MEMORANDUM FOR: Mission and Installation Contracting Command – JBLM McChord Field
FROM: Directorate of Public Works (Project Manager, ________)
| SUBJECT: | Liquidated Damages Computation – Engineering Costs | |
| FY 2016: “IJO – Project Title” |
| ________________ |
| DPW ESD Project Manager |
The above breakdown of engineering costs is to be used to capture the impact to the government personnel with regard to managing all aspects of a task order after the legal completion date. Each day a project extends past the legal completion date, the government must expend resources to manage and track the task order. Therefore, this is not punitive but simply a tool to recoup the costs of project management which would have been allocated towards new task orders. The inability to meet the contractual obligation of a period of performance decreases the capacity of the both MICC and DPW due to the managing of a workload without the ability to take on new projects; without increased costs to personnel. This increases the cost to Joint Base Lewis-McChord and is therefore not the proper use of tax payer dollars.
