Extended CLIN Descriptions
**NOTE**: Priced element descriptions below within the CLINs are labeled with AA, AB, AC, etc. extensions to separate the descriptions, which is NOT reflected as such within the CLINs for pricing on the Price Schedule.
CLIN X006 – SERVICE 408: Snow and Ice Removal Services: November 1st through March 31st. CLIN X006 will be defined by the contractors pricing of the following items:
· Item X006AA Priority Roads, Sidewalks, and Parking Lots (Nov. 1 - Mar 31) – Routine Snow and Ice Removal of Priority 1,2,3,4 Roadways; Priority 1,2,3,4, and “Occupied” Parking Lots; Priority 1,2 Sidewalks; Railroad Switches with Heaters; includes areas of snow pile removals when parking is restricted, or traffic safety issues occur.
· Item X006AB Service Order Road – Service Order for Additional Roadway Clearance. Mile (12’ wide by 1 mile)
· Item X006AC Service Order Parking Lot – Service Order for Additional Parking Lot Clearance.
· Item X006AD Service Order Sidewalks – Service Order for Additional Sidewalk Clearance.
· Item X006AE Service Order Railroad Switch w/Out Heater – Service Order for Railroad Switch Clearance (non-heated).
CLIN X008 – SERVICE 404: Grounds Maintenance Grass Cutting: May 1st through October 31st. Routine Grounds Maintenance of Grass Cutting; Debris Removals; Weed trimming. CLIN X008 will be defined by the following items:
· Item X008AA Mowing Areas A, A1, B, C, D, and E (May 1 - Oct. 31) –Routine Grounds Maintenance Services for all Area types A1, A, B, C, D, and E; Airfields, and Firebreaks. This will include all routine tree trunk stem pruning efforts to maintain Urban area trees. This shall include all fence lines within the Cantonment area for routine weed trimming whether adjacent to a mow area or not.
· Item X008AB Service Order for Additional Grass Cutting/ Mowing Services by Commercial Riding Mower – Service Order for additional Grass Cutting/mowing Services by Commercial Riding Mower, to include all elements required for Improved Grounds, such as weed trimming and grass debris removal from hard surfaces. To be priced in an even number, as this can be awarded in 0.25 Acre increments.
· Item X008AC Service Order for additional Grass Cutting/ Mowing/ Brushing (up to 3") Services by Agricultural Class Mower – Service Order for additional Grass Cutting/Mowing/Brushing (up to 3”) Services by Agricultural Class Mower. Applicable to Semi-improved and unimproved areas. Such as ranges, roadsides, native vegetation control areas, and firebreak areas. To be priced in an even number, as this can be awarded in 0.25 Acre increments.
· Item X008AD Service Order Weed Trimming – Service Order for Weed Trimming areas not accessible by Commercial Mower and not covered under routine maintenance CLINs. Such as: Fence lines off Cantonment; Maintenance Buildings; Hard Surfaced lots; Bunker look-out points; Berms; and Targets.
CLIN X009 – Note: Seed and Mulch/Matting materials for this work will be purchased through the materials line item, CLIN X017. Where the contractor will store the material inventory within their facilities footprint.
CLIN X010 – SERVICE 404: Tree/ Shrub Maintenance: Includes costs for Tree Surveys, Tree/Shrub Removals; Stump Removals; Pruning; Planting; and Caging. CLIN X010 will be defined by the following items:
· Item X010AA Hazardous Tree Survey (Annual Requirement) – Hazardous Tree Survey: ISA certified Arborist to conduct one site survey a year to evaluate trees located in the Urban and Improved Training/Recreation Management areas. Areas of survey will be alternated yearly towards need. Example Areas could be Housing and Cantonment year 1, Ranges and Campground year 2, Lakesides and Other Training Areas year 3, etc. Deliverable will be in electronic format and reviewed by the Fort McCoy Forester for acceptance.
· Item X010AB Service Order Tree Removal 0-18" DBH – Tree Removal 0-18” DBH. Service Order for the removal of trees or shrubs with a DBH of 18” or less. Includes removal of all tree/shrub components to the Fort McCoy Wood Debris Disposal Site. Includes removal of stump by grinding or excavation to a minimum depth of 6” below finish grade, removal of wood debris, application of lime pellets if stump is ground, and restoration of disturbed site with dirt, seed and mulch. Intent for line item is to address trees in urban/improved areas. When dealing with more than 3 trees in a location, work will be considered for CLIN X011 Firebreak Maintenance.
· Item X010AC Service Order Tree Removal 19-24" DBH – Tree Removal 19-24” DBH. Service Order for the removal of trees with a DBH of 19-24”. Includes removal of all tree components to the Fort McCoy Wood Debris Disposal Site. Includes removal of stump by grinding or excavation to a minimum depth of 6” below finish grade, removal of wood debris, application of lime pellets if stump is ground, and restoration of disturbed site with dirt, seed, and mulch. Intent for line item is to address trees in urban/improved areas. When dealing with more than 3 trees in a location, work will be considered for CLIN X011 Firebreak Maintenance.
· Item X010AD Service Order Tree Removal 25" and Greater DBH – Tree Removal 25” or greater DBH. Service Order for the removal of trees with a DBH of 25” or greater. Includes removal of all tree components to the Fort McCoy Wood Debris Disposal Site. Includes removal of stump by grinding or excavation to a minimum depth of 6” below finish grade, removal of wood debris, application of lime pellets if stump is ground, and restoration of disturbed site with dirt, seed, and mulch. Intent for line item is to address trees in urban/improved areas. When dealing with more than 3 trees in a location, work will be considered for CLIN X011 Firebreak Maintenance.
· Item X010AE Service Order Stump Removal 0-20" – Stump Removal 0-20” diameter. Service Order for the removal of Stump in an Urban area measured at average dimension found at cutoff. Includes minimum depth of 6” below finish grade, removal of wood debris, application of lime pellets, and restoration of disturbed site with dirt, seed, and mulch.
· Item X010AF Service Order Stump Removal 21-36" – Stump Removal 21” to 36” diameter. Service Order for the removal of Stump in an Urban area measured at average dimension found at cutoff. Includes minimum depth of 6” below finish grade, removal of wood debris, application of lime pellets, and restoration of disturbed site with dirt, seed, and mulch.
· Item X010AG Service Order Stump Removal 37" or Greater – Stump Removal 37” or greater diameter. Service Order for the removal of Stump in an Urban area measured at average dimension found at cutoff. Includes minimum depth of 6” below finish grade, removal of wood debris, application of lime pellets, and restoration of disturbed site with dirt, seed, and mulch.
· Item X010AH Service Order Pruning – Pruning. Service Order for the specialized pruning performed by, or under direct supervision of, an ISA certified Arborist. This work shall be performed outside scheduled routine pruning efforts and for High Risk situations or by Government Request. Pruning will be assigned per tree.
· Item X010AI Service Order Tree and Shrub Planting – Tree and Shrub Planting. Service Order for the planting of tree or shrub to include elements found in PWS. Tree/Shrub plant will be provided under CLIN X017 – Materials, or by other entities.
· Item X010AJ Service Order Tree Caging – Caging. Service Order for the individual caging of a planted tree or shrub. Includes caging materials. Price to either put up cage or take down cage around a tree or shrub, or multiple trees or shrubs if grouped within a 15’ circle.
CLIN X011 – SERVICE 404 Fire Break Maintenance: Includes costs to for disking vegetation free zones along the impact areas; Agricultural Mowing of Fire Break or Boundary Areas created after award; Heavy Fire break Maintenance activities of Tree/Stump Removals, Grading and Erosion Repairs; and Clearing areas with shredding or mulching equipment to ready for future routine agricultural mowing; CLIN X011 will be defined by the following items:
· Item X011AA Service Order Fire Break Disking (Bi-Annual Requirement) – Fire Break Disking. Service Order issued for the bi-annual disking of the vegetation free zones of the fire breaks surrounding the Impact Areas and other select Range areas as found on Attachment 21 Fire Break Disc Maps.
· Item X011AB Service Order Fire Break Maintenance - RFP Service Orders– Heavy Firebreak Maintenance. Service Order to prepare grounds to finish grades to allow routine mowing operations in the future. Consists of components of the following: Tree and brush clearing (woody vegetation over 3” DBH); debris and stump removals and transport; grading efforts; seeding; and erosion control protections to allow smooth transitions for agricultural class mowing equipment operations. Service Order will be determined by repair scope of work and appropriate labor class hours to perform the work. Seed and erosion control materials to be provided under CLIN X017.
CLIN X014 SERVICE 420: Hazardous Spill Clean-Up and Disposal. CLIN X014 will be defined by the following items:
· Item X014AA Service Order for Spill clean-up, material transported to B2960, and site restoration. – Spill Clean-Up and Disposal. Service Order for spill clean-up, scale/weigh, and transport of spill material to Hazardous Soils Storage Building (HSSB), and site restoration with similar soils and seed if required. Includes HSSB “push-up” upon project completion.
· Item X014AB – Service Order for loading soil from HSSB (est. 8 hrs. twice per year) and vehicle wash facility (Est. 8 hrs. once per year) into other contractor solid waste containers for disposal off Fort McCoy.
CLIN X015 – Note: Depending on sediment trap, expect 5-20 CY of material to be removed under one service order. Each sediment trap is a unit of 1 action.
CLIN X016 – Note: CLIN X016 will also be used to perform additional work for other CLINs where quantities are exhausted due to oddities of circumstance not estimated during the contract performance period.
CLIN 0018 - Phase-In: Phase-in period of thirty (30) days. During the phase-in period, the Contractor shall become familiar with performance requirements and gather all equipment to commence full performance of services to full performance date. Contractor shall have personnel on board during the thirty (30) day phase in period. This CLIN will only be paid with change out of contractor Management Staff and Equipment between follow-on service contract requirements.
