1.0 General Information.

1.1 Overview. The contractor shall remove snow and ice from paved and unpaved roads and surfaces to include, but not limited to: parking lots, bridges, driveways, access lanes to dumpsters and recycling containers, dumpster/recycling enclosures, delivery doors, ramps and loading docks, sidewalks, ranges, airfields, helicopter pads, fire hydrants, observation points, and training areas in accordance with priorities specified in the Snowplow Maintenance Plans. Removal and treatment priorities shall take place in accordance with (IAW) the installation’s Snow and Ice Removal Plan or as directed by the Contracting Officer (KO) or the Contracting Officer’s Representative (COR). Services shall continue as weather conditions dictate. The contractor shall remove snow from all areas, to include hauling when and where necessary. Specific excess snow removal areas are identified in Snowplow Maintenance Plans. Within the specific excess snow removal areas, there shall be no snow piling. Excess snow disposal areas are identified in Snowplow Maintenance Plans. Obstacle markers may be used to prevent damage to Government property. Obstacle markers are the Contractors responsibility to obtain and shall only be in place during the snow and ice removal season.

The contractor shall be responsible for any damage to private or Government owned property during de-icing/plowing operations. The contractor shall immediately notify the Police, then COR, of any such damage and assume responsibility for repairs to, or replacement of, any Government property damaged during the performance of this contract (e.g. buildings, HVAC Equipment, light and power poles, curbs, signs, fire hydrants, landscaping, turf, vegetation including trees, etc.). All repairs shall meet industry standards and items replaced shall be a like item to the damaged property (unless approved by COR).

A winter storm is an event in which varieties of precipitation are formed that only occur at low temperatures, such as snow or sleet, or a rainstorm where ground temperatures are low enough to allow ice to form (i.e. freezing rain). The contractor shall monitor weather trends and factors that create the potential for hazardous snow or ice accumulations and be prepared to respond to such conditions 24/7.

This attachment covers services needed during snow or ice events, for regular street and pavement sweeping requirements see Attachment 5 – Facility Maintenance Horizontal and Other, Section 2.1.1.1 Pavement Sweeping.

1.2 Snow and Ice Removal Plan. The Contractor shall review the provided Snow and Ice Removal Plans, Snowplow Maintenance Plans, and submit any revisions to the COR for approval within sixty (60) days of contract award. The Contractor shall update the Snow and Ice Removal Plan not later than (NLT) 30 September annually. Revision shall include updates to Access Control Points (ACP), closures or openings, and re-prioritization of roads per input from DES, GCT, or DPW. The Contractor's plan shall include the following: an inventory of materials for snow or ice removal; traffic and parking control procedures, communication channels, and priorities between road users, the snow control center, and equipment operating crews; designated areas from which snow shall be hauled away when accumulation reaches an established level; and procedures for adding additional crews and equipment in the event of a unusual storm/weather events. The contractor shall respond to road snow and ice removal requests from the DES when an immediate Life, Health, and Safety issue is reported (i.e. an icy intersection/roadway). Contractor shall be required to provide snow and ice control to clear common sidewalks and building entryways for the buildings listed in Snowplow Maintenance Plans.

1.2.1 Airfield Snow Removal. Contractor shall perform snow and ice removal IAW AR 420-1 (para 7-15) and FAA requirements. The Snow Removal Plan shall include removal of snow and ice from the runway and the respective priority to keep the Airfield operational during severe winter weather. This service shall be completed as part of the plan established under this section. The Airfield Operations may supersede the priority plan in the event that the airfield is closed for other reasons. This will be communicated to the Contractor by the COR during the events.

2.0 Description of Services.

2.1 Scope. Pavement clearance includes, but is not limited to, the following: plowing and sweeping of snow or ice from roads, ACP’s, sidewalks, railroad switches, railroad crossings, airfield pavements, taxiways, aprons, shoulders, driveways and parking areas by pushing and piling the snow into adjacent areas or by collecting and removing the snow. The Contractors snow and ice removal operations will take place annually from November 1st of the given year until March 31st of the following year. A winter accumulation event may occur during the month of April, whereas the contractor shall provide snow removal services on hard surfaced areas, while also providing mowing services as needed. The contractor will be expected to perform the snow removals to the same standard as during the regular snow removal periods.

Snowplow route 1A is the highest priority, because is the most traveled route of patrons and emergency response traffic. In Priority 1A and Priority 1 areas, begin snow removal and/or deicing operations immediately and maintain at 1” or less of snow accumulation or apply de-icing material during conditions of freezing precipitation. Priority 1A and 1 road intersections shall be treated with sand salt mix or salt deicing material within 50 feet of the intersection in all directions, and entrances to parking lots, to allow vehicle traction and prevent skidding. All Priority 1A and Priority1 roads, parking lots, and sidewalks shall be completed prior to the majority of the workforce’s arrival, by 6:00 a.m., to prevent the workforce and patrons from experiencing early morning hazardous conditions. Contractor’s performance will be evaluated by areas not plowed or addressed under the workforce’s vehicles. 10% of the vehicle stalls in the lot of an unplowed area blocked by commuters’ arrival after the lot has been addressed is allowable. Contractor will be responsible for monitoring parking lots and their occupancy times during non-winter events and address their treatment plans accordingly. All activated/operational dining facilities shall receive first clearing or deicing for the staff by 4:30 AM, and be kept clear until precipitation stops. Maintain all Priority 2 roads, parking lots, and sidewalks with no more than 4” of accumulation until precipitation stops and then continue until all surfaces are free of snow. Once Priority 1A, 1, and 2 areas are mitigated, the contractor shall proceed on to all other priority areas and continue snow removal and ice removal operations, until all areas are mitigated. All paved lots on Cantonment not in Priority 1A,1,or 2 status are to be plowed within seven (7) work days of the most recent snow event. Application of salt or other de-icing materials are not required for the non-priority use lots. The contractor shall maintain hills, curves, intersections and other hazardous areas to maintain proper visibility and traction for safe driving conditions. Snow removal at railroad crossings shall be performed so that snow does not pile-up at either outside end of the road and railroad crossing.

2.2 Specialized Locations.

2.2.1 Paved Roads and Access Control Points (ACP). The Contractor shall clear roads and ACPs. The Contractor shall clear primary roads to support the safe movement of emergency vehicles. The Contractor shall ensure all opened ACPs are accessible/operational at all times, regardless of storm intensity. The Contractor shall deploy the assets necessary to ensure the road network is trafficable IAW the Snow, Ice, and Sand Removal Plan. Once removal operations commence, the Contractor shall continue these operations until snow or ice is removed from the full width of streets, including intersections. The Contractor shall clear all primary roads NLT 6:00 AM. The COR will inform the Contractor of the revised clearance times, should there be a delay in opening or closure. Roadways requested to be cleared at a higher priority or not covered under the routine snow removal routes will be addressed with a SO by the COR under appropriate CLIN. Unmanned motorized access gates will be addressed after priority 1A, 1, and 2 areas are mitigated. Contractor will call DES when they have cleared the access gates for use after a snow event. Unmanned motorized access gates will be cleared for use within eight (8) hours of the storm event ending.

2.2.2 Parking Areas. The Contractor shall clear parking areas as shown in Snowplow Maintenance Plans or directed by KO/COR. Snow and ice shall be removed from the full width of the parking areas and pushed to designated locations. The Contractor shall clear parking areas of snow or ice. Parking areas requested to be cleared that are not covered under the routine service will be addressed with a SO by the COR under the appropriate CLIN.

2.2.3 DES Parking Lots. DES facilities personnel will move equipment and vehicles to one side of their storage lot for initial snow and ice remediation. Once vehicles are relocated to the contractor cleared areas, the Contractor shall return on the same day to clear the remaining DES parking areas. Contractor to monitor DES parking lot for return of plowing services during the snow or ice event.

2.2.4 Child Development Center (CDC) and School Age Services (SAS). The CDC and SAS parking lots, sidewalks, emergency exits, and assembly areas must be checked frequently, to ensure the areas are kept free of snow and ice. The contractor shall inspect the walking surfaces at the buildings daily during the snow removal performance period for accumulations of snow and ice regardless of presence of a weather event. Contractor will address any slip hazards at egress areas during their daily inspections.

2.2.5 Sidewalks. The Contractor shall clear sidewalks when accumulation reaches 1 inch or when forecasted low ambient temperatures and moisture levels could cause ice accumulation or when ice begins to accumulate. Sidewalks shall receive a complete clearing at the end of each snow or ice weather event. Contractor shall be responsible for “main” sidewalks, accessible by equipment, and not building individual entrances requiring hand shoveling, unless called out specifically within the contract.

2.2.5.1 Snow Shoveling and Ice Removal. The Contractor shall snow shovel stairs and sidewalks and apply ice melt as needed for each area that cannot be addressed with contractor’s equipment. Ice melts (salt) shall be placed on stairs and sidewalks for each location located on main line sidewalks (not intended for individual building access points, except high visibility areas such as Headquarters, Child Service buildings, Welcome Center, etc.).

2.2.6 Catch Basins. This applies in rare instances where the snow accumulates and prevents draining. The Contractor shall remove snow from all catch basins to allow free drainage when ponding occurs during thawing temperatures. For roadways without curb and gutter, Contractor will create drainage ways through snow embankments to allow drainage from the ponding areas to drainage swales/ditches under normal maintenance.

2.2.7 Hydrants. The Contractor shall remove snow from and around the hydrants to ensure access. The cleared area shall be, at a minimum, approximately three (3) feet in radius from the hydrant. The Contractor shall clear access to hydrants at the end of each snowstorm.

2.2.8 HVAC Clearing. The Contractor shall ensure HVAC units are kept clear of placement of snow and ice piles created from plowing efforts. Removal of snow and ice accumulation for HVAC units caused from other sources than the contractor’s efforts may be requested by Service Order from the KO/COR. This shall be accomplished by means other than plowing (e.g., snow blowing or hand shoveling).

2.2.9 Railroad Switch Heaters. As routine work, in any week that there is a snow event, the contractor shall clear snow from the six railroad switches that have switch heaters (Turnout 1, 3, 4, 7, 9, & Engine House), in accordance with Snowplow Maintenance Plans, prior to 9:00 AM the following Tuesday, or per request, if there is a scheduled rail movement. The switch heaters shall be turned on until the switch plates are dry, and then turned off. The area around the switch, switch stand, and switch rod that the switch heater does not clear, shall be manually cleared of snow, to the ballast rock level. Service Orders may be issued by the Government, for snow removal at switches without switch heaters, prior to rail movements. These additional non-heated switch clearings will be priced per switch and assigned as needed for specified rail movements.

2.2.10 Airfield. Remove snow and ice from runways, taxiways, and aprons at the Sparta/Fort McCoy Airfield in accordance with priorities specified in the Snowplow Maintenance Plans, Snow removal areas and the supplemental requirements of Attachment 13 Airfield Annex A-10 of the Sparta/Fort McCoy Airport Operations Manual. The contractor shall ensure all personnel performing snow and ice removal at the airfield are trained and understand the requirements as outlined in the Snowplow Maintenance Plans of Attachment 13 Airfield Annex A-10. The contractor shall clear Priority 1 areas as identified on the map, within four (4) hours of end of snow/ice event. The contractor shall use Government approved non-corrosive de-icing treatment material specifically for use on airfield runways and taxiways, which is effective down to at least 15 degrees Fahrenheit. The contractor will clear all windrows exceeding 12” in height with snow blower attachments to clear wing obstructions along the runways. Snow pile obstructions greater than 12” and within 50’ of paved areas will be removed/knocked down prior to concluding clearing operations for the snow event day. There will be no snow piling along runways or taxiways, snow will be dispersed by power blower unit.

2.3 Removal Priorities. The priority of pavement clearance shall be IAW Snowplow Maintenance Plans snow and ice removal priority designations.

2.3.1 Snow Stockpile Removal. For locations designated as snow stockpile removal areas, and snow stockpiles causing view obstructions for roadways or drive entrances, the Contractor will remove excess snow from the designated areas no later than six (6) working days after completion of the snow event. The Contractor will be required to remove snow piles in lots once they start restricting parking availability for Fort McCoy Staff. Snow piles placed which result in a safety hazard for obstruction of view, will be the responsibility of the contractor to remove. For requested areas other than those listed in the snow removal areas or as view obstructing hazards, the Contractor shall remove snow or ice stockpiles to designated on-post locations under issue of a SO by the COR.

2.4 Pre-Treatment and Clearing. The Contractor shall ensure safe walking and driving conditions by immediately removing ice from accumulated areas. The Contractor shall coordinate with the KO/COR to pre-treat areas with de-icing material, salt and/or sand, prior to forecasted storms. The Contractor may apply a salt-brine solution to roads, parking lots, and sidewalks as pre-treatment before a snow or ice event. The Contractor shall remove and dispose of excess accumulations of de-icing material, if applicable, off Government property.

2.4.1 De-icing Material/Sand/Salt. The use of sand, salt, or a mixture thereof shall be used IAW local regulations and local policy. The Contractor shall ensure all materials used are in compliance with local procedures and is acceptable to the KO/COR. At the end of the Snow Removal Season, the Contractor shall remove excess sand from sidewalks and parking lots.

2.4.1.1 Sand, Salt, and Deicing Materials. To conserve sand salt mix & salt deicing materials, the use of these materials on ranges and Transient Training Bases (TTB) shall be limited to when these areas are scheduled for use in the automated Range Facility Management Support System (RFMSS), where the contractor shall check RFMSS regularly, for scheduling updates. As a matter of routine work, the contractor may also be directed to apply deicing materials at ranges and TTB, as requested by a DPTMS Range Operations Scheduler or the DPW WRC.

2.4.2 Ice Control Abrasives. The Contractor shall apply abrasives for ice control as directed by the KO/COR. Abrasives shall consist of treated salt which shall be treated with an Environmentally Preferred Product (EPP).

2.5 De-icing Supplies.

2.5.1 Salt and Sand/Salt Mix. The Government will supply the Contractor with Salt and Sand/Salt materials. The contractor will provide anticipated quantities needed for the season. Contractor will notify the COR when quantities are less than 50% in the storage buildings. The Contractor will be responsible for accepting loads of de-icing materials and pushing up inside the proper storage building. When available, the Government will provide a material conveyor for stacking de-icing materials. This conveyor will be operated and fueled by the contractor, during material deliveries. The contractor will coordinate all maintenance activities for this equipment with the COR.

2.5.2 Airfield De-icing Agents. Contractor will be responsible for acquiring the airfield de-icing materials through the materials purchase CLIN on the contract. The contractor shall use Government approved and supplied non-corrosive de-icing treatment material specifically for use on airfield runways and taxiways, which is effective down to at least zero degrees. The Contractor shall request through the COR the purchase of de-icing materials prior to 15 October each year. Contractor will provide three vendors for quote of purchase. Contractor will coordinate delivery and acceptance at the Roads and Grounds maintenance building (B6054) located at the Fort McCoy Airfield.

2.6 Pavement Sweeping. No later than May 1st each year, and as routine work, the Contractor shall begin the removal of excess ice control abrasive material previously applied on the pavement areas specified in the Snowplow Maintenance Plans during Snow and Ice Removals. Areas to be swept include, but are not limited to: paved streets, parking areas, sidewalks, runways and shoulders, taxiways, aprons, etc. Additional routine sweeping efforts during the grounds maintenance season is addressed in the Facilities Maintenance – Horizontal and Other, CLS 420 document, paragraph 2.1.1.1, Pavement Sweeping.

2.6.1 Airfields. Airfields have special considerations to prevent hazards. The Fort McCoy Airfield requires a Foreign Object Damage (FOD) Prevention Program. The Contractor shall develop a FOD removal plan in conjunction with airfield personnel. The Contractor shall adjust operations and sweeping frequencies to meet the FOD Prevention Program requirements. FODs are covered in paragraph 2.1.1.1 of Facility Maintenance Horizontal and Other. Under Routine efforts, the contractor shall be responsible for sweeping the runway five (5) times during the training season (May-October). Contractor to provide schedule to Airfield controller for concurrence of requirement. Once the five (5) occurrences are spent, due to training exercised, further requests will be issued by SO.

2.7 Inoperable Vehicles. The Contractor shall coordinate with DES to move all vehicles interfering with snow removal or ice control operations. The Contractor shall assume liability for damages to vehicles caused by Contractor employee negligence.

2.8 Safety. The Contractor shall ensure snow, ice, or sand removal equipment that is slow moving or otherwise creates an unsafe condition are clearly visible to oncoming traffic and bystanders (e.g., equipped with rotating or flashing amber lights).

2.9 Damage. The contractor shall be responsible for any damage to private or Government owned property during de-icing/plowing operations. The contractor shall immediately notify the COR of any such damage and assume responsibility for repairs to, or replacement of, any Government property damaged during the performance of this contract (e.g. buildings, gates, light and power poles, curbs, signs, fire hydrants, landscaping, turf, vegetation including trees, etc.). All repairs shall meet industry standards and items replaced shall be a like item to the damaged property (unless approved by COR).
