Armor OSUT 1-5 General Questions
1. L.3.2 (b) - Will the Govt allow the digital CD-ROM files to be submitted in PDF? At issues is that each proposal is a combination of documents created in various formats such as excel, word, MS Project, and other hard documents such as the SF1442, reps and certs, bid bond, and bonding capabilities letter, that are scanned in and compiled into one final presentation document. PDF is the best format for combining documents. In the previous MATOC bid, it was very time consuming to unify all the presentation into one “MSWord” document. With 5 proposals being due on the same day, the effort to deliver in any format other than PDF is excessive. Please reconsider allowing PDF.
Answer: NO. Digital copies will be provided in Microsoft Word, PowerPoint and/ or Excel.
2. L.4.3- Please give the 5 Task Areas “identified in the SOW”.
Answer: Sentence changed to “The offeror shall also provide a Staffing, Recruitment, and Retention Plan.”
3. L.5 Past Performance: there are multiple mentions of subcontractors, teaming partners and/or joint venture partners where information is required to be submitted demonstrating past performance. The inclusion of subcontractors is very confusing in this section. Question: If the contractor is not proposing a teaming partner nor a joint venture partner nor a teaming subcontractor and is relying solely on their own past performance and no past performance of any subcontractor, then is any information or documentation required of any subcontractor including a list of subs on the Seed Project or future task orders, consent letters, or subcontractor past performance?
Answer: If contractor is not proposing a Joint Venture or Teaming Partner then information on subcontractors is not required.
4. L.5.4- Past Performance- What % complete must a project be in order to be used as a contractor’s past performance?
Answer: A project must be 50% complete in order to be used as contractor’s past performance.
5. L.5.4- Past performance- Is there a preferred format that must be followed for the past performance Specific Relevant Contracts Format?
Answer: There is no preferred format.
6. L.5.4- Past Performance- Is there a requirement for specific project types to be utilized as past performance?
Projects to be used as past performance must be relevant in work and the magnitude being procured.
7. L.5.4- Past performance- Is there a minimum or maximum number of past performance referenced required in Vol II?
Answer: There is no minimum, the maximum is five relevant projects listed in volume II.
8. L.5.4- Will the government extend the Past-Performance requirements from 3 years to 5 years?
Answer: Sentence changed to five (5) years.
9. L.5.6- We do not see Technical Exhibit 4 included in any bid information. Can the Govt provide Technical Exhibit 4?
Answer: Technical Exhibit 4 (TE) will be provided with amendment 0003.
10. L.5.6- Are PPQ’s required to be filled out and submitted directly to the contracting officer or to be included in the contractor’s proposal? Are PPQ’s required at all on this project?
Answer: Past performance questionnaires (PPQ) are to be submitted to the Contracting Officer
(KO).
11. L.5.6- Are CPARS reports required to be submitted by the contractor on the projects we are referencing as past performance?
Answer: CPARS reports may be submitted as reference as past performance.
12. L.5.6- If CPARS are required, can they be omitted from the 15 page requirement for this section?
Answer: CPARS reports will not counted as part of the past performance page requirement.
13. L.6.3- Can you provide Attachment 3 - Price Proposal Breakdown Worksheet?
Answer: Proposal Breakdown Worksheet will be provided with amendment 0003.
14. L.4.7- Is an Organizational Conflict of Interest Mitigation Plan required in our proposal or will it only be required after award? What is required to be included in TAB D Answer: The Organizational Conflict of Interest Mitigation Plan is required with your proposal and is to be submitted in TAB D.
15. Is a proposed project schedule required in the Project Submission? If so, which TAB is it to be included under?
Answer: A schedule is not required with your proposal submission.
16. The solicitation required a bid bond, which TAB is to be included under?
Answer: Include your bid bond in TAB D Volume I.
17. In Specifications 01 35 29 Safety and Occupational Health Requirements Section 1.6.1.1- a SSHO is required on the project and this person cannot be the QC. Can the site superintendent be designated SSHO for the project if they have the requisite experience?
Answer: One person can fulfill the duties of the QC/Superintendent/SSHO for one range at a time.
18. In Specifications 01 35 29 Safety and Occupational Health Requirements Section 1.6.1.2, a Certified Safety Professional and an Associate Safety Professional are required to be included on the project. This is an expensive requirement and is not normally required on DPW projects. Is a CSP or an Associate SP required on this project?
Answer: One person other than the superintendent shall be the CSP this could be the project manager or other person employed by the contractor. This CSP person shall make periodic site visits and reports as specified. The ASP can be the superintendent for the range project that he is assigned to by the contract holder and staffed as per the contract.
19. In Specification 01 45 01 Quality Control, Section 3.4.2, a CQC System Manager is required for the project. This is a USACE specification that has not, in the past, been required or followed by DPW. The requirements for the QC staff are extensive. A full time QC System Manager in addition to the site superintendent must be full time on the project and have no other duties.
Further in 3.4.3, additional electrical, mechanical, environmental, architectural, materials technician and submittal clerk are required to be physically present at the project and be directly employed by the prime general contractor. Is any of the QC required staff to be included in this project? If so, what is the QC personnel matrix for this project?
Answer: One person can fulfill the duties of the QC/Superintendent/SSHO for one range at a time. The QC manager must be employed by the Prime Contractor. The other QCs can be employed by the subcontractors.
1. Can we use Barrow pits on Ft. Benning Grounds? All OSUT’s (May want to clarify this, here is what Kellie got from the meeting ‐ Use of off‐site materials was mentioned by Govt as being required while at Oscar 15, however one range required lowering elevation of firing pads and using on‐site materials to regrade slopes. Are borrow materials available on site, or is balancing a site allowed in order to reduce overall schedule?) Answer: Onsite borrow is available for Armor OSUTs 1, 2, and 3. For
Armor OSUT 1 the borrow will be available from Oscar 15. For Armor OSUT 2 the borrow will be available from Oscar 5. For Armor OSUT 3 the borrow will be available from Oscar 11. See attached drawings for intended areas on each site. The contractor will have to provide a separate NOI for a borrow area and provide final stabilization for NOT for that borrow area. The end state of the borrow area must be graded to drain. The contractor must provide a survey for the area once complete.
2. What is the duration of each project? OSUT 2 General requirements state 365 days Specific
Scope states 300 days. Answer: 365 days
3. All OSUT’s will the standard 90 minutes for a concrete truck be applied here? If so, is there a gate more closely located to the further ranges that can be used? Answer: Yes, the standard 90 minutes will apply for the non‐structural concrete and an exception may need to be applied for the structural concrete for the control towers and other buildings. DES and Homeland Security is the final say on which access point within the vicinity of the Oscar Ranges can be opened. This type of action would need to be coordinated with the DPW Traffic Engineer to start the process.
4. Is signage required for all buildings? Lightning protection and building numbers All OSUT’s.
Answer: Yes, signage, building number plaques and lightning protection is required for all Armor OSUT buildings and/or ancillary structures.
5. Oscar 2,3 and Simpson. Scope’s of work have been doubled between OSUT 3&4 please proved direction on which OSUT they need to be under. Answer: Oscar 2, 3 and Simpson are under Armor OSUT
#3 Contract. A scope of work may be duplicated because mutiple ranges have the same scope of work.
i.e. Several ranges will receive the same design, style, type of firing point CTA.
6. Is the toe of slope a straight line or jogged as is in place now? OSUT 3 & 4. Answer: See drawings from Solicitation for Government’s intent for OSUT 3.
7. Are communication racks part of this contract in the observation towers? OSUT’s 1 and 5.
Answer: Provide new racks if not present in the control towers and reuse racks that are existing.
8. Are fences required around range towers? OSUT’s 1& 5. Answer: Yes, every tower will have a fence around it as seen on the job walk 7/10/19.
9. Armor OSUT 1 is Warner Range considered an F&M Range or can it run simultaneously with the
Oscar projects? Answer: No Warner Range is not considered a F&M Range. It can run simultaneously.
10. Is there a requirement to design/install target control equipment in the control towers?
Answer: No design/install target control equipment is required.
11. What are the design submittal requirements for OSUT’s 2, 3, 4, and 5? Answer: Refer to
Statement of Work under 2. General Requirements ‐ Section c. Design and Engineering. 65%, 95% and
100%
12. How much time should be allotted for the government to review design submittals? Answer: 2
Weeks
13. Is the government open to over‐the‐shoulder reviews in lieu of the traditional review period followed by a design review meeting to expedite the design process? Answer: Yes over the should reviews are acceptable.
14. The proposal evaluation factor M.3.2. calls for demonstration of Design/Build experience in elevators/conveying systems, however, none are present in the scope of work. Is this really necessary?
Answer: Elevators /conveying systems removed from the list.
15. OSUT’s 1‐5 Solicitations state an onsite PM is required, can you verify if these projects will require a PM, QCM, Superintendent, and SSHO or if a PM and triple hat will be acceptable? Answer: One person can fulfill the duties of the QC/Superintendent/SSHO for one range at a time.
16. Will there be any vehicle loading on the CTA concrete pads for any of the OSUT Projects?
Answer: No vehicle allowed on concrete pads.
17. Will DPW require detention ponds and water quality on any sites based on current understanding of grading and structures to be put in place, or is this to be determined by the design team? Answer: All local and State laws must be followed. This will have to be determined by the design team. Fragmenting per site is not allowed.
18. Are any special permits required for disturbance/size for these projects OSUT 1‐5? Answer: All local and State laws must be followed. This will have to be determined by the design team. None that the Government is aware of.
19. Armor OSUT 4 has 2 different statements of work for OSCAR 13,10,8,4,&1 please provide guidance on which statement of work is correct? Answer: Use both statements of work (SOW) per range. There are some boiler plate information in both SOW's, however the pertinent information can be found within. Also, a scope of work may be duplicated because mutiple ranges have the same scope of work. i.e. Several ranges will receive the same design, style, type of firing point CTA.
20. Will the Attachment 4 referenced in L.5.6 for past performance be issued?
Answer: Attachment 4 will be provided with amendment 0003.
21. Will Attachment 3 price proposal breakdown work sheet be issued?
Answer: Price proposal breakdown sheet will be provided with amendment 0003.
22. OSUT 1 covered mess states a post and beam structure is required with trusses and standing seam roof, will a pre engineered metal building matching the CTA's be acceptable here. Answer: All buildings and structures, like the cover mess, are to match what is currently on‐site as seen from the job walk on 7/10/19. The matching consists of heights, clearances, material, type, color, style, etc.
1. The SOW is calling for integral colored split-face block. During the job walk only smooth faced integral colored block were used. What type of block are to be used?
Answer: Use integral colored split-face block
2. What model of the control tower (CMU or Structural steel) are the following ranges to receive Warner, Malone 3, 22, 12, 5 and Wagner?
Answer: Warner, Malone 16, 14, 7, 4, Simpson and English receive the 2 level CMU option tower. Wagner, Malone 3, 22, 12 and 5 receive the 3 level Steel option with mid-level observation deck tower.
3. Will the painting contractors be required to have a SSPC QP 1 certification as stated in the specifications?
Answer: Omit requirement. Contractor to have a minimum of 5 years’ experience of similar work.
4. What amount of people and what amount of water are to be used to design the septic system?
Answer: 220 personnel per range.
5. OSCAR 15 Lafayette Range drawings show a berm being built between lanes 2 and 3. What slope is required for the new berm? Is there a flat top on this berm?
Answer: A 3 to 1 slope is required. See drawings in solicitation for what Government expects for top of berm.
6. OSCAR 15 Lafayette Range are HESCO Barriers required on this range to create the berm?
Answer: No HESCOs are not required.
7. OSCAR 14 Stevon Booker Range is there a berm required on this range?
Answer: Yes see attached drawing for bidding purposes.
8. The range project is going to require large quantities of fill material to complete these projects. Will there be a borrow pit opened on Ft. Benning? If one will be opened which one and what is the location?
Answer: Onsite borrow is available for Armor OSUTs 1, 2, and 3. For Armor OSUT 1 the borrow will be available from Oscar 15. For Armor OSUT 2 the borrow will be available from Oscar 5. For Armor OSUT 3 the borrow will be available from Oscar 11. See attached drawings for intended areas on each site.
The contractor will have to provide a separate NOI for a borrow area and provide final stabilization for NOT for that borrow area. The end state of the borrow area must be graded to drain. The contractor must provide a survey for the area once complete.
9. If a borrow pit is not opened on Ft. Benning for this project could one of the back gates be opened or a key given to cut down on haul times?
Answer: If onsite borrow for Armor OSUTs 1,2, and 3 is not sufficient or it is more cost effective there is a process the contractor can go through to open a back gate. DES and Homeland Security is the final say on which access point within the vicinity of the Oscar Ranges can be opened. This type of action would need to be coordinated with the DPW Traffic Engineer to start the process.
10. The HESCO Barriers are called out to be used on certain ranges but no type of fill was recommended. What type of fill will be required for the HESCO Barriers sand or just any dirt fill?
Answer: The fill can be obtained from onsite.
11. When using the HESCO barriers do we strip the vegetation and set HESCO Barriers with lay of the land or do we cut or fill a level pad for the first run of HESCO Barriers?
Answer: The vegetation will need to be stripped. This will need to be determined by the Contractor’s designer.
12. Are all sites going to require a construction entrance according to NPDES guidelines?
Answer: This will need to be determined by the contractor’s designer.
13. The new firing point berms with a 4:1 slope will encroach on the access Roads.
Will the 4:1 slope be required or will a 2:1 slope on the access road side of the firing point suffice?
Answer: See Government provided grading drawings under the solicitations for intent of slope.
14. When creating the individual firing point and concrete pads on the ranges will one continuous berm be required or can it be individual berms?
intent of berms.
15. When installing the 2x2x6 concrete blocks. Will the blocks follow the lay of the land or will concrete blocks be required to be on a level plain?
Answer: The blocks shall be level and the amount of grading may vary from range to range accomplish proper line of sight.
16. Will there be water available on all of the ranges to help with watering newly grassed areas.
Answer: No, there is no water line available at this time on the Oscar ranges or Warner range. All Malone ranges have water available.
17. The SOW for the latrines call for the Toilet Partitions to be painted metal. Is this required or can we use solid phenolic?
Answer: See SOW section Architectural under General Requirements. Under k.
Provide powder coated metal stall and urinal partitions. Follow the SOW and Specifications
18. OSCAR 5 Morris Range Is this range going to be a complete redesign?
Answer: Yes it will no longer be a MRF. It is going to be a PQC-C.
19. Are we supplying the new pop-up targets and target emplacements for OSCAR 5 Morris Range?
Answer: The contractor is only providing the emplacement walls and the power to the SIT locations. SITs are to meet the Huntsville standard design requirements. Contractor is not responsible to provide the target pop up or the equipment for the pop up.
20. OSUT 3 Is the existing electrical at the individual firing points going to be removed?
Answer: Cut and cap any wiring present on site. Install all new wiring and 20 amp power services on Oscar 12, 9, 7, and 6 also on Simpson.
21. OSUT 3 Will the existing light poles that are near the individual firing points need to be relocated or will fill material be allowed to be put around the light poles?
Answer: This will need to be addressed on a case by case basis in the field.
Light poles are owned by Flint Energies.
22. OSUT 4 Has multiple 260 foot firing point CTA’s. Are the CTA’s going to be centered on the ranges or off to one side?
Answer: The new CTA’s will cover the existing firing point locations.
23. OSUT 4 Are 10’ x10’ concrete pads required under the 260’ CTA?
Answer: See drawings for the 260’ CTA. The 10’x10’ pads are for the single CTA’s on Armor OSUT#3.
24. OSUT 5 Is a concrete slab required under the 260’ CTA?
Answer: Yes, a continuous slab from end to end of CTA . See drawings
25. OSUT 4 Can the target brackets be individual brackets or are they to be a continuous run bracket?
Answer: Yes, however you will find that the strap of metal between each bracket will provide an ease for those installing. The strap provides a rigidness and ability to install quickly and most importantly…level.
26. What percentage of vegetation growth will be required to be established on the berms before they can be turned over to the government?
Answer: 100% cover 80% density.
27. If the new firing point berms encroach on the access roads do we widen the access roads or leave the access roads as they are?
intent of berms.
28. What extent of existing gravel road repair is going to be required after construction on a range is completed?
Answer: See Government provided Site drawings under the solicitations for intent of gravel road.
29. Can tilt wall or pre-cast concrete structures be built in lieu of CMU structures?
Answer: No tilt wall or pre-cast
30. The statement of work for the covered mess refers to drawings, number 9 & 10 on page 18, for the lighting layout. The covered mess drawings provided by amendment do not include any electrical pages. Please provide desired layout.
Answer: Provide 30 foot-candle in the covered mess building.
31. The control tower drawings, page CT CMU-E1 general note # 8 mentions PVC coated rigid steel conduit. Is there a requirement for this type of conduit on the interior or the exterior of the building?
Answer: No, electrical installations shall comply with the requirements of the NFPA 70. Select conduit type accordingly.
32. The control tower drawings, page CT CMU-E2 sheet 7 calls for two 4” conduits from communications backboard to communications manhole. Can a location be provided for the communications manhole and a distance from the manhole to the building locations?
Answer: field verify.
33. The control tower drawings, page CT CMU-E3 communications backboard and data rack details show the data rack and cabling to be included but the range control tower SOW page 20 list N/A under the telecommunications. What are we to include in our bid?
Answer: Provide and install backboard and data rack.
34. The control tower drawings page CT CMU-E3 per note7 (or 15) calls for a smoke detector but the range control tower SOW page 20 list N/A under fire Alarm and Mass Notification. Is fire alarm and Mass notification required on the tower projects?
Answer: Provide and install a standalone smoke detector in the range control tower. No fire alarm and mass notification systems are required.
35. The control tower drawings, page CT CMU-E3 per note 22 calls for a receptacle for the PA system. Are we to include a PA system in our quote and if so can a SOW for the PA system be provided?
Answer: Relocate existing PA system from existing tower to the new tower.
36. The control tower drawings, page CT CMU-E6 shows a DPP 400A panel with 16 50A feeds. These are not shown on the drawings or discussed in the SOW.
What do they supply? Are they to be included with the bid?
Answer: DPP 400A panel feeds all the downrange target emplacement’s panelboards. Field verify the total ampere feeding to each target emplacement’s panelboard. They shall be included with the bid.
