About this file
This is a Questions and Answers document (Q&A No. 3) for Solicitation W911QY-26-R-CUSTODIAL, a basewide custodial services requirement. The proposal deadline has been extended to 18 March 2026 by 4:00 PM EST, with questions due no later than 12 March 2026. Offerors must provide pricing for all four Funding Levels (Green, Amber, Red, Black) under Technical Exhibit TE-04 Custodial Services Performance Standards across three Contract Line Items: CLIN 0001 (Base and Laboratories), CLIN 0002 (Recycle Removal), and CLIN 0003 (Fitness Center). The scope of work has not changed from the previous solicitation. The contractor is responsible for procuring paper products per Section 4.3 of the Performance Work Statement (PWS).
Submission requirements include a one-page cover page with a letter signed by an authorized official (which does not count toward page limitations), followed by a four-page technical narrative addressing overall capability to perform PWS requirements. Either format is acceptable—addressing each individual task or demonstrating overall capability—as long as all PWS points are covered. Staffing approach and transition concepts are not required proposal submissions. The facility consists of approximately 65,058 NSF in Building 1, with Building 14 (Gym) included in the scope, and floor types are split evenly between stripping/waxing areas (50%) and carpet (50%). All custodial services must be performed during normal business hours. The base operates 24 hours daily with no shift structure. Contractor personnel must meet vetting and anti-terrorism training requirements per Section 1.7.8 of the PWS. The Government will not disclose site visit sign-in sheets, detailed floor plan delineations, building-to-performance-standard mappings, historical consumption data, incumbent pricing, or staffing levels. Government-furnished support information and unscheduled work response standards are detailed in Sections 3.1 and 5.1 of the PWS, respectively. Service Contract Labor Standards apply to this procurement.

Question: Has there been any change in the scope of work requirements since the last solicitation?
Answer: No.
Question: Who is responsible for buying the paper products?
Answer: Please refer to 4.3 of PWS, Contractor is responsible for paper products.
Question: Should the letter, signed by an authorized official of the Offeror, be included in the same document as the section 2 narrative? This would allow for one volume containing the Submission Instructions 1-2, and one excel spreadsheet/volume containing pricing?
Answer: The letter should be treated as a cover page for your submission.
Question: Will a cover page and the letter, signed by an authorized official of the Offeror count towards the 4 Page Limitation for Section 2 Narrative if they are all included in the same volume?
Answer: No, the cover page does not count towards the 4 page limitation, however the cover page should only be 1 page.
Question: Does the government want the 4-page narrative to address how the contractor will perform each individual PWS cleaning task, or just the overall capability that the contractor can perform the PWS requirements?
Answer: Either format is acceptable, as long as the contractor is able to cover all points covered within the PWS.
Question: If the government wants the narrative to address each individual task in the PWS, could the page limitation be removed or increased?
Answer: The page limitation will not be removed/increased at this time.
Question: Can we receive a copy of the site visit sign-in sheet?
Answer: This information will not be disclosed.
Question: How many existing shifts are there? How many employees are on each shift?

Answer: 50%
Question: What are the Contractor clearance requirements for on-site janitorial personnel?
Answer: Vetting, anti-terrorism training, etc. This is listed in the PWS.
Question: The floor plans don’t delineate the different floor types and related building and square footage- can the government provide the information?
Answer: No, this information is not available.
Question: Can you please identify the facility types of the buildings in TE-05 so that we can crosswalk it with TE-04?
Answer: The Government is unable to provide that information.

Answer: TE-03 is Installation Recycle Services, this reference of "Workload Data" is incorrect and has been amended.

Answer: The floor plans for Building 14 are attached to this solicitation as Attachment 3.
Question: Are all custodial services to be performed during normal business hours, or should floor and carpet cleaning be scheduled for after-hours?
Answer: All custodial services are to be performed during normal business hours.
