About this file
This is a Questions and Answers document (Q&A No. 2) for Solicitation W911QY-26-R-CUSTODIAL for Basewide Custodial Services. The solicitation pertains to federal custodial services with an updated proposal due date of 18 March 2026 by 4PM EST, following a postponed site visit scheduled for 5 March 2026 at 10AM EST. The contracting federal agency is the Department of Army, indicated by the W911QY solicitation number prefix.
The document addresses three primary inquiries from potential offerors: (1) confirmation that no Collective Bargaining Agreement exists for this contract or the incumbent contract, though an Area Wage Determination does apply; (2) clarification that the required Narrative in Submission Requirements is a separate document from the proposal itself and should detail past performance, capabilities, and any previously awarded contract requirements; and (3) confirmation that the Service Contract Labor Standards statute applies to this procurement. This Q&A provides critical information regarding labor standards compliance and submission documentation requirements for prospective contractors.

Answer: A CBA does not exist for this contract nor does the incumbent contract; an AWD does exist for this contract.
