# Reference Question Response 1 Exhibit 35, Para

1.1 Paragraph describes the extent of work as the two restrooms and the communication room in Building 2160 only. However, we are being required to balance the system after installation and so we will need to access a washing machine room next to the Men’s restroom as well as a small unlabeled room next to the women’s shower to balance the entire system. Please confirm this is correct.

Yes this is correct. Access will be granted to the areas served by the ventilation system.

2 Exhibit 35, Para 2.1.2.b.(1)

Paragraph states to remove all electrical components back to the panel. Please provide the location of that electrical panel.

Electrical Panel is located in Room 104, Attachment 3 (Exhibit 35‐3). An amendment will be issued to update Attachment 3 (Exhibit 35‐3) to include a callout to this location. Added "Electrical Panel located here"

3 Is Attachment #3 mechanical drawing detailing the new work as described in the statement of work or is it showing the existing configuration? If it shows the new work please confirm that the intent is to have an exhaust diffuser over one women’s toilet rated at 300 CFM and 75 CFM diffusers over each of the men’s toilets?

Attachment 3 (Exhibit 35‐3) shows the existing configuration. An amendment will be issued to provide clarification for Attachment 3 (Exhibit 35‐3). Changed Title to " Existing Restroom Mechanical System Layout"

4 Is it the intent of the owner to run negative pressure in the women’s restroom and shower as shown

Yes

5 Please provide an acronym list so we can verify what CDH, EGH and TGS stands for. An amendment will be issued to add Attachment 5: Grille, Register, Diffuser Schedule ‐ Building 2160 (Exhibit 35‐5). This attachment has a list of all acronyms

6 Exhibit 35, Para 2.2.a.(3)

Paragraph describes a Heat Pump #3. Please provide the location of this unit. No heat pump #3 called out, only #2 & #1. Heat Pump #2 is located in room 107 on Attachment 2 (Exhibit 35‐2) (Same location as JACE). An amendment will be issued to add Attachment 4 (Exhibit 35‐4) to show HVAC system and location of components.

7 Exhibit 35, Para 2.2.b.(2)

Paragraph describes a Heat Pump #2. Please provide the location of this unit. Heat Pump #2 is located in room 107 on Attachment 2 (Exhibit 35‐2) (Same location as JACE). An amendment will be issued to add Attachment 4 (Exhibit 35‐4) to show HVAC system and location of components.

8 Section 01 11 00, Para 1.6.2

Paragraph lists the requirement to purchase two sets of hard copy books, but then goes on to say that three sets of hard copy books shall be provided to DPW (along with 3 additional Facilities Construction Cost Data books). Is the requirement for two or three sets of hard copy database books?

The intent is for the contractor to have 2 sets of hard copy books in their office. The contractor is also required to provide 3 complete sets of RS Means database books (9 individual, specific, cost data books). In addition to these 27 books (3 sets of 9), the contractor is required to provide an additional 3 sets of the "Facilities Construction Cost Data" database book.

9 Section 01 00 11, Para 1.7.2.2

Paragraph 1.7.2.2 The Bid Schedule, Part B: Supplemental Items. I can’t find this schedule or any list of supplemental items to be bid/priced?

This does not have any items currently since there is no contract currently. This list is for items deemed common enough, yet not in the RS Means database, to create a "line item" for which is agreed upon. If no such items are found, this will stay blank for the extent of the contract.

10 Would it be possible for the government to provide bidders with the coefficients on the existing contract?

This information is not releasable under this solicitation; however, an offeror can submit a Freedom of Information Act (FOIA) request for current contract information.

11 Volume 2, subfactor D requires a technical approach not to exceed 10 pages, but also requires an excel spread sheet with a total cost breakdown. Can we assume that the excel spreadsheet is not included in the 10 page limit?

That is correct. The excel spreadsheet is not included in the 10 page limit.

12 The solicitation offer says the contractor must begin and end performance within 10 calendar days of the NTP but the Statement of Work for the Repair bathrooms in McVeigh Gym says under “Contract Construction Period” to complete all work within 120 calendar days. Which is it?

The construction period of performance is 120 days after receipt of NTP.

13 Can we use previously submitted PPQs? Can we use existing CCASSs and, if so, do you want one hard copy and one emailed to the CO before the due date?

PPQs must conform to the requirements of this solicitation. If using CCASS information in lieu of a PPQ, the information must be submitted prior to the RFP closing date and time.

14 Also regarding the list of relevant contracts required as part of the JV agreement, isn't this already included in the earlier section where the RFP requires a list of all contracts within the last 10 years?

Relevant contract required as part of the Joint Venture is in reference to Factor 2 ‐ Past Performance. There is not a requirement to list all contracts within the last 10 years.

Factor 1, Subfactor B requires a list of relevant contracts, projects, or task orders completed within the past six years. Factor 2 requires contracts within the last five years. Both are separate evaluation factors with separate proposal submission requirements.

15 Is there a page limit for any of the subsections under the Management Approach, besides the 5‐page limit for the QC plan?

No

16 For those who will be sending in proposals via FedEx, we would like to ask for your consideration of moving the proposal due time from 10:00 a.m. to 2 p.m. Only because the first delivery choice from FedEx is 10:00 a.m.

An amendment will be issued extending the proposal response date and time.

17 L.2.1.8.5 states Volume 1 thru 3 is to be on one CD & L.3.1.1 chart shows that you want 2 CD’s of each volume.

Question: Do you want just 2 CD’s that contain Volume 1 thru 3 on each of them?

Either two CD‐ROMs with each Volume in its own subdirectory/folder or 2 separate CD‐ ROMs for each volume. Either one is acceptable.

18 We will be Teaming as a Prime/Sub Team and would like to know for requirement L.8.1.5 if each team member can list 10 contracts or would you like 5 from each, totaling 10?

The requirement is to submit references for contracts awarded during the previous 5 years, not to exceed 10 references. A specific number of references to be submitted, other than a total of 10, is not a requirement.

19 L.8.1 Wants no more than 2 pages of project info. What are your information requirements?

Section L, Paragraph 8.1.5 provides requirements for each reference to be submitted.

20 Based on the Scope of work 2.2.3.a. is the owner expecting a complete test and balance of the affected rooms or only for the exhaust system?

Only the testing and balancing of the exhaust system is required in this task order.

21 Please provide a scale for attachments #2 and #3 so that all bidders have the same quantities to work with. We have tried to determine the correct scale during the site visit with a few measurements, but no scale is compatible with the actual dimensions at the site. It appears that there are walls in different locations than the drawings show.

An amendment will be issued to add Attachment 4 (Exhibit 35‐4), which has a scale.

22 Gym users will not be able to access these rooms during the majority of the restroom remodel due to safety issues. Are we to assume that the restrooms in building 2161 can be utilized during major portions of the remodel?

Occupants will be directed to use the bathrooms in the other section of the facility.

Contractor can assume the gym users will have other bathrooms to utilize

23 Is Building 2160 or 2161 classified as an historic structure requiring adherence to the Manual for Maintenance and Repair for Historic Structures?

No. Building 2160 and/or Building 2161 are not classified as historic structures.

24 During construction of the seed project, will off‐hour work be required / allowed? For this seed project, off‐hour work will not required or allowed.

25 Will the building be occupied and operating during the construction? If so, are there other Restrooms that will be available for the Building Occupants / Users? Will the Contractor need to provide temporary toilets / facilities? If the Contractor must provide temporary toilets and / or other facilities, please clarify the requirements.

The building will be in use and occupied during construction. The building has other bathrooms that the occupants will be required to use; no temporary restrooms are required on this task order.

26 Can the Government provide Bidders with the coefficients on the existing JOC contract?

See response to question #10

27 Subfactor C, Para 7.3.3

Are they any page limits on these subsections, besides the 5 pages for the QC plan? See response to question #15

28 Section L, para 8.1.8

This section states: “If a teaming arrangement is contemplated, Offerors must provide complete information as to the arrangement, including any relevant and recent past/present performance information on previous teaming arrangements with the same partner. If this is a first time joint effort, each party to the arrangement must provide a list of past and present relevant contracts.” However, isn’t this contract list already going to be part of the proposal because Section 8.1.5 requires the Reference List of all relevant contracts in last 10 years? Can we refer to this list in answering 8.1.8?

Section L, Paragraph 8.1.5 requires a reference list of all relevant contracts in the last 5 years, up to 10 contracts. Not all relevant contracts in the last 10 years. Referring to the list is acceptable in referencing the requirement in paragraph 8.1.8.

29 Subfactor B ‐ Experience

We must submit projects completed within 6 years but later in 8.0, Factor 2 – Past Performance, the PPQ must come from a project in the last 5 years. Please clarify if it is 5 or 6 years.

Subfactor B ‐ Experience is not the same as Factor 2 ‐ Past Performance. Each factor/subfactor are evaluated separately and based on the information submitted for each factor/subfactor.

30 Section L, para 8.1

Please clarify the meaning : “Limited to no more than two (2) pages per contract listed.

Only references for the same or similar type contract are desired. Submit original with one (1) copy and one (1) sanitized copy with Offerors CAGE code only.”

This refers to each of the past performance references provided.

31 Section L, para 8.1.3

Do you want the PPQs to be mailed (per the RFP) in to the CO (by the reference) or is email sufficient?

PPQs may be emailed; however, it is still the responsibility of each offeror to ensure information is received by the contracting office prior to the solicitation's closing date and time.

Will the awarded contractor be required to keep an office on JBLM? If so, will space be designated with utilities provided?

The awarded contractor will be required to keep an office on JBLM. A space will be designated.

Will there be a requirement to use a particular version of RSMeans® (i.e. CostWorks®, RSMeans Online®, or RSMeans via WinEst®)?

RSMeans® via Winest Pro Plus as specified in Section 01 11 00, Para 1.6.2.

Will the contract allow RSMeans® City Cost Index Quarterly updates? Which version of RSMeans® will be the prevailing CCI update? It is our experience that each version may reflect a slightly different increase based on interactive updates via the internet.

The City Cost Index will be updated on a yearly basis. The yearly update will be based on the quarter in which the base contract is awarded and the subsequent option years awarded.

SEED Project, Ref. 2.2.2.a

How many fire rated assemblies are between Room 107 in Bldg 2160 and Room 105B in Bldg 2161?

This is a means and methods determination of the offeror. Attachment 4 (Exhibit 35‐4) is being provided through an amendment to provide a more accurate depiction of the buildings.

SEED Project, Ref. 2.1.2.a.

Are lockers currently in the women’s changing room, 105B to be moved for painting behind or are they fixed to the wall?

There are lockers located in the women's locker room (Room 105B). They are fixed to the wall and will not/are not required to be moved.
