About this file
This is a Questions and Answers document (Q&A No. 4) issued as an update to Solicitation W911QY-26-R-CUSTODIAL for basewide custodial services. The document addresses four key inquiries from potential contractors regarding service requirements and contract terms.
The questions and answers cover the following matters: (1) service frequency levels for installation facilities are denoted by color coding (green, amber, red, and black) corresponding to different funding levels, with detailed floor plans available in TE-07; (2) corridors and all required service areas are documented in the referenced technical exhibits, and contractors should verify these listings during facility tours; (3) contract price increases are not permitted for wage and benefit cost increases, and contractors must factor forecasted cost increases into their initial proposals; and (4) all buildings are cleaned during specific operating hours defined in Section 1.7.5 of the Performance Work Statement (PWS). Additionally, the document notes that the U.S. AbilityOne Commission has determined this requirement is suitable for addition to the Procurement List under the JWOD Act, and the work will transition to the AbilityOne Program upon completion of the current commercial contract.

BASEWIDE CUSTODIAL SERVICES
UPDATE 6: Special Contract Requirements
The U.S. AbilityOne Commission's authority has determined this requirement is suitable for addition to the Procurement List under the authority of the JWOD Act. Therefore, this requirement will be moved to the AbilityOne Program at the end of this commercial (non-AbilityOne) contract.
Question: Regarding TE-04, please explain the frequency of service for the “All other installation facilities” column, specifically which areas/buildings correlate to the Green, amber, red, and black service frequencies.
Answer: Green, amber, red and black correlate to the different service levels of funding for all the installation facilities.
Question: Regarding TE-05(1 of 3), I don’t see any corridors listed in building 1 and various other areas that we walked in our tour. Can you verify the listed buildings and rooms are the only areas we need to include in our service area?
Answer: TE-07 Building Floor Plans shows corridors.
Question: Are contract price increases allowed when the required wage and/or benefit costs increases?
Answer: No, this should be factored into your proposal for forecasted wage/benefit cost increases.
Question: Are all buildings cleaned during a specific window of time?
Answer: Section 1.7.5 in the PWS shows the hours of operation.
