shows Items 0001 and 0002 for CLIN Proposal Amounts, however there is no designation as to what sites are included within the CLINS. Please clarify what sites are to be included in CLIN 0001 and CLIN 0002.

Answer: There is no designation of sites for each CLIN, provide your total price on CLIN 0001.
